What are the driving forces behind large scale natural resource exploitation in the polar regions and how should we understand the relations between these forces? New historical-archaeological research performed during the International Polar Year (IPY) 2007–2009 on whaling, hunting and mining in Spitsbergen (1600–present) show both economic and geopolitical factors driving the development of those industries, both the whaling industries in the 17th century and 1900’s, and the mining industry of the early 20th century. However, the relation between these driving forces has differed, both between time periods and between actors. In most cases economic motives provided the main rationale for utilising resources and for government support for resource exploiters, but in some instances governments would support even unprofitable ventures in order to maintain a foothold on Spitsbergen.

The South Sandwich Islands lie between lats. 56° 18′ S. and 59° 28′ S., and between longs. 26° 14′ W., and 28° 11′ W. There are eleven islands, of which ten form a curved chain stretching north and south while the eleventh, Leskov Island, lies to the west of the group near its northern end. The group is the only typical volcanic island arc in the Antarctic region and forms the easternmost section of the Scotia Arc; to the east it is bounded by the associated deep South Sandwich Trench.

As the fourth International Polar Year (IPY) 2007–2008, gets into full swing it is timely to reflect on the history of development of international scientific collaboration in the IPYs since the first one in 1882–1883, including the third, which evolved into the International Geophysical Year (IGY) of 1957–1958. The success of international scientific collaboration in the IGY led the International Council for Science (ICSU), the body that managed the IGY, to create the Scientific Committee on Antarctic Research (SCAR) to carry forward the collaboration in Antarctic science that had begun during the IGY. This year, 2008, seems an appropriate time to undertake such an historical review, given that we are not only midway through the fourth IPY, but also that it is SCAR's 50th anniversary; the first SCAR meeting having been held in The Hague on 3–5 February 1958. Since SCAR's membership began with 12 member countries and 4 ICSU unions, membership has grown to 34 countries and 8 ICSU unions, with more expected to join at the 30th meeting of SCAR in Moscow in July 2008. Both SCAR's activities and those of the fourth IPY benefit from international collaboration not only between scientists, but also between the national Antarctic operations managers, working together through the Council of Managers of National Antarctic Programmes (COMNAP), and national policy makers working together through the Antarctic Treaty mechanisms. Thanks to all their efforts, the IPY of 2007–2009 will leave behind a legacy of enhanced observing systems for documenting the status and change of all aspects of the Antarctic environment as the basis for improved forecasting of its future condition. SCAR expects to play a major role in the design of those systems and their use to improve scientific understanding of the place of the Antarctic in the global environmental system, and the pace and direction of change within that system.

Increasing tourism in the Antarctic Peninsula region concerns scientists, policy-makers, and tourist companies with its potential negative effects on wildlife. Site-specific ecological studies have been initiated to examine differences in population dynamics and distribution of animals as well as their behavioural and physiological reactions to humans. Penguin Island (southeast of King George Island, South Shetland Islands, Antarctica) is frequently visited by tourists due to its high species diversity and aesthetic value. In two seasons, the authors conducted a bird census and studied behaviour and heart-rate changes of southern giant petrels and skuas relating to tourist visits on Penguin Island. Management recommendations are given, based on the study results. The protection of southern giant petrels should be increased by having a minimum distance of 50 m for all visitors. The eastern, southern, and western parts of the island should not be visited and should serve as refuge areas. The wildlife experience for tourists can still be enjoyed by concentrating visits to the northern and central part of Penguin Island. Use of a specific path to localise impacts in a prescribed area is recommended.

Changing environmental conditions in the Canadian Arctic are associated with an increase in marine tourism. A substantial decline in the extent of ice coverage in the summer season has resulted in greater accessibility for all categories of ships, and the tourism sector has been quick to respond to new opportunities. This increase in vessel traffic has raised significant issues for management, and particular concerns about the pleasure craft (non-commercial tourism) sector. This paper reports on research aimed at identifying change in the pleasure craft sector in Canadian Arctic waters since 1990; exploring management concerns held by stakeholders regarding changes in the sector; and, providing recommendations for government stakeholders. The paper is based on material gathered through an examination of existing data sources and stakeholder interviews (n = 22). Analysis was aimed at understanding the rapid development of the sector and potential management strategies, including research needs. Analysis reveals a dramatic increase in annual vessel numbers, particularly from 2010 onwards. Management concerns of interviewees relate to implications of this growth in four areas: visitor behaviour; services, facilities and infrastructure; control; and, planning and development. The paper concludes by describing recommendations in the areas of research needs, regulation, and strategic development.

During spring 1983 a joint British-Norwegian expedition from the Scott Polar Research Institute (SPRI) and the Norsk Polarinstitutt (NP) undertook a programme of glaciological research in the Svalbard archipelago. Work focussed on obtaining airborne radio echo sounding measurements using a newly-constructed digital system and some reconnaissance observations (temperatures, net mass budgets and ice velocities) on the ice caps of Nordaustlandet for the investigation of their surging behaviour. Valley glaciers in Spitsbergen and the ice cap on Kvitøya were also sounded from the air.

Sea ice has been, and continues to be, an integral component of life in the Inuit community of Pangnirtung, Nunavut. Located in a fiord of the same name off the northeastern end of Cumberland Sound, extensive ice formation occurs within the fiord and the sound. This creates an important travel and hunting platform, and enables access to the coastlines of Cumberland Sound, hunting and fishing grounds, and nearby communities. With the combined importance, dynamism, and continuous use of this frozen ocean environment, local Inuit elders and hunters have developed a detailed and nuanced understanding of sea ice conditions, freeze/thaw processes, and the influences of winds and currents on ice conditions. Working collaboratively with the community of Pangnirtung since September 2003, we present the results of 30 semi-directed interviews, 5 sea ice trips, and 2 focus groups to provide a baseline understanding of local freezing processes (near-shore, open water, sea ice thickening, landfast ice, tidal cracks, and the floe edge), melting processes (snow melt, water accumulation and drainage, and break-up), wind influences on sea ice (wind direction and strength affecting sea ice formation and movement), and, current influences on sea ice (tidal variations and current strength affecting sea ice formation, movement, and polynya size/location). Strong emphasis is placed on Inuktitut terminology and spatial delineations of localised ice conditions and features. Therefore, this paper provides insights into local scale ice conditions and dynamics around Pangnirtung that are not captured in regional scale studies of Cumberland Sound and/or Davis Strait. As the third in a series of three papers on the same subject, but from different communities in the Qikiqtaaluk (Baffin) Region of Nunavut, this paper also provides a comparative summary of Inuktitut and scientific sea ice terminology along with an overview of the broader implications of results for collaborative science, education, and heritage initiatives.

The Arctic treeline, or more precisely the tundra-taiga interface (TTI) region, is poorly defined and characterised despite its high climatological significance. The international coordinated research programme ‘PPS Arctic’, under the auspices of the International Polar Year, represents one response to this gap in our knowledge. This paper presents preliminary work within one of the four principal research areas of PPS Arctic, the characterisation of spatial variations in vegetation, land cover and land use in the TTI using remote sensing methods. Airborne remote sensing data were collected from a 120 km2 TTI study site near Porsangmoen, Finnmark, Norway in 2004 and 2005. Three datasets were acquired: two sets of multispectral visible-infrared imagery with spatial resolutions of around 3 m, and airborne scanning LiDAR data with a horizontal resolution of 2 m and a vertical precision of around 0.2 m. While some difficulties were experienced in processing and analysing the imagery, the LiDAR data proved exceptionally well suited to the task of characterising the structure of the forest edge. Preliminary analyses were strongly suggestive of fractal characteristics, with corresponding consequences for the scale-dependence of descriptors such as canopy density and the location of the forest edge.

This article is a sequel to a word-model description of the ecosystem of sub-Antarctic Marion Island, published in this journal 30 years ago (Smith 1977). It expands on the qualitative considerations of patterns of energy flow and nutrient cycling presented in that paper, by providing quantitative information from subsequent research at the island. Primary production of the island's lowland plant communities is high on an annual basis, because the vegetation has a long growing season due to the lack of severely cold winters or drought. Daily productivity is actually low due to low radiation levels and a cool growing season. The vegetation is particularly efficient regarding its use of nutrients for its growth, but still requires substantial amounts of nutrients to support the high annual production. Seabirds and seals import large quantities of nutrients from the ocean when they breed and moult on the island. They markedly enhance soil and plant nutrient status in the areas in which they occur, and also in adjacent areas. However, by far the greater part of the island's inland vegetation is not directly influenced by birds or seals and most of the nutrients required for plant growth are provided by decomposition of plant litter and peat. Soil invertebrates are crucial facilitators of decomposition processes, which are otherwise restricted by low soil temperatures and high soil moisture contents. Introduced house mice have invaded almost all parts of the island and predate heavily on the invertebrates, thus affecting nutrient mineralisation. This threatens not only the functioning (lowered nutrient availability leading to slower plant growth and the production of a lower quality, more decomposition-recalcitrant plant litter), but also the structure (an altered balance between production and decomposition leads to a change in the relation between peat formation and degradation, which is an important determinant of vegetation succession) of the island's ecosystem. It is suggested that mice may also affect the island's ecology by predating on seabird chicks.

The six men of Captain Robert Falcon Scott's Northern Party were stranded on Inexpressible Island (Fig 1) from late February to September 1912. During that period their lives were profoundly influenced by prevailing surface wind and sea ice conditions in Terra Nova Bay. Members of the party lived under the most primitive conditions, enduring more than seven months of strong, persistent winds. The western part of Terra Nova Bay remained largely free of ice in 1912, thus preventing the group from leaving until there was sufficient daylight to cross the Drygalski Ice Tongue. This open water, however, may also have assured their survival for it attracted enough seals and penguins to provide them with a continual though limited supply of food. Despite these adverse conditions some of the men, Raymond Priestley in particular, kept detailed journals which provide the only in situwintertime observations for this area. Analysis of Priestley's wind and ice record provides strong confirmation of our model for the wintertime persistence of open water (a polynya) in Terra Nova Bay.

We used a top–down, multidisciplinary approach to examine the physical and biological environment of the pack ice of the eastern Ross Sea (approximately 125–170°W) during the austral summer of 1999/2000 from RVIB Nathaniel B. Palmer and its ship-based helicopters. The approach focused on pack-ice seals while incorporating studies of biotic and abiotic factors that may influence the distribution and abundances of these apex predators in the Ross Sea to yield a holistic understanding of the structure and function of this complex, large marine ecosystem. This research represented the US component of the international Antarctic Pack Ice Seal (APIS) program, which was designed to document the circumpolar distribution and abundance of Antarctic pack-ice seals. The eastern Ross Sea is one of the two major areas in the Southern Ocean where substantial pack ice exists throughout summer. We found that vast multi-year ice floes (>20 km diameter) and smaller floes north of the shore-fast ice front provide a unique habitat for seals and penguins (apex predators) to forage and haul out while molting in late summer. Farther north, more Ross seals were observed than in any previous surveys in the circumpolar pack ice, perhaps because they are attracted to the area in summer to molt on large stable first-year ice floes. Extensive fast ice along the coastline and drifting pack ice in the shelf–slope boundary zone provided haul-out areas for seals and penguins with access to feeding in the coastal shelf region. Distributions of potential prey for seals and penguins varied over the study area, as determined by nets, acoustics, and diving surveys. Antarctic krill (Euphausia superba) were found throughout the survey region, overlapping the distributions of two smaller species, Thysanoëssa macrura (primarily off-shelf) and E. crystallorophias (primarily found on-shelf). In some locations, E. superba occurred at high densities underneath ice floes, where they foraged on the sea-ice microbial community. Two general fish communities, oceanic and shelf, were distinguished. Off-shelf fishes were members of the classic oceanic midwater fish fauna, whereas on-shelf fishes were Antarctic endemics. The abundance of pelagic fishes was relatively low throughout the study area compared with other Southern Ocean ecosystems. In contrast, benthic fish biomass and diversity on-shelf were high (41 species, 6 families). Hydroacoustic analyses indicated that densities of potential prey were highest in the coastal shelf region where large aggregations of euphausiids (primarily E. crystallorophias) and individual juvenile Antarctic silverfish (Pleuragramma antarcticum) occurred.

Speed/distance meters were deployed on adeliée, gentoo and chinstrap penguins Pygoscelis adeliae, P. papua and P. antarctica, breeding near Anvers Island, Antarctica. Underwater speeds and distances travelled were interspecifically very similar (means of ca. 7–8 km h-1 and 15–45 km, respectively). These results are compared with published data on penguin behaviour at sea obtained by using identical methodology. A simple model, based on penguin activity at sea data, is developed to derive range limits for penguins. Derived range limits are substantially lower than previous estimates but accord well with distributional data obtained by transects.

This note considers the latest iterations to the Arctic Council following the May 2013 ministerial meeting in Kiruna, Sweden. While new state observers including China and Japan were admitted, the European Union's application was deferred and the entire list of non-governmental and intergovernmental organisation applicants was rejected without consideration. Although time-based pressures may have been a factor, the failure to consider the non-state entities’ applications has the effect of reinforcing the impression that the Arctic Council is and will remain a state-centric body.

In the last few years, questions pertaining to cooperation and conflict in the Arctic have emerged in the media, as well as within academia. While many scholars have rightly rejected the prospect of an imminent escalation of conflicts, the current debate is insufficiently informed by the literature on political order within the field of international relations (IR). In this article, the author attempts to explain the political order in the Arctic, situating his analysis within the broader context of IR theory. Guided by the perspectives of ‘hegemonics stability’, ‘balance of power’ and ‘Kantian internationalist theory’, focus is laid on power capabilities, international regimes and domestic regime type as independent variables. The main finding is that the Arctic is a multipolar ‘region,’ the enduring stability and peacefulness of which can be explained by both the role played by international regimes, and by the balance of power between the ‘stakeholders’ involved. The paper concludes by explaining how and why the smaller littoral Arctic states are the prime beneficiaries of this order.

The text of the Convention on the Conservation of Antarctic Marine Living Resources, which was adopted at the close of a diplomatic conference at Canberra on 21 May 1980, is reproduced elsewhere in this number of Polar Record (see p 383–95). The aim of this commentary is briefly to describe the purposes which the Convention was intended by its negotiators to fulfil, to indicate how those purposes are reflected in the text of the Convention, and to explain where the Convention will fit in the overall scheme of international Antarctic conservation agreements that have come into being over the last 50 years.

The physical behaviour of oil interacting with soils subjected to seasonal frost or permafrost was investigated. An experimental programme was carried out to investigate the transportation and spreading of oil on a frozen surface, and transportation and accumulation of oil into freezing or frozen soils. The results show that spreading of oil at the surface at air temperatures below freezing depends on oil composition, soil temperature, and the type of mineral surface. It was observed that an ice surface has the least spreading and the greatest wetting angle of the surfaces studied. The oil penetration into frozen soils depends on soil and oil composition and temperature conditions. It was observed, as expected, that oil accumulation in frozen soils decreases with increasing ice content in the pores. However, penetration of oil components is observed even in completely ice-saturated soils. Freezing of oil-saturated soils causes a redistribution of the oil components. In sandy soils, the oil concentrates in a thawed zone in front of the freezing front; in clay soils, the oil can accumulate in the frozen zone under certain temperature conditions. A summary of the influence of various factors affecting oil behaviour in frozen and freezing soils is presented based on the experimental data and published data from other authors.

Current understanding of climate change impacts, adaptation and vulnerability among Inuit in the Arctic is relatively static, rooted in the community and time that case studies were conducted. This paper captures the dynamism of Inuit–climate relationships by applying a longitudinal approach to assessing vulnerability to climate change among Inuit in Ulukhaktok, Northwest Territories, Canada. Data were collected in 2005 and 2016 following a consistent methodology and analytical framework. Findings from the studies are analysed comparatively together with longitudinal datasets. The data reveal that many of the climatic changes recorded in 2005 that adversely affected hunting activities have been observed to be persisting or progressing, such as decreasing sea ice thickness and extent, and stronger and more consistent summer winds. Inuit are responding by altering travel routes and equipment, taking greater pre-trip precautions, and concentrating their efforts on more efficient and accessible hunts. Increasing living and subsistence costs and time-constraints, changes in the generation and transmission of environmental knowledge and land skills, and the concentration of country food sharing networks were identified as key constraints to adaptation. The findings indicate that the connections between subsistence activities and the wage economy are central to understanding how Inuit experience and respond to climate change.

Maritime traffic is increasing in Arctic seas in the context of climate change. The rapid melting of sea ice led to the widespread belief that traffic was set to expand rapidly, challenging Canadian and Russian-claimed sovereignties over their respective Arctic passage, and underlining the risk posed by such a traffic in a risky but fragile environment. If projections on potential traffic for the medium term are probably exaggerated, the increasing traffic nevertheless challenges the adequacy of the regulatory framework.

During January and February 1997, two separate surveys of the birds and seals of the South Sandwich Islands archipelago were made, with further data obtained from the northern islands during February 1998. Together, these surveys provide the most recent and accurate estimates of breeding populations of most species, their distributions, and their habitat. Observations were made (1) from a small vessel operating close inshore, which surveyed approximately 92% of the archipelago's coastline, in addition to making shore counts at selected locations; (2) during a six-week shorebased field camp on Candlemas Island; and (3) opportunistically during helicopter-supported landings and airborne operations over all islands in the archipelago. The surveys recorded 16 species of breeding birds, including the first confirmation of breeding by black-bellied storm petrels (Fregetta tropica) and Antarctic terns (Sterna vittata), the second record of incubating king penguins (Aptenodytes patagonicus), and the location of many previously unrecorded seabird breeding sites. The population of chinstrap penguins (Pygoscelis antarctica), at approximately 1.5 x 10 pairs is considerably less than the estimate of 5 x 10 pairs currently in use, and represents about 30% of the world population. Populations of chinstrap penguins, Antarctic fulmars (Fulmarus glacialoides), cape petrels (Daption capense), and snow petrels (Pagodroma nivea) in the South Sandwich Islands are of global significance. Five species of seals were recorded. At the time of the surveys, only Antarctic fur seals (Arctocephalus gazella) were confirmed to be breeding, and several new breeding sites were located. Pup numbers showed a small increase compared with the few earlier records, but the population has not undergone the large increases seen on South Georgia and at sites in the maritime Antarctic. The other four species recorded are considered highly likely to breed either within the archipelago or amongst pack ice that seasonally surrounds the islands.

During the austral summer 1977–78 the Scott Polar Research Institute (SPRI) conducted a fifth season of airborne radio echo sounding in Antarctica as part of a joint project with the US National Science Foundation Division of Polar Programs (NSF-DPP) and the Technical University of Denmark (TUD). In addition, trials were undertaken of a magnetometer installation, developed and operated, under NSF contract, by the Applied Physics Laboratory (APL) of the Johns Hopkins University, USA.
