Does the partisanship of officeholders affect environmental outcomes? The popular perception is that Republicans are bad for the environment, but complicating factors like federalism may limit this outcome. Using a dataset that tracks toxic releases over 20 years, we examine how partisan control of executive and legislative branches at both state and federal levels affect environmental policy. Moving beyond the passage of policies or environmental program spending allows us to fully understand the impact of Republicans on the environment. In addition, we take into account structural complications that may shape the relationship between Republican control and environmental outcomes. We find that the conventional wisdom that Republicans are bad for the environment has some validity, but it is dependent on what offices Republican elected officials occupy. More specifically, Republicans significantly affect toxic chemical releases when occupying governorships and controlling Congress. Our conclusions provide further insight into understanding how partisanship affects environmental outcomes, including how partisanship composition across the federal system matters.

Do state politicians reward school districts that vote in favor of the party in power more than school districts that vote in favor of the opposing party? With large shares of money at the state level to transfer to local governments and the ability to target core voters, it would seem likely that politicians would take advantage of the ability to distribute education funds. However, in understanding how states distribute education funds, little emphasis is given to partisan influences, particularly the congruence between local school districts and the state level. To test this, I collected data at the precinct level within each state and, using mapping software, spatially joined precinct boundaries to school district boundaries. Once this relationship was established, I aggregated precinct-level information to school districts to understand the partisan voting patterns within each school district for elections from 2000 to 2010. This article finds evidence that funding formulas are susceptible to political influence and that parties are able to influence the geographic distribution of education funds to core voters.

The parties as networks approach has become a critical component of understanding American political parties. Research on it has so far mainly focused on variation in the placement of candidates within a network at the national level. This is in part due to a lack of data on state-level party networks. In this article, I fill that gap by developing state party networks for 47 states from 2000 to 2016 using candidate donation data. To do this, I introduce a backboning network analysis method not yet used in political science to infer relationships among donors at the state level. Finally, I validate these state networks and then show how parties have varied across states and over time. The networks developed here will be made publicly available for future research. Being able to quantify variation in party network structure will be important for understanding variation in party-policy linkages at the state level.

I argue that the value of a particular set of committee assignments for a legislator is dependent on that legislator's policy interests. By this, I mean that “good” assignments will match committee policy jurisdictions with member policy priorities. I develop this concept of committee-agenda matching and present a measure of this match for legislators in 12 state lower chambers. After some brief measure validation, I present a substantive application, demonstrating that this match poses serious consequences for individual legislator's ability to shepherd their bills through the legislative process.

Members of historically underrepresented groups—women, African Americans, Latinos, and workers—are serving in American legislatures in increasing numbers. However, legislators wield substantially greater power in the lawmaking process when they hold leadership positions. Incorporation of these groups into leadership positions could indicate fuller political representation, but scholars to date have not assessed how well these groups are represented in leadership. We analyze original data describing the backgrounds of approximately 2,200 leaders in 30 states between 2003 and 2014. The data show that, on average across states, members of these groups are as well represented in state legislative leadership positions as they are in rank-and-file membership, but there is substantial variation across states and across parties. We then ask what factors might explain this variation and explore institutional characteristics, like the number of leadership positions or leader selection methods. The results show that legislative chambers with a higher number of leadership posts tend to have more women in leadership, and that selection through elections is associated with decreased African American presence in leadership. The findings have implications for minority incorporation and influence in American politics.

Across the United States over time, numbers of registered interest groups have continued to increase, but these populations mask the total amount of lobbying that is occurring within America's statehouses. Among registered interests, average numbers of hired lobbyists have increased markedly since the late 1980s. This study both quantifies this increase and identifies a set of causal variables. Previous studies have proposed a variety of short-term, political and long-term, institutional factors that govern rates of lobbying. Using a new data set spanning multiple decades, I find that changes in lobbying can largely be ascribed to institutional variables, including the implementation of term limits and regulations on lobbying. Lobby regulations, one-party dominance, and legislative expenditures also appear to play a role in determining rates of multiclient lobbying. Direct democracy and state spending do not affect the hiring of lobbyists by registered interest groups.

Integrating a diversity of stakeholder voices in policymaking processes can lead to more legitimate and widely supported laws and rules. While most attention to stakeholder participation in public decision processes has focused on legislative policymaking or the role of industry stakeholders in regulatory processes, strategic choices about participation by non-industry stakeholders in rulemaking remains largely overlooked, particularly at the state level. Previous research shows that agency rulemaking processes often provide greater procedural access to industry actors, who may significantly influence final rule content by bringing greater technical knowledge to bear on rulemaking processes. Less is understood about the strategies used by non-industry stakeholders, such as environmental advocacy groups, to influence regulatory decisions. This study, which compares environmental rulemaking processes across three issues in five states, finds that industry actors and environmental advocacy groups both use a variety of participation strategies classically thought to be “insider” and “outsider” strategies, and that these choices are motivated by reasons other than the perceived effectiveness of the strategy within the formal rulemaking process.

I study the consequences of interest group campaign contributions for administrative oversight. Unlike the few previous studies in this area, however, I study the influence in state bureaucracies and at the level of individual groups. Specifically, I test whether campaign contributions to state elected officials influence the outcomes of annual inspections of skilled nursing facilities in 16 states, leveraging the context of state politics in two important ways. First, I consider the differing effects of contributions to the legislative and executive branches. Second, I argue that legislative capacity for oversight influences the efficacy of contributions Regression analysis of inspection results with controls for facility characteristics provides evidence that contributing facilities have better overall inspection results, with a large reduction in citations for severe problems. Furthermore, contributions to legislators reduce overall problems, particularly in less professionalized legislatures, while those to the governor reduce severe ones.

Why do state legislators vote the way they do? Which influence is predominant: ideology, party, or public opinion? The implementation votes surrounding the Affordable Care Act (ACA) provides a unique setting to examine this question, as they make all three considerations highly salient. State roll call votes on ACA implementation were sometimes polarized and sometimes unexpectedly bipartisan. What accounts for the heterogeneity in individual legislator behavior on bills implementing the ACA at the state level? Using new data on legislator ideology and votes from 2011–2015, I show evidence that legislator ideology was by far the most important predictor of voting on implementation votes, far more so than legislator party or public opinion. Moreover, I show the influence of ideology is heterogeneous by issue area and bill.

Extant findings show that voter fraud is extremely rare and difficult to prove in the United States. Voter's knowledge about voter fraud allegations likely comes through the media, who tend to sensationalize the issue. In this study, we argue that the more voters are exposed to media coverage of voter fraud allegations, the more likely that they will perceive that voter fraud is a frequent problem. We merge the 2012 Survey of Performance of American Elections with state-level media coverage of voter fraud leading up to the 2012 election. Our results show that media coverage of voter fraud is associated with public beliefs about voter fraud. In states where fraud was more frequently featured in local media outlets, public concerns about voter fraud were heightened. In particular, we find that press attention to voter fraud has a larger influence on Republicans than Democrats and Independents. We further find that media coverage of voter fraud does not further polarize partisan perceptions of voter fraud. Rather, political interest moderates state media coverage on voter fraud beliefs only among Republicans. Last, our results provide no support that demographic changes, approval of election administration, or information concerning actual reported voting irregularities have any discernable effects on partisan perceptions.

Recent demonstrations of growing economic inequality in the United States raise normative concerns about the political representation of all but the very wealthiest citizens. Building on existing cross-national work on the roles of unions in welfare states, I provide evidence that organized labor, as a political institution, limits unequal income distributions in the U.S. states. The states are useful to our understanding of labor's influence on inequality as states differ in their acceptance of labor unions, base levels of inequality, political preferences, industries, and levels of development but are all nested within a single overarching national framework. Over the 39-year period examined, states where unions maintain more members remain more equal within the labor market and after redistribution via government transfer. These effects persist after accounting for state-level policy, demography, and economic conditions. However, states where union membership has the largest influence on inequality have also seen growing attempts to reduce unionization rates. Overall, I find that unions are still able to limit the growth of economic inequality in spite of declining levels of union membership.

Most studies of amicus influence in both federal and state courts assume that the information provided in these briefs is the mechanism through which amici influence court outcomes. However, the question of how individual state supreme court judges respond to this third-party information and whether or not judicial responses are conditioned by differing methods of judicial retention is rarely theorized. Using social-psychological theories of confirmation bias and motivated reasoning, this article investigates how ideological predispositions and electoral institutions structure the responsiveness of state high-court judges to amicus brief information. Utilizing an original dataset of more than 14,000 votes of state high-court judges across three distinct areas of law, this article tests competing theories of amicus influence to determine how state high-court judges utilize amicus information to render judicial decisions. Results are generally supportive of the informational theory of amicus influence in complex areas of law. However, a conditioning relationship of retention method suggests that competitive elections may alter the mechanism of amicus brief influence such that judicial responsiveness to third-party briefs is more closely tied to the reelection and campaign fundraising considerations of individual judges in politically contentious areas of law.

While a large body of research exists regarding the role of industry money on roll-call voting in the U.S. Congress, there is surprisingly little scholarship pertaining to industry influence on state politics. This study fills this void in an analysis of campaign donations and voting during passage of Act 13 in Pennsylvania during 2011 and 2012. After collecting information about natural gas production in state legislative districts, we estimate a series of multivariate models aimed at uncovering whether campaign donations contributed to a more favorable policy outcome for industry. Our findings indicate that campaign donations played a small but systematic role in consideration of the controversial legislation, which represented one of the first and most important state-level regulatory reforms for the hydraulic fracturing industry.

Can politically polarizing events bear dividends for extremist lawmakers? Evidence from California legislative financial disclosures suggests they can. During the state's numerous budget shutdowns of the last 30 years, extremist legislators outside their party median could expect greater fund-raising hauls than their more centrist counterparts. The results suggest that polarizing events such as California's perennial budget impasses can make extremist positions more appealing to the polarized political elites who generally fund political campaigns. Regardless of the motivation, however, these results suggest a strong incentive to prolong political discord by extremists—a troubling outcome in cases where supermajority votes are required.

This article demonstrates how the party identification of various demographic groups in California and Texas changed in response to the gubernatorial campaigns of Pete Wilson and George W. Bush. Using aggregated time series of Field Poll, Texas Poll, and Gallup data, difference-in-differences results show that Wilson's embrace of Proposition 187 was followed by significant Hispanic movement toward the Democratic Party in California. Time series analysis substantiates that this action led to a long-term 7.1 percentage point Democratic shift among California's Hispanics. This suggests that state-level actors can influence partisan coalitions in their state, beyond what would be expected from national-level factors.

How candidates are selected, such as through nomination by party elites or election by primary voters, potentially influences the underrepresentation of women in political office. Partisan differences suggest that primary voters in right-leaning parties might select fewer female nominees than would their left-leaning counterparts even if both parties' elites are equally likely to select female nominees. This hypothesis is confirmed by an analysis of lieutenant governors in the United States, a position that varies in whether candidates are appointed by party elites or elected by primary voters. In cases where lieutenant-governor candidates are appointed, Democratic and Republican gubernatorial nominees are equally likely to choose female running mates; where primary voters select the lieutenant governor, Republicans are less likely to nominate women.

In 2000, Virginia became the last state in the nation to add party labels to its ballots for state-level races. This article assesses the impact of this reform on citizen participation and the partisan behavior of down-ballot voters using precinct-level election returns. It finds that after the application of labels, roll-off in contested, down-ballot races dropped by about a percentage point, a reduction of approximately 15%. Roll-off dropped more in precincts with a larger share of African Americans. Also, the association between Republican vote shares in the Lt. Governor and state legislative races and presidential vote share in the 2000 general election became stronger in the presence of party labels. This result suggests that the labels made voters behave more as national partisans in state-level contests.

Two very different kinds of models—cross-sectional models based on the logic of island biogeography and time series models of density dependence—are used to understand interest system density. While they share much in common, it is not at all clear how results derived from cross-sectional models are to be understood in terms of the temporal focus of the time series approach. Thus, the first purpose of this article is to more thoroughly think through how these two modeling strategies and their empirical findings are related to each other. We empirically assess several theoretical conjectures about the relationship of the two modeling strategies by adding a temporal element to the typical cross-sectional analysis of state interest systems via modeling density dependence pooled across four cross-sections from 1980, 1990, 1997, and 2007. By doing so, we add to the literature on state interest system density by examining how it has changed since 1980. Finally, we discuss the nature of this change and what it implies for the temporal development of state interest communities, the second focus of this analysis.

Despite a long history of nonpartisanship, the Nebraska state legislature has polarized rapidly within the past decade. Using interviews and campaign finance records, we examine politics in the modern Unicam to investigate nonpartisan polarization. We find that newly instituted term limits created opportunities for the state's political parties to recruit and finance candidates in an increasingly partisan fashion. Social network analysis suggests that there is a growing level of structure to campaign donations, with political elites increasingly less likely to contribute across party lines. The results offer a compelling example of parties overcoming institutions designed to eliminate them.

We investigate whether Maine and Arizona's Clean Elections laws, which provide public funding for state legislative candidates, are responsible for producing a new cadre of legislators who are unusually ideologically extreme. We find that there is essentially no important difference in the legislative voting behavior of “clean” funded legislators and traditionally funded ones in either Arizona or Maine: those who are financed by private donors are no more or less ideologically extreme than those who are supported by the state. This finding calls into question some concerns about the effects on polarization of money generally and public funding in particular.
