The transformation of the sex industry since 2000 has meant that the image of the ‘street prostitute’ touting for business on dark street corners is less representative of sex work or sex workers than it has ever been. Much of our knowledge about the sex industry, and about wider transformations of economic, intimate and cultural life, is out of date (Bernstein, 2007a), and policy processes are taking place within the context of limited or outdated knowledge. The growth in visibility, consumption and diversity of sexual commerce is now well recognised (Weitzer, 2000; Agustín, 2005; Scoular and Sanders, 2010) and commercial sex industries are known to operate across a variety of locations, and within specific modes of production and consumption, which are historically, contextually and culturally contingent and where ‘the meaning of buying and selling sex is not always the same’ (Agustín, 2005: 619).

This themed section focuses on parenting support as a social policy phenomenon within and across five European countries. The provisions involved include: information to parents about parenting and child-rearing (through helplines and websites as well as face-to-face services), organised parenting classes or programmes, one-to-one counselling and intensive work around parenting behaviours in ‘troubled families’, professional and non-professional networks and service provision oriented to reduce social isolation and increase social integration (especially among ‘minority’ sections of the population). Why are these developments interesting and why do they merit a themed section? There are numerous answers to this question. In the first instance, these measures are an interesting instance of social policy's increasing interest in what happens between parents and their children. Secondly, studying parenting support helps to reveal fundamental contestations between state and society with regard to the management of personal life and the governance of family. Thirdly, analysing developments helps to explore emerging specialist areas of social policy and how these tie in with public and political constructions of ‘social problems’.

Gosta Esping-Andersen's (1990) The Three Worlds of Welfare Capitalism has become one of the most cited works in social policy (over 20,600 Google Scholar citations; 20 October 2014). This path-breaking work, with its identification of three distinct forms of welfare capitalism in high income countries, has become the basis for a whole academic industry described as the Welfare Modelling Business (Abrahamson 1999; Powell and Barrientos 2011). According to Headey et al. (1997: 332), it has become a canon in comparative social policy against which any subsequent work must situate itself. Abrahamson (1999) notes that, since the publication of the book, every welfare state scholar has referred to Esping-Andersen's tripolar scheme. Scruggs and Allen (2006: 55, 69) remark that it ‘is difficult to find an article comparing welfare states in advanced democratic countries (or a syllabus on social policy) that does not refer to this seminal work’, and ‘it is hard to overstate the significance of the impact of The Three Worlds of Welfare Capitalism (TWWC) on comparative studies of the welfare state’. Its seminal status is evidenced by the extent to which it continues to be cited in articles on comparative welfare states. It also remains required reading for most (graduate) students of comparative political economy and social policy (Scruggs and Allen, 2008). Kröger (2011) claims that, with few exceptions, comparative social policy research is shaped by welfare regime analysis. Arts and Gelissen conclude that TWWC is a defining influence upon the whole field of comparative welfare state research (2010: 569). Danforth (2014) writes that the ‘three worlds’ typology has become one of the principal heuristics for examining modern welfare states. In short, TWWC is a ‘modern classic’ (Arts and Gelissen, 2002).

This article showcases a research, dissemination and impact study on the striptease industry that explores why key stakeholders (dancers) are excluded, and ways that inclusion in policy development is achievable. This form of erotic work has undergone increased attention from policy and regulatory officials in recent years with the introduction of a new licensing process as venues are categorised as Sexual Entertainment Venues. The article will demonstrate how community and campaign group voices were heard over that of the dancers themselves, who were not consulted in the process of the legislative change. However, the article shows how small but significant interventions into policy development by direct work with stakeholders (here Licensing Committees and officers) can make steps towards an inclusion of dancer welfare and safety issues. Finally, we propose a set of principles that can ensure dancer and sex worker voices are included in policy consultation and decision making to ensure evidence-based policy making.

In his path-breaking account of ‘The Three Worlds of Welfare Capitalism’, Gøsta Esping-Andersen (1990) aimed to provide a ‘re-specification of the welfare state’. This article examines the claim of Esping-Andersen that his account draws on the theoretical work of Polanyi, Marshall and Titmuss. It then explores the conceptual critique of Esping-Andersen which led to his 1999 revision, with its rather different theoretical underpinnings. It concludes that some of the theoretical underpinning of this work is unclear both in the work of Esping-Andersen and in subsequent accounts, resulting in a largely atheoretical debate. Concepts such as de-commodification do not appear to be clearly drawn from their stated ‘parent’ authors, and may not sum up the content or essence of welfare states. The ‘re-specification of the welfare state’ must be a larger part of the strategy of the welfare modelling business in the future.

This article develops an analytic framework for parenting support, treating it as both a form of social policy and a measure that intervenes more broadly in politics and society. It is suggested that, as a form of social policy, parenting support can be examined through analytical categories that are classic to social policy, such as: the nature of the offer or ‘good’ to parents, the modality of provision, conditions of access and operation, the policy setting and linkages to other policies, the unfolding of the policy over time and historical roots, philosophical underpinnings and dominant professional influences. In a second layer, the social and political roots and orientations of parenting support have to be investigated. When one does this by, for example, identifying the main actors involved in parenting support and the rationales and claims made for parenting support as a policy response, it becomes obvious that parenting support can be either a benign project of support or part of a more controlling educative or retraining exercise.

This article assesses the methodological contribution of Esping-Andersen's Three Worlds of Welfare Capitalism to welfare regime analysis. It revisits the methods deployed in the Three Worlds and assesses their influence on the practice of welfare regime researchers. It finds that welfare regime researchers have embraced the methods presented in the Three Worlds in a piecemeal fashion. Data reduction techniques, such as cluster and latent variable techniques, compete with index construction as the tools of choice for identifying clusters. Although regression analysis has been used extensively in linking welfare programme design and outcomes with welfare regimes, few researchers have followed Esping-Andersen in employing regression analysis in the context of linking policy and politics. Qualitative comparative analysis methods are increasingly employed by welfare regime researchers as an alternative. Since the beginning of the 1990s, a set of measures and interventions has been progressively implemented in France under the heading of ‘parenting support’ (soutien à la parentalité). This article describes this policy process in order to understand the drivers, instruments and actors at work, and also to highlight the controversies and ideological roots of the policy and its framing. It is argued that parenting support policy is the result of a complex process engaging a potent combination of old and new ideas, objectives and instruments which involve political and ideological contestation. The current turn to parenting in France is mainly a recalibration of previous experiences that were themselves also the site of important contradictions and controversies.

Recent years have seen an increase in sex worker organisation, with sex workers and their allies forming unions and collectives, protesting in defence of sex workers’ rights, contesting working conditions, opposing criminalisation and aiming to decrease the stigma associated with sex work. However, the actions of male clients have remained invisible. Drawing on empirical data collected from interviews with thirty-five men who pay for sex, and borrowing from social movement literature, specifically Diani's (1992) framework of social movements, this article examines the role of collective identity and the way some clients negotiate political and media constructions of the client figure, and respond to policy processes surrounding the regulation of commercial sex. By taking a cultural studies approach to the sex industry, the article locates commercial sex and its actors within the wider social, cultural and political landscape, reflecting how wider trends regarding the mobilisation and resistance of marginalised groups are apparent within the most unlikely communities.

In many countries, people face cuts in jobs, wages and social security as economic austerity policies have been implemented to reduce public expenditure following the near collapse of the banking system in 2008. At the same time, rising food and fuel prices have combined to generate increasing and sometimes extreme hardship, not only in poorer countries of the global South where the impact has been severe, but also on economically vulnerable countries and populations in the global North. The re-emergence of ‘hunger’ as a widespread social reality and political concern in richer countries is a notable feature of the last few years, generating community responses and academic research even if, as yet, minimal policy response. For example, a recent special issue of the British Food Journal (Caraher and Cavicchi, 2014) on food banks included nine articles discussing the explosion in usage and acceptability of charitable food aid provision in rich countries. Riches and Silvasti's recent volume (2014), updating First World Hunger: Food Security and Welfare Politics (Riches, 1997) nearly two decades after its account of food and poverty in five rich economies, now provides evidence from twelve such countries, and there could have been more. What is perhaps even more remarkable is how slow public policy has been to react. Partly this is because the issues are cross-sectoral in the location of causal drivers and potential levers, and it is thus difficult to ascribe responsibility; partly it is because ‘hunger’ is not only difficult to define and document, it is also an intrinsically private issue: its experience and effects are personal, embodied and usually silent – except in extremes.

The long tradition of parent education and support in German social welfare provision has recently acquired a new importance. As in the recent expansion of public early childhood education and care, the current emphasis on supporting parents highlights altered definitions of childhood, shifting boundaries between ‘public’ and ‘private’ in parent‒child relations, and new local welfare mixes in service delivery. The article uses a literature review and qualitative interviews with experts, decision makers and service providers: first, to explicate older policy ideas in the new turn to parenting and the strong role being given to model projects for policy reform in the German institutional setting; second, to present recurrent themes in the interviews with professionals working on the ground, such as the new role of childcare centres in accessing parents, ongoing problems of coordination and cooperation in parenting support and issues of evidence and evaluation.

With the Three Worlds of Welfare Capitalism (TWWC) Gøsta Esping-Andersen (1990) intended to provide a comprehensive typology covering welfare regimes as well as their effects on the economy. However, the initial TWWC-framework fell short of its promises as it ignored welfare services and the industrial sector of the economy. In the last twenty-five years many studies have analysed these previously overlooked aspects. In this article we review this research. We find that most empirical studies on welfare services, as well as on the economy, confirm the validity of the TWWC typology. However, insufficient attention has been paid to exposing the interplay between the different areas. In the second part of the article we provide two alternative explanations for the linkage between welfare regime and capitalism typologies. There is evidence for a functionalist explanation as proposed by the Varieties-of-Capitalism (VoC) framework, as well as for a political explanation delivered by the power resources approach.

The UK seems set to follow the increasingly abolitionist trend that is taking hold in Europe in response to the issue of prostitution. While some argue that an abolitionist approach signals a serious attempt to tackle the injustices and gendered aspects of commercial sex, we are less optimistic. Drawing upon the findings of the first study to evaluate Engagement and Support Orders, we argue that any focus on women's needs is distorted by the continued zero tolerance approach to street sex work and the criminal justice setting it takes place in. New revolving doors have been created for those involved in the most visible sectors of the industry and support agencies have been made to take on an increased policing role. This narrow focus individualises the causes of poverty and prostitution, elides the wider structural factors that shape sex work and does little to address the real needs of this vulnerable group. In conclusion, we argue that future policy should engage more productively with the rich cultural study of sex work. This will enable the development of ground-up responses and allow for a more effective role for the criminal law.

In the United Kingdom many households are seeing their food security suffer through rising food and fuel prices, economic recession and welfare reform. Household budgeting priorities by necessity tend to be towards expenditures whose default consequences are severe; food budgets are where people can and do make economies. People manage variously on minimal diets, food gifts and charitable support, but the consequences in terms of social wellbeing and nutritional health, while potentially severe, are hidden and individually embodied rather than monitored and addressed by society. This article discusses the potential consequences of these shifts in household food provisioning under conditions of increasing austerity. The challenges posed for social policy are explored, particularly in relation to changes in welfare provision, the increasingly prominent role of the voluntary and community sector and potential devolution of responsibilities to local levels.

After three decades of welfare state crisis, change and transformation can we still speak of welfare state regimes when looking at their outcomes? The analysis of outcomes provides a picture of ‘the real worlds of welfare’ and is of considerable importance to understanding political legitimacy across countries. We use aggregate longitudinal data for West European countries in order to map welfare outcomes and cluster countries. The cluster results are also assessed for their sensitivity to the choice of different countries, years or indicators. All European welfare states have a significant capacity for reducing poverty and inequality. However, the degree of this reduction varies considerably, especially when examining different social groups, i.e. unemployed people, children, youths or the elderly. Outcomes cluster countries largely in line with previous institutionalist literature, differentiating between conservative, liberal, Mediterranean and social-democratic regimes. As the main exception, we identify Germany, which can no longer be characterised as the proto-typical conservative welfare state. When analysing old social risks such as unemployment and old age, Europe appears to be characterised by two groups, i.e. one consisting of liberal and Mediterranean countries and a second made up of social-democratic and conservative countries. New social risks such as child and youth poverty, by contrast, replicate very closely the theoretical four-cluster typology. Our sensitivity analyses reveal that our clusters tend to be stable over time. Welfare regimes continue to serve as a useful analytical tool and relate to outcomes experienced by European citizens.

This article draws on research with adult sex workers in indoor settings in Great Britain to explore diverse forms of self-employment, employment relationships and small business development, set within the context of changes to the wider economy. It considers how external constraints such as the legal context, social stigma and dominant policy discourses can impact on sex workers’ autonomy and actively work against their safety and wellbeing. The article argues that broad policy and legal approaches which fail to recognise the complexity of sex work constrain sex workers’ opportunities for business development and improvement of their working circumstances. It suggests the need for recognition of sex work as legitimate labour, as a prerequisite for policy changes to support sex workers and pave the way for improved working conditions, not only in managed settings but also facilitating collective arrangements and independent lone working.

Based on a mixed methods approach, this article describes the prevalence of different levels of food budget restraints in a sample of 1,650 Danish households, and explores different types of coping strategies to deal with such restraints. Strategies concerned cooking, eating and buying food. A deeper knowledge of coping strategies was obtained by analysing qualitative data from interviews with thirty families who have experienced food budget restraints. Results revealed that more than 40 per cent reported some level of restraint on their food budget, while about 20 per cent experienced more substantial food budget restraints or food insecurity. Single parent households were at significantly greater risk of experiencing restraint than others. An investigation of coping strategies showed that some strategies, for example, using leftovers and cooking seasonal products, were common across all levels of budget restraint, while strategies affecting social life and taste preferences negatively were mostly applied when restraint was more severe. The qualitative analysis explored how the various strategies involved the potential for both positive and negative experiences for the individual, depending on the wider context surrounding the need to reduce household food budgets. Results from this study may be important for developing adequate measures to influence food purchases and eating practices in specific groups in situations of widespread economic turbulence in welfare societies.

This article enquires into how parenting support, as concept, policy and provision, has penetrated the English social policy landscape, and critically considers why it has proved so popular with policy makers. It first outlines the existing policy configuration. The second section identifies some key factors precipitating the roll-out of parenting support and the third section takes an overview of the significance of the developments from a social and family policy perspective. The argument advanced is that the growth and expansion of parenting support is explained by a coming together of a set of political exigencies around ‘risk’ and the healthy child, and a set of policy ‘solutions’ which are seen to have high promise. In particular, parenting support has the advantage of being relatively easily generalisable (especially in the form of programmes) and aligns with several current developments of the welfare state, towards activation, provision of support through services and an interest in localism.
