Abstract. This article describes how the remembrance of historical events contributes to, and is shaped by, nationalism in Ireland and Quebec. Remembered historical events contribute to the growth of nationalism if they serve at least one of five purposes: defining the conceptual boundaries of the nation, reinforcing a sense of pride in the nation's achievements, evoking feelings of pity and indignation at the losses suffered by the nation, legitimizing the actions or principles of present-day leaders, or inspiring a belief that the nation will eventually triumph. Eight remembered events, four in Ireland and four in Quebec, are discussed in relation to these five purposes. The article concludes that historical remembrance has been a more powerful influence on nationalism in Ireland than in Quebec.

Résumé. Cet article raconte comment le souvenir des évenements historiques contribue au renforcement du nationalisme en Irlande et au Québec. Le souvenir d'un évenement historique aura cet effet s'il aide … definir la communauté nationale,s'il stimule des sentiments de la pitié et de l'indignation envers la nation et ses tribulations, s'il légitime les actions et les idées des nationalistes actuels, ou s'il encourage l'esperance que la nation va triompher contre ses adversaires. L'article examine quatre evenements historiques, irlandais ou québécois, avec le but de déterminer s'ils contribuent … ces cinq objectifs. Selon sa conclusion, l'influence des souvenirs historiques a été plus puissante en Irlande q'au Québec, ce qui explique la plus grande intensité du nationalisme irlandais.

The immediate post–Second World War period saw women gain equal political rights in a number of countries, including France and India. Political participation researchers began to consider women's involvement in politics. However, because they focused on state institutions and political parties as the most important sites of political participation, and because the presence of women within these sites was insignificant, the conclusions drawn were either that women were uninterested in and/or uninformed about politics or that their interest and knowledge derived from the male head of household. Moreover, when women's political participation was considered, the preferred location of study was the Western liberal democratic nation–state (Dogan, 1955; Duverger, 1955).

Recent studies of the effects of campaign spending by political parties and candidates at elections in Canada and elsewhere have established the importance of local constituency campaigns. However, particular claims to measure the effects of campaign spending on the vote have been questioned on methodological grounds. This article revisits the question of whether local spending matters in Canadian federal elections. Responding to some criticisms of earlier work, this analysis presents the results of two parallel regression analyses (the first employing two–stage least squares estimation, the second using three–stage least squares techniques) of the effects of local spending in the 1993 and 1997 elections. The results offer strong confirmation that comparatively greater local spending by candidates enhances their vote shares, and diminishes that of rivals, albeit to different degrees for different parties and elections.

Abstract. We investigate the nature of civic community and social capital in Alberta. We find a civic community with high levels of interpersonal trust and civic participation, that values formal political equality and direct participation, yet expresses high levels of alienation from and low levels of confidence in its governments. While exogenous variables contribute to a strong civic community, only endogenous variables can account for the comparatively higher levels of participation and trust. Using a model developed by John Brehm and Wendy Rahn, we discover a virtuous circle between trust and participation, with its roots in the agrarian, populist past of the province. Economic and social changes have helped sustain this pattern, as have politicians bent on using it to defend Alberta's exceptionalism.

Résumé. Nous examinons la nature de la communauté civique et du capital social en Alberta. Nous y trouvons une communauté civique riche en confiance interpersonnelle et en participation civique et trés attachée à la fois à l'égalité politique formelle et à la participation directe. Cette communauté exprime cependant un profond sentiment d'aliénation et de méfiance à l'égard de ses gouvernements. Alors que des variables exogènes contribuent au développement d'une communauté civique vigoureuse, seules les variables endogènes peuvent expliquer les niveaux relativement élevés de participation et de confiance. En nous servant du modèle développé par John Brehm et Wendy Rahn, nous avons découvert une relation circulaire “ vertueuse ” entre la confiance et la participation, ayant des racines dans le passé agraire et populiste de la province. Les changements économiques et sociaux ont aidé à promouvoir ce modèle comme le font aussi les politiciens enclins à défendre l'exceptionalisme albertain.

From the first post–independence election in 1952 until the general elections of 1989, the Indian National Congress party won a plurality of the votes and a majority of the legislative seats in every national parliamentary election except for the one that was held in 1977. Although the party maintained its dominant position in the national party system for almost four decades, starting in 1967 it gradually lost it at the subnational level. Finally, the 1989 national election brought Congress dominance to a definite end in the national party system as well. Since 1989, Congress has neither remained the consistently strongest electoral party nor has it won a parliamentary majority in any single election.

Abstract. The gap between child care research and policy is growing in BC. While policy changes are what one would expect from the right-of-centre Liberal government, the gap runs contrary to its expressed commitment to the design of early childhood development policy on the basis of ‘science.’ The BC child care domain thus provides a rich context in which to examine how ideology mediates the consumption of research in the political arena. This article argues that the government's ‘choice’ discourse facilitates the articulation of neoliberal principles in a rhetorically neutral way while casting doubt on scholarship that illuminates gender and class inequalities.

Résumé. L'écart entre les recherches au sujet de soins d'enfant et la politique s'élargit en Colombie-Britannique. Pendant qu'on prévoit ces changements d'un gouvernement libéral droit-du-centre, l'écart dément son engagement de concevoir la politique de development de la petite enfance d'après la “science”. Ainsi la domaine de soins d'enfant en Colombie-Britannique fournit un contexte riche pour examiner comment l'idéologie s'interpose dans la consommation de recherches dans l'arène politique. Cet article soutient que la soi-disant dialogue de “choix” du gouvernement facilite l'articulation des principes néolibéraux d'une manière neutraliste pendant qu'on soulève du doute à l'érudition qui illumine des inégalités de genre et de classe sociale.

For historical institutionalist scholarship, partisanship's impact on public policy is mediated by institutions; however there is disagreement about whether globalization has altered this nexus. In view of the importance of labour market policy for the equity and efficiency objectives of left– and right–wing parties, it is particularly significant as a domain for testing partisanship's continuing relevance. This article examines the link between partisanship and policy outcomes, using the case of labour market policy in Ontario during the 1990s as its point of reference. It concludes that, in relation to three selected aspects of this field, institutions affected left– and right–wing partisan agendas quite differently, but that globalization has not transformed this relationship in recent years. Because of inter–sectoral institutional variations, this conclusion cannot be extended to other policy domains without further research.

Abstract. The alternative vote (AV) is an increasingly popular proposal for electoral reform, largely due to Australia's success with it. This article considers the experiences of Manitoba, Alberta and British Columbia with AV in past provincial elections. AV had little impact on proportionality and voter turnout, but did contribute to significantly higher rates of ballot rejection. AV was associated with an increase in the number of parties competing in elections, but this is more likely due to a changing social structure than electoral system change. AV facilitated coalitions where incentives to cooperate already existed, as in British Columbia, but it did little to encourage or induce coalitions in Alberta and Manitoba. On balance, it differed little from the single member plurality system.

Résumé. Le vote préférentiel (PV) est une proposition de plus en plus populaire de réforme électorale. Son attrait s'explique en grande partie par son succès en Australie. Cet article étudie les expériences de VP lors d'élections provinciales au Manitoba, en Alberta et en Colombie-Britannique. Le VP a eu peu de répercussions sur la proportionnalité et sur la participation électorale, mais a contribué à augmenter considérablement le nombre de bulletins de vote rejetés. On observe, en association avec le VP, une augmentation du nombre des partis en présence, mais ceci était vraisemblablement dû à l'évolution des structures sociales plus qu'au changement du système électoral. Le VP a facilité les coalitions lorsque des raisons de coopérer existaient déjà, comme en Colombie-Britannique, mais n'a guère encouragé ni provoqué de coalitions en Alberta ni au Manitoba. En définitive, la différence avec le système majoritaire uninominal a été négligeable.

The electoral surge of the National Front (NF) in the 2002 French presidential election was unprecedented. It marked the first time that a far–right candidate reached the second round of voting in a presidential election: Jean–Marie Le Pen, leader of the NF party, passed the first round on April 21, 2002, beating 16 other candidates with 16.86 per cent of the vote against 19.88 per cent for the incumbent President Jacques Chirac (Rassemblement pour la République RPR) and 16.18 per cent for the incumbent Prime Minister Lionel Jospin (Parti Socialiste PS).

Abstract. Michel Foucault's late turn to ethics for an understanding of subject self-constitution is explored in relation to the problematic of humanism. Foucault's reconsideration of Immanuel Kant's Enlightenment-grounded legacy constitutes, it is argued, a significant resource for thinking about new ways to approach cultural practices that have as their aim a reconstitution of identity outside dominant structures of scientific and legal knowledge. This essay explores how Foucault's earlier anti-humanist misgivings give way to a more ethical-pragmatic conception of humanism in relation to notions of freedom, rights and equality. The insights of pragmatism—particularly those of John Dewey—are employed as a means by which to situate what is called here the “pragmatic humanism” of the later Foucault.

Résumé. Le tour en retard de Michel Foucault à l'éthique pour une compréhension d'individu-constitution soumise est exploré parrapport au problématique de l'humanisme. La reconsidération de Foucault du legs d'Immanuel Kant publiant hors de l'éclaircissement constitue, il est discutée, une ressource importante pour penser à de nouvelles manières d'approcher les pratiques culturelles qui ont en tant que leur but une reconstitution des structures dominantes d'extérieur d'identité de la connaissance scientifique et légale. Explore comment des craintes plus tôt d'anti-humaniste de Foucault mènent à une conception moral-pragmatique d'humanisme par rapport aux notions de la liberté, des droites, et de l'égalité. Les perspicacités du pragmatisme—en particulier ceux de John Dewey—utilisé comme moyens par lesquels pour situer ce qui est s'appellent ici l'humanisme pragmatic du Foucault plus défunt.

Abstract: The experience of implementing self-government in the Yukon offers important insights into the future of self-government nationally. Yukon First Nations have created institutions that reflect their traditional values, that achieve creditable levels of accountability and that have limited their responsibilities to what their staff resources can handle. Yukon First Nations have assumed relatively few jurisdictional responsibilities because they reject the financial terms presented by the federal and territorial governments. This pattern is likely to weaken inherence-based governments as they appear elsewhere in Canada. This prospect raises the question of how First Nations should divide their energy and resources between pursuing inherence and strengthening the capacity of their existing institutions.

Résumé. La mise en oeuvre d'un gouvernement autonome au Yukon offre d'importants aperçus sur l'avenir de l'autonomie sur le plan national. Les autochtones du Yukon ont créé des institutions qui reflètent leurs valeurs traditionnelles, atteignent des niveaux estimables de responsabilité et ont limité leurs engagements en fonction de leurs ressources en personnel. Les autochtones du Yukon ont assumé relativement peu de responsabilités juridictionnelles parce qu'ils rejettent les conditions financières présentées par le gouvernement fédéral et le gouvernement territorial. Ce dilemme va vraisemblablement affaiblir les gouvernements inhérents qui verront le jour ailleurs au Canada. La question se pose dès lors de savoir comment les autochtones devraient diviser leur énergie et leurs ressources entre la poursuite de l'inhérence et le renforcement de la capacité de leurs institutions existantes.

This project examines the policy process surrounding Canada's latest reforms of its financial–services industry legislation. The banks lobbied for a broadening of their eligible activities to mirror those of the multi–function banks in Europe and the United States and for mergers to permit them to compete with those banks on an equal footing. The government denied the institutions' requests and the pressure for action was deflected to a task force. My analysis of the policy change process is informed by the public choice paradigm and portrays the activities in the policy “black box.”

In their article, C. J. Pattie and R. J. Johnston (2003) do me the honour of putting a key aspect of my approach to the relationship between civic literacy and political participation to the test. Do recent British data, they ask, confirm my expectation that newspaper reading enhances civic literacy, and thus voter turnout? Though I am gratified that they chose to address this issue, and in such a thorough manner, and though there is much in the article which is valuable, I must ultimately take issue with their methodology and, thus, the central conclusion they draw.

Abstract. A literature has emerged in American voting studies noting a “marriage gap”—the propensity for married voters to support the Republican party. Using Canadian Election Study data, we establish the existence of a significant marriage gap in Canada. We also seek to determine if the marriage gap is driven by socio-demographic factors or attitudinal ones. We find that while socio-demographic factors contribute to the marriage gap, they explain relatively little variance. In probing the attitudinal basis of the marriage gap further, we find that married Canadians differ from the unwed very strongly on issues of moral traditionalism, but much less so on other issues that measure generalized conservatism.

Résumé. Des travaux sont apparus dans les études américaines sur le vote remarquant l'existence d'un “écart mariage” (marriage gap) – la tendance des électeurs mariés à soutenir le parti républicain. Utilisant des données sur les élections nationales canadiennes, nous établissons l'existence d'un écart significatif au Canada. Nous cherchons aussi à déterminer si ce phénomène est poussé par les facteurs socio-démographiques ou les facteurs d'attitude. Nous constatons que bien que les facteurs socio-démographiques contribuent à cet écart, ils n'expliquent que relativement peu de variation. En recherchant davantage la base attitudinale, nous constatons que les canadiens mariés diffèrent très fortement de ceux qui ne sont pas mariés sur les questions de traditionalisme moral, mais cependant beaucoup moins sur les questions de conservatisme géneral.

Abstract. Unilateral secession breaches the principle of majority rule and the principle of equal rights to which liberal democratic states adhere. How can one justify such a breach in a case in which the seceding state also aspires to be a liberal democratic state? If the government of the parent state, following a pro-secession referendum, refuses to negotiate with the secessionists over their secession, it thereby denies them the liberty of pursuing a politically satisfying life. A unilateral secession in pursuit of such a liberty could be justified within a Rawlsian framework, which ranks liberties higher than economic interests. But within the same framework a unilateral secession is unjustified if, as its consequence, the parent state can no longer protect those citizen rights which it protected before. While useful in assessing some cases of secession, the Rawlsian ranking does not provide universal criteria for assessment of all secessions.

Résumé. La sécession unilatérale rompt avec le principe de la règle majoritaire ainsi qu'avec celui de l'égalité des droits auxquels adhèrent les États libéraux démocratiques. Comment peut-on justifier une telle rupture dans un cas où l'État sécessionniste aspire aussi à être un État libéral démocratique? Si le gouvernement de l'État originaire, à la suite d'un référendum pro-sécessionniste, refuse de négocier avec les sécessionnistes sur leur sécession, il leur refuse ainsi la liberté de poursuivre une vie politiquement satisfaisante. Une sécession unilatérale visant à gagner cette liberté pourrait se justifier dans une optique rawlsienne qui accorde plus d'importance aux libertés qu'aux intérêts économiques. Mais dans cette même optique une sécession unilatérale est injustifiée si, du fait de la sécession, l'État originaire ne peut plus protéger les droits de ses citoyens, qu'il protégeait auparavant. Utile pour l'évaluation de certains cas de sécession, l'ordre de valeurs rawlsien ne fournit pas des critères universels pour les évaluer toutes.

Abstract. This essay identifies a problem with the phronesis revival. Some revivalists argue that phronesis can serve as a response to the homogenizing influence of technology, maintaining the particulars of individuals and communities. However, by their own argument, technology denies the conditions or “educational backdrop” that the development and practice of phronesis requires.

Résumé. Cet essai identifie le problème de la renaissance du phronesis. Ces révisionnistes considèrent que le phronesis peut serviez de réponse à l'influence homogénéifiante de la technologie. Ils maintiennent la spécificité des individus et des communautés. Cependant, selon leur propre argumentation, la technologie nie les conditions ou la base éducationnelle nécessaires au développement et à la pratique du phronesis.

Abstract. The James R. Mallory lecture in Canadian Studies is given each November at McGill University. David Smith presented the 2003 lecture a few months after the death of James Mallory at age 87. Smith argues that Mallory's influence on Canadian political science is great because the range of his publications is enormous. Be it, for instance, about federalism, the institutions of Parliament, bureaucracy, and the courts—there is scarcely a topic in the syllabus of a traditional Canadian politics course on which he did not write. Mallory injected a legal sensibility to his study of politics: he was one of the first scholars to raise the alarm at the growth of concentrated executive power and at Parliament's inadequate resources to scrutinize its use. Nonetheless, Smith maintains that Mallory would not welcome the emergence of Officers of Parliament as a fourth branch of government. In his explication and interpretation of the constitution, Mallory became, Smith suggests, Canada's Walter Bagehot.

Résumé. La conférence annuelle James R. Mallory en études canadiennes a lieu chaque année au mois de novembre à l'Université McGill de Montréal. L'an dernier, le professeur David Smith y a présenté sa recherche sur James Mallory, quelques mois seulement après le décès de celui-ci à l'âge de 87 ans. Smith avance que la science politique canadienne a été grandement influencée par Mallory, du fait de l'étendue de ses publications sur des sujets aussi divers que le fédéralisme, les institutions parlementaires, la bureaucratie et les cours de justice. Il n'y a guère de sujets dans un plan de cours traditionnel sur la politique canadienne que Mallory n'ait pas traités. Mallory a injecté une sensibilité juridique dans ses études politiques; il a été l'un des premiers universitaires à sonner l'alarme sur l'augmentation de la concentration du pouvoir exécutif et sur l'insuffisance des ressources parlementaires pour scruter son utilisation. Cependant, Smith est d'avis que Mallory ne serait pas en faveur de l'émergence des commis du Parlement comme quatrième organe du gouvernement. Par son explication et son interprétation de la Constitution, Mallory est devenu, selon Smith, la version canadienne de Walter Bagehot.

Henry Milner's response (2004) to our original article (2003) is typically thorough and thoughtful, raising a number of new (and testable) hypotheses in the process. He mounts a robust defence of the civic literacy argument and takes us to task on two grounds. First, he challenges our modeling strategy. Second, he mounts a defence of aggregate level analysis of civic literacy, and points to the limitations of individual–level models. In this brief reply, we take up the challenges he sets.
