Popular Dissent, Human Agency and Global Politics

  • Popular dissent, such as street demonstrations and civil disobedience, has become increasingly transnational in nature and scope. As a result, a local act of resistance can acquire almost immediately a much larger, cross-territorial dimension. This book draws upon a broad and innovative range of sources to scrutinise this central but often neglected aspect of global politics. Through case studies that span from Renaissance perceptions of human agency to the collapse of the Berlin Wall, the author examines how the theory and practice of popular dissent has emerged and evolved during the modern period. Dissent, he argues, is more than just transnational. It has become an important 'transversal' phenomenon: an array of diverse political practices which not only cross national boundaries, but also challenge the spatial logic through which these boundaries frame international relations.

  • In this theoretically original work, two distinguished authors explore the mutual interdependence of states and firms throughout the world. They show how global structural changes - in finance, technology, knowledge and politics - often impel governments to seek the help and cooperation of managers of multinational enterprises. Yet, as Professors Stopford and Strange demonstrate, this is constrained by each country's economic resources, its social structures and its political history. Based on grass-roots research into the experience of over 50 multinationals and more than 100 investment projects in three developing countries- Brazil, Malaysia and Kenya - the authors develop a matrix of agendas. They present the impact on projects of the multiple factors affecting the bargaining relationships between the government and the foreign firm at different times and in a variety of economic sectors. In conclusion they offer some guidelines for actions to both governments and firms and some points to future interdisciplinary research.

Nations at War

  • Nations at War provides an explanation of war in international politics grounded on data-based, empirical research. The book classifies and synthesizes the research findings of over 500 quantitative analyses of war at the analytic level of the state, dyad, region, and international system. Because wars follow from political decisions, two basic decision-making models - the rational and the non-rational - are examined in relation to the explanatory framework of the volume. In addition, case analyses of two wars - the Iran/Iraq War (1980), and World War I (1914) - are provided as demonstrations of scientifically-based explanations of historical events. The primary structural factors responsible for the onset and seriousness of war are identified and the explanations are developed according to the scientific model of 'covering laws'. The conclusion presents a discussion of the potential for probabilistic conditional predictions of conflict within the context of war and peace studies.

Justice and the Genesis of War

  • Studies of the causes of wars generally presuppose a 'realist' account of motivation: when statesmen choose to wage war, they do so for purposes of self-preservation or self-aggrandizement. In this book, however, David Welch argues that humans are motivated by normative concerns, the pursuit of which may result in behaviour inconsistent with self-interest. He examines the effect of one particular type of normative motivation - the justice motive - in the outbreak of five Great Power wars: the Crimean war, the Franco-Prussian war, World War I, World War II, and the Falklands war. Realist theory would suggest that these wars would be among the least likely to be influenced by considerations other than power and interest, but the author demonstrates that the justice motive played an important role in the genesis of war, and that its neglect by theorists of international politics is a major oversight.

  • A world government capable of controlling nation-states has never evolved. Nonetheless, considerable governance underlies the current order among states, facilitates absorption of the rapid changes at work in the world, and that direction to the challenges posed by interstate conflicts, environmental pollution, currency crises, and the many other problems to which an ever expanding global interdependence gives rise. In this study, nine leading international relations specialists examine the central features of this governance without government. They explore its ideological bases, behavioural patterns, and institutional arrangements as well as the pervasive changes presently at work within and among states. Within this context of change and order, the authors consider the role of the Concert of Europe and the pillars of the Westphalian system, the effectiveness of international institutions and regulatory mechanisms, the European Community and the micro-underpinnings of macro- governance practices.

  • African independence launched into international politics a group of the world's poorest, weakest, and most artificial states. How have such states managed to survive? To what extent is their survival now threatened? Christopher Clapham shows how an initially supportive international environment has - as a result partly of political and economic mismanagement within African states themselves, partly of global developments over which they had no control - become increasingly threatening to African rulers and the states over which they preside. The author also reveals how international conventions designed to uphold state sovereignty have often been appropriated and subverted by rulers to enhance their domestic control, and how African states have been undermined by guerrilla insurgencies and the use of international relations to serve essentially private ends. He shows how awkward, how ambiguous, how unsatisfactory, and often how tragic, has been the encounter between Africa and Western conceptions of statehood.

  • In this book, first published in 2001, Kenneth Schultz explores the effects of democratic politics on the use and success of coercive diplomacy. He argues that open political competition between the government and opposition parties influences the decision to use threats in international crises, how rival states interpret those threats, and whether or not crises can be settled short of war. The relative transparency of their political processes means that, while democratic governments cannot easily conceal domestic constraints against using force, they can also credibly demonstrate resolve when their threats enjoy strong domestic support. As a result, compared to their non-democratic counterparts, democracies are more selective about making threats, but those they do make are more likely to be successful - that is, to gain a favorable outcome without resort to war. Schultz develops his argument through a series of game-theoretic models and tests the resulting hypothesis using both statistical analyses and historical case studies.

Martin Shaw argues that the deepest meaning of globality is the growing sense of worldwide human commonality as a practical social force, arising from political struggle not technological change. The book focuses upon two new concepts: the unfinished global-democratic revolution and the global-Western state. Shaw shows how an internationalized, post-imperial Western state conglomerate, symbiotically linked to global institutions, is increasingly consolidated amidst worldwide democratic upheavals against authoritarian, quasi-imperial non-Western states. This study explores the radical implications of these concepts for social, political and international theory, through a fundamental critique of modern 'national-international' social thought and dominant economistic versions of global theory. Perfect Deterrence

  • An important and timely contribution to International Relations and political science, this is the first general analysis of deterrence since the end of the Cold War. Using non-cooperative game theory, the authors develop a new approach to deterrence (Perfect Deterrence Theory), which they apply to unilateral and mutual direct-deterrence relationships, and to extended-deterrence relationships supported by deployment policies such as Massive Retaliation and Flexible Response. The authors focus on the relationship among capabilities, preferences, credibility, and outcomes to achieve a new understanding of threats and responses. Some surprising conclusions emerge, indicating that credible threats to respond to attack can sometimes make an attack more likely, and that incredible response threats can sometimes promote peace. With the application of deterrence theory in diverse social settings, and historical examples from before, during, and after the Cold War, this book provides a welcome new examination of the subject.

  • In Simulating Sovereignty Cynthia Weber presents a critical analysis of the concept of sovereignty. Examining the justifications for intervention offered by the Concert of Europe, President Wilson's Administration, and the Reagan-Bush administrations, she combines critical international relations theory and foreign policy discourses about intervention to accomplish two important goals. First, rather than redefining state sovereignty, she radically deconstructs it by questioning the historical foundations of sovereign authority. Secondly, the book provides a critique of representation generally, and of the representation of the sovereign state in particular. This book is thus an original and important contribution to the understanding of sovereignty, the state and intervention in international relations theory.

  • Most questions commonly asked about international politics are ethical ones. Should the international community intervene in Bosnia? What do we owe the starving in Somalia? What should be done about the genocide in Rwanda? Yet, Mervyn Frost argues, ethics is accorded a marginal position within the academic study of international relations. In this book he examines the reasons given for this, and finds that they do not stand up to scrutiny. He goes on to evaluate those ethical theories which do exist within the discipline - order based theories, utilitarian theories, and rights based theories - and finds them unconvincing. He elaborates his own ethical theory, constitutive theory, which is derived from Hegel, and highlights the way in which we constitute one another as moral beings through a process of reciprocal recognition within a hierarchy of institutions which include the family, civil society, the state, and the society of states.

  • Arguments have consequences in world politics that are as real as the military forces of states or the balance of power among them. Neta Crawford proposes a theory of argument in world politics which focuses on the role of ethical arguments in fostering changes in long-standing practices. She examines five hundred years of history, analyzing the role of ethical arguments in colonialism, the abolition of slavery and forced labour, and decolonization. Pointing out that decolonization is the biggest change in world politics in the last five hundred years, the author examines ethical arguments from the sixteenth century justifying Spanish conquest of the Americas, and from the twentieth century over the fate of Southern Africa. The book also offers a prescriptive analysis of how ethical arguments could be deployed to deal with the problem of humanitarian intervention. Co-winner of the APSA Jervis-Schroeder Prize for the best book on international history and politics.

The Democratic Peace and Territorial Conflict in the Twentieth Century

  • This book presents a systematic reassessment of the theoretical and empirical foundations of the democratic peace literature. Three distinct theoretical models of how domestic political institutions shape the foreign policy choices of state leaders are developed and Huth and Allee then test hypotheses from each model against an original data set of 348 territorial disputes from 1919–95. Each territorial dispute is divided into three separate but related phases for empirical analysis: Challenge the Status Quo Stage, Negotiation Stage and Military Escalation Stage. Their statistical results provide strong support for the importance of democratic accountability and norms in shaping decisions to negotiate and settle disputes as well as to threaten force and escalate to war. The findings of this book address central debates and provide many insights into understanding when and why democratic leaders engage in cooperative or confrontational foreign policies.

  • The protection of domestic populations by international institutions is both an anomaly and an enduring practice in international relations. It is an anomaly because in a system of sovereign states, the welfare of individuals and groups falls outside traditional definitions of state interest. Yet since the evolution of the nation-state system, collectivities of states have sought to protect religious minorities, dynastic families, national minorities, ethnic communities, individual citizens and refugees. Cronin explains this phenomenon by developing a theory that links international stability with the progress of a cohesive international order. His book examines how states attempt to provide for international stability by creating International Protection Regimes - multilateral institutions designed to protect clearly defined classes of people within sovereign states. It argues that in the aftermath of major systemic changes states try to create international orders by regulating the relationship between governments and their populations, particularly in newly-formed and reorganized states.

  • Why are some regions prone to war while others remain at peace? What conditions cause regions to move from peace to war and vice versa? This book offers a novel theoretical explanation for the differences and transitions between war and peace. The author distinguishes between 'hot' and 'cold' outcomes, depending on intensity of the war or the peace, and then uses three key concepts (state, nation, and the international system) to argue that it is the specific balance between states and nations in different regions that determines the hot or warm outcomes: the lower the balance, the higher the war proneness of the region, while the higher the balance, the warmer the peace. The theory of regional war and peace developed in this book is examined through case-studies of the post-1945 Middle East, the Balkans and South America in the nineteenth and twentieth centuries, and post-1945 Western Europe.

  • The growing interconnectedness of national economies and an expanding awareness of global interdependence in the 1990s have generated lively debate over the future of national governance. In a world of mobile capital, are states vital to the social and economic wellbeing of their citizens? A number of changes in the state's domestic and international environment - ranging from regulatory reforms and welfare state restructuring to the proliferation of intergovernmental agreements - have promoted the view that globalisation has a negative impact, compromising state capacities to govern domestically. He argues for the unity of the interpersonal, societal and international levels of human behaviour and outlines a concept of security which more adequately reflects the complexity and ambiguity of the topic. This book introduces an alternative way of theorizing the international order, within which the idea of security takes on a broader range of meaning, inviting a more critical and interpretative approach to understanding the concept and formulating security policy. The recent shift to sociology in international relations theory has not as yet realized its critical potential for the study of security. Drawing on contemporary trends in social theory, Dr McSweeney argues that human agency and moral choice are inherent features of the construction of the social and thus international order, and hence of our conception of security and security policy.

  • Classical political theorists such as Thucydides, Kant, Rousseau, Smith, Hegel, Grotius, Mill, Locke and Clausewitz are often employed to explain and justify contemporary international politics and are seen to constitute the different schools of thought in the discipline. However, traditional interpretations frequently ignore the intellectual and historical context in which these thinkers were writing as well as the lineages through which they came to be appropriated in International Relations. This collection of essays provides alternative interpretations sensitive to these political and intellectual contexts and to the trajectory of their appropriation. The political, sociological, anthropological, legal, economic, philosophical and normative dimensions are shown to be constitutive, not just of classical theories, but of international thought and practice in the contemporary world. Moreover, they challenge traditional accounts of timeless debates and schools of thought and provide new conceptions of core issues such as sovereignty, morality, law, property, imperialism and agency.
