The effectiveness of protected areas (PAs) has often been measured by comparing deforestation or land cover loss before and after PA establishment or within and outside the PA. Such evaluations ignore forest degradation or the decline in quality of the ecological values of the forest. Landsat image processing and geographical information systems were used to study forest cover changes in and around Popa Mountain Park (central Myanmar). Deforestation inside the Park was lower than outside the Park, but forest degradation, namely the net area that changed from dense forest to open forest, within the Park had grown at rates exceeding those outside the Park. The effectiveness of the PA was overestimated by adopting deforestation as the only indicator of conservation effectiveness. Forest degradation studies can be used to evaluate the effectiveness of PAs.

Fundamental to environmental conservation, the spatial location of biodiversity, people and protected areas has been studied for the species richness of various taxa, including plants, invertebrates and birds. However, few avian studies have analysed these three-way interactions for total versus breeding, and for threatened, human-avoiding and human–adapted species. Correlations between bird species richness, human population size and protected areas were studied across Italy's regions, controlling for variations in area, latitude, main land cover and spatial autocorrelation. Whilst total bird species richness increases with increasing human population size, breeding species richness does not vary with human population size. The number of globally threatened bird species is positively correlated with human population size, but this correlation is not significant when controlling for overall region bird species richness. There is no evidence that the increase in total bird species richness with human population size is owing to species typically found in urban habitats, and the proportion of human-avoiding species increases with human population size. For all groups of species, there is a negative correlation of the number of species with the proportion of protected area, indicating that the conservation of Italy's avifauna should be addressed over the entire landscape, and not just in protected areas.

Production of belowground organic matter is critical to sustainability of salt marshes. It plays a role in vertical soil accretion, a process essential for salt marshes to maintain their relative elevation and persist as sea levels rise. This paper examines belowground production and soil carbon of a high-latitude saltmarsh in the St Lawrence Estuary (Québec, Canada), which had been subjected to six years of sheep grazing. In the seventh year, without sheep, organic matter production in grazed and ungrazed sections was assessed by examining harvests of plant litter, end-of-season standing crop, and the roots and rhizomes present in in-growth cores. Excepting salinity, porewater chemistry varied little. The grazed marsh had higher soil carbon density and belowground production, yet lower aboveground biomass. Grazing reduces plant litter and increases solar exposure, soil temperature (at this latitude, soil remained frozen until April) and evapotranspiration, thus raising soil salinity and nitrogen demand, the latter a driver of root production. Grazing may not be detrimental to soil carbon storage. Permitting certain types of grazing on restored salt marshes previously drained for agriculture would provide economic incentive to restore tidal flooding, because the natural carbon sink provided in the recovered marsh would make these lands eligible for carbon payments.

Paying landowners to conserve forests is a promising new strategy to protect biodiversity and ecosystem services. However to succeed with this approach, programme managers need reliable monitoring data to make informed payment decisions. This includes withholding payment from landowners who do not meet conservation objectives. The monitoring method used for the Monarch Butterfly Conservation Fund compared aerial photographs and conducted field sampling to identify forest changes. The comparison of aerial photographs showed that 161 hectares of forest were degraded in the central core zone of the Monarch Butterfly Biosphere Reserve in Mexico between 2001 and 2003. As a result, payment was withheld from one of 13 landowners. Analysis of high resolution (0.6 m) digital aerial photographs did not detect finer scale changes, despite obtaining an average pixel resolution 1000 times greater than Landsat satellite imagery. This suggests that current payment for ecosystem services programmes are underestimating environmental change and overpaying non-compliant participants. In addition, selecting a decision rule to enforce payment conditionality raised new questions about how much ecosystem degradation should be permitted before withholding payment. Sound decisions about withholding payment cannot be developed until the marginal value of ecosystem services is better understood. Until then, payment thresholds can be based on specific policy objectives.

The effects of diving activity in different Mediterranean subtidal habitats are scarcely known. This study evaluates diver behaviour (for example time spent in each habitat), use (contacts made with the substrate) and immediate effects of diver contact on benthic species in a marine protected area (MPA) in Sicily. Over a two-year period, intentions of 105 divers were observed within seven subtidal habitats: algae on horizontal substrate, algae on vertical substrate, Posidonia oceanica, encrusted walls, caves, sand and pebbles. Divers selected a habitat in proportion to its availability along the scuba trail. On average, each diver made 2.52 contacts every seven minutes, and no differences were detected among the levels of diver scuba certification. The highest rates of total and unintentional contacts were recorded on caves and encrusted walls, and the slow growing species Eunicella singularis and Astroides calycularis were the most frequently injured by divers. Most of the contacts were concentrated in the first minutes of the dives. The identification of diving effects in different habitats will enable management strategies to specifically control this impact at a habitat scale, for example restricting the start of the dive to low vulnerability habitats would reduce damage to benthic organisms, allowing sustainable use of MPAs.

Poverty may be an important influence on the exploitation of marine resources in tropical developing countries. A number of studies have hypothesized that destructive fishing gears, which can degrade habitat, capture high proportions of juvenile fish and ultimately lead to reduced yields, are primarily used by the poorer segments of society. However, few studies have empirically tested this relationship. This paper examines relationships between the use of destructive seine nets and thirteen socioeconomic conditions in communities adjacent to three peri-urban marine protected areas in east Africa. Fishers using destructive gears were younger, less likely to have capital invested in the fishery, had lower fortnightly expenditures and were poorer in two multivariate indices of material style of life. Based on the two multivariate material style of life indices, a binary logistic regression model classified whether fishers used destructive gears with almost 70% accuracy. These findings are broadly consistent with the literature on poverty traps, which are situations in which the poor are unable to mobilize the resources required to overcome low-income situations and consequently engage in behaviour that may reinforce their own poverty. Managers aiming to reduce destructive gear use may need to partner with civil society and donors to help break poverty traps.

In Thailand, horticultural practices are a significant source of non-point source (NPS) pollution, and the government is considering best management practices (BMPs) as control measures for reducing agricultural NPS pollution to water. A prevailing assumption that farmers’ reactions to regulations will be homogenous is not based on underlying insights into attitudinal positions that may explain alternative behavioural responses. This paper uses Q-methodology to identify attitudinal discourses relating to BMP uptake. The approach combines the strengths of qualitative and quantitative research in order to explore subjectivity. The study is conducted with citrus growers in the Ping river basin, where farmers are facing increasing competition from alternative water uses. Four ‘discourses’ or viewpoints are identified, namely conservationist, traditionalist, disinterested and risk-averse. The different attitudes of these four groups are likely to be associated with distinctive behavioural reactions to the adoption of alternative policy instruments for pollution control. These discourses could usefully inform targeted policies for the control of NPS pollution from agriculture.

Establishing effective networks of protected areas (PAs) is one of the major goals of conservation strategies worldwide. However, the success of PAs in promoting biodiversity conservation depends on their integration to local and regional contexts, reducing and mitigating human impacts originating from buffer zones. Community perceptions affect interactions between residents and PAs, and thereby conservation effectiveness. Research at Tocantins state (northern Brazilian Cerrado), aimed to analyse local community perceptions of four PAs, discussing how different factors may influence these. Perceptions were assessed through standardized interviews applied to PA employees and 275 local inhabitants. There was modest community participation in PA establishment and management. Residents were aware of the PAs’ existence, but were unfamiliar with their goals. Length of residency and occupation of inhabitants influenced their PA perceptions, shaping different people-park relations in each of the four studied PAs. Involvement of local residents in PA planning and management represents a central strategy to strengthen local support for PAs over the long term. In those areas that still have settlements inside their boundaries, community relocation should follow a careful participatory process to avoid significant changes in local perceptions and attitudes towards these PAs, crucial for conserving Brazilian biodiversity.

Fishing can have major impacts on the structure of coral reef ecosystems. Overfishing of herbivores is particularly detrimental, as it makes the coral system more likely to undergo shifts to macroalgal dominance in the event of coral mass mortality. Knowing when important processes, such as herbivory, are becoming brittle is important because it can provide an opportunity for managers to avoid undesirable ecosystem-level changes. This study investigates the impact of artisanal fishing on three important functional groups of herbivores (grazers, scrapers and excavators) on five coral-dominated reefs outside Zanzibar (Tanzania). There was a negative correlation between fishing pressure and fish biomass, abundance, diversity and species richness. Moreover, fishing had a negative influence on the demographic structure of functional groups, particularly excavators, manifesting itself as a skewness towards smaller individuals within populations. Artisanal fishing can have significant impacts on key functional groups of herbivorous reef fishes which may increase the vulnerability of coral reefs to undesirable ecosystem shifts.

Little is known about local extinctions of finfish species in the most biodiverse marine ecosystem in the most marine biodiverse and anthropogenically threatened region on Earth. This paper examines coral reef associated finfish species that disappeared in the catches around the island of Bohol over the period 1950 to 2007, based on the only available data, namely traditional ecological knowledge. Generalized least squares (GLS) tests showed steep declines to zero among species formerly recorded in catches. Finfish species recommended as priority for further monitoring based on life history and disappearances in fish catch are giant grouper (Epinephelus lanceolatus) and African pompano (Alectis ciliaris). Twenty out of the 21 species that disappeared from catches were moderate to very large-bodied, six were slow-growing fish and four were late-maturing fish. Species of large body size and subject to high fishing pressure may be particularly vulnerable. Traditional ecological knowledge when applied to population dynamics studies can add value to development of new monitoring methods. This knowledge can moreover inform the prioritization of species for fisheries assessment and conservation action.

Flagship species are among key marketing tools used by conservation organizations to motivate public support, but are often selected in an ad hoc, rather than systematic, manner. Furthermore, it is unclear whether selected flagship species do motivate public support. This paper describes a multi-method exploratory study, carried out in Switzerland, which aimed to determine the selection criteria for flagship species and measure whether a species selected according to these criteria was able to motivate support. Fourteen representatives of international, regional and local conservation organizations were interviewed and the selection criteria for their flagship species were identified. A charismatic species (the great spotted woodpecker) that meets these criteria and an apparently less charismatic species (the clover stem weevil) were selected as treatments in a quantitative experiment with 900 respondents. Using conjoint analysis, it was found that both charismatic and uncharismatic species have the ability to positively influence public preferences for habitat variables that encourage biodiversity in urban landscapes. These results may be used by conservation organizations to assist in the selection of flagship species, and in particular for flagship species that are intended to perform a specific conservation function.

Effective management of anthropogenic threats is key to sustaining biological diversity in protected areas. Types and distribution of threats to Bwindi Impenetrable National Park, Uganda were investigated to assess the Park's status 12 years after it was upgraded from a forest reserve to a national park. Bwindi, like many tropical forested parks, is surrounded by dense human populations. Threats were quantified in 104 1-km edge-interior transects set around the Park. The distribution of threats was patchy and was most common within 300–350 m of the edge. The commonest threat was harvesting of wood and poles. Other threats included occurrence of exotic species, degradation of adjacent habitat fragments and high impact of problem animals on some of the neighbouring communities. The fact that threats were primarily associated with the edges of the Park, when previously they were widespread throughout the Park, suggests that illegal resource harvesting has been reduced since the forest was upgraded to a national park. Park legislation, enforcement and related conservation efforts have been effective, and there should be increased effort to manage the people-park interface. Edge-based assessments appear to be useful for quantifying threats to protected areas and identifying areas in which they are concentrated.

With the marine environment under increasing threat from multiple sources, the ability of managers to generate support from stakeholders will be vital for the success of conservation initiatives. In 2004, a new zoning plan for the Great Barrier Reef Marine Park increased no-take areas from 4.5% to 33% of the total Park area. The aims of this study were to measure recreational fishers' level of support for the plan and understand how they form attitudes towards conservation initiatives in the Park. A survey of Great Barrier Reef Marine Park recreational fishers conducted three years after implementation of the new zoning plan revealed that 68% of fishers believed that, in general, rezoning the Marine Park was a good idea, whereas 57% supported the actual zoning plan that was implemented. A majority of fishers believed that rezoning the Marine Park was necessary, that the new zoning plan had high conservation value, and that the plan had little impact on their recreational fishing activity. However, most fishers had low to moderate satisfaction with the programme used to consult the public throughout the rezoning process. Logistic regression models revealed a strong relationship between level of support for the plan and fishers' perceptions about the necessity of the plan and its conservation value, the adequacy of the consultation process, and the impact of the plan on their fishing activity. Results indicate that recreational fishers can be strong supporters of conservation initiatives in the Great Barrier Reef Marine Park if these initiatives are consistent with their values, and if efforts are made to engage them in the decision making process. These results will enhance the ability of managers to generate support from the recreational fishing community for conservation initiatives in marine environments.

Livestock grazing restrictions are a common practice in the protected areas of developing countries. Understanding the influence of these restrictions on livestock husbandry is critical because local people's livelihoods often depend on access to grazing lands and biodiversity conservation may be affected by grazing activities. Household surveys and government records were used to examine impacts of grazing restrictions on livestock composition and use of available forage resources in the Madi Valley of Chitwan National Park (Nepal) during early (1997) and late (2006) restriction policy periods. Households responded to grazing restrictions by reducing numbers of less productive cattle and high maintenance buffalo to offset forage demands, but there was no decrease in the number of goats. In 2006, average household fodder biomass (3.4 t yr−1) available from agricultural land was adequate for the average household livestock units (3.3 t yr−1) requirement. Although most households ‘stall fed’ livestock as an adjustment to the new policy, about 30% still depended on community forests and parklands for livestock rearing. Higher ‘stall feeding’ reduced grazing pressure and increased forest cover but demanded more fodder cutting, which has the potential to increase human/wildlife interactions, particularly with tigers in the buffer zone community forests.

Non-timber forest product (NTFP) extraction contributes significantly to household incomes across India. This study aimed to understand the relationship between market proximity, NTFP dependence and forest condition, and assess how it is mediated by local forest institutions. Three villages with different degrees of access to markets for sale of forest products, in an area of high poverty and forest dependence in the dry tropical forest belt in central India, were examined. The village with the greatest access to the market had a greater proportion of income coming from non-forest sources, the least dependence on NTFP harvest and the most degraded forests. The strongest forest institution was found in the village closest to the market, owing largely to its access to support from the Forest Department. This emphasizes the extreme vulnerability of forest villages located distant from local markets, which are forced to depend on forests for most of their livelihood and income requirements, and left to deal with degrading forests in the absence of technical and financial support from the Forest Department. There is a critical need to strengthen local institutions for sustainable forest management in such villages, and to provide them with alternate sources of income generation.

The transnational nature of biodiversity provides impetus for transboundary protected areas, however support for these also stems from expectations of political, social or economic benefits. The sociopolitical context of southern Africa makes conservation initiatives incorporating economic development particularly appealing, and supporters of transboundary conservation advance visions of tourism growth in this regard; however, this assertion has not been objectively assessed. The Kgalagadi Transfrontier Park, straddling South Africa and Botswana, is Africa's oldest formally recognized transfrontier park and widely viewed as the prototype for regional transboundary conservation. This paper examines visitation data combined with results from a visitor survey to indicate the tourism performance of the Park. Visitor numbers to the Park have not grown since its opening, but average length of stay and total visitor days have increased. However, it appears that this increase is primarily due to growth in bed numbers; the survey indicates that the Park's new features are only modestly used, and fewer than 10% of guests visit the adjacent country. Potential barriers to further growth include road conditions, Park size and homogeneity, and a lack of innovative tourism strategies. The need to expand socioeconomic monitoring of transboundary conservation areas in order to ensure their viability is reaffirmed.

The exploitation of tropical forest resources is a key driver of the current biodiversity crisis, and it is pivotal to understand human attitudes toward conservation and resource harvesting. This paper investigates effects of interactions, perceptions of protected areas (PAs) and sociodemographic variables on conservation attitudes, and the correlates of illegal resource extraction among 660 households from 33 villages bordering eight PAs on Sulawesi (Indonesia). Mixed-effect multiple regression analyses showed that the most important predictors of the support for PAs included the degree of involvement in management, presence/absence of PA-human conflict, perceived sustainability of forest resources and length of residency in Sulawesi. Notably, active participation in community management by transmigrants and the reconciliation of land-rights conflicts for natives may promote favourable conservation attitudes. Ordination and correlation analyses also revealed that the extent of illegal resource harvesting activities, such as hunting and logging, were significantly influenced by a negative conservation attitude and past conflict with PA establishment. Garnering support for PAs through conservation education and resolving land-rights disputes could potentially alleviate illegal resource extraction. The disparity in resource extraction patterns among the villages across all PAs confirms the importance of adopting site-specific conservation strategies that may make PAs across the biologically unique yet critically threatened Indonesian Archipelago more effective.

The growth of human populations has many direct and indirect impacts on tropical forest ecosystems both locally and globally. This is particularly true in the Solomon Islands, where coastal rainforest cover still remains, but where climate change and a growing human population is putting increasing pressure on ecosystems. This study assessed recent primary productivity changes in the Kahua region (Makira, Solomon Islands) using remote sensing data (normalized difference vegetation index, NDVI). In this area, there has been no commercial logging and there is no existing information about the state of the forests. Results indicate that primary productivity has been decreasing in recent years, and that the recent changes are more marked near villages. Multiple factors may explain the reported pattern in primary productivity. The study highlights the need to (1) assess how accurately remote sensing data-based results match field data on the ground; (2) identify the relative contribution of the climatic, socioeconomic and political drivers of such changes; and (3) evaluate how primary productivity changes affect biodiversity level, ecosystem functioning and human livelihoods.

The shorelines of coral islets are subject to strong anthropogenic pressure, being highly coveted for tourism. These landforms contain unique biotic assemblages but unfortunately are limited in size making them extremely vulnerable to perturbation. Robust information linking habitat structure and species requirements is urgently needed to promote and guide the conservation of these fragile areas. New Caledonia contains critical shore habitats for two species of amphibious sea snakes. One species (Laticauda laticaudata) shelters almost exclusively under mobile beach rocks, which are both easily accessible from the sea and regularly submerged at high tide. The scarcity of such specific and spatially limited habitat restricts the distribution of this species to highly localized areas. The other species (L. saintgironsi) uses a greater variety of terrestrial refuges, but has a preference for shores with abundant beach rocks. These findings offer a robust basis to promote the conservation of these crucial habitats and to justify their inclusion in marine protected areas (MPA), which in turn should benefit a wide array of other organisms also dependent on beach rocks.
