This article examines the control of outdoor advertising in Britain, tracking its development as a mirror of the practices of spatial governance. It evidences both a largely forgotten, yet radical change in the urban environment, whilst also functioning as a lens through which we might examine local government's role in driving change in the visual environment of cities and towns. The article argues that, despite important early work by preservationist organizations, local corporations and councils were the principal drivers of legislation, altering attitudes in central government that ultimately led to stringent control of outdoor advertising in urban space. Beginning in the nineteenth century, but coming to the fore during the interwar period, corporations and councils pushed for ever greater controls over the size and siting of billboards, hoardings, and posters. In doing so, they deployed a language of amenity, and conjured with seemingly social democratic notions of citizens’ rights to push their agenda. The study is thus revealing of the ways in which town planning, patterns of holistic control in the visual environment, and the philosophy of urban modernism shaped even the most mundane, extant urban areas and left a lasting impression on the urban landscape.

Popular perceptions of 1914–18 focus on the trenches. Yet, much of soldiers’ time was spent in rear areas and many men never reached the frontlines. By studying life behind the lines it is possible to offer new perspectives on the experience of the Great War. In August 1917 and 1918, the British Expeditionary Force (BEF) took over the usually quiet paths and lawns of Le Havre's Jardin St Roche, which the mayor of the town had agreed to loan to the base commandant. Rather than engaging in battle with the enemy, BEF servicemen and Belgian military personnel, alongside French civilians, were displaying the fruits (and vegetables) of their more peaceful labours. As part of a programme encouraging the cultivation of unused land around the surrounding camps, a vegetable competition was organized in which it was onions, beets, and kale rather than bullets, grenades, and shells that were the produce of war. This article explores the ways in which the organization of these events can throw light on the broader history of the British Army during the First World War. In doing so, it provides novel insights into the functioning of the BEF and the experiences of the men serving in it.

This article examines economic nationalism in India, specifically the role of capitalists in late colonial Bombay. It shows how swadeshi was the fulcrum that supported the expressions of nationalism and capitalism. The notion that Indian capital needed to be used for the benefit of Indian nationals became established as nationalist thought by the 1930s. Such swadeshi capitalism – Indian capital for Indian industries – recasts the notion of swadeshi as a broader, more sophisticated cultural response to colonialism and globalization. As capitalism transitioned from mercantile activities to capital-hungry industrialization, nationalism was itself reframed from being anti-colonial in 1905 to being anti-globalization by the 1950s. Swadeshi capitalism helped to overlay a radical, grittier form of economic nationalism over the intellectually driven version of the nineteenth century. Swadeshi, as a form of economic patriotism, can be distinguished from similar expressions of nationalism within the British empire and dominions. This article is an effort to decolonize the narratives of modern capitalism by shifting the focus away from the global West. It will appeal to readers interested in South Asian history, and those interested in cultural responses to globalization, the contested nature of economic nationalism, and histories of capitalism in the global South.

This article reassesses the electoral decline of British Liberalism in the 1920s, especially the catastrophic defeat of 1924. A leading explanation for this disaster is that the Liberals were ‘fighting to lose’ by leaving nearly 250 constituencies uncontested. David Lloyd George is widely seen as deliberately seeking to destroy his party by refusing to finance candidates through his infamous ‘fund’, so he could lead what remained after electoral evisceration. His actions are widely credited with stymieing prospects of a Liberal recovery in the next election, 1929, which confirmed the party's permanent replacement by Labour. Through a wide-ranging statistical reanalysis, supported by a study of grassroots constituency campaigns, this article argues that the lack of candidates was a negligible contributor either to Liberal annihilation in 1924, or to Liberal failure to recover in 1929. The sharply deteriorating health of the party was already felt keenly at the grassroots before, not after, the seemingly freak result of 1924 was known. We thus argue that, contrary to the judgement of historians and contemporaries, the 1924 result represented the truer reflection of the party's fundamental interwar strength, with 1923 the exception. The inaction of Lloyd George in 1924 thus can be interpreted as pragmatic rather than Machiavellian.

This article examines the political theory of the late nineteenth-century American Populist movement, with a particular focus on its theories of state and corporation. Recent scholarship on populism has tended to present the phenomenon as a variant of direct democracy intrinsically opposed to intermediary bodies, a feature consistently traced back to American Populism as well. In this account, American Populists opposed new discourses of corporate personhood and free incorporation in the late nineteenth century owing to their tendency to distort natural bonds between peoples and leaders and to disperse the popular will. This article questions the tenability of this opposition through a close contextual engagement with original Populist texts. As the first self-declared ‘populist’ movement in modern history, Populists theorized about the usage of corporate personality for their own co-operatives and put forward ambitious visions of American statecraft, breaking with the proprietary individualism that characterized Jeffersonian agrarianism before. The article focuses on two particular genres of Populist thinking: first, their advocacy of the corporate form for their co-operative farm organizing and, secondly, a specifically statutory vision of state reform. It concludes with reflections on how these findings destabilize assumptions governing the current populism debate in political theory and American historiography.

This article examines the Swedish security establishment's counterintelligence measures directed against British preparations for economic warfare in Scandinavia in 1939–40. Although Stockholm was an intense spying location, there exists a gap in the historiography concerning the topic. At the beginning of the war, the British government regarded economic warfare as an efficient tool for shaking the foundations of the German war economy. Economic warfare included blockades, sabotage, psychological warfare, and diplomatic threats. The present study explores Swedish operations against George Binney, who worked for the British government in war-trade-related issues. The article shows that the Swedish security service had difficulties in obtaining intelligence on Binney because of the reliance on casual informants, whose information was imprecise and sometimes misleading. The British succeeded in uncovering some of the Swedish counterintelligence tactics and this led to problems in capturing significant information, for example, via communication monitoring. The Swedish archival sources have added considerable new empirical details regarding British preparations for blockade running in July 1940. The study also shows that British officials operated on very dangerous ground, as some of the individuals they worked with were enemy agents or in a position to forward information in several different directions.

The development of motor vehicles and their mass production and consumption during the first decades of the twentieth century had significant economic and social effects. The developed Atlantic countries, world leaders in vehicle production, were the protagonists of the success of the car. However, the globalization brought about by the second industrial revolution drew in other countries on the periphery, thanks to transport technologies, telecommunications, and the media. Thus, the consumption patterns and lifestyles of the ‘centres’ and the ‘peripheries’ tended to become more uniform, especially among the urban population. This included an interest in travelling and leisure activities in general. The link between the use of motor vehicles and new tourism practices in Spain between 1918 and 1939 provides an excellent viewpoint from which both to analyse the country's economic and social transformation during this period and to relativize the degree of backwardness observed in Spain in other studies. In this respect, we provide evidence which shows that, despite being a country of the so-called European periphery, Spain had similar patterns of consumption of durable consumer goods, such as the motor vehicle, as other, more advanced countries. There is therefore room to reconsider what has been termed ‘Spanish backwardness’.

This article explores how marginalized groups navigated the everyday politics of citizenship in Britain during the Second World War through a case-study of the Sorby Research Institute in Sheffield, a site in which pacifists and conscientious objectors participated in medical experiments as an alternative to military service. Examining the experiences of volunteers who were infested with parasites in a study of infectious disease transmission, this article traces the emergence of ‘somatic citizenship’ at the SRI: a distinctive kind of wartime service that was rooted in the everyday sensations, routines, and practices of the body. Ultimately, this article argues that the somatic labours of medical research offered a way of partially reconciling the conflicting demands of pacifism and national duty, allowing volunteers to reposition themselves as heroic wartime citizens. However, this was not a straightforward path to social rehabilitation, with various political, moral, and hygienic anxieties disrupting the pursuit of community acceptance. While contributing to ongoing work on citizenship, subjectivity, and emotion in wartime Britain, these findings also demonstrate how unconventional sources – in this case, medicalized descriptions of the body – can be redeployed to illuminate the politically saturated nature of everyday life under the conditions of total war.

This article reconstructs and analyses, for the first time, the Royal Ballet's state-sponsored tour of apartheid South Africa from February to April 1960. It traces the public outcry surrounding the company's decision to exclude its only dancer of colour, as well as the tour's planning, execution, and continuation through the Sharpeville massacre, local reception, and aftermath. In this episode of the post-war period, politics and high culture operated in tandem to sustain Britain's imperial connections amid decolonization and the Cold War. The article proposes a reframing of the ‘Wind of Change’ moment, analyses the role of ballet in Britain's cultural Cold War, and underscores the British state's willingness to set aside human and moral concerns for political advantage. Above all, it argues that, rather than being peripheral to, or merely reflecting, the British state's agenda, ballet enacted its politics.

In this article, I discuss the emancipation of masturbation in twentieth-century Hungary, focusing on the socialist, Kádár era (late 1950s to late 1980s), which I claim was the time when the discourses concerning masturbation underwent profound transformation. I use Thomas Laqueur's periodization of discourses on masturbation in the West and make the case that in Hungary, due to its twentieth-century political and intellectual history, which affected both the institutionalization of sexology and discourses on sexuality, there is a markedly different chronology. In Hungary, interwar socialists were the first to suggest a new approach toward masturbation but these ideas remained marginal during the Horthy regime and in the ‘Stalinist’ 1950s. In the early years of the Kádár regime, debates about sexual morality reformulated what should be understood under socialist sexual morality. The concept of socialist humanism, especially Imre Hirschler's work, linked early 1960s sex education with the interwar socialist discourse on sex and paved the way to the emancipation of masturbation and the establishment of a post-Stalinist, socialist sexual ethics. In the 1970s and 1980s, iconic sexologists like Vilmos Szilágyi and Béla Buda moved away from socialist humanism and continued Hirschler's work, but mirroring the perspectives of contemporary Western science.

This article examines the political impact of decolonization upon the South African community in Kenya in 1963. It stresses that the end of British rule in Kenya had different implications for different groups of South Africans in Kenya. The community has been broadly delineated into three groups. The first group is the Afrikaner farmers’ community in Kenya – a numerically small but economically strategic section of the white community which produced nearly 70 per cent of the country's wheat. The second includes those working for firms and with business interests in Nairobi, and the third includes those employed in the service of the crown. The three state actors, Britain, South Africa, and Kenya, consciously used this opportunity to define and reinforce their state ideology in opposition to one other in an intra-African theatre. South Africa attempted to establish itself as the preferred white man's dominion in Africa, while Kenya used it to entrench its anti-apartheid position whilst taking the stand that Afrikaners who renounced apartheid could stay on in Kenya. Britain prioritized the interests and demands of the British settlers in Kenya as well as its new comprehensive strategic alliance with the new Kenyan government, and made concessions to Afrikaners within this framework.

By examining the experience of rape in Spain in the 1930s and 1940s, this article explains how the Spanish Civil War and Franco's dictatorship dramatically increased the likelihood of women becoming victims of sexual assault. Contrary to what historians often assume, this phenomenon was not the result of rape being deliberately used as a ‘weapon of war’ or as a blunt method of political repression against women. The upsurge in sexual violence was a by-product of structural transformations in the wartime and dictatorial contexts, and it was the direct consequence, rather than the instrument, of the violent imposition of a fascist-inspired regime. Using archival evidence from numerous Spanish archives, the article historicizes rape in a wider cultural, legal, and social context and reveals the essential albeit ambiguous political nature of both wartime and post-war rape. The experience of rape was mostly shaped not by repression but structural factors such as ruralization and social hierarchization, demographic upheavals, exacerbation of violent masculinity models, the proliferation of weapons, and the influence of fascist and national-Catholic ideologies. Rape became an expression of the nature of power and social and gender relations in Franco's regime.

At the end of the Second World War, British society's hostility and resentment towards France's military defeat and the French state's collaboration with Germany were strong. In order to deflate this enmity and thus prepare the ground to forge western European co-operation, the French and British governments co-operated and developed gendered public and media strategies within which citizens, and, in particular, former female resistance fighters, were central to the dissemination of positive images of France. This article takes seriously these strategies and adds nuance to understandings of modern foreign policy in terms of methods and actors. The article elaborates on neglected agents of diplomacy, such as female members of civil society, and the significance of rhetoric, gendered performance, and appearances that contributed to the restoration of the image of France in Britain. By doing so, the article also sheds light on the efforts of French and British authorities to construct a narrative of binational unity that disrupted the tenacious idea that Britain had fought alone during the war.

This article explores the emergence of women in the United States as a liberal voting group in the 1980s and the impact of this development on the power of liberalism, amid the Reagan revolution – an era often viewed as the apogee of conservatism. As the Republican party shifted in a more conservative direction in the 1980s, gender started to correlate with partisan preference/election outcomes in enough contests to give credence to the belief that women were becoming a decidedly liberal voting bloc. Contemporaneously, the equality-seeking movements of the 1960s and 1970s began institutionalizing their operations and exploiting these demographic shifts, becoming more entrenched than ever within the internal politics of the Democratic party. The National Organization for Women (NOW), the largest liberal women's group, proved to be particularly successful in this respect. Therefore, by presenting substantial archival evidence that liberal politicians and organizations remained a dynamic political force during the 1980s, this article details the growing organizational prowess of NOW and examines how liberals resisted the conservative challenge to fashion a political approach suited to the ‘Reagan Era’.

This article seeks to shed light on the Lebanese Study Committee, an overlooked centre of intellectual production and political activity during the Lebanese Civil War. It was comprised of legal experts and Maronite monks of the Lebanese Maronite Order, and emerged at the Holy Spirit University of Kaslik in 1975. The committee was created at the initiative of the Catholic clergy in order to endow the Christian war effort with an ‘intellectual pole’ capable of studying recent developments and provide solutions aimed at defending the interests of the Christian society. By making use of hitherto inaccessible primary sources, its internal and external publications, the article elucidates the activities and ideas of the committee, which worked to counteract leftist discourse and propaganda. By paying attention to the context of the Lebanese Study Committee's emergence, the article also brings to light a history of interaction between lay, clerical, state, and para-military institutions. It concludes that its creation is the direct consequence of the grassroots mobilization of conservative agents, which is reminiscent of the ways in which Western conservatism was revived in the same years.

In Bolton's pubs at the end of the 1930s, the research organization Mass Observation pursued answers to big abstract questions about time by studying small concrete actions. Drawing on field notes, draft manuscripts, and published works, this article sets out the different understandings and experiences of time documented by the team of investigators. Outside the ‘time-clock factory-whistle dimension of living’ and inside ‘pub-time’, individuals bought drinks for their companions, drank at the same pace, and engaged with everyone around them on an equal footing. Mass Observation presented such behaviours as proof that the pub fostered a socially harmonious, egalitarian community from a pre-industrial age. However, this article shows that the pub study's archive contains material that goes against the published findings. Observers turned in reports about authoritarian conduct, hierarchical power structures, and the intrusion of contemporary politics. Blurring the research subject and object, it was sometimes the investigators themselves who broke the spell of the pub. These moments of tension, confusion, and contradiction offer insights into the observers’ own perspectives on modern temporalities and subjective experiences of time. All the people in the pubs were caught up in a state of flux.

Recent developments in the history of modern Britain have led to the emergence of a history of intimacy, whether or not it is recognized as such. This historiographical review argues that intimacy is a useful category of historical analysis. Thinking in terms of inter-relationships between different forms of intimacy allows us to think with greater conceptual clarity about these forms, as well as types of intimacy that are difficult to categorize. The first section reviews recent and significant contributions to the literature and seeks to draw out existing connections and crosscurrents between subfields. The second section turns to recent work on the histories of selfhood and the emotions and considers what thinking about intimacy might add to these fields; it then builds on this recent work to propose that one way to ‘do’ the history of intimacy is to think in terms of ‘intimate practices’.

This article examines the historiographical debate over federalism between the 1930s and 1960s. In their most sweeping iterations, revisionists have sought to unravel the history of the nation-state, by using the history of anti-colonial federalist demands for equal incorporation into imperial states as evidence against a teleology of nationalist independence. In perceiving the democratic potentialities embedded within imperial state forms, revisionists argue that anti-colonial federalists therefore belong within a cosmopolitan tradition of seeking democratic supra-national governance beyond empire and nation. Some iterations of ‘post-colonial cosmopolitanism’ have unfortunately channelled debate into an opposition between federalism and nationalism, while also generating methodological republicanism, the tendency to view proto-republics within imperial formations. This review challenges these interpretive shortcomings and argues instead that federalism ought to be understood as part of a contest about the state as such. By integrating scholarship on French and British imperial federalism with recent work on regional federalisms in European and African contexts, this essay centres a whole range of ideological variations of ‘cosmopolitanism’ that adapted federalism to their critiques of the state. Ultimately, this reframing of federalist historiography enables new insights into contests about, and not just over, twentieth-century states.
