Civic republicans have traditionally appealed to friendship as a means of preserving popular liberty, but Machiavelli is a notable exception to this rule. In fact, I argue, he views efforts to reconcile friendship and politics as (1) philosophically dubious, because grounded in false conceptions of person and society, and (2) practically harmful, because they perpetuate patterns of asymmetric dependence that are inconsistent with a free way of life. Machiavelli's neglected skepticism about the political potential of friendship deepens his critique of the Ciceronian concordia, reveals a diminished idea of the common good, and distances him from the civic republican tradition to which he is so often said to belong.

This paper argues that the pursuit of stability is the primary concern of Aristotle's understanding of political friendship. Specifically, I argue that Aristotle chooses to understand political friendship to be a “special sort” of utility/advantage friendship, applicable to multiple regime types of varying degrees of (in)equality, because he fears what might happen when citizens in any polity develop mutual animosity. Turning to the contemporary liberal democratic context, I note that Aristotle provides us with a strong positive argument for why we ought to take political friendship seriously. However, I stipulate that contemporary liberal democracies present obstacles to the realization of classical political friendship. I thereby conclude by suggesting that citizens can potentially be political friends when they understand politics and their social relations through the “metaphor” of political friendship.

Despite its immense popularity at the time of publication in the 1730s, the marquis d'Argens's (Jean-Baptiste de Boyer) Lettres juives is largely overlooked by contemporary political theorists and the history of political thought. The Lettres’ contribution is noteworthy in its multilayered literary presentation incorporating many of the polemics and paradoxes of Enlightenment ideas. It is also significant as an early example of one way that post-Christian thought made use of imagined Jews and Judaism to articulate, debate, and popularize philosophical and political ideas. In this paper, I submit that d'Argens appropriated Christian figural Judaism in the service of secular philosophical inquiry. D'Argens's imagined “Jew in speech” proved to be a fertile ground upon which to conceptualize and debate post-Christian ideas about human nature and secular politics that subsequent diverse thinkers would make use of in the centuries that followed.

The problem of the power seeker is of crucial importance for Hobbes's political philosophy. While education might aid in changing the behavior of some people, Hobbes is clear that there are limits to the effectiveness of education and that incurable, unsocial power seekers will persist. In my analysis, I ask whether and, if so, how Hobbes can also get these incurable power seekers on board. The result of my findings that Hobbes provides a huge variety of treatments for power seekers, including incentives to betray and exploit their fellow citizens by employing a public gesture of civility, has implications for Hobbes research: it shows the complexity and costs of Hobbes's “solution” to the problem of war and corrects a widespread developmental hypothesis about the concept of honor in Hobbes's works. Thereby, it can also enrich a recent diagnosis about the decline of honor in modern societies.

Rousseau's interpreters often disagree over whether the Emile prepares its protagonist for membership in the Social Contract’s political community or presents him as an alternative to it. I argue that such attempts to determine the compatibility of Rousseau's different “projects” obscures his broader engagement with his contemporary popular audiences—particularly those associated with the theater and the novel—and the political implications therein. In contrast to the above debate, I turn to Emile to argue that in this work Rousseau attempts to shape readers in distinct and crucial ways. Emile does not simply present precepts to be embraced but intervenes into the underlying communicative dynamics that need to obtain for Rousseau's conception of collective self-legislation. It does so by shifting between the theatrical and novelistic generic conventions identified in his prior engagements with popular audiences, thus generating a reading experience that orients readers to continuously revisit their constitution as a collective audience.

Perhaps in part because of an issue related to chronology of publications, the connections between Locke's liberalism and philosophical anthropology are underappreciated. This essay addresses that issue and re-examines Locke's account of the person, treating it as an interpretive key to Locke's political thought. Locke's person is, contra the standard readings, a relational concept that refers to beings capable of law in terms of their accountability to law; descendants of Adam are equal as persons in that they hold identical rights (or prerogatives) and duties under the divine law. This philosophical anthropology leads to a principle—eschatological accountability delimits legitimate moral and political authority, so authority over a person is necessarily limited by that person's accountability to God—that helps to clarify certain misunderstandings of the status of moral authority within Lockean liberalism and to explain how Locke set the terms of subsequent debates about the limits of political authority.

How should institutions be designed so that the votes of the people reflect the general will and not the corporate will of the politically powerful? Rousseau's Social Contract provides us with two mutually exclusive solutions. The first is the more commonly discussed Spartan model where an encompassing public education system eliminates pluralism through social engineering. The second is the often overlooked Roman model of organizing the population into multiple overlapping electoral divisions and checking the power of various interest groups. Rousseau's discussion of Servius's electoral reforms anticipates Madison's arguments about controlling the effects of factions. By distinguishing these two institutional solutions, the article challenges the dominance of Sparta in readings of the Social Contract and supports the broader antiutopian turn in Rousseau scholarship.

This paper offers a new account of Leo Strauss's critique of historicism in Natural Right and History. According to the general view of this critique, Strauss tries to show that historicism wrongly denies the possibility of knowledge of universal and unchangeable principles of right. I argue that this view only reflects Strauss's exoteric critique of historicism, and that, apart from it, he gives an esoteric critique. According to this esoteric critique, historicism ignores the necessity of prudence, in the sense of making “concrete decisions” which suspend universal and unchangeable principles of right. In this light, I also show that Strauss's critique of historicism depends on Carl Schmitt's concept of the “decision,” but that Strauss simultaneously critiques Schmitt in Natural Right and History.

Machiavelli's influence on David Hume's political thought is a subject of growing scholarly attention. I analyze Hume's “Of Parties in General” to show that the introduction to this essay is a critical appropriation of Machiavelli's Discourses on Livy. I argue that Hume's appropriation of Machiavelli provides a meaningful frame to an essay in which Hume will consciously build upon one of Machiavelli's most controversial teachings, that good political founding is hampered by the effects of Christianity on political thinking. My analysis contributes to our understanding of Machiavelli's influence on Hume by showing Machiavelli's imprint much beyond where it is usually the subject of debate, in Hume's political science.

A consensus on three claims has emerged in literature that explores the relationship between Confucianism and democracy: democracy is not the exclusive property of Western liberalism, Confucianism and liberalism are opposed, and democracy in East Asia would be best buttressed by Confucianism, not liberalism. Why, then, does Phan Chu Trinh (1872–1926), Vietnam's celebrated nationalist of the French colonial period, argue that liberalism and democracy are Western creations that cannot be decoupled, and, if adopted by the Vietnamese, will allow Confucianism to find its fullest expression? The answer is that Trinh ignores liberalism's individualism while celebrating other aspects of liberalism and Western civilization. Trinh's interpretation of Western ideas, although naive, is a creative one that offers political theorists a lesson: it may be useful to view foreign ideas as foreign, to interpret them generously, and to import the creative distortion to revive our own cherished, yet faltering, traditions.

Over the past two decades, Philip Pettit has consistently argued for an understanding of “republican” liberty in terms of nondomination. Yet in his major published studies, he has almost nothing to say about markets, nor about the economy more generally. I contend that this is a seriously problematic omission, insofar as markets represent a major problem for republican views of freedom. In short: if freedom requires the absence of the mere possibility of arbitrary interference (as Pettit maintains), then the widespread existence of markets indicates that on a republican view the vast majority of people in the world today exist in the dominated position of slaves. As a result, Pettit cannot adopt the “complacency” towards market transactions that he officially avows. But in turn, we ought to be highly skpetical that the republican account of freedom is a viable one.

We propose a two-step method for studying the history of political thought roughly in line with the contextualism of the Cambridge School. It reframes the early Cambridge School as a bug-detecting program for the outdated conceptual baggage we unknowingly accommodate with our political terminology. Such accommodation often entails propositions that are inconsistent with even our most cherished political opinions. These bugs can cause political arguments to crash. This reframing takes seriously the importance of theories of meaning in the formative methodological arguments of the Cambridge School and updates the argument in light of new developments. We argue the new orthodoxy of Saul Kripke's causal theory of meaning in the philosophy of language better demonstrates the importance of contextual analysis to modern political theory.

This essay seeks to explore the position of citizen sacrifice in Rousseau's political theology from The Social Contract to “The Levite of Ephraïm.” To summarize, I contend that Rousseau's political theology starts out by seeking to prohibit religious sacrifice as something inimical to both natural and positive law, but ends up attempting to appropriate or internalize this sacrificial economy within his theory of citizenship. If Rousseau presents his theory of civil religion as a means of neutralizing the violence of sectarian religions, for example, I contend that this civil profession of faith is itself a species of sacrificial theology which is explicitly designed to create a citizen who is capable of sacrificing their life to the state. In “The Levite of Ephraïm”—a prose poem which begins and ends with the dismemberment of a woman—Rousseau's political theology of citizen sacrifice assumes its most graphic allegorical form.

Scholars studying classic political texts face an important decision: Should these texts be read as artifacts of history or as sources for still-valid insights about politics today? Competing historical and “presentist” approaches to political thought do not have a methodological dispute—that is, a disagreement about the most effective scholarly means to an agreed-upon end. They instead have an ethical dispute about the respective value of competing activities that aim at different purposes. This article examines six ethical arguments, drawn primarily from the work of Quentin Skinner, in favor of the historical approach. It concludes that while both intellectual history and presentist theory are ethically justifiable, the best justification of the former enterprise is that it can help us achieve the purposes of the latter.

The “demos paradox” is the idea that the composition of a demos could never secure democratic legitimacy because the composition of a demos cannot itself be democratically decided. Those who view this problem as unsolvable argue that this insight allows them to adopt a critical perspective towards common ideas about who has legitimate standing to participate in democratic decision-making. We argue that the opposite is true and that endorsing the demos paradox actually undermines our ability to critically engage with common ideas about legitimate standing. We challenge the conception of legitimacy that lurks behind the demos paradox and argue that the real impossibility is to endorse democracy without also being committed to significant procedure-independent standards for the legitimate composition of the demos. We show that trying to solve the problem of the demos by appeal to some normative conception of democratic legitimacy is a worthwhile project that is not undermined by paradox.

Bicameralism is traditionally considered necessary to the principle of the limitation of power and, as such, a key feature of the liberal constitutional state. Yet the history of the French Revolution reveals that this has not always been the case and that bicameralism's relationship to liberal constitutionalism is more complex than is traditionally assumed. This article will discuss how the Abbé Sieyès, one of the founding fathers of modern constitutionalism, rejected bicameralism not only because it was contrary to the revolutionary principle of equality, but also because it did not actually succeed at limiting power. Even worse, bicameralism would threaten the constitutional system by forcing the legislative power into procedural impasses that would eventually open the way to despotism. Putting Sieyès's claims in historical perspective, the paper aims to offer some historical nuance and insights into bicameralism's relationship to liberal constitutionalism.

Sungmoon Kim's pragmatic Confucian democracy tries to provide a mediating position between the instrumental model and the intrinsic model of democracy. However, this model of Confucian democracy is problematic because it fails to justify the unique role Confucianism plays in accommodating democracy when it is one among many comprehensive doctrines in East Asia. To be truly pragmatic about democracy is to hold a pluralistic attitude toward how people will come to terms with it. This article aims to push the pragmatic tendency further and propose an alternative model of democracy that has a multivariate structure, a neutral state, and an active public role for Confucianism. This multivariate model represents a more promising future for democracy in East Asia.

Jeremy Waldron claims that Isaiah Berlin wrongly neglects, and is hostile to, constitutional and democratic institutions. I argue that although Berlin offers no extended discussion of constitutionalism or democracy, he is not hostile to them. Moreover, the logic of Berlin's value pluralism is strongly supportive of these ideas—for example, it fits well with constitutionalist notions such as the separation of powers and checks and balances. On the other hand, Waldron's rejection of judicial review on the ground of democracy is questionable in these same pluralist terms. Here I argue that Berlinian pluralism supports democracy as long as this is inclusive in its outcomes. But contemporary democracy cannot be relied upon to be sufficiently inclusive, in part because of the effects of the war on terror and the rise of populism. Under these conditions it is unwise for pluralists to dispense with judicial review.
