This paper examines the influence of the Troika on the retrenchment and reform of social security in Ireland during its bailout between 2010 and 2013. To do this, it draws on data from in-depth interviews with senior civil servants and civil society organisation staff who met with the Troika as part of their quarterly missions to Ireland during this period. The key themes which emerged from these interviews include the largely domestic origins of social security retrenchment and reform; the surprising, and distinctive, positions adopted by the European Commission and the International Monetary Fund (IMF); the extent of the Irish government's room for manoeuvre in this area, and the ways in which the Irish government defended social security against proposals for additional cuts put forward by the Troika. The paper concludes by arguing that the scope for domestic decision-making was heavily constrained, yet non-trivial, and that the Troika's influence comprised not only ‘powering’ but also ‘persuasion’.

There is growing concern about the problem of in-work poverty in the UK. Despite this, the literature on in-work poverty remains small in comparison with that on low pay and, in particular, we know relatively little about how people move in and out of in-work poverty. This paper presents an analysis of in-work poverty transitions in the UK, and extends the literature in this field in a number of identified ways. The paper finds that in-work poverty is more transitory than poverty amongst working-age adults more generally, and that the number of workers in the household is a particularly strong predictor of in-work poverty transitions. For most, in-work poverty is a temporary phenomenon, and most exits are by exiting poverty while remaining in work. However, our study finds that respondents who experience in-work poverty are three times more likely than non-poor workers to become workless, while one-quarter of respondents in workless, poor families who gained work entered in-work poverty. These findings demonstrate the limits to which work provides a route out of poverty, and points to the importance of trying to support positive transitions while minimising negative shocks faced by working poor families.

Reconciliation of unpaid care and employment is an increasingly important societal, economic and policy issue, both in the UK and internationally. Previous research shows the effectiveness of formal social care services in enabling carers to remain in employment. Using quantitative and qualitative data collected from carers and the person they care for in 2013 and 2015, during a period of cuts to adult social care in England, we explore barriers experienced to receipt of social care services. The main barriers to receipt of services identified in our study were availability, characteristics of services such as quality, and attitudes of carer and care-recipient to receiving services. These barriers have particular implications for carers' ability to reconcile care and employment.

Since 2009, the UK has witnessed marked increases in the rate of sanctions applied to unemployment insurance claimants, as part of a wider agenda of austerity and welfare reform. In 2013, over one million sanctions were applied, stopping benefit payments for a minimum of four weeks and potentially leaving people facing economic hardship and driving them to use food banks. Here we explore whether sanctioning is associated with food bank use by linking data from The Trussell Trust Foodbank Network with records on sanctioning rates across 259 local authorities in the UK. After accounting for local authority differences and time trends, the rate of adults fed by food banks rose by an additional 3.36 adults per 100,000 (95% CI: 1.71 to 5.01) as the rate of sanctioning increased by 10 per 100,000 adults. The availability of food distribution sites affected how tightly sanctioning and food bank usage were associated (p < 0.001); in areas with few distribution sites, rising sanctions led to smaller increases in food bank usage. In conclusion, sanctioning is closely linked with rising food bank usage, but the impact of sanctioning on household food insecurity is not fully reflected in available data.

This paper contributes to debates on economic inequality and ethnic and racial dimensions of social policy by focusing on the US racial wealth gap and assessing in what ways the private wealth management industry has contributed to this gap and reinforced white supremacy. The combined effects of the private wealth management industry reproducing whiteness and the industry being embedded in whiteness act as a barrier to developing a wider understanding of the savings and investment behaviour of people of colour. The paper addresses the role of public policy in closing the gap for investment advice, whether it should become a direct provider, or a facilitator to encourage the wider engagement of existing market participants.

There is intense debate over the legitimacy of interventions which seek behavioural change on the part of street homeless people. ‘Hard’ measures, such as arresting people for begging, are particularly controversial, but ‘softer’ interventions such as motivational interviewing have also prompted objections on grounds that they are paternalistic. At the same time, the ‘non-interventionist’ stance of some service providers has been accused of perpetuating harmful street lifestyles. Inspired by Ruth Grant's philosophically informed interrogation of the ethics of incentives, we propose a normative framework for application in this field. Via systematic exploration of Grant's three ‘legitimacy standards’ (legitimate purpose, voluntary response, effects on character), and an additional outcome-focussed fourth (effectiveness, proportionality and balance), we attempt to unsettle any intuitive assumption that non-interventionist approaches are necessarily more morally defensible than interventionist ones. We also, however, explicate the high ethical and empirical bar required to justify social control measures.

The social investment approach has been advocated as a blueprint for recasting European welfare states since the years of the Lisbon Strategy. After the Euro crisis squeezed the fiscal space available for welfare recalibration, the question has been raised as to whether social investment could withstand the economic turmoil. Relying on a new welfare expenditure dataset constructed from various Eurostat sources, this article looks at the budgetary recalibration of 27 EU welfare states from the launch of the Lisbon Strategy to the aftermath of the Euro crisis (2000 to 2014). It compares the financial efforts that governments have put into social investment- and social protection-oriented policies, highlighting the different trajectories taken by EU welfare states at the crisis crossroads. Four scenarios for welfare recalibration are put forward, based on the social investment perspective and its critiques. The results show that the overall progress made by social investment in welfare budgets since 2000 came to a halt with the outbreak of the crisis. Bleaker scenarios materialised, whereas EU welfare states pursued retrenchment rather than investment, or had to face harsher budgetary trade-offs, expanding social investment to the detriment of social protection.

This article seeks to assess the extent to which international retirement migrants (IRMs) living in Spain make use of public elder-care services, as well as how public officials deal with their demands. The data stems from qualitative interviews with 19 social workers in ten communities characterised by a sizable population of retirement migrants. We found that substantial numbers of retirement migrants remain in Spain well after dependency sets in. This necessitates the development of complex strategies to obtain care by means of social networks, voluntary associations, and private care providers. A certain reluctance to engage with Spanish social services may explain the fact that these services are accessed only as a last resort when all other options have failed. However, the entire process of evaluating the needs of, and granting public care services to, retirement migrants is plagued by difficulties. Social workers cite the lack of a common language as a significant obstacle, together with insufficient information on claimants’ health, economic and family situations (many IRMs are not registered as residents in Spain). The familistic rules governing Spanish social services and the recent reductions in public budgets due to the economic crisis constitute additional barriers to the adequate protection of IRMs.

We conducted a vignette experiment involving 470 Norwegian front-line workers to investigate whether their decisions to sanction non-compliance of activation requirements varied with the ethnicity of the welfare claimant. This is the first vignette experiment on ethnic discrimination in the administration of activation programmes in Europe. The study shows that front-line workers did not sanction claimants with a North African name more often than claimants with a native Norwegian name. However, among front-line workers who had experience with the relevant activation programme, a male claimant with a North African name was sanctioned less often than a male claimant with a native Norwegian name. Thus, we find some degree of reverse discrimination on the part of experienced front-line workers. This finding is contrary to a similar US vignette experiment that detected discrimination (not reverse discrimination) with regard to claimants with an ethnic minority name. The most likely explanation for the difference concerns the different institutional-cultural contexts within which Norwegian and US social policy programmes operate.

To what extent, in the context of severe economic crisis, do governments of the right and the left have room for manoeuvre to choose their fiscal consolidation paths? To what degree might this margin be broader in multilevel systems? The severity of the crisis suffered by Spain since 2007, combined with the significant scope of the powers and related expenditure capacities of the Autonomous Communities, make the Spanish regions a highly suitable case for controlled comparisons of fiscal adjustment policies and welfare reforms. Specifically examining healthcare retrenchment in the regions, we find that although the regional governments were all subjected to considerable budget constraints and were forced to cut social policies, they were also able to ensure a certain degree of leeway in selecting their individual healthcare retrenchment policies, in part by strategically utilising the multilevel institutions provided by the Spanish Autonomic State.

Help with activities of daily living for people in the community is provided through formal services (public and private) and informal (often unpaid) care. This paper investigates how these systems interlock and who is at risk of unmet need. It begins by mapping differences between OECD countries in the balance between formal and informal care, before giving a detailed breakdown for the UK. New analysis of UK Family Resources Survey data for 2012/13 and 2013/14 suggests high levels of unmet need. We investigate who receives formal and informal care, and who receives neither, among the working-age and older populations. We find that while informal care fills some gaps left by the lack of availability of formal services (and vice versa), not all older or working-age disabled people are protected in these ways. Adults living alone and those with high but not the highest levels of difficulty are most likely to have unmet need. Means-tested public entitlements ameliorate but do not remove the increased risk among people in low-income households. The paper concludes that public policy needs to integrate its support for formal and informal modes of care, with particular attention to those groups most at risk of unmet need.

This article makes the case for a radical new strategy on ageing which focuses on the whole life course with the intention of preventing many of the chronic conditions associated with old age. The case is built on recent research evidence and the life-course concept of ‘active ageing’ is used to encapsulate the practical measures required. Combining biological and social science insights it is argued that, while ageing is inevitable, it is also plastic. This means that it not only manifests itself in different ways but also that it can be modified by mitigating the various risk factors that drive it. Such action would have considerable potential to reduce the personal costs of chronic conditions such as strokes and those falling on family carers but, also, to cut the associated health and social care expenditures. The question of why such apparently beneficial policy action is not being taken is discussed and a range of barriers are identified. One of these appears to be the UK's extreme brand of neo-liberalism, which militates against the collective approach necessary to implement a social policy for active ageing. Although the case is made with primary reference to UK policy and practice, the call for action to prevent chronic conditions has global relevance.

The German labour market policy regime constitutes a reliable supporting pillar of the highly productive German employment system. Due to the most recent reforms, its core principle of status protection – a basic norm of the German middle-class-related model of social protection for the population of working age – is losing its formative character. Our analysis focuses on three separate policy principles that form the guiding logic of status centredness, namely the equivalence in security provision, the mechanisms that protect the socio-economic status in the event of unemployment, and the tripartite mode of funding. We argue that the ‘Hartz Reforms’ have reinforced the logic of the legal modifications since the mid-1990s, cumulating now in a shift away from the middle-class-oriented status-centred approach of social security provision.

Under the Conservative-Liberal Coalition Government and the Conservative Government that took office in 2015, policy measures were introduced to develop a Social Impact Investment Market that harnesses private finance to invest in services to achieve social and financial outcomes. This nascent market is of growing interest amongst social scientists (Bryan and Rafferty, 2014; Whitfield, 2015; McHugh et al., 2013; Dowling, 2017; Edmiston and Nicholls, 2017), but little attention has been given to interrogating related UK Government discourse. The originality of this paper is its contribution to addressing this ‘discourse gap’; enhancing our understanding of the development and representation of impact investment in the UK. Using Hyatt's (2013a) Critical Policy Discourse Analysis Framework, a rigorous critical examination of UK Coalition and Conservative Government impact investment discourse between 2011 and 2016 is undertaken. The significance of this work lies in its contextualisation and deconstruction of UK Government texts to identify and unpack how distinct rationales, justifications and legitimations draw on and (re)produce a Broken Britain-Big Society narrative (Wiggan, 2011; Dowling and Harvie, 2014; Smith and Jones, 2015) to ‘policy booster’ financialised reconfiguration of the welfare state as the route to a better society.

In 2012, the Government invited local councils in England to participate in a pilot programme to test direct payments in residential care. While the programme was set up to allow for comprehensive summative evaluation, the uptake of direct payments in residential care was substantially lower than anticipated, with only 40 people in receipt of one at the end of the programme. Drawing on qualitative data collected for the evaluation, this paper aims to understand better the barriers to implementing direct payments in residential care. Evidence from the use of direct payments in domiciliary care identified gatekeeping by council frontline staff as a major barrier for service users to access direct payments. Our findings suggest that, whilst selectivity of both service users and providers was an integral part of the programme design, gatekeeping does not fully explain the poor take-up. Other factors played a part, such as lack of clarity about the benefits of direct payments for care home residents, the limited range and scope of choice of services for residents, and concerns from care providers about the financial impact of direct payments on their financial sustainability.

Social impact bonds are payment by results contracts that leverage private social investment to cover the up-front expenditure associated with welfare services. The introduction of private principles and actors through outcome-based commissioning has received a great deal of attention in social policy research. However, there has been much less attention given to the introduction of private capital and its relation to more established forms of quasi-marketisation. This paper examines what effect private social investment has on outcome-based commissioning and whether the alternative forms of performance measurement and management, that social impact bonds bring to bear on service operations, demonstrate the capacity to engender: innovation in service delivery; improved social outcomes; future cost savings; and additionality. This paper draws on an in-depth study of four social impact bonds in the UK context, as the welfare regime at the vanguard of this policy development. The findings suggest that the introduction of private capital in outcome-based commissioning has had a number of unique and unintended effects on service providers, operations and outcomes. The paper concludes by considering whether social impact bonds represent a risk or an opportunity for public service reform both in the UK and further afield.

The relationships between paid work and informal care are critical to understanding how paid work is made possible. An extensive source of childcare in the UK is the intergenerational care grandparents provide. Using data from the UK's Millennium Cohort Study, a nationally representative sample of children born in 2000, biprobit and instrumental variables (IV) analysis of mothers’ participation (given the social construction of caring responsibility) identifies a significant causal effect of grandparents’ childcare in that it:

1. (i) raises the labour force participation of mothers with a child of school entry age on average by 12 percentage points (the average marginal effect);

2. (ii) raises the participation of the group of mothers who use grandparent childcare by 33 percentage points compared to the situation if they did not have access to this care (the average treatment effect on the treated).

The literature addressing attitudes about social policy and the welfare state has been telling us for decades that welfare interventions are supported by those individuals who benefit from a specific measure. The diffusion of ‘demanding’ active labour market policies (ALMPs), however, challenges this relationship. Using a novel dataset, I analyse which individual- and country-level factors explain public support for demanding ALMPs in five Western European countries. The results show that labour market risk and ideological orientation influence public attitudes towards these ALMPs. Thereby, unemployed individuals sympathising with the political right are more strongly opposed to demanding measures than employed individuals with the same political preferences. Moreover, aggregate support is found to be correlated with the country's ALMP legacy, varying from high levels in Germany and the UK to low levels in Denmark and France. The findings suggest that most ALMPs are in fact implemented despite the opposition of their beneficiaries.

Children are generally at a higher risk of poverty than the population as a whole, although the mechanisms that lead to their socio-economic vulnerability vary widely across European countries. This paper aims to further our understanding of to what extent cross-country variations in child poverty risk are associated with different ways of social transfer targeting: pro-poor versus pro-child targeting. In particular, we address the potential impact on child poverty of countries’ intent to target transfers at lower incomes and children across 30 European countries. Using a multilevel framework, we find that not only the size of the transfer system, but also the form of targeting matters in reducing child poverty. Specifically, the countries’ intent to target children matters even more than their intent to target lower incomes, in terms of reducing child poverty. Moreover, the prevalence of multi-generational households in a country seems to be associated with an attempt to protect against child poverty in countries with lower levels of pro-child targeting.

The social welfare of ethnic minorities is a contested subject with a deep politicalised history in contemporary China. This article uses a new large dataset solely looking at ethnic minorities in China, to analyse the impact and outcomes that new urban social and welfare schemes – with notable attention to the basic medical insurance, and the minimum livelihood guarantee allowance (dibao) – have on the livelihoods of minorities. The data suggests that, contrary to the pro-minority rhetoric of the state, minority participation in social welfare programmes is predicated on the incentive set of local government officials. These findings have strong implications for constructing future social welfare policies, and for understanding their potential differential impact on ethnic minority cohorts.
