The 2022 Health Technology Assessment International (HTAi) Global Policy Forum (GPF) established the goal of developing a position statement and framework for lifecycle HTA (LC-HTA), through a Task Force leveraging multi-stakeholder monthly discussions and GPF member input. The Task Force developed a working definition: LC-HTA is a systematic process utilizing sequential HTA activities to inform decision making where the evidence base, the health technology itself, or the context in which it is applied, has a potential to meaningfully change at different points in its LC. Four key scenarios were identified where it was considered that an LC-HTA approach would add sufficient value to HTA bodies and their key stakeholders to justify the additional resource burden. Based on the four scenarios, a high-level LC-HTA framework was developed consisting of (i) defining the decision problem, (ii) sequencing of HTA activities, and (iii) developing optimization criteria. Subsequently, the Task Force developed operationalization guidance for LC-HTA in a companion paper.

Comparative studies have identified “Antigone's sisters” across the globe, excepting for Southeast Asia. Yet in Vietnam, there exists Kiều, the protagonist in Nguyễn Du's The Tale of Kiều, whose cultural significance is comparable to Antigone. What insights can be gained about feminist political power by comparing Antigone to Kiều? Proposing a shift in focus on Kiều and Antigone's love from the questions of who and why to how, the paper argues that their love shares three fundamental commonalities related to their living conditions, actions, and choices. First, they are women who live a life full of love in worlds where love is forbidden. Secondly, they are women who practice love during dark times. And third, they choose to love in unconventional ways, and in doing so, they engender possibilities, particularly in terms of contemplating the interplay between life, death, and freedom. This analysis demonstrates a multiplicity of women's love and the experiences that possess a transcultural dimension, one that signals a type of harmony in the resistance of war through love. Therefore, Antigone and Kiều represent a different direction of a feminist world-building project—that of constructing a world through love.

Three decades after the United Nations Security Council invoked its Chapter VII powers to create the ad hoc criminal tribunals, there can be little doubt that the prosecution of individuals responsible for serious violations of international humanitarian law (IHL) contributes to restoring and maintaining peace. While there is little doubt that the reparatory function of justice is just as crucial as retribution, under international law today, reparations for IHL violations remain harrowingly insufficient or borderline non-existent. In scholarship and strategic litigation, various attempts have been made to distil an individual right to reparations from black-letter IHL. This article argues that such approaches are doomed to fail, as procedural aspects of international obligations rarely, if ever, emerge through the evolution of an existing customary international obligation, let alone via the crystallization of a new customary international norm. They are usually triggered by a political shift that makes States adopt novel regulations setting forth the jurisdictional ramifications of enforcing a pre-existing right or obligation. This article thus advances a two-fold argument. First, it asserts that States’ increased compliance with the obligation to provide compensation for violations of IHL attributable to them would contribute to “the restoration and maintenance of peace” just as much as the prosecution of persons responsible for serious violations thereof. Second, it argues that the individual right to claim reparations for IHL violations can only be established through a political decision of States, and that the establishment of an international mechanism for Ukraine might be an important precedent for the evolution of the current international system.

Premature infants have a risk of neurodevelopmental deficits. Little is known, however, about how retinopathy of prematurity (ROP) affects visual motor integration (VMI), which is necessary for both fine motor skills and further school abilities. Due to the systemic escape of bevacizumab in the treatment of ROP, concerns regarding the long-term neurodevelopmental effect of the drug have arisen. The aim is to evaluate VMI and motor development long-term outcomes after intravitreal bevacizumab (IVB) injection and laser treatment for ROP. Two groups of premature children were included: Bevacizumab group – 16 premature children who received IVB treatment and laser group – 23 premature children who underwent laser photocoagulation treatment in this single center cross-sectional study. At 2–6 years of age, VMI (Beery–Buktenica Developmental Test), motor development (Peabody Developmental Motor Scales-2), visual acuity, and refractive status were assessed. The incidence of abnormal visual function was significantly higher in bevacizumab group than in laser group (p = 0.022). The incidence of abnormal VMI skill was significantly higher in bevacizumab group than in laser group (p = 0.024). Incidences of abnormal gross, fine, and total motor skills were significantly higher in bevacizumab group compared to laser group (p < 0.05). Premature children who received bevacizumab for ROP demonstrated significantly lower VMI and motor development features than those with laser treatment at preschool age. Although our results suggest the relevance of bevacizumab injection in impaired VMI and motor development outcomes, general level of sickness rather than treatment might be the cause of delayed motor development.

The primary objective of this paper is to contribute to the advancement of second language (L2) fluency research by outlining a specific proposal for future replication studies. The overarching goal is to assess the generalisability of the original findings of the two influential studies in the area of perceived fluency: Kormos and Dénes (2004) and Rossiter (2009). This objective will be achieved by first introducing the concept of L2 fluency that often conflates two categories: (1) overall language proficiency; (2) temporal features of speech production. The paper then highlights limitations in the current fluency research paradigm emphasising the variability in the methods employed for speech analysis and rating data collection. This diversity makes it somewhat challenging to compare results across various studies. In response to these challenges, the second part of the paper proposes several close and approximate replications of the two studies.

Language MOOC research has experienced a notable evolution from practice to conceptuality since its emergence as a subdiscipline of computer-assisted language learning. The versatility of the MOOC format for language learning has led to experimental designs that combine linguistic acquisition with other educational activities. This has been considered to be conducive to new ways of understanding how language learning occurs in LMOOCs, although there is no solid classification of LMOOCs subtypes to date based on course design. This study aimed to contribute to the conceptualisation of the field by creating a taxonomy for existing LMOOCs. Grounded theory strategies were adopted, so evidence was systematically collected to develop conceptual categories based on a thorough analysis process of the syllabus and short description of 432 courses. As a result, six LMOOC modalities emerged from the analysis: general language learning LMOOCs, LMOOCs for academic purposes, LMOOCs for professional purposes, LMOOCs focused on a specific language skill development, cultural-oriented LMOOCs, and meta-language learning LMOOCs. This study means a significant contribution to the LMOOC research field inasmuch as it is one of the first empirical-based attempts to broaden the definition of LMOOC.

We investigate branching processes in varying environment, for which $\overline{f}_n \to 1$ and $\sum_{n=1}^\infty (1-\overline{f}_n)_+ = \infty$, $\sum_{n=1}^\infty (\overline{f}_n - 1)_+ < \infty$, where $\overline{f}_n$ stands for the offspring mean in generation n. Since subcritical regimes dominate, such processes die out almost surely, therefore to obtain a nontrivial limit we consider two scenarios: conditioning on nonextinction, and adding immigration. In both cases we show that the process converges in distribution without normalization to a nondegenerate compound-Poisson limit law. The proofs rely on the shape function technique, worked out by Kersting (2020).

Large carnivores play a crucial role in their native ecosystems, but their populations are rapidly declining across the African continent. West Africa is no exception, with large protected areas often forming the last strongholds for these species. Little is known about the population status and ecology of large carnivores in the region, hampering the design and implementation of effective conservation strategies. We conducted a camera-trap survey during the dry season in Niokolo-Koba National Park, the largest terrestrial protected area in Senegal and the second largest in West Africa, to investigate the spatio-temporal ecology of the four large carnivores inhabiting the Park: the spotted hyaena Crocuta crocuta, leopard Panthera pardus, West African lion Panthera leo leo and African wild dog Lycaon pictus. Spotted hyaenas and leopards had the widest spatial distribution and highest probability of site use. Spotted hyaena site use was positively associated with leopard relative abundance index and negatively associated with normalized difference vegetation index, whereas only distance to the nearest road influenced leopard site use. Distance to the Gambian River was the most important covariate positively affecting site use by lions. African wild dog site use was negatively associated with the relative abundance indices of lions and leopards. Lions, spotted hyaenas and leopards showed strong overlap in their activity patterns. By providing new information on the ecology of large carnivores in West Africa, including where they range and which habitats are critical for their survival, our study will facilitate conservation planning. Our findings lay the foundations for future research to conserve these threatened species in West Africa effectively and to guide ranger patrol efforts, which are key for their long-term survival.
