Armed conflicts pose a serious and potentially long-term threat to institutions, societies and environments across the world. This study focuses on the small mountainous country of Nepal, which has experienced high levels of armed conflict for many years. This paper analyses the relationship between local forest institutions, institutional embeddedness and forest condition under conditions of active armed conflict. Seven community forest user groups with similar forest governance structure were examined, located in similar biophysical and ecological zones, but experiencing different degrees of conflict. Those forest user groups facing severe armed conflict showed a decline in institutional arrangements but improvements in characteristics of institutional embeddedness, such as trust and reciprocity, whereas the forest user groups in low conflict environments had more stable institutional arrangements and stable embeddedness characteristics. Both types of locations showed an increase in forest density. These results emphasize the capacity of local institutions to organize and cooperate even in extremely vulnerable situations, building trust and reciprocity for sustainable forest use and management.

Global environmental changes present unprecedented challenges to humans and the ecosystems upon which they depend. The need for interdisciplinary approaches to solve such multidimensional challenges is clear, however less clear is whether current attempts to cross disciplinary boundaries are succeeding. Indeed, efforts to further interdisciplinary approaches remain hampered by failures in assessing their scope and success. Here a set of measures examined the interdisciplinarity of the environmental sciences and tested two literature-based hypotheses: (1) newer and larger disciplines are more interdisciplinary; and (2) interdisciplinary research has lower impact factors than its counterparts. In addition, network analysis was used to map interdisciplinarity and determine the relative extent to which environmental science disciplines draw on alternative disciplinary perspectives. Contrary to expectations, age and size of a discipline had no effect on measures of interdisciplinarity for papers published in 2006, though metrics indicated larger articles and journals were more interdisciplinary. In addition, interdisciplinary research had a greater impact factor than its more strictly disciplinary peers. Network analysis revealed disciplines acting as ‘interdisciplinary frontiers’, bridging critical gaps between otherwise disparate subject areas. Whilst interdisciplinarity is complex, a combination of diversity metrics and network analysis provides valuable preliminary insights for interdisciplinary environmental research policy. The successful promotion of interdisciplinarity is needed to help dispel commonly perceived barriers to interdisciplinarity and create opportunities for such work by increasing the space available for different disciplines to encounter each other. In particular, the networks presented highlight the importance of considering disciplinary functioning within the wider context, to ensure maximum benefit to the scientific community as a whole.

Local ecological knowledge (LEK) and traditional ecological knowledge (TEK) have the potential to improve community-based coastal resource management (CBCRM) by providing information about the presence, behaviour and ecology of species. This paper explores the potential of LEK and TEK to identify shark river habitats in Fiji, learn how locals regard and use sharks, and capture ancestral legends and myths that shed light on relationships between these animals and local people. Interviews with representatives from 22 villages, communities and fishing settlements associated with seven riverine areas on Viti Levu and Vanua Levu confirmed the presence of sharks in estuaries and rivers on Fiji. Hammerhead sharks (Sphyrna spp.) and larger sharks were reported being close to the river mouths, whereas an unknown species of small size with a rounded snout was reported up to >30 km upriver. Local people consume shark meat as a source of protein, but sharks also have a rich background in ancestral stories and play an important part in Fijian myths and legends, resulting in the support of conservation measures by local villagers.

Community-based natural resource management (CBNRM) projects and policies often aim to improve the livelihoods of rural people who depend on natural resources, and to promote democratic decision making and equitable benefit distribution at the local level. However, a growing number of critics argue that CBNRM is susceptible to elite capture. This paper contributes to the debate on elite capture under CBNRM by studying joint forest management (JFM) in Andhra Pradesh (India) and, in particular, the case of Mohammed Nagar village. The paper addresses the following four questions: (1) How has the Indian Government formally addressed the risk of elite capture? (2) What actually happened over time when formal structures of JFM interacted with the pre-existing social structure in Mohammed Nagar? (3) When JFM results in elite capture, is this owing to the formal structures and/or the pre-existing social structure? (4) How can CBNRM be designed to avoid or minimize elite capture? Based on a reading of official government documents, the Indian Government has addressed the risk of elite capture, by ensuring representation of different social groups in the decision making bodies, regular elections, collective action in rule making and implementation, and transparency in record keeping. Nevertheless, during Mohammed Nagar's 10 years of JFM history elite capture did occur. This confirms that elite capture is a possible outcome of CBNRM. Yet, the subsequent fall of elite capture in the village also indicates that this is not necessarily a permanent outcome, and that CBNRM may in fact promote democratic and equitable resource management in the long-term. In Mohammed Nagar elite capture was largely owing to pre-existing social structures and to weaknesses in the official rules that were meant to safeguard the interests of marginalized groups. Accordingly, in CBNRM project design and implementation, pre-existing social structures' potential promotion of elite capture need to be taken into account and formal measures that might alleviate the adverse effects and/or reduce this risk must be identified.

Interdisciplinary research requires scholars to learn by doing, and thus interdisciplinary work will be constantly undergoing development. This paper reviews how a large truly integrated interdisciplinary research team capable of handling complex interdependent social and environmental issues was created, developed and managed. The Canadian Coasts Under Stress bicoastal research project (CUS) constitutes a case study, aimed at providing a detailed analysis of a successful relatively ‘mature’ template for interdisciplinary team research that can be transferred to other teams and other research problems. CUS was created to address coastal social-ecological stress, and it uncovered linkages (‘pathways’) between the main drivers of social-ecological health in both human and environmental communities. In so doing, the team produced a comprehensive new way to understand restructuring and its impact on social-ecological health. In organizational terms, the team was divided into two coastal sub-teams (east and west) and five main research components that were reflected in the team logo as the arms of a seastar. To achieve integration of all components and subcomponents, a methodology for research construction and integration was employed that operated in tandem with the methodologies employed in the various subcomponents. Team members shared their vision of what they wished to achieve and meetings were facilitated in a variety of ways such that cross-fertilization and discussion were ongoing, and team members always knew exactly where their work fitted into the greater whole. In the process, significant student training occurred, and the challenge of equitable publication processes were met such that the output of the team achieved both disciplinary rigour and interdisciplinary understanding.

Despite sound logic supporting decentralized resource management, the results of community-based natural resource management (CBNRM) efforts have been mixed. Many conditions are thought to contribute to the sustainable use of common pool resources, but as practitioners evaluate the likelihood of CBNRM success, it is necessary to understand which particular conditions have the greatest impact and how these differ across contexts. This paper describes the harvest of the matsutake mushroom and its decline in two rural communities in Bhutan that possess many of the conditions thought to facilitate resource management. Data from surveys, informal interviews and focus group meetings suggest the decline in the matsutake harvest can be attributed to the absence of a small number of enabling characteristics and an additional factor that is often overlooked in the CBNRM literature. Factors contributing to the decline include environmental dynamics, lack of leadership, and the difficulty of monitoring and enforcing harvesting guidelines. However, communities are reluctant to absorb the costs of developing institutions owing to the lack of perceived scarcity and salience of matsutake and, perhaps most importantly, to a historical dependence on a paternalistic government. This reliance on the government may preclude communities from assuming the responsibilities of matsutake management and enforcing rules to assure a sustainable harvest, a trend seen elsewhere in Bhutan. CBNRM may succeed if governments can simultaneously build capacity in communities while empowering them to take ownership over resource management. Though a relatively small number of factors have impeded CBNRM in this case, many of the obstacles can be overcome and these efforts should be considered a work in progress in Bhutan.

More frequent and severe algal blooms are symptomatic of increasing ecosystem stress in coastal waters. Economic losses typically follow and local governments are forced to ‘manage’ this issue. Because many blooms are not monitored, local ecological knowledge (LEK) and oral history are the only practical tools to obtain data on bloom characteristics and identify their drivers. LEK was applied to outbreaks of brown algae on popular tourist beaches in south-east Queensland (Australia). Structured interviews with local citizens who had a close and frequent connection with the ocean provided 541 bloom records, which showed that blooms are regional (≥400 km) rather than local, and that they are a historical (≥40 years) rather than a recent phenomenon. LEK frequently cited that particular wind regimes coincided with the arrival of blooms, but this could not be verified by statistical cross-validation with empirical data. Harnessing LEK was valuable in engaging citizens, in generating testable hypotheses about plume causes, in providing a previously unrecognized historical perspective and in identifying the correct spatial scale of the issue. Multi-pronged approaches will be most effective in addressing blooms where local mitigation actions are combined with broader regional coastal environmental conservation efforts.

National laws and institutions interact with local governance systems to encourage CBNRM in some cases while creating conflict in others. A case study of Kubulau District (Bua Province, Fiji) illustrates the challenges and successes of implementing traditional community-based natural resource management (CBNRM) within a pluralist legal and institutional context. In 2005, the communities of Kubulau established a network of protected areas, including 17 traditional closures (tabu), three no-take district marine reserves, a legally–declared forest reserve and a proposed forest reserve, managed under an integrated ‘ridge-to-reef’ plan. Marine and terrestrial areas in Kubulau illustrate synergies and discord between national laws and community management rules, and provide examples of management success and conflict. Key components influencing diverse management outcomes in Kubulau include (1) the legal status of customary resource tenure, (2) incorporation of local knowledge, traditions and priorities, (3) clearly articulated relationships between local decision-making processes and government regulation, and (4) perceived equity in distribution of management benefits. Legal and institutional reforms are proposed to improve management of natural resources in Fiji.

In the Cardamom Ranges (Cambodia) community-based natural resource management (CBNRM) is proposed by the international non-governmental organizations (NGOs) community as a natural resource management strategy to achieve the targeted outcomes associated with the protected area (PA) management plan. Local people are expected to participate in CBNRM projects such as community forestry (CF) in order that the protected area management plan can be realized. The experiences of the local people are juxtaposed against the aims of these local biodiversity projects. Overall, it is accepted by the NGOs and government agencies that communities need to be involved in the design and management of the PA and that the protection of biodiversity resources can only occur with the provision of alternatives for local livelihood options to decrease land clearing for agriculture and harvesting of wild foods and animals. This case points to a basic misalignment between biodiversity conservation and CBNRM. Participants in this study contested the meaning and usefulness of the PA and the CF projects. Their concerns were cultural, social, economic and political, exposing uneven relations of power and uncertainty associated with the long term outcomes. Participation itself required scrutiny in this situation, as did the promotion of a global biodiversity ‘good’ over local understandings of place and landscape. Lessons from more than 20 years of participatory CBNRM may be used to reconfigure the CBNRM ideal, to assist planners and implementers towards an integrated approach with biodiversity values reflected in both conservation and local production systems, acknowledging that these systems are culturally constituted.

How can the governance of environment and resources be devolved in a way that incorporates effective user participation and feedback learning? Approaches that use the idea of adaptive management or learning-by-doing, combined with co-management, are particularly promising. Using an interdisciplinary literature covering many types of resources, and a conceptual model with three phases (communicative action, self-organization and collective action), the paper identifies some of the major processes leading to adaptive co-management. These include deliberation, visioning, building social capital, trust and institutions, capacity-building through networks and partnerships, and action-reflection-action loops for social learning. Such adaptive co-management is not simply a theoretical possibility but something that has been documented in a number of forestry, fisheries, wildlife, protected area, and wetland cases from both developed and developing countries. However, the experience with the decentralization reforms of the 1990s is largely negative for a number of reasons. Effective devolution takes time, requiring a shift in focus from a static concept of management to a dynamic concept of governance shaped by interactions, feedback learning and adaptation over time. Sharing of governance responsibilities and an ability to learn from experience are among the emerging trends in environmental management.

The discipline of ecology has evolved through several phases as it has developed and defined itself and its relationship with human society. While it initially had little to do with human concerns, it has become more applied, and is today more integrated with the human element in the way it conceptualizes complex social-ecological systems. As the science has developed, so too have its relationships with other disciplines, as well as people and processes outside the domain of science. However, it is unclear how far ecology has progressed in developing these relationships and where it should best focus its efforts in the future in order to increase its relevance and role in society. The concept of ecosystem services (the benefits people get from nature) has the potential to further this integration and clarify ecology's role and relevance in society, however doubt remains as to whether the concept has helped ecology in developing disciplinary and societal relationships. This review assesses the progress of ecology in relation to a transdisciplinary knowledge hierarchy (empirical, pragmatic, normative and purposive) where all levels of the hierarchy are coordinated on the basis of an overall purpose introduced from the purposive level down. At each of the levels of the knowledge hierarchy, the principles of transdisciplinarity, ecology's progress, the contribution of ecosystem services to this progress and future directions for a transdisciplinary ecology are explored. Ecology has made good progress in developing an interdisciplinary dialogue between the natural and social sciences and sectors. It is well-integrated with empirical and pragmatic disciplines and coordinates research at these two levels. At the normative level, the absence of collaborative frameworks and planning instruments is a major gap limiting the influence that ecology can have on land and resource use decisions at this level. At the purposive level, ecology has limited interactions with a narrow set of values associated with ecological ethics and economics. There is an obvious need for ecology to engage with the purposive disciplines of philosophy, ethics and theology, but also a need for ecological research to transform itself into a social process dealing with values and norms of both society and science. Ecosystem services have helped ecology to make links with many disciplines at the empirical and pragmatic levels, provided a useful concept and framework for interactions at the normative level requiring further examination, and helped make values explicit, allowing ecologists to begin to interact with the purposive level. The Western ecological economic origins of the ecosystem service concept presents a potential constraint to interactions at the purposive level, and must be considered and addressed if ecosystem services are to further the development of a transdisciplinary ecology, the joint ecology-society debate and the formulation and execution of policy.

This paper provides a systematic way to consider justice in community-based environmental planning and management. A conceptual framework connects the literature on management functions to the empirical and theoretical research on justice. Two contrasting case studies of the water reform process in Australia are used to illustrate how to apply this framework. These case studies show that certain perspectives of justice are particularly pertinent during different phases of a planning process, and that community-based environmental planning and management can be more difficult when the stakeholders involved have different values and views about a resource, and when perceived injustices occur early in a planning process.

Despite the current expansion of community-based marine conservation initiatives in the Pacific, few studies have specifically addressed their ecological efficiency to restore or enhance reef invertebrate resources. This paper investigated the effects of two very small (< 0.05 km2) recent village-based marine reserves (tabu areas) located along the shallow fringing reef of Emau island, Vanuatu. Surveys focused on heavily harvested species (namely trochus, giant clams and green snails) and involved both experienced scientists and local villagers. Abundance, density and individual size data were collected by snorkelling along random transect belts located inside and outside the tabu areas, using simple PVC measuring tools specifically developed for participative monitoring. Habitat was assessed using a photographic method to quantitatively describe varied reef substrata. Resource recovery varied between the areas as a result of species-specific responses to contrasted reserve characteristics and local management practices. Fast-growing mobile Trochus niloticus exhibited strong positive abundance and size responses only within the older larger tabu area through the combined effects of protection from harvesting and translocation actions by local fishers. Similar trends were observed to a lesser extent for sessile slow-growing giant clams (Tridacna spp.), but these were not significant after four years of closure. Despite historical evidence of their presence in the area, surveys emphasized the severe population collapse of the heavily targeted green snail (Turbo marmoratus). Under certain conditions, very small-scale reserves, such as those implemented by village-based conservation initiatives, can rapidly and efficiently enhance local reef invertebrate resources. It is still unclear whether the changes are sufficient to restore critical levels of spawning biomass at larger scale and reverse the severe depletion of invertebrate resources occurring in Vanuatu.
