At least 22 states have established agricultural value-added programs to provide new employment opportunities in rural areas and to create additional demand for agricultural products (Greene, p. 15). These value-added programs are a subset of a broader range of state-sponsored economic development programs that attempt to alter the rate of regional economic growth by identifying and assisting local entrepreneurs, by establishing institutions for the commercialization of new technologies, and by creating non-traditional sources of business finance.

Historically, managers in livestock production have focused on production management; however, as operations have grown they have spent more time managing employees. Increased time spent overseeing employees brings additional risks and challenges, and, hence, a greater need for human resource management (HRM) skills. This study investigated HRM practices in pork production and analyzed their risk attributes through six focus group discussions with managers. Results were compared to existing data from four dairy focus groups and to other research. The results have been used to develop and adapt educational workshops for managers in pork production.

U.S. feeder cattle markets discriminate among a wide variety of animal characteristics such as weight, sex, breed, grade, and age. In recent years, concern has been expressed that price premiums paid for steers over heifers no longer reflect estimated differences in their feedlot performance or carcass value [2,8]. Another question is whether observed regional differences in steer-heifer price differentials are justified. The sources of feeder price differentials by sex are investigated and variations in these differentials across time and space dimensions are analyzed. The results provide preliminary evidence on the efficiency with which feeder markets establish price spreads.

In early 1999, Brazil devalued its currency, increasing its competitiveness in the poultry industry and capturing world market share. This paper discusses the devaluation and its effects on Brazil's trade, evaluates preliminary statistics on the impact of the devaluation on world poultry markets, and reports the results from a computable general equilibrium (CGE) simulation of the devaluation. The medium-run CGE results are compared to the short-run impacts reflected in the preliminary statistics.

Thoroughbred incentive programs are subsidy policies funded from state parimutuel tax revenue designed to promote regional race horse breeding and ownership. At issue is an ongoing debate concerning the effectiveness of alternative policies. Empirical results indicate that incentive programs have a positive economic effect, but gains to Thoroughbred breeders can be obtained by reallocating tax revenue to non-restricted purses. A policy allocating tax revenue to non-restricted purses shifts yearling demand and increases prices, while breeder subsidies shift only the supply function and therefore lower prices. Consequently, breeder revenues increase in response to a policy that favors non-restricted purses over subsidies.

The pricing behavior of the Florida celery industry under the current federal marketing order was examined by analyzing the implied market structure of the industry using a model proposed by Appelbaum. Point estimates of the oligopoly power index suggest that some degree of price enhancement above that which would be characterized by a perfectly competitive market may have occurred. However, the bulk of statistical evidence suggests that the departure from marginal cost pricing implied by the industry's pricing behavior is not statistically significant.

Net present value analysis is used to derive the marginal bid price for a beef herd sire from after-tax net revenues and cash flow influenced by genetic improvements. Marginal bid price represents the additional amount a producer could pay, above the present value of the current beef herd sire, for a sire expected to exhibit superior performance as reflected by increased average weaning weights of offspring.

An analysis of the profitability of purchasing a breeding bull for a commercial beef cow herd is presented as an application. Several alternative scenarios illustrate the impact of selected determinants on the marginal bid price of a bull.

Although apparently preferred by farmers to direct hedging as a forward pricing mechanism, forward contracting has received little attention in the literature dealing with optimal forward pricing levels. An often-cited reason for producer preference for forward contracting is the absence of basis risks under that forward pricing alternative. This paper presents models of optimal forward contracting and hedging under price and yield uncertainty within a mean-variance framework. The results indicate that basis certainty does not explain preferences for forward contracting.

A mailed questionnaire wasr used to assess consumer concerns and potential consumption response attributable to the introduction of bovine somatotropin (bST). Responses from 605 households in Virginia are described and analyzed. Logit models were estimated to identify which issues shape consumers' decisions to alter milk purchases contingent on the introduction of bST and to determine whether socioeconomic characteristics explain consumers' attitudes toward these issues. Estimates based on survey responses point toward sizable reductions in fluid milk purchases if bST is introduced. Large retail price reductions are predicted to be insufficient to offset these estimated decreases. Consumer education and marketing strategies are discussed.

It appears the major private benefit from peer reviewed journals such as the Review of Agricultural Economics (RAE) is certification. To maintain public support for our journals, increased efforts are needed to demonstrate the social benefits from peer reviewed publications. Research cost considerations have led agricultural economists to emphasize applied disciplinary work using secondary data and to ignore the important work of careful data collection and reporting. Moreover, pressures to publish have led to more isolated research efforts ignoring other disciplines. Recommendations to improve the relevance of journal publications include more active efforts by journal editors to make applied journals such as RAE more accessible to the public.

Results are presented from a Web-based survey of instructors in agricultural economics and related departments about their use of, and attitudes about, classroom economic experiments.

This study determined probable future directions in U.S. value-added agricultural exports to middle-income developing countries (MIDCs) under the assumption of continued income growth. Import share equations for U.S. bulk, semi-processed and value-added wheat or beef products, as a percent of total U.S. wheat or beef product exports to each MIDC, were econometrically estimated using the ordinary least squares (OLS) technique. The empirical results indicate that in most MIDCs, increases in real per capita income have negative effects on the import share of processed wheat products while having positive effects on the import share of bulk wheat. However, import shares of U.S. processed beef products are likely to increase with income growth in most MIDCs.

Takayama and Judge introduced the price endogenous mathematical programming model as an alternative to the traditional econometric approach to sector-level policy analysis. McCarl and Spreen provided a review of price endogenous mathematical programming models. In that paper, they showed how price endogeneity can be introduced into a standard firm-level linear programming model. The introduction of price endogeneity allows expansion of the firm-level specification to a market-level analysis. At the time of publication of McCarl and Spreen, however, the application of price endogenous mathematical programming models was limited by the availability of software packages that could directly solve such models. The typical application used linear supply and/or demand relationships, which resulted in a quadratic programming (QP) specification. The advent of MINOS in the 1980s and then its incorporation into GAMS has lifted the computation constraint. In the present day, numerous price endogenous models have been developed. I can lay claim to six such models.

This simple classroom experiment demonstrates many of the behavioral phenomena associated with the voluntary provision of a public good. The mechanics of the game are explained in detail and complete instructions are provided, as well as suggestions for follow-up lectures. Influences such as anonymous voting, persuasion, returns to free-riding, and duration of association can be explored in connection with concepts of incentives, individual rationality and group welfare. A number of variations and extensions can be used to incorporate prisoners' dilemmas, incentive compatible mechanisms, negative externalities, and Coasian bargaining.

This study examined how various components of the Certified South Carolina campaign are valued by participating restaurants. A choice experiment was conducted to estimate the average willingness to pay (WTP) for each campaign component using a mixed logit model. Three existing campaign components—Labeling, Multimedia Advertising, and the “Fresh on the Menu” program—were found to have a significant positive economic value. Results also revealed that the type of restaurant, the level of satisfaction with the campaign, and the factors motivating participation significantly affected restaurants' WTP for the campaign components.

The concept of laissez-faire is widely recognized in capitalistic economies. At the core of this operating philosophy is the belief that individualistic competition will result in an economic improvement, not only for the individual but also for society. However, when this approach is tied to the exploitation of a common property resource, the outcome is just the opposite—in terms of economic efficiency the common property resource is overexploited because the factor cost to the firm does not equal the opportunity cost to society. That is, although a common property resource is a scarce good to society, it is a free good to individuals. The usual result is a level of exploitation which may endanger the future biological viability of the resource. With shrimp, however, this concern is not critical because shrimp is an annual crop; fishing will cease as a result of economic, and not biological, considerations.

This research presents a systematic and unified approach to evaluating forecast rationality that considers the potential of nonstationarity in forecasts and realized values. The approach is applied to one-quarter ahead U.S. Department of Agriculture livestock price forecasts from 1982 through 2004. Results show that forecasts and realized prices are integrated of the same order, and those that are nonstationary are cointegrated. However, the stationary price forecasts for hogs, turkeys, eggs, and milk are biased and improperly scaled, and forecast errors tend to be repeated. Similarly, nonstationary forecasts for cattle and broilers are also biased and irrational in the long run, but short-run dynamics are rational.

Nationally, expenditures for solid waste collection and disposal are exceeded only by spending on schools and roads [3, p. 1]. In Texas, recent legislation which establishes minimum acceptable standards for disposal of municipal solid wastes materially affects the future costs of operating solid Waste management systems for smaller rural communities.

The 1969 amendment to the Texas Solid Waste Disposal Act establishes the minimum legal standards for disposal operations in rural communities. The State Department of Health was given the responsibility for enforcement of regulations involving the collection, handling, storage and disposal of municipal solid wastes. After January 1, 1973, data presented in support of the disposal operations in Texas communities larger than fifteen hundred people must be prepared by a registered professional engineer and submitted to the State Department of Health for approval. Under the auspices of this act all towns with a population of between three thousand and five thousand are required to operate a sanitary landfill with compaction and cover at least twice per week.

To support decision-makers considering adopting integrated pest management (IPM) cropping in Norway, we used stochastic efficiency analysis to compare the risk efficiency of IPM cropping and conventional cropping, using data from a long-term field experiment in southeastern Norway, along with data on recent prices, costs, and subsidies. Initial results were not definitive, so we applied stochastic efficiency with respect to a function, limiting the assumed risk aversion of farmers to a plausible range. We found that, for farmers who are risk-indifferent to moderately (hardly) risk averse, the conventional system was, compared to IPM, less (equally) preferred.

This paper presents the capabilities and limitations of a microcomputer linear programming package. The solution algorithm is a version of the revised simplex. Rapid problem entry, user ease of operation, sensitivity analyses on objective function and right hand sides are advantages. A problem size of 150 activities and 64 constraints can be solved in present form. Due to problem size, limitations and lack of parametric and integer programming routines, this package is thought to have the most value in teaching applications and research problems in the smaller size categories.
