Ethical theories grounded in utilitarianism suggest that social welfare is improved when agents seek to maximize others' welfare in addition to their own (i.e., are altruistic). However, I use a simple game-theoretic model to demonstrate two shortcomings of this argument. First, altruistic preferences can generate coordination problems where none exist for selfish agents. Second, when agents care somewhat about others' utility but weight their own more highly, total social welfare may be lower than with selfish agents even in the absence of coordination problems.

This paper is about the measurement of specific freedoms – the freedom of an agent to undertake some particular action. In a recent paper, Dowding and van Hees discuss the need for, and general form of, a “freedom function” that assigns a value between 0 and 1 to a freedom or right and that describes the expectation that a person may have about being in a position to exercise (“being free to perform”) that freedom or right. An examination of the literature shows that there is as yet no agreed framework for defining such a function. Based on the framework of a game form, I develop a very simple and natural measure of specific freedom as the “conditional probability of success.” It is also shown that in an important way “negative freedom is membership of powerful coalitions.”

This paper concerns voting with logical consequences, which means that anybody voting for an alternative x should vote for the logical consequences of x as well. Similarly, the social choice set is also supposed to be closed under logical consequences. The central result of the paper is that, given a set of fairly natural conditions, the only social choice functions that satisfy social logical closure are oligarchic (where a subset of the voters are decisive for the social choice). The set of conditions needed for the proof include a version of Independence of Irrelevant Alternatives that also plays a central role in Arrow's impossibility theorem.

Empirical reports on scientific competition show that scientists can be depicted as self-interested, strategically behaving agents. Nevertheless, we argue that recognition-seeking scientists will have an interest in establishing methodological norms which tend to select theories of a high epistemic value, and that these norms will be still more stringent if the epistemic value of theories appears in the utility function of scientists, either directly or instrumentally.

The paper discusses the sense in which the changes undergone by normative economics in the twentieth century can be said to be progressive. A simple criterion is proposed to decide whether a sequence of normative theories is progressive. This criterion is put to use on the historical transition from the new welfare economics to social choice theory. The paper reconstructs this classic case, and eventually concludes that the latter theory was progressive compared with the former. It also briefly comments on the recent developments in normative economics and their connection with the previous two stages.

Utilitarianism and prioritarianism make a strong assumption about measures of how good lotteries over histories are for individuals, or for short, individual goodness measures. Given some idealizing assumptions about interpersonal and intrapersonal comparisons, they presuppose that any individual goodness measure can be transformed into any other individual goodness measure by a positive affine transformation. But it is far from obvious that the presupposition is correct, so both theories face the threat of presupposition failure. The usual response to this problem starts by assuming that what implicitly determines the set of individual goodness measures is independent of our discourse about utilitarianism and prioritarianism. I suggest reversing this response. What determines the set of individual goodness measures just is the body of platitudes we accept about utilitarianism and prioritarianism. This approach vindicates the utilitarian and prioritarian presupposition. As a corollary, it shows that individual goodness measures are expectational, and provides an answer to an argument due to Broome that for different reasons to do with measurement, prioritarianism is more or less meaningless.

This paper examines the epistemological arguments about markets and planning that emerged in a series of unpublished exchanges between Hayek and Neurath. The exchanges reveal problems for standard accounts of both the socialist calculation debates and logical empiricism. They also raise questions concerning the sources of ignorance and uncertainty in modern economies, and the role of market and non-market organisations in the distribution and coordination of limited knowledge, which remain relevant to contemporary debates in economics. Hayek had argued that Neurath's work exemplified the errors of rationalism that underpinned the socialist project. In response Neurath highlighted assumptions about the limits of reason and predictability that the two theorists shared and attempted to turn those assumptions back against Hayek in a defence of the possibility of socialist planning. The paper critically compares Neurath's and Hayek's criticisms of rationalism and considers how far Neurath is successful in his attempt to employ Hayek's assumptions against Hayek himself.

This paper takes a simple, informal suggestion by Broome and another more explicit suggestion by Kamm for how to deal with asymmetric claims and shows how they can be interpreted to be consistent with two different social welfare functions: Sum-of-square-roots of individual utilities, and product of utilities. These functions are then used to analyze more complicated situations but I show that the first yields more intuitive results, and a better compromise of efficiency and justice, than the other.

Hume is often read as proposing an instrumental theory of decision, in which an agent's choices are rational if they maximally satisfy her desires, given her beliefs. In fact, Hume denies that rationality can be attributed to actions. I argue that this is not a gap needing to be filled. Hume's theory provides a coherent and self-contained understanding of action, compatible with current developments in experimental psychology and behavioural economics. On Hume's account, desires are primitive psychological motivations which do not have propositional content, and so are not subject to the criteria of rational consistency which apply to propositions.

Mainstream risk analysis deviates in at least two important respects from the rationality ideal of mainstream economics. First, expected utility maximization is not applied in a consistent way. It is applied to endodoxastic uncertainty, i.e. the uncertainty (or risk) expressed in a risk assessment, but in many cases not to metadoxastic uncertainty, i.e. uncertainty about which of several competing assessments is correct. Instead, a common approach to metadoxastic uncertainty is to only take the most plausible assessment into account. This will typically lead to risk-prone deviations from risk-neutrality. Secondly, risks and benefits for different persons are added to form a total value of risk. Such calculations are used to support the view that one should accept being exposed to a risk if it brings greater benefits for others. This is in stark contrast to modern Paretian welfare economics, that refrains from interindividual comparisons and does not require people to accept a disadvantage because it brings a larger advantage for others.

In this article, I examine Adam Smith's theory of the ways individuals in society bridge social and biological difference. In doing so, I emphasize the divisive effects of gender, race, and class to see if Smith's account of social unity can overcome such fractious forces. My discussion uses the metaphor of “proximity” to mean both physical and psychological distance between moral actors and spectators. I suggest that education – both formal and informal in means – can assist moral judgment by helping agents minimize the effects of proximity, and, ultimately, learn commonality where difference may otherwise seem overwhelming. This article uses the methods of the history of philosophy in order to examine an issue within contemporary discourse. While I seek to offer an authentic reading of Smith representative of his eighteenth-century perspective, I do so with an eye towards determining the extent to which Smith anticipated central issues in modern multiculturalism.

A liberal egalitarian theory of justice seeks to combine the values of equality, personal freedom, and personal responsibility. It is considered a much more promising position than strict egalitarianism, because it supposedly provides a fairness argument for inequalities reflecting differences in choice. However, we show that it is inherently difficult to fulfill this ambition. We present a liberal egalitarian paradox which shows that there does not exist any robust reward system that satisfies a minimal egalitarian and a minimal liberal requirement. Moreover, we demonstrate how libertarianism may be justified in this framework if we drop the egalitarian condition.

For over half a century in more than a dozen books and 600 philosophical articles Kai Nielsen has developed and defended a radically egalitarian theory of social justice as well as a political vision demanding a democratic, humane form of socialism and, on an international level, a federative world socialist government embodying these values. In Globalization and Justice Nielsen applies his acute analytical abilities and his substantive theories and views to the present ongoing reality of corporate, capitalist globalization, arguing that this sort of globalization is unjust in that it further disadvantages the developing world. He then argues for an alternative sort of globalization, a process that he believes could and should have, as its end goal, a democratic and humane socialist government and society on a world-wide scale. Along the way he compares his theory and vision to those of such other major contemporary thinkers as John Rawls, Jürgen Habermas, G.A. Cohen, and Richard Rorty representing, respectively, liberal egalitarianism, critical theory, analytical Marxism (at least formerly), and post-modern eclecticism.

I propose a dynamical analysis of interaction in anarchy, and argue that this kind of dynamical analysis is a more promising route to predicting the outcome of anarchy than the more traditional a priori analyses of anarchy in the literature. I criticize previous a priori analyses of anarchy on the grounds that these analyses assume that the individuals in anarchy share a unique set of preferences over the possible outcomes of war, peace, exploiting others and suffering exploitation. Following Hobbes' classic analysis of anarchy, I maintain that typically in anarchy some moderate individuals will most desire mutual cooperation while other dominators will most desire to exploit others' cooperation. I argue that once one allows for different types of individuals in anarchy, any a priori analysis of anarchy requires unrealistic assumptions regarding the agents' common knowledge of their situation. However, this move also suggests a dynamical analysis of anarchy, one that assumes no common knowledge. In the Variable Anticipation threshold model developed here, individuals modify their behavior as they learn from repeated interactions. I present specific instances of this model where the individuals in anarchy converge to different equilibria corresponding to either peace or war, depending on the initial conditions. I show that individuals are liable to converge to Hobbes' war of all against all even if only a small percentage of are dominators. The presence of only a few “nasty” individuals gradually drives all, including those inclined to be “nicer”, to imitate the “nasty” conduct of these few. This dynamic analysis suggests that the Hobbesian war in anarchy is indeed inevitable in most realistic circumstances.

The question of when people may impose risks on each other is of fundamental moral importance. Forms of “quantified risk assessment,” especially risk cost-benefit analysis, provide one powerful approach to providing a systematic answer. It is also well known that such techniques can show that existing resources could be used more effectively to reduce risk overall. Thus it is often argued that some current practices are irrational. On the other hand critics of quantified risk assessment argue that it cannot adequately capture all relevant features, such as “societal concern” and so should be abandoned. In this paper I argue that current forms of quantified risk assessment are inadequate, and in themselves, therefore, insufficient to demonstrate that current practices are irrational. In particular, I will argue that insufficient attention has been given to the cause of a hazard, which needs to be treated as a primary variable in its own right. However rather than reject quantified risk assessment I wish to supplement it by proposing a framework to make explicit the role causation plays in the understanding of risk, and how it interacts with factors which influence perception of risks and other attitudes to risk control. Once an improved description of risk perception is available it will become possible to have a more informed debate about the normative question: how safety should be regulated.

In his stimulating and provocative collection of essays, Globalization and Justice, Kai Nielsen (2003b) defends a cosmopolitan account of global justice. On the cosmopolitan view, as Nielsen understands it, individuals are entitled to equal consideration regardless of citizenship or nationality and global institutions should be arranged in such a way that each person's interest is given equal consideration. Nielsen's defense of cosmopolitan justice in this collection will be of no surprise to readers familiar with his socialist egalitarian commitments. Indeed, the internationalism underlying socialism, Nielsen would argue, naturally entails the cosmopolitan account of justice (e.g., chs. 5 and 6).

The title of this book is rather misleading. “Birth of neoliberal governmentality,” or something like that, would have been more faithful to its contents. In Foucault's vocabulary, “biopolitics” is the “rationalisation” of “governmentality” (p. 261): it's the theory, in other words, as opposed to the art (governmentality) of managing people. The mismatch between title and content is easily explained: the general theme of the courses at the Collège de France had to be announced at the beginning of each academic year. It is part of the mandate of every professor at the Collège, however, that his lectures should follow closely his current research. As a consequence it wasn't unusual for Foucault to take new directions while he was lecturing. In 1979, for the first and only time in his career, he took a diversion into contemporary political philosophy. His principal object of investigation became “neoliberal” political economy. More precisely, he got increasingly interested in those strands of contemporary liberalism that use economic science both as a principle of limitation and of inspiration for the management of people.

In Globalization and Justice, Kai Nielsen brings his distinctive and passionate voice and considerable philosophical abilities to one of the pressing issues of our time: Is justice possible in our increasingly globalized world? Nielsen argues that it is, though the demands of justice are great, the challenges substantial, and the odds very long. Without a clear philosophical understanding of justice and a firm and focused political will, Nielsen maintains, we are likely to have globalization without justice. This is surely correct.
