Summary
In Chile, a common expression for something absurd is loco como un pirata Boliviano (crazy as a Bolivian pirate). While amusing to a Chilean, this adage is a bitter pill for a Bolivian to swallow. Since the late nineteenth century, landlocked Bolivia has been forced to rely on the good graces of its neighbours for access to Pacific harbours.
