Scientific Cosmology and International Orders

  • Scientific Cosmology and International Orders shows how scientific ideas have transformed international politics since 1550. Allan argues that cosmological concepts arising from Western science made possible the shift from a sixteenth-century order premised upon divine providence to the present order centred on economic growth. As states and other international associations used scientific ideas to solve problems, they slowly reconfigured ideas about how the world works, humanity's place in the universe, and the meaning of progress. The book demonstrates the rise of scientific ideas across three cases: natural philosophy in balance of power politics, 1550–1815; geology and Darwinism in British colonial policy and international colonial orders, 1860–1950; and cybernetic-systems thinking and economics in the World Bank and American liberal order, 1945–2015. Together, the cases trace the emergence of economic growth as a central end of states from its origins in colonial doctrines of development and balance of power thinking about improvement.

  • Mainstream international relations continues to assume that the world is governed by calculable risk based on estimates of power. This ground-breaking work departs from existing definitions of power that focus on actors' evolving ability to exercise control in situations of calculable risk. Instead, it introduces the concept of 'protean power', which focuses on actors' agility as they adapt to situations of uncertainty. Twelve real world case studies are used to examine how the dynamics of protean and control power can be tracked in the relations among different state and non-state actors, operating in diverse sites, stretching from local to global, in both times of relative normalcy and moments of crisis. This volume argues for a new approach to IR, where the inclusion of protean power in our analytical models helps in accounting for unforeseen changes in world politics. Justice and Reconciliation in World Politics

  • Calls for justice and reconciliation in response to political catastrophes are widespread in contemporary world politics. What implications do these normative strivings have in relation to colonial injustice? Examining cases of colonial war, genocide, forced sexual labor, forcible incorporation, and dispossession, Lu demonstrates that international practices of justice and reconciliation have historically suffered from, and continue to reflect, colonial, statist and other structural biases. The continued reproduction of structural injustice and alienation in modern domestic, international and transnational orders generates contemporary duties of redress. How should we think about the responsibility of contemporary agents to address colonial structural injustices and what implications follow for the transformation of international and transnational orders? Redressing the structural injustices implicated in or produced by colonial politics requires strategies of decolonization, decentering, and disalienation that go beyond interactional practices of justice and reconciliation, beyond victims and perpetrators, and beyond a statist world order.

  • Globalizing processes are gathering increased attention for complicating the nature of political boundaries, authority and sovereignty. Recent examples of global financial and political turmoil have also created a sense of unease about the durability of the modern international order and the ability of our existing theoretical frameworks to explain system dynamics. In light of the inadequacies of traditional international relation (IR) theories in explaining the contemporary global context, a growing range of scholars have been seeking to make sense of world politics through an analytical focus on hierarchies instead. Until now, the explanatory potential of such research agendas and their implications for the discipline went unrecognized, partly due to the fragmented nature of the IR field.   • To what extent are global rule-of-law norms, which external actors promote in post-conflict states, localized? Who decides whether global standards or local particularities prevail? This book offers a new approach to the debate about how the dilemma between the diffusion of global norms and their localization is dealt with in global politics. Studying the promotion of children's rights, access to public information, and an international commission against impunity in Guatemala, Lisbeth Zimmermann demonstrates that rule-of-law promotion triggers domestic contestation and thereby changes the approach taken by external actors, and ultimately the manner in which global norms are translated. However, the leeway in local translation is determined by the precision of global norms. Based on an innovative theoretical approach and an in-depth study of rule-of-law translation, Zimmermann argues for a shift in norm promotion from context sensitivity to democratic appropriation, speaking to scholars of international relations, peacebuilding, democratization studies, international law, and political theory.

  • When do states acquire nuclear weapons? Overturning a decade of scholarship focusing on other factors, Debs and Monteiro show in Nuclear Politics that proliferation is driven by security concerns. Proliferation occurs only when a state has both the willingness and opportunity to build the bomb. A state has the willingness to nuclearize when it faces a serious security threat without the support of a reliable ally. It has the opportunity when its conventional forces or allied protection are sufficient to deter preventive attacks. This explains why so few countries have developed nuclear weapons. Unthreatened or protected states do not want them; weak and unprotected ones cannot get them. This powerful theory combined with extensive historical research on the nuclear trajectory of sixteen countries will make Nuclear Politics a standard reference in international security studies, informing scholarly and policy debates on nuclear proliferation - and US non-proliferation efforts - for decades to come.

  • Emotions underpin how political communities are formed and function. Nowhere is this more pronounced than in times of trauma. The emotions associated with suffering caused by war, terrorism, natural disasters, famine and poverty can play a pivotal role in shaping communities and orientating their politics. This book investigates how 'affective communities' emerge after trauma. Drawing on several case studies and an unusually broad set of interdisciplinary sources, it examines the role played by representations, from media images to historical narratives and political speeches. Representations of traumatic events are crucial because they generate socially embedded emotional meanings which, in turn, enable direct victims and distant witnesses to share the injury, as well as the associated loss, in a manner that affirms a particular notion of collective identity. While ensuing political orders often re-establish old patterns, traumatic events can also generate new 'emotional cultures' that genuinely transform national and transnational communities.

  • Dominant narratives - from the Cold War consensus to the War on Terror - have often served as the foundation for debates over national security. Weaving current challenges, past failures and triumphs, and potential futures into a coherent tale, with well-defined characters and plot lines, these narratives impart meaning to global events, define the boundaries of legitimate politics, and thereby shape national security policy. However, we know little about why or how such narratives rise and fall. Drawing on insights from diverse fields, Narrative and the Making of US National Security offers novel arguments about where these dominant narratives come from, how they become dominant, and when they collapse. It evaluates these arguments carefully against evidence drawn from US debates over national security from the 1930s to the 2000s, and shows how these narrative dynamics have shaped the policies pursued by the United States.

It argues that many global phenomena of our time, from the making of international law to the constitution of international public power, through humanitarianism and the maintenance of global hierarchies, are made possible and shaped by evolving forms of diplomacy. The study of diplomacy is largely dominated by firsthand accounts and historical treaties, with little effort at theoretical discussion. This book shows how diplomatic studies can benefit from more explicit theorizing, and argues that the study of world politics should pay more attention to what goes on in the diplomatic 'engine room' of international politics.

  • International relations scholars typically expect political communities to resemble one another the more they are exposed to pressures of war, economic competition and the spread of hegemonic legitimacy standards. However, historically it is heterogeneity, not homogeneity, that has most often defined international systems. Examining the Indian Ocean region - the centre of early modern globalization - Andrew Phillips and J. C. Sharman explain how diverse international systems can emerge and endure. Divergent preferences for terrestrial versus maritime conquest, congruent traditions of heteronomy and shared strategies of localization were factors which enabled diverse actors including the Portuguese Estado da India, Dutch and English company sovereigns and mighty Asian empires to co-exist for centuries without converging on a common institutional form. Debunking the presumed relationship between interaction and homogenization, this book radically revises conventional thinking on the evolution of international systems, while deepening our understanding of a historically crucial but critically understudied world region.

  • The 'long nineteenth century' (1776–1914) was a period of political, economic, military and cultural revolutions that re-forged both domestic and international societies. Neither existing international histories nor international relations texts sufficiently register the scale and impact of this 'global transformation', yet it is the consequences of these multiple revolutions that provide the material and ideational foundations of modern international relations. Global modernity reconstituted the mode of power that underpinned international order and opened a power gap between those who harnessed the revolutions of modernity and those who were denied access to them. This gap dominated international relations for two centuries and is only now being closed. By taking the global transformation as the starting point for international relations, this book repositions the roots of the discipline and establishes a new way of both understanding and teaching the relationship between world history and international relations.

State Strategies in International Bargaining

  • Bargaining between states in the international system is governed by rules which shape and constrain their bargaining behavior. However, these rules can be changed. When, why, and how do states bargain differently? Drawing on original qualitative and quantitative evidence, this book demonstrates how the rules of the game influence the cooperative or coercive nature of the strategies adopted by all states in a negotiation. These effects influence each state's incentives regarding whether to play by the rules or to change them. Examining these incentives, as well as the conditions under which states can act on them, McKibben explains the wide variation in states' bargaining strategies. Several bargaining interactions are analyzed, including decision-making in the European Union, multilateral trade negotiations, climate change negotiations, and negotiations over the future status of Kosovo. This book provides a rich understanding of the nuances of states' behavior in international bargaining processes.

  • Responsibility for Human Rights provides an original theoretical analysis of which global actors are responsible for human rights, and why. It does this through an evaluation of the different reasons according to which such responsibilities might be assigned: legalism, universalism, capacity and publicness. The book marshals various arguments that speak in favour of and against assigning 'responsibility for human rights' to any state or non-state actor. At the same time, it remains grounded in an incisive interpretation of the world we actually live in today, including: the relationship between sovereignty and human rights, recent events in 'business and human rights' practice, and key empirical examples of human rights violations by companies. David Karp argues that relevantly public actors have specific human rights responsibility. However, states can be less public, and non-state actors can be more public, than might seem apparent at first glance.

Legitimate Targets?

  • Based on an innovative theory of international law, Janina Dill's book investigates the effectiveness of international humanitarian law (IHL) in regulating the conduct of warfare. Through a comprehensive examination of the IHL defining a legitimate target of attack, Dill reveals a controversy among legal and military professionals about the 'logic' according to which belligerents ought to balance humanitarian and military imperatives: the logics of sufficiency or efficiency. Law prescribes the former, but increased recourse to international law in US air warfare has led to targeting in accordance with the logic of efficiency. The logic of sufficiency is morally less problematic, yet neither logic satisfies contemporary expectations of effective IHL or legitimate warfare. Those expectations demand that hostilities follow a logic of liability, which proves impracticable. This book proposes changes to international law, but concludes that according to widely shared normative beliefs, on the twenty-first-century battlefield there are no truly legitimate targets.

It explains the increased importance of law for politics, from law-fare to the judicialization of politics, to human rights, and why traditional expectations of progress through law have led to disappointment. Providing an overview of the debates in legal theory, philosophy, international law and international organizations, Kratochwil reflects on the need to break down disciplinary boundaries and address important issues in both international relations and international law, including deformalization, fragmentation, the role of legal pluralism, the emergence of autonomous autopoietic systems and the appearance of non-territorial forms of empire. He argues that the pretensions of a positivist theory in social science and of positivism in law are inappropriate for understanding practical problems and formulates an approach for the analysis of praxis based on constructivism and pragmatism.
