A number of important studies have documented gender gaps in the effectiveness or performance of individual representatives. Yet whether these differences are observable when it comes to responsiveness to public opinion is unclear. In this article, I examine the degree to which representatives use social media to dynamically respond to shifts in issue salience among the electorate. After combining nearly 400 bi-weekly repeated public opinion surveys from YouGov asking voters about their issue priorities, I trained a large language model to classify the universe of elected U.S. and UK representatives’ social media messages on Twitter to the same issues. Findings reveal that women representatives demonstrate greater responsiveness than their male counterparts to shifts in issue salience according to both women and men constituents. Despite an overall bias toward male constituents, female representatives play a crucial role in narrowing the gender gap by consistently aligning their attention with the issues prioritized by female constituents. These findings not only contribute to our understanding of elite-voter responsiveness but also underscore the substantive benefits that women representatives provide for all constituents.

Regimes do not change consistently across territorial levels. There has been progress in understanding national democratic erosions and subnational regimes, but barring a few exceptions, these research strands have not engaged in a thorough dialogue. To bridge this gap, I contend that when democracy advances in one territorial level, but erodes in another, we observe multilevel regime decoupling (MRD). Using global data from the Varieties of Democracy project, I examine the 1990–2022 period, showing that the proportion of decoupled cases increased from 20% in the 1990s, to 43% in the first decade of the twenty-first century. Preliminary regression analyses and a descriptive exploration of Italy, South Africa, India, and the United States indicate the non-deterministic influence of structural factors and the potentially pivotal role of courts in facilitating decoupled change. Considering these findings, renewed data collection efforts and an actor-centred approach are needed to strengthen our understanding of the varieties of (de)coupled regime change that have become common over the last decade. Given that regimes across territorial levels increasingly move in separate directions, future assessments of autocratization and democratic change need to embed territorial considerations in their analysis to remain informative about citizens’ real-world experiences on the ground.

Across the world, political parties are incorporating social movement strategies and frames. In this study, we pivot from the dominant focus on party characteristics to analyze drivers of support for movement parties in six European countries. We report results from a choice-based conjoint survey experiment showing that contrary to previous research, movement party voters favor neither candidates who are institutional outsiders nor those who actively participate in protests. Candidate policy positions are the most important driver of the vote for movement parties. Movement party voters, additionally, prefer candidates who either display anti-elitist sentiments or who want to ensure the smooth running of the current political system. These insights invite renewed attention to movement parties as an electoral vehicle whose voters prioritize decisive policy change.

How can public opinion change in a pro-immigration direction? Recent studies suggest that those who support immigration care less about it than those who oppose it, which may explain why lawmakers do not enact pro-immigration reforms even when voters are pro-immigration. To see if the personal issue importance of immigration can be changed, I conducted a probability-based, nationally representative US survey experiment (N = 3,450) exposing respondents to verifiable arguments about the broad national benefits of expanding legal immigration and the costs of not doing so. Using new measures of issue importance, my descriptive results show that only one-fifth of voters who prioritize the issue have a pro-immigration preference. Furthermore, while anti-immigration respondents prioritize policies regarding law enforcement and (reducing) future immigration, pro-immigration respondents prioritize (helping) immigrants already here. The experimental results confirm that the provided arguments raised immigration’s importance among pro-immigration voters but did not backfire by mobilizing anti-immigration voters. Contrary to expectations, the arguments increased pro-immigration policy preferences, but did not change voters’ subissue priorities within immigration or their willingness to sign a petition. Overall, the treatment was effective beyond changing minds by shifting stated issue positions and priorities in a pro-immigration direction. It can thus be used in a nontargeted information campaign to promote pro-immigration reforms.

When do political transitions lead to greater inclusion for groups historically excluded from power? Scholars and policymakers often assume the answer is simple: a transition will result in more inclusion when it ends in democracy. Yet this answer is incomplete at best, since many democracies systematically exclude women, particular ethnic groups, or lower economic classes from power. Using data on political transitions around the world from 1945 to 2014, this study shows that a political transition’s initiating force critically shapes post-transition political inclusion. When transitions are initiated through unarmed civil resistance campaigns they achieve greater advances in inclusion relative to other types of transition. We propose three mechanisms to explain this effect: civil resistance leads to greater continued mobilization and civic activism among the historically excluded, provides greater opportunities for elites from historically excluded groups to rise to positions of leadership in new regimes, and forges more pluralistic norms of political behavior.

Pernicious polarization is an antagonistic Us versus Them division, where the other group is perceived as an existential threat. It is often intertwined with the erosion of democratic norms and institutions. Although studies on polarization abound, there are still some blind spots to be filled. Our contribution is the focus on the mesolevel of civil society and the theoretical development of (de)polarization mechanisms at this level. Empirically, we study think tanks, a special type of civil society organization, in the context of democratic backsliding in Hungary and Poland. The analysis is based on 53 interviews with Hungarian and Polish think tankers conducted between 2020 and 2022. We contend that through a shift in perceptions of Us, Them, and the middle ground, think tanks contribute to both polarization and depolarization. Rather than being passive receptors of polarization dynamics, we showcase think tanks’ agentic roles as they emerge through these three mechanisms and through think tanks resorting to specific patterns of discourse and interactions.

What challenges do researchers encounter in authentically engaging with the field site and academia when certain aspects of their true identities diverge from the established norms within those domains? Using the case of female political scientists who conduct research on gender politics in the Middle East and North Africa, I highlight the ethical, logistical, and epistemological challenges of carrying out research in a politically and socially closed context. Few studies have investigated how the research process and the knowledge it produces are affected by the intertwinement of authoritarianism and patriarchy, and by the researcher’s positionality within this context. This study fills this gap by drawing upon interviews with feminist political scientists who were born and raised in the region but are based in Western academic institutions to examine the impact of authoritarianism, patriarchy, and the researchers’ insider/outsider positionality on the research process. The analysis shows three key findings. First, researching gender politics is a contentious topic that places researchers on the radar of the state. For scholars who are originally from the region, the issue is compounded by the fact that they are sometimes viewed as traitors by the regime in their country of origin, which accuses them of tarnishing the image of the government and scrutinizing its gender policies. Second, within the wider society, the politics of representation also impose certain limitations and expectations on female scholars. Such limitations include gendered restrictions on their access and mobility in the field. Finally, feminist researchers share how the knowledge they produce, which centers social justice demands, is not always valued in the discipline of political science. The article contributes to this discipline by expanding our understanding of the interplay between identity politics, fieldwork practices, and knowledge production in complex political and social settings.

Every complex organization is sometimes marked by preference heterogeneity, disagreement, and conflict. Within political parties, such frictions are traditionally viewed negatively, while recent research has started to perceive them more positively. How might such contradictory evaluations be explained? Through a three-step conceptual analysis we (1) identify two analytical perspectives on intraparty friction, one rooted in a primarily structural conception of parties, one in a primarily behavioral conception; and (2) specify a minimal definition of intraparty friction, which underpins a hierarchical concept structure to (3) suggest a way to resolve contradictions in the consequences attributed to intraparty frictions. Structuralist accounts often view frictions as negative due to a more demanding conceptual threshold, suggesting different types and levels of risk taking by conflict partners. Conversely, behavioralist perspectives see friction more often as beneficial because they focus on expressed disagreement without necessitating an organizational response. Our conceptual tools have important implications for research on membership organizations generally.

This article explores the strategic decision making of armed groups during war-to-peace transitions—critical time frames during which militant leaders must reconcile their commitment to armed survival with the imperative of postwar civilian conversion. We specify the internal organizational risks rebel groups confront, as well as the menu of strategies from which they select, in navigating the uncertainty inherent in these perilous periods. Our approach broadens the analysis of war-to-peace transitions, offering new insights into the question of why rebels sometimes successfully integrate into postconflict politics, economies, and society, while at other times they forgo participation in the postconflict state. It represents the first step in a wider research program—one that promises to open a number of new directions in the study of insurgent organizations, transitional societies, and postwar outcomes.

Big Tech companies such as Meta, the owner of Facebook, are increasingly accused of enabling human rights violations. The proliferation of toxic speech in their digital platforms has been in the background of recent episodes of mass atrocity, the most salient of which recently transpired in Myanmar and Ethiopia. The involvement of Big Tech companies in mass atrocity raises multiple normative and conceptual challenges. One is to properly conceptualize Meta’s responsibility for the circulation of toxic speech. On one view, endorsed by the corporation itself, Meta can be absolved from any significant share of responsibility for these atrocities because toxic speech is the speech of some (rogue) users, hosted but neither created nor endorsed by the company; if anything, Meta is responsible for failing to anticipate and swiftly remove that speech. I will argue that this view is misleading, as it misses the underlying forces crafting toxic speech. Meta’s business model relies on what one might call the algorithmic capture of attention, which it achieves by manipulating its users and by creating an environment in which manipulative practices of some users thrive over others. This fact alone turns the company into a co-creator of toxic speech rather than a mere conduit of the toxic speech of others. As a result, it is safe to claim that Meta bears significant causal responsibility and sufficient moral responsibility for the dissemination of toxic speech, such that it justifies its inclusion in transitional justice processes and grounds its moral obligation to act in ways that advance these processes.

The neologism “mansplaining” captures an insidious dynamic in which men explain things to women that women already understand, assuming that, by virtue of being a woman, she lacks the man’s knowledge. Mansplaining has started to receive some attention in contemporary scholarship, conceptualizing the phenomenon and identifying its epistemic harm. My purpose is to consider mansplaining and its harms from the perspective of democratic theory. Setting the problem of mansplaining against the norms we expect of democracy—equality, inclusion, and recognition—I argue that mansplaining poses harms that are not only individual and epistemic but also collective and relational. I distinguish two types of mansplaining based on women’s expertise and experience to elaborate on its collective epistemic harms to decision making and its relational harm of political exclusion. Mansplaining poses further relational harms of inequality and misrecognition, undermining the equal social relations and social trust required for deliberation.

While a growing number of refugees is in need of humanitarian protection, most states are reluctant to admit them. For more than two decades, scholars have thought to understand this intricate challenge of international governance through the prism of collective action theory and the concept of refugee protection as an international public good. However, the specific benefits that states gain from refugee protection and that are assumed to constitute the public good remain surprisingly vague and under-specified. In this Reflection, we make three contributions to address this issue. First, we take stock of the literature and assess the evolution of the collective action theory in asylum governance. Second, we identify and conceptualize legitimacy, security, reputation, and development as four types of benefits that states derive from refugee protection. Third, we discuss the limitations of the dominant rational-choice approach and contend that the nature of refugee protection in the international realm is the product of international and domestic politics based on the contestation of interests and norms. These insights result in a series of recommendations for future research of refugee protection as a collective action problem.

Despite considerable attention in the literature, existing studies analyzing the effect of left governmental power on inequalities suffer from three main limitations: a privileged focus on economic forms of inequality at the expense of political and social ones, inaccurate measurements of left governmental power, and the analyses’ narrow time spans. This article addresses such concerns through a comparative longitudinal analysis where the impact of left governmental power on different measures of political, social, and economic inequalities is investigated in 20 Western European countries across the last 150 years. Data show that, consistent with previous literature, the Left in government has significantly reduced most forms of inequalities. However, the equalizing effect of the Left in government has decreased over time and has become not significant since the 1980s. The Left is today incapable of accomplishing its historical mission of reducing inequalities. The article discusses the rationale and implications of these findings.

Why do soldiers engage in unauthorized atrocities? This article explores this question by analyzing the use of postmortem mutilation by American soldiers during the Vietnam War. I show that such acts were remarkably frequent, despite being explicitly prohibited by military policy, and argue that individual-level variation in participation in such violence is explained by social dynamics within military units. Soldiers used mutilation mostly as a means of avenging enemy atrocities or deaths among comrades. Revenge motives were stronger when soldiers shared particularly strong social bonds. Whether these motives resulted in unauthorized atrocity, however, depended on the extent to which discipline was maintained within military units. In units characterized by “deviant cohesion”—strong social ties and weak discipline—informal combatant norms diverged from organizational policies and promoted unauthorized atrocities as a unit-level practice. Evidence for this theory comes from a combination of archival sources and survey data gathered from a representative sample of Vietnam War veterans. A case study of a single Army unit illustrates the mechanism implied by the theory.

It is well established that Donald Trump’s rhetoric and actions during his candidacy and presidency endorsed existing group-based social hierarchies, helping to boost his support among white Americans, especially men and those without a college degree. But how did these endorsements shape support for Trump among non-white Americans? Extant theories suggest that these actions should have pushed racial and ethnic minority voter support for the GOP candidate to its lowest observed levels in contemporary political history. Yet Trump outperformed these expectations in 2016 and in 2020 among Black, Latino, and Asian American voters. We propose the same embrace of social hierarchies that motivated white support for Trump also motivated the political preferences and behaviors of a significant number of non-white Americans. Using several national large-N surveys conducted between 2011 and 2021 with large samples of Black, Latino, and Asian Americans, we explore how support for existing status hierarchies—both gender and racial—engendered support for Trump across racial and ethnic groups and discuss implications for the future of electoral politics in a rapidly diversifying United States.

Why do some authoritarian regimes contribute more to climate change than others? I suggest that climate inaction in nondemocracies is shaped by a combination of fossil fuel wealth and executive constraints. Fossil fuel wealth undermines climate action by giving leaders of authoritarian regimes incentives to capture oil and gas rents that help them maintain power. Executive constraints, however, can restrict carbon-intensive rent-seeking and therefore moderate the role of fossil fuel wealth in undermining climate action. This argument provides a novel explanation for variation in efforts to address climate change among nondemocracies: the lack of institutional constraints on autocratic leaders’ use of fossil fuel wealth for political gain. I evaluate this argument using panel data on greenhouse gas emissions, oil and gas income, and executive constraints in 108 countries governed by authoritarian regimes between 1990 and 2021, finding that oil and gas income leads to higher emissions, but that these effects decline significantly with executive constraints.

The “gender gap” in voting is one of the most well-documented findings in survey research across democracies. However, gender gap research has traditionally assumed that everyone is either a man or a woman, which does not account for the growing number of people who identify as nonbinary. How do nonbinary people differ from men and women in their party identification and voting behavior? We answer this question using data from the 2021 Canadian Election Study online panel, which has a large enough subsample of nonbinary respondents to identify gaps in party identification and voting behavior. Nonbinary people are much less likely to identify with and vote for the Liberal Party or Conservative Party and much more likely to identify with and vote for the social democratic New Democratic Party (NDP) than both men and women. Many of these gaps persist even when restricting the analysis to LGBTQ respondents, adjusting for demographic variables that predict nonbinary identity, and adjusting for issue attitudes. Nonbinary people’s distinctiveness from men and women suggests that researchers need to add nonbinary response options to gender questions and, wherever possible, incorporate nonbinary people into analyses of gender and politics.

Victimization is often associated with increased political participation, and victims are influential political actors in many countries around the world. Yet for victims, activism is costly: they tell and re-tell painful stories, face searing criticism, and work to exhaustion—all at one of the worst moments of their lives. So why do they do it? Based on ethnographic research with Families for Safe Streets, a group of victims-turned-activists in New York City, this article advances a new explanation for victims’ participation in politics. I propose that for some victims, meaning-making is an in-process benefit of activism. My inductive research suggests three ways victims find meaning in politics. First, through their activism, victims can re-conceptualize the losses and harms they have suffered as policy problems, rather than random, inexplicable events. Victims may also seek to help others by changing laws to prevent similar tragedies from recurring, and some victims see their activism as a way of fulfilling important obligations to their communities, their families, and their deceased relatives.

While scholars consider the global democratic deficit a key issue, we know little about citizens’ perceptions in this regard. To what extent and why do citizens perceive global democratic deficiencies? I conceptualize deficiencies absolutely and relatively—theorizing countries, knowledge, and framing as explanatory factors. Between 2018 and 2021, I conducted survey experiments on around 42,000 respondents in 17 highly diverse countries. Contrary to many scholarly assessments, I find that most people do not perceive major global democratic deficiencies, in the sense that global governance is generally not perceived as highly undemocratic in absolute terms and more democratic than developing democracies. However, the results vary by the object and aspect of inquiry: World politics (versus international organizations) and input (versus output) are perceived as less democratic. Plus, neither gains in relevant knowledge nor common framings affect public perceptions, which are thus quite robust. These findings add novel evidence to debates about global governance.
