This paper examines the adverse effect of natural resources scarcity on children's schooling and the possible gender bias of resource collection work against girls' schooling. It uses cross-sectional data on 316 children aged 7–18 years collected from 120 rural households in Tigray, northern Ethiopia. The two-stage conditional maximum likelihood estimation technique is employed to take care of endogeneity between schooling and collection intensity decisions. The results revealed that a 50 per cent increase in collection intensity reduces the likelihood of child schooling by approximately 11 per cent. However, we find no evidence of gender bias against girls' schooling.

This paper evaluates how the marginal abatement cost (MAC) and the efficiency cost of policies will change at the regional and global level if reduction targets are based on consumption-based emissions (CBEs) rather than on production-based emissions (PBEs). Using a CGE model, this paper finds that the MAC of CBEs is in general higher than that of PBEs, mainly due to limited substitution possibilities between energy and non-energy goods in final consumption compared to those in the choice of inputs in production activities under PBEs. Interestingly, when policies such as border carbon adjustments (BCAs) are introduced to reduce CBEs, net importers of emissions are better off, while net exporters of emissions are worse off in this approach compared to the PBEs target. If border tariffs are not allowed, the CBEs target turns out to be worse both for net importers and exporters of emissions.

Addressing the challenge of ecological limits to economic growth and protection of the commons has been the central focus of scholarly research and policy debate in the world of EDE over the past two decades. Notable progress has been realized on a number of fronts but big challenges remain. Advances in the theory and practice of sustainable development, moving away from income measures such as GDP and promoting inclusive wealth as the right indicator of change in wellbeing and sustainability for the evaluation of economic performance and associated progress with the development and use of natural resources and environmental accounts represent one major example. Another important example is the ecosystem services (ES) approach of the millennium ecosystem assessment that has now become the main framework widely adopted as the basis for the characterization, valuation and evaluation of tradeoffs among the multiple services of ecosystems impacted by the pursuit of economic growth. Together with progress in the science and economics of addressing climate change, these advances moved the EDE focus from micro- to macro-environmental economics management issues. Major manifestations of progress on these fronts include: the emphasis on the green economy for ‘the future we want’ at Rio+20 and the intended move beyond the millennium development goals (MDGs) to redirect future efforts of the international community towards new sustainable development goals (SDGs) and targets; global consensus and support for establishing an Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES); and efforts to better define planetary boundaries.

This paper assesses how tenure reform in China's collective forest sector affects Chinese farmer households’ perception of tenure security and propensity to invest in their forestland. A large database consisting of information from 3,180 households in eight provinces from south to north is used to explore factors correlated with more strongly perceived tenure security and determinants of forest-related investment. The study adds to the limited research testing whether there is endogenous causality between investment and tenure security in forestland, and finds that investment was not undertaken to enhance tenure security. In addition, the data allow for differentiation between perceived tenure security and contracted use and transferability rights. Overall, stronger contracted rights were found to affect investment. China's forest tenure reform – where individual households can manage forestland, empowered by legal certification and stronger contract rights – has thus enhanced tenure security and encouraged forest investment.

Non-timber forest products (NTFPs) support livelihoods in rural communities through provision of food, fuel, materials, medicines and income from sales. We estimated the contribution of NTFPs to rural household income in Zambia, and used a two-stage tobit alternative model to identify the factors associated with participation in NTFP markets. NTFPs accounted for 35 per cent of household income for participating households, second only to trading. Human capital variables and the value of assets were found to be significant determinants of both participation in business activities related to NTFPs and the associated household income, and the poor were more dependent on NTFPs than wealthier households. The effect of average rainfall underscores the role that NTFPs play in providing a safety net during periods of low crop yields. Rural development policies should recognize the role played by NTFPs in rural livelihoods and the need to balance welfare improvement and sustainable forest management.

The economic analysis of the natural environment and of economic development encompasses most complex topics and issues. Accordingly, many contributions in the field are either cross-disciplinary or very detailed and broad in perspective. The core methodology of economics is different, however. Economic models are generally used to drastically reduce complexity and to look at a low number of analytical relationships. This allows for analysis of the basic mechanics of the problems in a concise manner and for the derivation of closed-form model solutions. There are of course seminal contributions using the procedure, e.g., Hotelling (1931) and Dasgupta and Heal (1974). But for the crucial issue of climate change the profession appears to be somewhat reluctant to push strongly for constructing a stringent analytical framework; the field is still dominated by relatively complex integrated assessment models. These yield many important insights but, in certain cases, provide contradicting results and sometimes lack intuition. Hence, climate economic models providing closed-form solutions on future growth and optimum climate policy appear to be warranted.

State-owned forest enterprises (SOFEs) in northeast China play important roles both in timber production and in the maintenance of ecological security. This paper examines the effects of a number of policy measures on the behavioral choices of the SOFEs. The results show that the extent to which SOFE supervising authorities emphasized the improvement of forest resources in their annual evaluation of the SOFEs had significant impacts on the harvest and investment decisions and the development of forest resources. Promotion of the management and utilization of non-timber resources, as well as reforms aiming to increase the efficiency of forest protection and management, reduced timber harvests and increased investment, which in turn led to improvements of forest resources, although the effects were small. In contrast, reforms aimed at timber harvest and afforestation activities actually contributed to increasing timber harvest, which affected the development of the forest resources negatively.

The article analyzes the links between poverty, forest use and dependence, and forest degradation by combining household and forest resource data from two sites in the Zagros Mountains, Iran: Ghamishale and Tange Tamoradi. At both sites, traditional forms of forest management are practised; in Ghamishale management is mainly family based, whereas in Tange Tamoradi it is village based. The poverty–forest dependence link is strongly influenced by population density, carrying capacity and institutions for forest management. In addition, the study revealed the tradeoff between equity and sustainable resource use as outputs of different institutional arrangements. We do not find any evidence that poor households or households with high forest dependence contribute more to forest degradation than others. The results therefore raise concerns about the potential consequences of policies globally that address forest degradation only through poverty alleviation and forest-dependence reduction.

This paper analyses the factors inducing retailers to adopt genetically modified (GM)-free private standards, using information on 44 retailers operating in 54 countries. Retailers are distinguished between those not using GM ingredients and those using ingredients which are potentially GM in their private label products. Results from a binary response model show that many of the drivers highlighted in the empirical literature, such as historical factors, communication infrastructure and sectorial conditions, affect the likelihood of adopting GM-free private standards. Moreover, we test additional hypotheses from the political economy of standards formation and of mass media. Key results show that a higher share of government-oriented public media reduces the probability of adopting GM-free private standards, while different genetically modified organism public standards between home and operating countries increase this probability.

This paper investigates how openness resulting from the adoption of the open-door policy influences air quality in urban China. City-level information is used to minimise the impacts of data inconsistency and data measurement problems. The intensity of international trade is used as a proxy for openness to examine how freer trade influences urban air quality. Several alternative measures of openness are adopted to investigate how different forms of openness can influence urban air quality. Our findings show that technique effects are the key to reversing the degradation of urban air quality and that openness is not necessarily a problem for urban air quality in China.

Previous research has found that presenting consumers with information regarding multi-attributes of a product tends to reduce the product's overall evaluation relative to a situation wherein only one attribute is presented. We find that the same phenomenon also holds for consumers' perceptions regarding attributes associated with genetically modified (GM) products. When given information on health (nutrients) and water use of certain crops, consumers reduce their quality perceptions compared to the situation wherein they are given only health or only water use information. In addition to replicating the findings on this phenomenon in another product category – that of GM products – we extend the theory by showing that multi-attribute information results in lower perceptions of attributes in addition to deflated total evaluation. This finding provides another explanation of consumers' resistance to GM products beyond risk and negative predisposition. Our findings can be used to guide policy makers in designing educational campaigns.

We live at a unique moment in history when rapid economic growth has finally lifted hundreds of millions out of deep poverty, not only in Asia and Latin America but increasingly in Africa (Sala-i-Martin and Pinkovskiy, 2010). Yet the impending damage of climate change could reverse this. The world is failing miserably at implementing rational and collectively beneficial treaties and policies to tackle climate change. In spite of the many declarations concerning the need not to exceed two degrees of warming, current lack of action will make it difficult to avoid three degrees. The effects of climate change will be very unequal, particularly because there is a negative relationship between temperature and income (Dell et al., 2009). The poor will have particular difficulty in making the necessary investments to protect themselves and to adapt in response to climate change pressures, rendering them most vulnerable. New evidence shows that even the vital ability to grow economically will be severely set back. Several articles have shown how heat – particularly in poor countries – may increase conflicts and decrease growth rates. Climate change is far from the only global environmental problem we face; we find in one area after another that world production and consumption exceeds the Earth's capacity to provide a satisfying quality of life, which raises a number of sustainability issues (see, for instance, Arrow et al., 2012).

As an international metropolitan area undergoing rapid development, Beijing is facing a sharp rise in the volume of motor vehicles and mobility, which has become the major contributor to the air pollution in this city. This is evident in the recent ranking of Beijing as the most congested as well as the most polluted city in the world by the Millennium Cities Database. Local government has adopted a battery of policies to reduce these problems. In this study, we investigate the impact of increasing the fuel tax on travel mode choice based on a large sample of travel survey data. We estimate that if the price of gasoline increased to a moderate level, 11.53 RMB/liter, the total car volume on the road would be reduced by 7 per cent, which corresponds to a reduction in CO2 emissions of 786,002.4 tons, or about 8 per cent of vehicular emissions from private cars and company-owned cars in Beijing.

In a choice experiment, households in Vietnam are offered flood insurance to mitigate increasing catastrophic flood risks due to climate change. Participants are asked to choose their most preferred insurance policy given expected future flood and mortality risks, insurance cover and associated insurance premiums. Although not affordable to everyone, there exists substantial demand for flood insurance. Insurance demand is spatially differentiated, non-linear in flood probabilities and mortality risks, and subject to significant preference heterogeneity. Since respondents are unfamiliar with the concept of flood insurance and education levels are low, choice consistency tests were conducted. These show that choice consistency depends on a combination of respondent characteristics, such as gender and education level, and experimental design characteristics.

Eco-entrepreneurs in developing countries are often subject to market or institutional constraints such as missing markets. Conservation interventions which relax constraints may be both cost effective and poverty reducing. A simulation using data from an intervention in Madagascar to relax the technological constraints of forest honey production investigates this possibility. Cost-effectively achieving dual environment-development goals is shown to depend on the severity of constraints, relative prices, along with the nature and efficiency in use of technology. Success is more likely for technologies exhibiting close to constant returns to scale or high-input complementarity. Forest honey does not meet these requirements. Ultimately, where market or institutional constraints are present, knowledge of the recipient technology is required for more informed, efficient and perhaps more politically acceptable conservation policy.

A national campaign of well testing through 2003 enabled households in rural Bangladesh to switch, at least for drinking water, from high-arsenic wells to neighboring lower arsenic wells. We study the well-switching dynamics over time by re-interviewing, in 2008, a randomly selected subset of households in the Araihazar region who had been interviewed in 2005. Contrary to concerns that the impact of arsenic information on switching behavior would erode over time, we find that not only was 2003–2005 switching highly persistent but also new switching by 2008 doubled the share of households at unsafe wells who had switched. The passage of time also had a cost: 22 per cent of households did not recall test results by 2008. The loss of arsenic knowledge led to staying at unsafe wells and switching from safe wells. Our results support ongoing well testing for arsenic to reinforce this beneficial information.

The trade-off between short-term welfare and long-term agricultural development in the highlands of Ethiopia represents a challenge to successful economic development in a predominantly agriculture-based economy. We employ nearest neighbor and kernel-based matching techniques to measure the impact of sustainable land and watershed management (SLWM) on the value of production at the plot level. Analysis suggests that plots that received SLWM investments (terraces, bunds, check dams) within the first study period (1992–2002) had a 24 per cent higher value of production in 2010. In addition, continuous treatment effects analysis provides a robustness check and suggests that plots with existing SLWM infrastructure have a positive and increasing value of production seven years after construction. Although value of production increases over time, net benefits may not outweigh costs, and mechanisms to incentivize maintenance may be needed.

Food labelling is costly. Food labelling is often demanded with the introduction of new food products such as genetically modified (GM) food. If consumers do not have trust in the label, scarce resources are wasted. This paper investigates factors affecting the trust in food labels among Ugandan consumers. The results suggest that older, less-educated individuals of smaller household sizes and with trust in government institutions have more trust in food labels. Other factors were also found to be important. The government has to consider those differences in consumer trust when designing a GM labelling policy.

This paper examines factors that affect the trade of recyclable waste in both exporting and importing countries. To this end, we employ two important elements: first, we adopt a gravity model in our empirical methodology; second, we select five waste and scrap commodities and undertake estimations using commodity-level trade data. We demonstrate that, the higher the wage/per capita GDP/population of an importing country, the more recyclable wastes it imports. This result suggests that the demand for final goods and, accordingly, the demand for materials including recycled material, have strong effects on the import volume of recyclable waste. Moreover, this implies that the imports of a developing country from developed countries increase with expanding industrial activity and economic growth. We find no evidence for a pollution haven for wastes and recycling.

Development and environmental policies have accompanied China's economic growth progress, and played significant roles in the process. The economic field in China has experienced its own growth and transition process. Over more than three decades of economic reform and transition, Chinese economists have learnt from the West, from similar countries undergoing economic reform and transition and, more importantly, from the lessons and experiences in China's unique reform process, and have grown to be an increasingly strong force behind policy change and national development. The following are two examples of policy interactions between economists and policy makers that made an identifiable difference.
