The dissemination of information by extension agents on dairy management practices used to control mastitis and the reception and use of that information by producers are investigated. Producers are surveyed to determine current practices used. The relationship between milk yield, somatic cell count, management practices, and producer and production characteristics is estimated. Subjective probabilities are elicited from “experts,” extension agents, and producers concerning the impact and cost of various management practices. Subjective marginal value products and marginal input costs are computed and compared for the respondent groups. Stochastic dominance is used to rank the relative importance of the practices as perceived by the respondents.

The effect of the farmer's choice of crop insurance was evaluated on both the farmer's and lender's performance. This was done using whole-farm, Monte Carlo simulation for Texas wheat/sorghum operations. Results indicate crop insurance would be preferred by moderately risk-averse farmers when farm firm failure became an issue or the insurance loss ratio approached one. A lender always preferred the use of crop insurance, especially when the probability of firm bankruptcy was an issue.

This study develops a three-county trade model of the United States, Mexico, and Canada to analyze the effects of the 2013 Suspension Agreement on prices, production, consumption, trade flows, and welfare in each country. Although only the United States and Mexico are signatories to the agreement, Canada was also included because the U.S. minimum price distorts prices across the region. Three tomato categories—field, greenhouse, and cherry and grape—are studied because each has a distinct minimum price. The overall welfare effects are positive for Mexico and Canada, but negative for the United States.

Food regulations protect consumer health, mitigate environmental concerns, and promote animal welfare, but they can also hinder innovation, limit entrepreneurship, and generate higher consumer prices. This study examines the number of federal and state regulatory restrictions affecting the beef, pork, poultry, sheep, goat, and seafood industries, including processing, wholesale distribution, and retail sales. We also examine state regulatory heterogeneity associated with animal protein products. Our results suggest that protein supply chains have become subject to tens of thousands of regulatory constraints over the past half-century. We also find substantial heterogeneity in the number of state restrictions associated with animal production, indicative of large differences in the amount of administrative law across states. Results highlight that the patchwork approach of U.S. food policy creates overlapping, cumbersome guidelines for manufacturers, and given the interconnectivity of modern food supply chains, the framework can create additional hurdles for interstate commerce.

The marginal benefit and cost of diversification for Florida orange producers is analyzed using certainty equivalents. Results indicate that for moderate and high levels of risk aversion, diversification into strawberry, grapefruit, or additional orange production is not optimal. However, moderately risk averse Florida orange producers can gain by diversifying into grapefruit production if the annual amortized fixed costs can be reduced by as little as 10 percent.

Beef cattle production gradually has become more specialized with increasing separation of activities among geographic regions and farmers. The research literature commonly identifies two tiers of production — (1) cow-calf enterprises and (2) feedlot finishing [14, 19]. An intermediate tier — special feeding activities whose main functions are to assemble and grow out calves from a weaning weight to a weight and condition ready for feedlot finishing — has been operating for years. In recent years, as these activities have become more visible and distinct from the cow-calf or finishing enterprises, the name “backgrounding” has come into common usage among producers and market analysts [8].

Accurate estimation of the responsiveness of agricultural commodity supplies is vitally important. Government policy negotiations rely on supply estimates in predicting both commodity and intercommodity effects of changing programs and in anticipating their consequent social benefits and costs. Individual farmers and agribusiness firms need them and associated price predictions in making investment and production decisions.

Feasibility of forward pricing sales of rice bran via cross-hedging was investigated. Corn, oats, wheat, and soybean meal futures were considered as simple and multiple cross-hedging media. Simulation results indicated that simple cross-hedging using corn futures would be most effective in reducing price risks.

In the 1960's, we developed a strong public conscience about the environment. The 1970's will reveal a great deal about our ability to better understand and manage the environment in socially acceptable ways. This task will require both theories and measurement techniques to empirically verify them. A welfare theory (based largely on Paretian welfare economics) states that we can say one system is preferable to another if the system makes at least one person better off and no one worse off. Most alternative systems in the real world, including those available to resolve pollution conflicts, do not meet this criterion. A change in the system normally makes someone worse off. Thus, Paretian, or the “new,” welfare economics, is not really useful in making most policy decisions. The problem is compounded, because often we do not know how to measure the real effects of pollution on parties involved in and influenced by pollution. This later problem is aggravated by the fact that we have done very little to systematically record observations on pollution processes.

This paper describes four agribusiness simulators which can be processed on a microcomputer for use in undergraduate and extension teaching. The simulators model the environment in which supermarket chains, farm supply centers, and cooperative and proprietary grain elevators compete for business. Instruction manuals, user's manuals, and a diskette are distributed for each simulator. Each diskette contains programs to enter and edit team decisions, to process decisions and print reports, and to create graphs of team performance. The simulators can be used to teach financial management concepts and techniques, as well as economic principles.

In 1996, the USDA began reporting cattle-on-feed placements in various weight groups, which should provide information regarding expected slaughter timings and improve fed cattle price forecasts and marketing strategies. Private data were collected to obtain the necessary degrees of freedom to test statistical relationships between placement weight distributions, beef supply, and fed cattle prices. Use of placement weights improved beef supply forecasts only at a one-month horizon; it contributed nothing to price forecast accuracy or returns from selectively hedging.

Arkansas cropping pattern changes at the county level were estimated under various scenarios involving a likely decline in water availability, the development of a biomass market for renewable energy production, and the potential of a widely used carbon offset market. These scenarios are analyzed separately and jointly to determine which of the three scenarios is expected to have the largest impact on net (emissions - sequestration) greenhouse gas (GHG) emissions, renewable fuels feedstock supply, and producer net returns. Land use choices included conventional crops of rice, cotton, soybean, corn, grain sorghum, pasture, and hay. Specialty crops of loblolly pine and switchgrass were modeled for their respective potential to sequester carbon and provide feedstock for renewable fuels. GHG emissions were measured across an array of production methods for each crop. Soil and lumber carbon sequestration was based on yield, soil texture, and tillage. Using the concept of additionality in which net GHG emissions reductions compared with a baseline level were rewarded at a carbon price of $15 per ton along with $40 per dry ton of switchgrass, baled at field side, revealed that irrigation restrictions had the largest negative impact on producer net returns while also lowering net GHG emissions. Introducing the higher carbon price led to minor positive income ramifications and greatly reduced net GHG emissions. Biomass production returns were higher than the returns from the carbon offset market, however, at the cost of greater net GHG emissions. The combination of all factors led to a significant increase in switchgrass and pine production. In this scenario, approximately 16% of the total income losses with lower nonirrigated yields were offset with returns from biomass and carbon markets. Lowest statewide net GHG emissions were achieved given least irrigation fuel use and a greater than 15% increase in carbon sequestration with pine and switchgrass.

In response to nutria-linked degradation of much of its coastal wetlands, Louisiana established the Coastwide Nutria Control Program (CNCP) in January 2002. CNCP instituted, among other things, an "economic incentive payment” of $4.00 per delivered nutria tail from registered participants in the program. To examine whether this bounty has had an impact on nutria harvest and whether alternative bounty levels can, in general, generate additional harvesting activities, we developed a bioeconomic supply model that relates Louisiana's annual nutria harvests to a suite of economic and environmental factors. Results suggested that the annual nutria harvest is responsive to both the price received per animal and costs. Results also suggested that the nutria harvest has increased as a result of the bounty, but that the initial bounty of $4.00 per tail may be insufficient to achieve the state's goal of harvesting 400,000 animals per year but that a bounty equal to $5.00 per tail would likely achieve the stated goal.

Credit availability and use have been identified as crucial factors affecting success or failure for many farm operations [1, 2]. The increased level of uncertainty affecting agriculture in the 1970s has intensified the importance of credit use by farmers. Indeed, maintaining financial liquidity often is cited as a strategy to counter increasing farm risks [6, 12]. Farmers view credit as a crucial variable and, as shown by Barry and Baker [3], farmer borrowing patterns can be related to the level of unused credit those farmers maintain.

Many states are adopting economic education standards for the K-12 curriculum, mandating economic education courses in rural and urban schools. We examine economic education outcomes for rural and urban students using test scores gathered during a national high school academic competition and by estimating a production function for economic education. We find only limited differences between the education production function in urban and rural settings and lower average scores for rural students. To close this gap, results suggest that rural schools should place economic content in the senior-year curriculum and provide teachers with increased postgraduate training in economics.

The Market Risk Game is a computerized simulation game available for IBM PC and Apple II microcomputers that is designed to give realistic practice in making decisions in a risky market environment. It illustrates the use of hedging and put options to reduce risk in livestock and grain markets. It is best suited for individuals who have a basic understanding of commodity trading, but who need experience to solidify their knowledge to a functional level. Through the game, this is done without facing the risk of an actual investment or requiring the time involved in watching a market over an extended period.
