This paper explores external (country-level) and internal (party-level) drivers of membership variations across parties. Relying on the Political Party Database combined with other datasets, we provide original, cross-sectional analyses of membership variation across 223 parties in 38 countries, innovatively covering third-wave democracies, post-communist countries, and advanced democracies. It allows for a unique analysis of recruitment patterns of parties under quite different contexts. Departing from the dominant view that parties are the powerless victims of external trends, we show that, while context matters, parties’ choices regarding affiliation rules and organization structure also matter. They are more powerful determinants of membership ratios than country-level variables. Especially, the representation of sub-groups in the party structure is a key driver of membership recruitment. We also show how party origins, and the foundational environment in which they emerged, are important to understand how membership varies across parties today. Overall, this study strongly advocates for a broad comparative, multilevel approach to party membership.

Social influence among people is widely understood to be a universal component of the human experience. However, studies of political behavior have generally approached social influence as specific to a type of behavior, such as voting, in a particular national context. There are good reasons to expect that social influence is observable across diverse behaviors and national contexts. In this study, we test this expectation using a two-wave panel survey of national samples in 19 countries. We employ autoregressive models that address some of the endogeneity challenges associated with attempts to measure social influence with survey designs. Our measure of social influence is predictive of diverse political behaviors in many countries with average effects comparable in size to important standard predictors of behavior.

A hegemonic power can guarantee the status quo in an international economic system. However, domestic or international changes may unsettle a hegemon’s priorities. In such phases, smaller states benefiting from the existing system may fear that the hegemon will fail to keep the system stable. How do they react if they lose trust in the hegemon’s ability or will to maintain the status quo? This article argues that in such cases, free riding becomes less rewarding. Therefore, smaller states build publicly visible coalitions to ‘voice’ their preferences. Applying this argument to the role of small ‘creditor states’ in the Economic and Monetary Union (EMU), the article draws on original in-depth interviews to analyze the ‘New Hanseatic League’ as a strategy to defend the present euro regime and counterbalance the Franco–German tandem. By elaborating and tracing a fine-grained causal mechanism, the article thus explains the emergence of vocal small-state coalitions in a hegemonic environment.

Electoral systems affect vote choice. While a vast literature studies this relationship by examining aggregate-level patterns and focussing on the interparty dimension of electoral rules, the convenience of analyzing this phenomenon by emphasizing the role played by the incentives to cultivate a personal vote generated by the system and matching voters with the party they vote for has been traditionally overlooked. In this article, we offer new evidence that documents the impact of the intraparty dimension of electoral systems on the levels of ideological voting registered in a democracy. Using spatial models of politics and employing data from the five waves of the Comparative Study of Electoral Systems, we find that ideological voting in proportional representation systems is higher when lists are either closed or flexible. Moreover, the results suggest that this effect is slightly amplified in the case of high numbers of district-level candidates.

Governments rely on citizen compliance for official rules to be effective. Yet achieving compliance is often tricky, particular when individual costs are high. Under what conditions will citizens voluntarily respect collective rules? We explore public compliance with SARS-CoV-2 (coronavirus) restrictions, focusing on the role of political trust. We anticipate that the effects of trust on compliance will be conditional on the presence of other factors, notably fear of infection. Low levels of fear may provide room for trust to shape compliance; yet high levels of fear may ‘crowd out’ the role of trust. We hypothesize that, at the pandemic’s outset, compliance was likely to be shaped more by fear than by trust. Yet as the pandemic progressed, the impact of fear on compliance was likely to have weakened, and the impact of trust to have strengthened. These hypotheses are tested using longitudinal data from Austria, Germany, and the United Kingdom.

Solidarity is a key ingredient to making society work. Yet, recent developments such as the refugee crisis and the declining support for social democratic parties question the degree of solidarity in Western societies. So what could increase solidarity? The national identity argument (NIA) claims that a stronger national identity can foster solidarity. While this claim was proven in some cases, several others challenged it. This paper sets out to put the NIA to a severe empirical test by distinguishing five different forms of national identity: national belonging, national pride, patriotism, national chauvinism, and the normative perception of national boundaries. The data stems from national surveys in Germany, the UK, and the USA linked to the ISSP. The results reveal no clear support for the NIA. Whether national identity fosters solidarity depends on what type of national identity and what country one is looking at.

The emphasis national parties put on European Union (EU) issues in their manifestos varies to a great extent between countries. A systematic explanation of this variation is, however, still lacking. We address this gap by exploring the effect of the temporal proximity between national and European Parliament (EP) elections within the national electoral cycle on national parties’ EU issue emphasis. Multilevel mixed-effects Tobit regressions on a sample of 956 manifestos, produced by 340 parties running for national elections in 27 EU member states between 1979 and 2019, indicate that temporal proximity displays a positive effect on national parties’ EU issue salience: the closer in time EP elections are to national elections within the national electoral cycle, the more parties emphasize EU issues in their national election manifestos. This is particularly the case for non-Eurosceptic parties. These findings have important implications for our understanding of party competition in EU member states.

The Satisfaction With Democracy (SWD) indicator is very often used in social sciences’ research. However, while there is debate about which concept it measures, the discussion about the size of its measurement errors (how well it measures the underlying concept ‘satisfaction with the way democracy works’) is scarce. Nonetheless, measurement errors can affect the results and threaten comparisons across studies, countries and languages. Thus, in this paper, we estimated the measurement quality (complement of measurement errors) of the SWD indicator for 7 response scales across 38 country-language groups, using three multitrait-multimethod experiments from the European Social Survey. Results show that measurement errors explain from 16% (11-point scale) to 54% (4-point scale) of the variance in the observed responses. Additionally, we provide insights to improve questionnaire design and evaluate the indicator’s comparability across scales, countries and languages.

Little is known about whether and under which conditions populist radical right parties’ (PRRPs’) nativist welfare politics matters to the voters. I address this gap in the research and test the argument that the electoral appeal of this electoral discourse varies among welfare regimes. The study compares the conservative and social-democratic welfare regimes and focuses on the vote choices of the two core constituencies of PRRPs – economically exposed and immigration-sceptic voters. The results show that these electorates support PRRPs’ nativist welfare positions for very different reasons in the two welfare regimes. First, in the conservative regime, economically exposed citizens vote for PRRPs, the more they stress nativism and welfare expansion. By contrast, in the social-democratic regime this group of voters is more likely to support positions combining nativism and dismantled welfare benefits. Second, immigrant-sceptic voters in the social-democratic regime support PRRPs who pledge to preserve the welfare state, and increased migration considerably boosts the probability that they do so. By contrast, this group of voters in the conservative regime is more likely to support PRRPs who seek to partly dismantle the welfare state, and the inflow of immigrants is unrelated to these choices. These results have important implications and suggest that welfare regimes moderate public opinion differently in the current age of populism compared to previous eras.

Most analyses dealing with the interaction of parties in parliament assume their interests to be fixed between elections. However, a rational perspective suggests that parties adapt their behaviour throughout the legislative term. I argue that this change is influenced by incentives and possibilities to shape legislation and the need to distinguish oneself from competitors. While for government parties it matters whether they have to share offices, for opposition parties the influence on policy-making is important. By examining the sentiment of all parliamentary speeches on bill proposals from six established democracies over more than twenty years, I analyse institutional and contextual effects. The results show that single-party governments tend to become more positive towards the end of the legislative cycle compared to coalition governments. On the other hand, opposition parties under minority governments, or with more institutionalised influence on government bills, show a more negative trend in comparison to their counterparts.

Whereas individual-level studies find that encompassing welfare states might in general be incompatible with large-scale immigration, studies on welfare spending find inconclusive results. We address this puzzle by pointing to the moderating role of social program design. We separate programs according to their degree of natives’ interest based on coverage, generosity and stratification characteristics for the social areas of unemployment, sickness/disability, and pensions for 18 OECD countries. We then test the moderating effect of natives’ interest on the impact of immigration on individual support for social spending and actual social spending in the three areas. Our results indicate that programs do react to immigration by decreasing support and budgets when natives’ interest is low, whereas programs where the interest of natives is high tend to increase individual support and spending.

In this study we test whether interest organizations that are confrontational towards EU institutions are less successful than their more cooperative counterparts in obtaining funding from the European Commission (EC). The transfer of public funds to interest organizations is a key dynamic in state-civil society relationships. Research shows that organizations, especially public groups, often heavily rely on public funds to the point that, without funds, many would cease to exist. ‘Don’t bite the hand that feeds you’ is thus a popular expression among leaders of organizations who apply for funds. Scholars document a widespread perception among group leaders that a confrontational attitude towards the state can lead to curtail of public funds. This perception is based on the assumption that state institutions use public funding to discipline confrontational interest organizations. We test this assumption using quantitative and qualitative data collected from a survey of 270 interest organizations who applied for EC funding between 2015 and 2018. Our findings suggest that, while almost half of our survey respondents feel that critical attitudes towards the EU would have negative consequences for their funding applications, empirically, confrontational and cooperative organizations have the same chances of obtaining EC grants. This finding is robust across different interest organization categories, including when non-applicants and mortality anxiety are considered in the analysis. The results add a new layer to resource dependency theory pointing at the incongruence between an organization’s perception of its relationship with public institutions and the observation of that relationship.

This article aims to explain the variation in the electoral support for extreme-right parties (ERPs) in Europe. The extant literature on the far-right party family does not answer this question specifically with regard to the extreme-right variants for two main reasons. Firstly, theories did not expect the electoral success of these parties in post-war Europe due to their anti-democratic profiles and association with fascism. Secondly, despite the fact that they acknowledge the differences between the parties under the far-right umbrella – namely, the extreme and the radical – they normally do not take these differences into account, and if so, they focus on the radical-right parties. This article shows that electoral support for ERPs is associated with low quality of government and highly conservative mainstream-right parties. The former creates political legitimization for anti-democratic parties and the latter ideological normalization of extreme right.

One of the growing constituencies of populist movements has been those facing labour market risks. These individuals are hypothesized to be the most likely to find themselves in need of government protection or service provision as their occupations face challenges from abroad through global competition, domestically through competition from immigrant labour, or technologically from automation. Nations, however, vary in how their populations experience such risks. Some nations expend greater effort on job placement or retraining programmes. Others provide legislative protections for workers that shield them from the potential of lost employment. Using data from the latest three rounds of the European Social Survey, this paper seeks to examine how individual-level preferences towards populist radical right parties are mediated by the visibility/size of contemporary county-level efforts to ameliorate labour market risk in a sample of 14 West European nations. The analysis distinguishes whether occupational characteristics and/or government policies have a differential impact on supporting populist radical right parties. While labour market policies might be designed to mitigate labour market risk, for many individuals, they have the effect of intensifying support for populist parties.

In recent years, populist radical right parties (PRRPs) have continued to establish themselves in parliaments across Europe. However, there is little research on party responses in parliaments. This article explores how mainstream parties have dealt with the Alternative for Germany (AfD) in state parliaments. Its contribution is twofold: theoretically, it links the existing literature on party responses to the parliamentary arena and proposes a comprehensive framework for analyzing party responses in parliament, distinguishing between the formal and the policy level. Moreover, it tries to understand the variation of responses by emphasizing three important factors: party ideology, the government–opposition divide, and the federal structure of parties. Empirically, the article explores the crucial variation of response patterns toward the AfD at the subnational level, which is often neglected in the study of PRRPs. The results show that party responses reflect an ongoing learning process with no ‘magic formula’ in sight. Overall, the article underlines the importance of party responses in the initial phase for the PRRPs’ impact and offers substantial theoretical and empirical impetus for future research.

Does ideological polarization undermine or strengthen people’s principled support for democracy? In this study, we suggest that different manifestations of ideological polarization have different implications in this respect. Using data from 11 surveys conducted with representative samples of the adult populations of a group of liberal democratic countries, part of the Comparative National Elections Project, we look at how people’s level of ideological extremism and their perceptions of ideological polarization in their countries’ party systems are related with their support for democracy. We show that citizens who hold more extreme ideological positions are indeed less supportive of democracy and that such a negative relationship is strengthened as citizens’ extremism increases. However, we also show that the citizens who display higher levels of principled support for democracy are those who perceive parties to be neither too distant nor too close to each other in ideological terms. In other words, while a very polarized partisan supply seems to undermine popular commitment with democracy, very low polarization may have similar consequences.

The comparative study of authoritarianism has neglected plebiscites, and the comparative study of referendums tends to see in them a form of direct democracy regardless of the regime. We conceptualize dictatorial plebiscites as a genuine authoritarian tool, as part of a repressive strategy with the objective of hindering internal regime rivals and discouraging the coordination of the external opposition. We provide empirical evidence from dictatorships for the period 1946–2008 that is compatible with our expectations.

Previous literature suggests a party’s electoral result can shape its vote share and calculus of voting in a subsequent election. Less is known about whether this information-updating process helps explain the success of radical right parties (RRPs) in a multi-level system. To answer this question, I use the case of Germany to test whether a bottom-up spillover effect exists for RRPs. Through a regression discontinuity design, I first find that crossing regional electoral hurdles can substantially improve RRPs’ electoral performance in a subsequent general election. Yet, this positive spillover effect cannot be found for other party families. Next, I use a panel to ascertain which mechanisms drive this effect for RRPs. The analysis suggests the legitimation mechanism is more dominant than the viability mechanism and exposure mechanism. These findings enrich our understanding of both the second-order election framework and RRP studies.

When mainstream parties accommodate radical-right parties, do citizens grow more concerned about immigration? Based on a rich literature, we argue that challenger parties’ ability to affect mainstream party positions, particularly on immigration, is associated with greater public salience of immigration and voter positivity towards challengers exists. We use Comparative Manifesto Project and Comparative Study of Electoral Systems data in order to show that challenger issue entrepreneurship, and mainstream accommodation are associated with greater public concern for challenger issues. These factors do not result in greater public positivity towards challengers. Our findings thus support the argument that a mainstream party accommodative strategy might not be as beneficial for them as often expected by pundit and political scientists alike. This has implications for understanding the effect of indirect party strategies on public attitudes, since mainstream accommodation changes public concern regarding issues, which may bolster challengers’ positions, including radical-right parties.

Can non-citizen enfranchisement policies reduce the turnout gap between citizens with an immigration background and native citizen voters? While increasingly common in practice, there are only a handful of studies on the political consequences of non-citizen enfranchisement on voter mobilisation. Here, we examine the impact of non-citizen voting (NCV) rights on the political participation of citizens with and without an immigration background. Focusing on Switzerland, we use high-quality household panel data (SHP) from 1999 to 2014, leveraging both longitudinal and municipal level variation of enfranchisement laws when identifying their effect on turnout. We show that NCV rights boost political participation overall, and it particularly enhances turnout among citizens with an immigration background. Our analysis adds to existing theoretical explanations and empirical debates on representation and political participation in diverse democratic societies with large immigrant populations.
