Ever since I have been involved in higher education, I have noticed a consistent cyclical pattern in state funding of higher education. Would that this were the pattern of the future! Although funding has historically been cyclical, since the 1970s the proportion of a state's budget dedicated to higher education has shown a steadily declining trend, from 9.8% in 1980 to 7% last year (Schmidt 2004). We are witness to a changing pattern in the relationship between the states and higher education. Higher education is increasingly viewed as a private rather than a public good, and this evolving perception will substantially impact both public and independent institutions. Tuition will become more comparable and competitive.

Today's department chairs are attempting to “do more with less,” in response to budget cuts, disappearing faculty lines, legislators and administrators who think faculty have it too easy, and an increasingly diverse student population which wants classes offered at non-traditional times. In such times, hiring adjunct professors to help cope seems to be the best way to respond to these demands. Too often, though, the crunch of time does not allow for careful weighing of the advantages and disadvantages of hiring adjuncts. In this article, I lay out some of the tradeoffs of the apparently simple act of finding “someone to cover the course.” Concerns about the tradeoffs in the use of part-time and adjunct faculty are not new to the American Political Science Association. In 1997, APSA was one of 10 academic associations that accepted the invitation of the American Historical Association to convene in Washington, D.C., to discuss the “growing use of part-time and adjunct faculty.” In my comments, I will rely heavily upon their articulation of the tradeoffs of using adjuncts as well as the Department Chair Online Resource Center sponsored by the American Council on Education. The 101st APSA Annual Meeting in Washington, D.C., celebrated thestart of a second century of scholarship and teaching in politicalscience. Program Co-Chairs Susan Stokes of the University ofChicago, Jack Knight of Washington University, St. Louis, and JamesJohnson of the University of Rochester organized the meeting,working with a 53-person Program Committee named by APSA PresidentMargaret Levi and also drawn from all of APSA's 34 organizedsections. The 2005 conference drew 7,469 registered attendees andexhibitors who traveled from near and far to discuss the Meeting'sfeatured topic, Mobilizing Democracy.

The 101st APSA Annual Meeting will be held in Washington, D.C., September 1–4, 2005. Over 730 panels will be organized at the Marriott Wardman Park, Omni Shoreham, and Washington Hilton, the meeting's co-headquarters hotels. As in years past, the meeting is expected to draw over 6,000 participants from every subfield of the discipline, and from the United States and abroad.

Botswana is frequently depicted as a major success story on acontinent where political and economic success stories areunfortunately few and far between (Acemoglu,Johnson, and Robinson 2001; Leith2005; Samatar 1999; Sarraf and Jiwanji 2001). In many ways, itis. In contrast to many resource-dependent countries, Botswana hasavoided civil war, held regular elections, and produced some of thefastest sustained economic growth in the world. Yet, on February 18,2005, President Festus Mogae declared the country's most famouspolitical scientist, Kenneth Good, a Prohibited Immigrant and gavehim 48 hours to leave the country. On May 31, 2005, after losing alegal appeal against this order, Good was held in a police cell fortwo hours, given 30 minutes to pack, and put on a flight toJohannesburg, South Africa (see timeline below). This articleexplores the background to Good's deportation and addresses some ofthe fundamental questions it raises about academic freedom.

Declining revenue bases affects the private graduate and undergraduate school environments in exceptionally similar ways. The University of Chicago draws its revenue for the most part from a rolling calculation from its endowment (unlike, say, state revenue contributions). While there is no question that well-endowed institutions have special advantages, the climate of resource constraint and threat is nevertheless ubiquitous.

Institutional support for faculty development within higher education has increased greatly at many colleges and universities over the last 10–15 years. In the 1970s, and continuing through much of the 1980s, the big concern among top administrators about faculty seemed to be that too many were tenured. Heavily tenured departments were seen by many as a source of stagnation and low productivity. Thus, rather than emphasizing programs for faculty development, many institutions sought ways to insure that faculty would retire. But, as the number of actual and foreseeable faculty retirements ballooned in the 1990s, a new concern arose: recruiting and retaining high quality faculty members. Faculty development became trendy. Helping new faculty members be the best they could be made sense to administrators and trustees.

The inaugural issue of the American Political Science Review was published in November of 1906. To mark the centennial of the APSR, the November 2006 issue will feature a special section devoted to considerations of the evolution of political science. This special section will be an extra feature, above and beyond the regular complement of research articles. The APSR is actively soliciting submissions on the broad theme of the special section.

Upcoming international events and APSA international membership.

The 2006 APSA Annual Meeting will convene in Philadelphia, PA on August 31 – Sept 3, 2006. What better place than the birthplace of our nation to discuss this 2006 theme, “Power Reconsidered.” 2006 Program Chairs Judy Goldstein and Rick Valelly are inviting participants to address the fundamental question of whether and how the concept of power informs political science. Hosted by the Philadelphia Marriott, the Loews Philadelphia and the Pennsylvania Convention Center, the 2006 Annual Meeting will feature compelling discussions of this theme as well as current issues in political science and the public sphere.

Planning a research trip to Washington, D.C. this summer? The Centennial Center may prove a valuable resource. The Center, which is housed in the APSA headquarters near Dupont Circle, provides a great base of operations for scholars researching in the D.C. metro area. The Center offers Visiting Scholars furnished work space, telephone, fax, computers, Internet access, conference space, a reference library, and access to George Washington University's Gelman Library.

Carolyn Heilbrun famously observed that women of the early 20th century had no models for their public lives, no way to learn the “tone of voice in which to speak with authority.” One is reminded of Jean Elshtain's classic study of the tyranny of gender stereotyping as “public” men and “private” women (Elshtain 1981). The mentoring project at APSA invites us, men and women together, to break down the unspoken barrier between our personal stories and our professional persona. As Heilbrun said, we can't be authentic mentors if we don't “tell the truth about (our) own lives” (Heilbrun [1988] 2002, 25). The trouble is that facts are mute. “Facts need testimony to be remembered,” articulate witnesses with sufficient imagination to make the experiences of modern life understandable (Arendt [1969] 1972, 6). Yet to be useful, as well as authentic, imagination must at least attempt to be truthful. Accordingly, please indulge me while I commit an act of public disclosure and do what my mother always said a lady should never do—talk about herself. Doing so is bad manners and, besides, no one really wants to hear it, she said. I plead guilty to the former, but about the latter I have my doubts. Mentoring in political science is based on the premise that other people need to see reflections of their own careers and lives in yours and vice versa. So at least in this specific context, self-referential writing, the dreaded pronoun “I” may be forgiven.

Southwestern Political Science Association presents annual awards and coming events in other regional associations.

Washington, D.C., overflows with organized interests and issue networks competing for the attention of lawmakers. A very few people manage to navigate the flotsam and jetsam of the policy currents to redefine an issue or put a new problem on the political agenda. Like their cousins in the private market, political scientists call these navigators “entrepreneurs.”

This is the thirty-third year that I have been monitoring participation by women at our Annual Meeting. These PS reports have documented the ascent of women in our profession.

In recognition of their outstanding academic and personal achievements, APSA is pleased to announce the APSA Minority Fellows for the academic year 2005/06. Awards are based on the students' undergraduate course work, GPA, extracurricular activities, and recommendations from political science faculty. A selection committee designated six Fellows to receive financial support from the Association. Due to the high quality of applicants in this year's pool, the committee also selected three non-funded Fellows. Members of the selection committee for this year's Fellows included Ange-Marie Hancock, Yale University; Valerie J. Martinez-Ebers, Texas Christian University; and Rogers Smith, University of Pennsylvania.

November and December were a whirlwind for the Congressional Fellows as they attended back-to-back orientation sessions and interviewed for positions on the Hill. Now that they have secured full-time assignments as legislative aides, they have begun turning their attention to the yearly Canadian Parliamentary Exchange. Hardly had a description left Program Director Jeff Biggs' mouth before emails were flying on how best to plan the Canadians' visit to Washington. True to form, the political scientists established steering committees with names like “The Political Scientist Committee,” “The Federal Committee,” “The Journalist Committee,” “The Entertainment Committee,” and “The Miscellaneous Committee.” Meanwhile, the journalists began to brainstorm and sketch out a draft schedule—four months in advance. Clearly, they were enthused.
