The East China Sea (ECS) supports a highly productive fishery and is rich in biodiversity, but economic development in China and peripheral countries has led to intensifying anthropogenic impacts in the ECS. In response to this the Chinese government has introduced a range of marine spatial management measures. A spatial ecosystem model (Ecospace) of the ECS was developed to examine (1) the likely nature of trade-offs between fishery and conservation goals resulting from the marine protected areas (MPAs) and (2) possible trade-offs within the fishery sector resulting from the MPAs. The results suggest that overall the fishery has benefited from all of the simulated MPAs, whereas, although they defy categorical interpretation, effects of the MPAs on biodiversity and ecosystem structure are variable. Simultaneous application of several metrics of ecosystem status indicates that the perceived effect of an MPA on ecosystem status can depend on which metrics for ecosystem status are used, and how these metrics are interpreted. The simulations indicate that a fisheries and conservation outcome beneficial to all is possible, but not guaranteed, with the creation of an MPA. Total landings and profitability are predicted to have increased as a result of each of the MPAs, albeit at the cost of reduced landings and profits to some sectors of the fishery. This study demonstrates the benefits of the additional information relating to biodiversity, ecosystem structure and within fishery dynamics available from spatial ecosystem models compared to the single species models typically used to examine MPA effects. However, the use of a more complex ecosystem model introduces additional uncertainty in model interpretation.

Fisheries in Puerto Rico and the United States (US) Virgin Islands are predominately dependent on nearshore coral reef ecosystems and have suffered from historical overfishing. The unique characteristics of reef fisheries, including strong habitat dependence, susceptibility to coastal impacts, diffuse landing sites and strong multispecies and multigear interactions suggest that standard approaches to fisheries management, especially those typically considered by the US Regional Fishery Management Councils, would not be applicable. Current management authority is split between local and federal agencies; however, there exists no uniform context and direction to current management initiatives, which results in lost efficiencies and opportunities. Proposed here is a new vision for fisheries management that takes into consideration the local ecological and socioeconomic characteristics of fishing, is compatible with regional resources and capacity, is ecosystem based and targets full stakeholder participation. Only an ecosystem-based approach can lead fisheries management out of the trap of unrealistic data collection and analysis demands, while at the same time refocusing emphasis away from attitudes and practices that promote overfishing. Management must be based on first principles regarding the desired state of the ecosystem and initiate strategies based on these principles. The key management goal is not to maximize fisheries catch, but to maintain the ecosystem in a state that will lead to sustained production. First principles would include maintaining ecosystem integrity and function, protecting all habitats and water quality, applying the precautionary approach, monitoring reference points and recognizing that production has limits. Resulting management tactics include marine reserves (to meet multiple goals), closed spawning aggregations, gear restrictions to maintain trophic balance and habitats, targeted data collection and assessments, adopting co-management practices and using ecosystem or community-based metrics. Fisheries management must fully incorporate the tools, resources and methods available within coastal zone management and other environmental agencies, while standards within those programmes must protect ecosystem health. Implementation will require attending to structural barriers inherent within existing fisheries legislation and regulations, multiple jurisdictions and the current cultures of scientists, managers and fisherfolk. Initial efforts should focus on developing a common language and frame of reference for all stakeholders.

Big-leaf mahogany's listing on CITES Appendix II requires producer nations to certify that exported supplies were obtained in a manner non-detrimental to the species' survival in its role in the ecosystem. Non-detriment findings based on annual export quotas should verify that current harvest rates are sustainable with respect to total commercial stocks. In order to assess this impact, a method for converting export-quality sawnwood volumes to numbers of standing trees is used to estimate the number of mahogany trees and forest area required to produce the original and revised 2007 export quotas set by Peru, correcting for systematic measurement error caused by buttresses and for stem defects caused by heart-rot (hollow bole). Based on large-scale inventory data from three forest sites in nearby south-west Brazil, the average commercial-sized (> 75 cm diameter in Peru) mahogany tree in this region would yield 6.4–8.5 m3 of roundwood (standing volume), which in turn would be processed or milled into 1.7–2.2 m3 of export-grade sawnwood. From this estimate, 6120–8070 commercial-sized trees would have been harvested to supply the original 2007 export quota of 13 477 m3, from a forest area of 407 300–536 750 ha at landscape-scale densities reported by the Peruvian CITES Scientific Authority. To supply the revised export quota of 4983 m3, an estimated 2260–2980 commercial-sized trees will be harvested from a forest area of 150 600–198 450 ha. Both estimates exceed the number of trees the Peruvian Scientific Authority estimates can be sustainably harvested annually (961 ± 144 trees > 75 cm diameter) based on preliminary inventory data. The method estimates that, since 1996, 154 000–203 000 mahogany trees have been logged in Peru from a forest area of 10.2–13.5 million ha to supply the total reported export volume during this period (including the revised 2007 export quota) of 339 114 m3. This area corresponds to 18–25% of mahogany's total natural range in Peru, or 37–49% of mahogany's estimated remaining range in 2001. Without empirical knowledge of density patterns, surviving commercial stocks, and biological and technical issues linking processed lumber (sawnwood) to standing trees (roundwood), it will remain difficult to evaluate the sustainability of export quotas issued at the national level for mahogany or other tropical timber species.

Nature-based recreation can have deleterious impacts on biodiversity, even at low levels of habitat use. Such impacts can arise from a variety of sources such as trampling of vegetation or disturbance of nesting birds. Sensitive, yet highly visited, environments such as the coast are particularly vulnerable. It is predicted that levels of coastal recreation may increase in some areas as a result of climate change, but little is known about the potential implications for flora and fauna. This study is based on a case study of two beaches, Holkham and Cley, on the coast of East Anglia, UK. Visitor surveys were undertaken across a year to obtain information on visitors' habitat use at these sites, including an analysis of the routes they walked. From this, estimates of their current impacts on vegetation cover, vegetation species richness and ringed plover populations were made by applying known relationships between visitor passes and disturbance. Future changes in levels of recreation were modelled under two climate change scenarios, and the biodiversity implications were estimated. This study finds that overall levels of vegetation cover and diversity are likely to decline, although only by a small amount, if future visitor numbers increase due to warmer and drier weather conditions. However, these declines will be differential with dunes and areas close to entrances receiving the strongest magnitude impacts. Disturbance from visitors is found to already strongly restrict the distribution of ringed plovers at the study beaches, yet the few remaining areas of suitable habitat may disappear if tourism levels increase. Management strategies which limit the spatial extent of visitor impacts, possibly by the use of beach zoning, may help to minimize any additional reductions in biodiversity that accompany changes in recreation.

The perceptions of resource users towards any conservation policy can be a major determinant of its success. While co-management policy can enhance the management of fisheries, to date there have been few reports concerning how engagement in co-management regimes may affect fishers' perceptions. This paper assesses the determinants of fishers' environmental perceptions within a co-management regime in Chile. Group meetings and structured questionnaires showed fishers' environmental perceptions were composed of four domains of concern, termed ‘water pollution’, ‘stock conservation’, ‘conservation/profit trade-offs’ and ‘charismatic species’. Fishers' dependence on diving and/or the length of time fishers had engaged with the policy affected their perceptions of each of these domains. Perceptions of the ‘water pollution’ domain were related to length of time fishers had participated in co-management, probably because fishers gained an increased understanding of the market and its need for unpolluted produce. Attitudes towards ‘conservation/profit trade-offs’ tended to become linked to an increasingly conservation-oriented ethic with increasing time of engagement with the policy. Given that the length of time fishers engaged with co-management differentially affected fishers' perceptions of environmental domains of concern, public officials and funding agencies should be careful not to judge co-management prematurely. It takes time to educate participants and overcome distrust. Through co-management processes in Chile, fishers' environmental awareness increased, and sustainable behaviours may consequently increase in the future.

Much research has focused on understanding the importance of forest environmental income in different communities and highlighting key socioeconomic characteristics of forest-dependent households. This paper examines the economic importance of forests among rural agriculturalists in Vietnam. Data were collected through a questionnaire survey of 104 households in five study villages in Ha Tinh province in north central Vietnam surrounding the Ke Go Nature Reserve (KGNR). Variables such as migration status of the household, age, income class and landholdings were used to identify characteristics of households with high forest income in both absolute and relative terms. More than half of households reported receiving forest environmental income in cash. Socioeconomic variables were compared between forest cash income (FCI) households and non-FCI households. Non-FCI households had more alternative income sources from wage labour and livestock, while FCI households were significantly younger, tended to live closer to the forest and had larger landholdings. Contrary to other research on forest use, the households deriving the most forest income in both absolute and relative terms were not the poorer households, but those in the middle class. These findings highlight the need for conservation and development projects to pay attention to the specific household factors that influence forest use, rather than relying on assumptions that poverty and forests are always linked.

Independent evaluations of the impact and legacy of large donor-funded integrated conservation and development projects (ICDPs) are critically important but rarely undertaken. The India Eco-Development Project around Periyar Tiger Reserve (PTR-IEDP) in southern India received US$ 6.0 million, of which 43.2% was spent on community-based conservation activities. The PTR-IEDP was internally evaluated as ‘successful’. Questionnaire surveys and on-site visits were used to independently evaluate its development impact and legacy, two years after the IEDP ended. Questionnaire surveys were administered to a random sample of 90 respondents from a treatment group who participated in and benefited from IEDP, and to 90 respondents from a control group who did not participate in IEDP. Among the treatment group, 71.1% of respondents were aware of IEDP's objectives, but receipt of community benefits did not influence their attitudes to conservation. Instead, their attitudes were best explained by previous experience of human-wildlife conflict, their age and their participation in an ecotourism-based profession. Furthermore, only 36.4% of the 55 community benefits sampled were still being used or maintained. Future investments in ICDPs, or any similar conservation and developmental projects need to carefully justify any of the developments they implement, and to use appropriate indicators and study design to measure project legacy.

Attempts to establish local support for wildlife and conservation through the sharing of revenues and empowerment of local communities to manage their wildlife have proliferated over the past two decades. Data from two neighbouring Maasai group ranches in the wildlife dispersal area of Amboseli and Tsavo National Parks (Kenya) indicated one ranch generated considerable wildlife revenues from a tourist operation and community trust while the other received no direct benefits from wildlife. The overall attitude to wildlife on the ranch with wildlife revenues was significantly more positive, but attitudes within the ranch varied significantly, depending on both costs from wildlife and perception of the distribution of wildlife revenues. Ordinal logistic regression analyses showed that it was not the amount of revenue received or the scale of costs from wildlife which determined people's attitudes, but simply the presence or absence of wildlife benefits. The importance of addressing inequitable distribution of benefits is emphasized.

The protected sites defined under the Marine Conservation Corridor of the Tropical Eastern Pacific (MCCTEP) include most of the endemism and a fraction of the areas of high diversity for reef corals and fishes. Although those areas are connected biologically over distances >600 km, lack of large-scale sampling and attention to taxa other than scleractinian corals has limited the protection of shallow coral reef and coral community habitats in some areas of the Tropical Eastern Pacific (TEP) region, particularly non-offshore islands in Ecuador, Panama and Costa Rica. The newly created Las Perlas marine protected area (1688 km2), the second largest archipelago in the TEP, fills a regional conservation gap for the protection of reefs and potentially becomes the second highest coral diversity area in the MCCTEP. This study describes the distribution of live coral cover and species alpha-diversity over 307 ha of shallow coral reefs and coral communities in the Las Perlas Archipelago. Nineteen scleractinian and 38 octocorals were observed, including species previously thought to be uncommon. Although coral communities generally had a greater number of species than coral reefs, species richness did not differ between habitats. However, their coral and octocoral composition and benthic makeup (coral cover, macroalgae, sponge, etc.) differed. The reefs had higher live coral cover (61.2%) and lower algal cover (32.5%) than the coral communities (26.0% and 65.7%, respectively). Octocorals were more common in the communities than on the reefs. There was a negative relationship between live coral cover and species richness, low to moderate cover generally coinciding with coral community sites and higher species richness. Areas are recommended for marine reserve zoning within the new Las Perlas marine protected area to ensure the protection of important habitats and maintenance of diversity in the TEP, both highlighting the importance of the southern islands of the archipelago for coral diversity and the northern islands for their high live coral cover. Review of the representativeness of regional coral diversity would facilitate better design of small-scale reserves across the TEP, following comparable survey methods.

Farmlands can be good habitat for owls and owls can benefit farmers, but pesticide use can negatively affect owls and within many regions of Africa owls are loathed owing to beliefs that they bring misfortune or death. Since 1997, a small-scale owl tourism initiative that educates farmers about owls and benefits them financially has been operating in central Kenya. Pesticide use, farmers' beliefs and knowledge about owls, and the impacts that tourism can have on farmers' attitudes and behaviour towards owls in rural Kenya were surveyed. Agricultural pests were the most serious problem facing farmers, though only 28 % of farmers said they controlled vertebrate pests using pesticides. The insecticide carbofuran was often misused to kill vertebrate pests. Common control measures were either to ‘do nothing’ or to chase pests from farms. Farmers knew of Mackinder's eagle owls living adjacent to their farms, but 68 % said they didn't adhere to the culturally negative beliefs about owls. Knowledge of owl diet amongst farmers was high (75 %). Farmers who benefited from owl tourism were more likely to know more about owl diet and habits. Where farmers gained financial benefits from tourism or knew more about owls, they were more likely to categorize owls as ‘good’, but farmers who knew about owl diet were more likely to use pesticides or kill owl prey on their farms. Though knowledge of owls did not have a positive effect on farmers' behaviour toward owls, this was probably the result of a lack of ecological literacy rather than any deliberate antagonism toward owls. Financial rewards are very important to poor farmers, but may not result in actions that enhance species conservation unless farmers have a basic understanding of ecological processes.

Conflicts between resource users and managers are common and well documented on Mafia Island (Tanzania), where there has been a history of unresolved conflict over marine conservation initiatives. The perceptions of fisheries and park restrictions among resource users and managers were evaluated to try to understand the underlying causes of these conflicts. Responses concerning management preferences of government officials employed by the Mafia Island Marine Park (MIMP), personnel of the fisheries department, and heads of households in three villages in and out of the Park were compared. The largest differences in perceptions were found between villagers and managers, but all respondents agreed that minimum fish lengths and gear restrictions were beneficial and that benefits increased along the scale of the individual – community – national government. Villagers and government officials differed most in their perceptions towards area-based management, spatial and temporal closures, and species restrictions. Perceptions of management restrictions and benefits were only weakly correlated with the socioeconomic status of the villagers, but more strongly correlated with their living in or out of the Park and their family's economic options. The most negative perceptions towards restrictions were found in villages near fisheries closures, where there was a heavy reliance on marine resources and a higher numbers of jobs per household, but less reliance on cash crops, animal husbandry and tourism. The lack of these three options appears to have produced lower levels of support for MIMP and associated restrictions, and might be overcome by (1) using gear and minimum size restrictions more than fisheries closures and (2) increasing access to tourism, cash crops, animal husbandry and salaried employment, rather than simply increasing livelihood diversity.

Although small-scale agroforestry systems (swiddens, complex and single-crop-dominated agroforests, and homegardens) form a diverse and important tropical land use, there has been no attempt to collate information on their value for biodiversity. This paper reviews 52 published studies that compared species richness and/or abundance between agroforests and primary forest, and 27 studies that compared biodiversity parameters across agroforests. The former covered a broad range of taxa and geographical areas, but few focused on homegardens, while those comparing across agroforestry systems were biased towards studies of plants (21 studies) and homegardens (13 of 27). Of 43 studies comparing species richness or diversity across habitats, 34 reported lower richness in agroforests than in adjacent forest. There was also high β diversity between primary forests and agroforests. Patterns of abundance shifts were less straightforward, with many species traits (for example diets) being generally poor indicators of response to agricultural disturbance. Among the few trends identified, restricted-range or rare species, and terrestrial and some understorey vertebrates tended to decline most, and open country species, granivores and generalists increased most in agroforests. Variability in biodiversity retention across systems has been linked most strongly to economic function, management intensity and extent of remnant forest within the landscape, as well as more subtle cultural influences. Species richness and abundance generally decrease with increasing prevalence of crop species, more intensive management, decreasing stratum richness and shortening of cultivation cycles. Increasing holding size did not necessarily reduce α diversity. Knowledge of the general effects of small-scale agroforestry on biodiversity is substantial, but the great diversity of systems and species responses mean that it is difficult to accurately predict biodiversity losses and gains at a local level. Further work is required on the influence of spatial and temporal structure of agricultural holdings on biodiversity retention across agriculture/succession/forest mosaics, how β diversity across individual holdings influences biodiversity across landscapes, and ultimately on how agricultural intensification can be best managed to minimize future losses of biodiversity from tropical landscapes.

Stated preference valuation surveys, such as choice modelling, are the preferred choice for environmental valuation of water quality improvements. Such willingness to pay (WTP) surveys commonly rely on face-to-face interviews or mail-out questionnaires on a relatively large representative sample of the target population. There is increasing concern that survey respondents may have insufficient information and limited opportunity to deliberate prior to stating their preferences about their WTP. Citizens' juries have been proposed as a novel way to overcome these limitations, providing information from expert witnesses and facilitating informed discussion within the jury, which is composed of members of the affected community. A choice modelling survey, using a 23-person citizens' jury, was conducted to estimate WTP for improvements in water quality in the Bremer River, one of the most polluted waterways in south-east Queensland, Australia. The choice modelling survey conducted pre- and post-exposure of the jurors to expert information about water quality in the Bremer River evaluated the usefulness of the jury process. A significant improvement in juror understanding was found in their responses to the survey. Importantly, following exposure to information from expert witnesses, jurors' educational background ceased to be important in determining their WTP. These findings suggest that citizens' juries could be valuable in overcoming the information problems associated with standard WTP surveys.

Humans can impact coral reef fishes directly by fishing, or indirectly through anthropogenic degradation of habitat. Uncertainty about the relative importance of those can make it difficult to develop and build consensus for appropriate remedial management. Relationships between fish assemblages and human population density were assessed using data from 18 locations widely spread throughout the Main Hawaiian Islands (MHI) to evaluate the significance of fishing as a factor potentially driving fish trends on a regional scale. Fish biomass in several groups was negatively correlated with local human population density and a number of lines of evidence indicate that fishing was the prime driver of those trends. First, declines were consistently evident among fish groups targeted by fishers, but not among lightly fished or non-target groupings, which indicates that declines in target groups were not simply indicative of a general decline in habitat quality along human population gradients. Second, proximity to high human populations was not associated with low fish biomass where shoreline structure prevented ready access by fishers. Relatively remote and inaccessible locations within the MHI had 2.1–4.2 times the biomass of target fishes compared to accessible and populous locations, and may therefore function as partial refugia. However, stocks in those areas were clearly far from pristine, as biomass of large predators was more than an order of magnitude lower than at more intact ecosystems elsewhere in the Pacific.

Stakeholder analysis as a specific tool in social science can be used to explain why environmental conflicts arise or persist and identify steps to resolve these. This paper considers the conflict over the great cormorant, a fish-foraging bird with a rapidly growing population, a conflict previously treated only at a local, subnational or national level. The measures taken have sometimes mitigated the conflict, but have not addressed the damage and conflicts owing to the rapid cormorant population expansion. As the population is mobile at the scale of Europe, management of the population needs to be considered at the European level. In the 1990s, the Convention on Migratory Species (CMS) drew up a management plan, which was never endorsed. Interviews with authorities, scientists and other stakeholders revealed they considered the CMS management plan inappropriate because some thought it compromised national autonomy while others thought there was insufficient cormorant protection. A possible step-wise solution to developing a pan-European management plan is proposed, requiring agreement on common objectives and strategies.

Bioregionalism claims that interaction between the biophysical and human components of a region generates place-based environmental and social understanding and concern, which lead to locally shared power and responsibility in cooperative land management and governance. The Man and the Biosphere Programme's Seville Strategy calls for local community participation in a multi-stakeholder ecosystem-based approach to conservation, but it is unclear if tenets of bioregionalism play a role in its implementation. Bookmark Biosphere Reserve (BBR) in Australia has substantially succeeded in scientific research and monitoring, conservation, environmental education and sustainable land-use initiatives. Aspects of bioregionalism (for example recognition of the region's unique identity, local community sense of responsibility, integration of local knowledge, presence of motivated local leaders and cooperative community-based management through a network of groups) have contributed to success. Other crucial factors were funding, technical and scientific information and support from government agencies, leadership from members of state and federal government and from private philanthropic foundations, community capacity-building for sustainable land management and availability of volunteers from outside the region. Nevertheless, conflict arose in relation to governance, originating from the recognized difficulties of reconciling a diversity of allegiances, motivations, management styles and personalities, and resulted in division of BBR into two, one section being managed largely through the private sector and community volunteers, the other (renamed Riverland Biosphere Reserve) coordinated by a committee with more diverse affiliations. Bioregionalism can play a role in biosphere reserves but motivations and resources of external public and private organizations are also vital. Avoiding weaknesses of bioregional approaches requires greater attention to social aspects of environmental management. Governance structures and processes need to be inclusive, flexible and equitable in decision making and access to funds. They should support both agency and community-initiated activities and include conflict resolution mechanisms.

Potential impacts of climate change on ecosystems and the environment are generally assessed by summarizing climate change scenarios for broad regions (for example countries), or by specific modelling exercises. This paper presents an alternative approach for summarizing climate change impacts on the European environment, by linking climate change scenarios to recognized environmental divisions. Sixteen climate scenarios from four general circulation models were therefore linked to 84 statistically derived strata sharing common environmental features. In this way, the future distribution of the strata, as defined by their climate characteristics, were quantified and mapped. The results show that Europe is likely to experience major environmental shifts, with pronounced regional variations. As expected, environmental strata shift northwards. In particular the southern Mediterranean strata are projected to expand, whereas Atlantic environments remain much more stable. Alpine and Mediterranean mountain environments decline dramatically. However, the Scandinavian zones show no consistent pattern of change. More detailed analysis of four sample regions shows that the impacts of the projected shifts will largely depend on regional characteristics. Environmental conservation, regional assessments and scenario development could therefore be facilitated by combining relevant regional datasets (for example for vegetation, land cover and species distribution) with the shifting environmental strata.
