The political science discipline has recently engaged in contentious debate about the value of “research transparency,” particularly for research with human participants. The discipline is also holding vital conversations about research ethics and is rekindling dialogue about different ways of knowing. We offer an integrated account of how the actions that scholars who conduct human participant research take to respect ethical principles (which vary by research substance and settings), and their epistemological commitments (which vary across researchers), influence openness, a broader concept than “transparency.” These principles and commitments shape scholars’ openness practices simultaneously—both independently and in concert—serving as a prism through which multiple features of a research project are refracted, and resulting in a scholar’s inclination and ability to pursue openness in different ways and to different degrees with the audiences of her work. We also show how ethical principles and epistemological commitments can not only constrain and prevent openness, but also animate and require it. We suggest that scholars pursuing openness ethically, and in ways that honor their epistemological commitments, represents good social science, and we offer strategies for doing so. To develop our argument, we focus primarily on two research methods, ethnography and interviews, and on openness toward two audiences, human participants and research communities. Our account illuminates how the heterogeneity of human participant research makes it inappropriate, indeed impossible, to develop blanket rules for pursuing openness. Throughout, we highlight the importance of reflexivity for the ethical conduct of, and for being ethically open about, political science research.

In this article we reassess conceptions of the welfare state with an eye towards the limits of current scholarly approaches. In particular, we propose centering the study of the welfare state around those who occupy the margins of American society. We argue that concentrating on populations at the proverbial “bottom” of standard economic and political hierarchies productively reorients research on social policy and politics by bringing crucial but often overlooked facets of the welfare state into sharper view. Specifically, the bottom-up approach we offer here entreats political scientists to re-consider where they look in their efforts to delineate the welfare state, how to examine what they find, and what kinds of questions to ask in the process. Ultimately, studying the welfare state from the bottom up suggests a host of new directions for scholars seeking to understand its politics.

The scientific advisory committee is a neglected political institution whose importance became clear during the COVID-19 pandemic. What I call “the paradox of scientific advice” consists in that the two basic expectations from scientific advisory committees—neutrality and usefulness—are inherently in tension. To be useful, advisers must help governments set and attain their goals. Judgments about values and ends are necessary for useful advice, as are subjective judgments in the face of uncertainty and disagreement. This puts the committee in a double bind: if it tries to be more useful, it compromises the neutrality that is the source of its authority and legitimacy; if it tries to remain neutral, it sacrifices usefulness. I argue that this dilemma cannot be solved within the committee but that broader democratic scrutiny could mitigate its force. Advisory committees, in turn, should be structured to facilitate this scrutiny.

Summer 2020 saw widespread protests under the banner Black Lives Matter. Coupled with the global pandemic that kept America’s children in the predominant care of their parents, we argue that the latter half of 2020 offers a unique moment to consider whites’ race-focused parenting practices. We use Google Trends data and posts on public parenting Facebook pages to show that the remarkable levels of protest activity in summer 2020 served as a focusing event that not only directed Americans’ attention to racial concepts but connected those concepts to parenting. Using a national survey of non-Hispanic white parents with white school-age children, we show that most white parents spoke with their children about race during this period and nearly three-quarters took actions to increase racial diversity in their children’s environment or introduce them to racial politics. But the data also show parenting practices to be rife with uncertainty and deep partisan, gender, and socioeconomic divisions. Drawing upon our findings, we call for a renewed focus on political socialization that considers how parenting choices are shaped by political events—including Black Lives Matter—and the possible long-term consequences of racial parenting practices on politics.

How do economic shocks and financial resilience shape civic engagement, especially for the economically insecure? I turn to the early months of the coronavirus pandemic for insights. In April 2020, with more than 23 million adults unemployed, the US government asked residents to participate in the constitutionally mandated decennial census. I test how variations in income shocks from the shutdown and sources of financial resilience predict disparities in census completion, a civic act designed to minimize participation barriers. First, I use nationally representative survey data to demonstrate that policies that protect the economically vulnerable from the full impacts of economic shocks also predict higher census completion rates. Then, I use Google Trends data to show that high unemployment search volume interacted with low resilience to predict depressed census completion. Findings shed light on how economic crises can widen participation gaps—with representation and resource consequences—and how policies that lessen acute economic shocks may reduce participation disparities.

In this article examining Black Lives Matter in France, we consider how French politicians and others in the public sphere use a U.S./France contrast frame to deny or downplay the existence of systemic racism within France. In so doing, they delegitimize as un-French or as too Americanized those French anti-racist activists who claim that racism in France is systemic and who challenge republican difference-blindness. To demonstrate this, we specifically focus on anti-racist activism against police violence and argue that, contrary to accusations by French political leaders, anti-racist activists do not directly impose U.S. Black Lives Matter discourse onto the French context. Rather, they deploy it in conversation with existing and long-standing anti-racist mobilization in France. This comparison between the United States and France also reveals the unique challenges of addressing police violence as a manifestation of racism in France, where anti-racist activists must fight to even name race and racism.

Did the COVID-19 crisis have a significant effect on Trump’s electoral demise? We present survey experimental evidence on two substantial effects of the pandemic. First, information on the unprecedented economic downturn significantly depressed Trump’s popular support across all partisan groups, and especially among middle-low and low-income respondents. Second, being primed on the poor public health record of the Trump administration reduced its electoral prospects among citizens between 55 and 70 years old. We conclude that the 2020 election was a normal contest compatible with theories of economic voting and political competence. Our results suggest that democratic accountability can be a powerful determinant of the fate of populist leaders once in power.

Since 2008, the number of people in the United States making small monetary donations to political causes, both within and beyond electoral politics, has skyrocketed. While critics of “big money” in politics laud these donations because they are small, proponents of small-scale democratic political action eye them suspiciously because they are monetary. Neither group interrogates whether the monetariness of these donations might be a source of their democratic potential. Building on Wendy Brown’s conceptual distinction between monetization and economization, I argue that small-money political donations are potentially democratic not only because they are small, but also because they are monetary. More specifically, the mobility, divisibility, commensurability, and fungibility of money help make small-money political donations potentially democratic, by making them potentially accessible, non-intrusive, and collective. Money is the coin of the economic realm, but it can also be a currency of democratic politics.

I investigate whether wealthy democratic states should liberalize economic migration and, if so, on what terms. Is it permissible for the state to restrict economic migration as a form of labor market protection? If so, under what conditions? If not, why not? I argue that even granting that states have a right to control their borders and to prioritize the interests of their inhabitants, there is good reason to liberalize permanent low-skilled migration, so long as this is paired with appropriate social policies.

Within the context of a social movement, a niche is a set of its supporters’ characteristics that define the movement’s location in a multidimensional space. Niches may clearly separate movements from one another or niches may overlap. This article examines the realization of an activist niche by Black Lives Matter (BLM), which has become one of the most prominent movements of the early twenty-first century. It draws on surveys of 3,860 activists conducted in Washington, DC, in 2017 and 2018, and 393 surveys of activists participating in the March for Racial Justice in five cities in 2017. The results show that BLM activists formed a niche along five dimensions. First, BLM activists have a greater-than-average commitment to intersectional activism than do comparable activists in other movements. Second, they use social media more regularly for political purposes than do their peers working on other causes, which helps the movement operate in a decentralized fashion. Third, they are less satisfied with how democracy is practiced in the United States. Fourth, they are more likely to acknowledge justifications for using violence for political purposes. Fifth, they report having experienced high levels of anger in conjunction with politics.

The United States has witnessed privatization of a variety of government functions over the last three decades. Media and politicians often attribute the decision to privatize to ideological commitments to small government and fiscal pressure. These claims are particularly notable in the context of prison privatization, where states and the federal government have employed private companies to operate and manage private correctional facilities. I argue that state prison privatization is not a function of simple ideological or economic considerations. Rather, prison privatization has been an unintended consequence of the administrative and legal costs associated with litigation brought by prisoners. I assemble an original database of prison privatization in the United States and demonstrate that the privatization of prisons is best predicted by the legal pressure on state corrections systems, rather than the ideological orientation of a state government.

We explore the US states’ evolving policy responses to the COVID-19 pandemic by examining governors’ decisions to begin easing five types of social distancing policies after the initial case surge in March–April 2020. Applying event history models to original data on state COVID-19 policies, we test the relative influence of health, economic, and political considerations on their decisions. We find no evidence that differences in state economic conditions influenced when governors began easing. Governors of states with larger recent declines in COVID-19 deaths per capita and improving trends in new confirmed cases and test positivity were quicker to ease. However, politics played as powerful a role as epidemiological conditions, driven primarily by governors’ party affiliation. Republican governors made the policy U-turn from imposing social distancing measures toward easing those measures a week earlier than Democratic governors, all else equal. Most troubling of all, we find that states with larger Black populations eased their social distancing policies more quickly, despite Black Americans’ higher exposure to infection from SARS-CoV-2 and subsequent death from COVID-19.

Informality is often studied by scholars of urban studies but has received comparatively little attention by political scientists. This is surprising given the fact that large portions of the world’s population live, work, or transfer funds informally. The conventional wisdom is that the informal economy—the portion of the economy operating outside the regulatory reach of the state—is not very political because informal sector workers are relatively atomized and find collective action to be costly. The three books reviewed here, however, demonstrate that the informal sector is not only characterized by important forms of political organization but also affects politics within government institutions—and can even contribute to regime downfall. Calla Hummel’s Why Informal Workers Organize and Shelby Grossman’s Politics of Order in Informal Markets examine organization among informal sector workers, with Hummel probing the circumstances under which organization occurs and Grossman when such organizations are effective. In Black Markets and Militants, Medani takes the opposite perspective, examining how informal financial flows and networks affect state regulatory capacity. These three books marshal significant amounts of original data, pointing to how future research on these important dynamics can be conducted.

In recent decades, prominent national leaders like Turkey’s Recep Tayyip Erdoğan and Venezuela’s Hugo Chávez gained power through democratic institutions, only to undermine those institutions once in office as part of a broader effort to consolidate authoritarian power. Yet attempts at “executive aggrandizement” have failed in other countries, with varying consequences for democratic institutions. We develop an agency-based perspective to enhance the understanding of aggrandizement and to explain when it results in democratic breakdown. Relying on comparative case studies of five countries—Bolivia, Ecuador, Thailand, Turkey, and Venezuela—our analysis suggests that the contingent decisions of opposition actors during the process of aggrandizement have a significant effect on regime outcomes. Irregular opposition attempts to remove incumbents from office, which are especially likely after electoral defeats, contribute to democratic breakdown. More moderate responses to aggrandizement, on the other hand, help the opposition actors to buy time until the next election, hence offering the possibility for democratic survival.

The “rise of global populism” has become a primary metanarrative for the previous decade in advanced industrial democracies, but I argue that it is a deeply misleading one. Nativism—not populism—is the defining feature of both radical right parties in Western Europe and of radical right politicians like Donald Trump in the United States. The tide of “left-wing populism” in Europe receded quickly, as did its promise of returning power to the people through online voting and policy deliberation. The erosion of democracy in states like Hungary has not been the result of populism, but rather of the deliberate practice of competitive authoritarianism. Calling these disparate phenomena “populist” obscures their core features and mistakenly attaches normatively redeeming qualities to nativists and authoritarians.

Extending theories of social exclusion and elite messaging, we argue that Trump’s targeted rhetoric toward Asian Americans during the COVID-19 pandemic pushes the racial group, largely “Independent” or nonpartisan affiliated, to lean more towards the Democratic Party. We support this claim by combining social media (Study 1) and survey data (Study 2) analysis. Tracing 1.4 million tweets, we find that Trump’s rhetoric has popularized racially charged coronavirus-related terms and that exclusionary, anti-Asian attitudes have increased in the United States since the pandemic began. Next, by analyzing repeated cross-sectional weekly surveys of Asian Americans from July 2019 to May 2020 (n=12,907), we find that the group has leaned more towards the Democratic Party since Trump first made inflammatory remarks towards Asian Americans. Whites, Blacks, and Latina/os, on the other hand, exhibited fewer and less consistent changes in Democratic Party-related attitudes. Our findings suggest that experiences with social exclusion that are driven by elite sources further cement Asian Americans as Democrats.

Three recent books introduce political scientists to important debates and conceptual challenges for contemporary social science research. Rather than proposing new methods, these books propose new frameworks that their authors believe should guide current practice. The authors and editors seek to guide researchers through the research process, from asking questions and proposing theories to operationalizing concepts and executing comparative research designs. Reading the three books together will give researchers a comprehensive overview of the state of the discipline on important questions like how and what to compare, what social science concepts should refer to, and how to proceed when theory and empirics disagree.

The recent politics of demographic anxiety has been shaped by an influential New Right argument: a) that Western nations are experiencing an immigration crisis that threatens their cultural integrity (i.e., a “Great Replacement”), and b) that this crisis is fueled by the egalitarian commitments of liberalism. Accordingly, in this essay I engage core figures of the New Right to pursue two lines of analysis. At one level, I interrogate the asserted connection between egalitarian ideals and the demographic shifts associated with globalization. In doing so, I take on the “metapolitics” of the New Right. This “metapolitical” project does not simply diagnose the roots of population change; instead, it transforms shared normative languages in order to pursue ethnonationalist and ethnopopulist aims. My overriding argument is that this “Gramscianism of the Right” (whether pursued by the New Right or its identitarian allies across Europe and North America) does not simply turn liberal normative vocabularies toward antiliberal objectives. Rather, this metapolitical strategy ultimately hollows out the normative substance of the terms it takes over, with deleterious consequences for a democratic public.

The COVID-19 pandemic revealed, but did not create, the caregiving crisis in the United States: for most people, it was already a major ordeal to provide reproductive labor. The caregiving crisis was less visible before the pandemic because it was suffered unequally, in part due to the different positions of American women. Some women paid other women to do care work, women received differing sets of benefits from federal and state governments, and some women got far more support from their employers than did others. Pandemic-induced shocks, including the closure of K–12 schools and childcare centers, and reduced access to domestic workers and elder care workers, seemed to have triggered a closer alignment of perspectives and interests among diverse women. Although women’s demands for support seem to have pushed the Biden administration to propose more expansive family policies, stereotypes and norms that marginalize care work and care workers within families and across the economy also need to change to achieve equality for women.

At the start of the pandemic, it looked like the biggest COVID-related threat to democracy, in Eastern Europe and elsewhere, was executive aggrandizement. This focus, however, may lead us to overlook a bigger threat to Eastern European democracy. We argue that Eastern European democracies’ original sin of state capture has been exacerbated by the rise of conspiracy theories, whose stock has only increased with the addition of COVID misinformation. Eastern European voters struggle to differentiate between the true political conspiracy that enables private interests to control the state and conspiracies without empirical basis, such as COVID denialism, world government, or political correctness as a tyrannical plot. As a result, conspiracy theories enable the state capture camp to divide the reformist opposition and maintain their grip, while simultaneously claiming that they are governing competently and in line with European values. We use an original survey from Bulgaria and a GLOBSEC 2020 cross-national survey to explore this hypothesis. Finally, we draw some theoretical implications from the empirical evidence for assessing the nature of democratic backsliding in Eastern Europe. We call for more research on the conspiracy cleavage as a factor in explaining backsliding processes.
