The Welfare of Farmed Animals (England) Regulations 2007 have now been approved by the UK Parliament and came into force on the 1st October 2007. The Regulations cover all farmed animals in England and have been made under the Animal Welfare Act 2006. The 2007 Regulations replace the previous Welfare of Farmed Animals (England) Regulations 2000 (as amended), and additionally Part I of the Agriculture (Miscellaneous Provisions) Act 1968 has been repealed. The changes bring farmed animal legislation into line with the Animal Welfare Act 2006.

Two distinct approaches have emerged for the assessment of quality of life (QoL) and welfare in domestic dogs. One approach, which has so far been applied only to companion dogs, is derived from proxy assessment of QoL in human beings, with the owner or veterinarian acting as the proxy. Because dogs are a different species to human beings, assessment by proxy is even more challenging than when the subject being assessed is human. Our evaluation of published studies indicates that existing canine QoL instruments are imperfect, in part because of avoidable deficiencies such as failure to define QoL and using measures of health status as sole indicators of QoL. The second approach to QoL assessment, which stems from animal welfare science, is based upon objective measurement of behaviour and stress physiology, and has been applied mainly to dogs in laboratory and rescue kennels. We review these and our own recent studies, and conclude that although interpretation of signs of acute stress may be relatively straightforward, signs of chronic stress such as stereotypic behaviour require further research before they can be incorporated into QoL measures. So far, there has been little attempt to integrate proxy assessment with objective measures. We recommend that this integration would be beneficial. Fundamentally, both approaches aim to describe and quantify aspects of some inner state of well-being, and it should eventually be possible to map each on to the other.

Health is an important aspect of animal welfare, which is difficult to assess at herd level. Clinical examination of individual animals is time-consuming, and most measures of clinical herd health depend significantly on the examiner. Acute phase proteins are produced during inflammatory processes, and could therefore be used as general markers of infection and injury. Our objective was to evaluate whether haptoglobin could be used to monitor the health status of herds at slaughter.

107 groups of 20 slaughter pigs each were examined at two large abattoirs. Clinical signs of tail biting, lameness, injuries, abscesses, pneumonia, pleurisy, hepatitis and gastritis were recorded. The association between elevated haptoglobin concentration in meat juice samples and clinical signs was assessed via multiple logistic regression.

Pigs from groups in which tail biting, lameness, othaematomas, abscesses, pneumonia, pleurisy, pericarditis or condemnations of livers, lungs or carcasses occurred, showed higher levels of haptoglobin than pigs from slaughter groups without any of these clinical signs. In the multiple regression model, only the variables of lameness and tail biting were statistically significant. The haptoglobin test classified 66% of all slaughter groups correctly according to the presence of these clinical signs. These results demonstrate the potential for haptoglobin to be used as a screening test to identify problem herds at slaughter.

This paper presents five tests based on behavioural and other animal-centred observations concerning dairy goat welfare. An emotional reactivity test (n = 40) classified the animals into different groups according to their behaviour in response to fear-eliciting stimuli, and identified anxious animals. Movement parameters and behaviour, as well as quantitative (number of cries) and qualitative (pitch, intensity, length) sound parameters were recorded. A dominance test (n = 35) based on antagonistic reactions resulted in three hierarchical groups (subordinate, n = 9; intermediate, n = 6; and dominant, n = 20). A test performed in the milking parlour (n = 108) showed that the order of passage was strongly preserved and linked to limb pathology and dominance index. Finally, a lameness test (12.5% were lame) and a standing up test (8.5% had problems getting up) showed that these two parameters were highly correlated. After some simplifications, these tests could form a goat welfare evaluation method.

Within the UK the Home Office sets standards for the care accommodation of animals used in research through inspection and through codes of practice.

The Glasgow Composite Measure Pain Scale (CMPS) for dogs suffering acute pain, developed using psychometric methodology, measures pain to a level of precision suitable for clinical trials. However, for routine clinical use, where the emphasis is on speed, ease of use, and guidance for analgesia provision, a short form (CMPS-SF) was developed. The CMPS-SF comprises six behavioural categories with associated descriptive expressions (items): vocalisation (4), attention to wound (5), mobility (5), response to touch (6), demeanour (5) and posture/activity (5). Items are placed in increasing order of pain intensity and numbered accordingly. The observer chooses that item within each category which best describes the dog's behaviour and ranked scores are summed; the maximum pain score is 24, or 20 if mobility is impossible to assess. Veterinary surgeons in Glasgow, University College Dublin and North Carolina Veterinary Schools completed the CMPS-SF for 122 dogs undergoing post-operative care and thereafter were asked “Do you think this animal requires analgesia? Yes/No”. The population difference in median pain score, for dogs considered to require analgesia (seven) compared with those that did not (three), was highly statistically significant (P < 0.001). Consideration of a clinical decision-point for analgesia gave an intervention level of 6/24, and 5/20 when section B (mobility assessment) could not be carried out. Difficulties in recognising pain contribute to the sub-optimal use of analgesics in veterinary practice. The CMPS-SF provides a practical means of assessing acute post-operative pain and provides guidance with regard to analgesic requirement, so improving pain management and welfare. The Farm Animal Welfare Council (FAWC) is an independent advisory body tasked with reviewing the welfare of UK farm animals and informing the Government on any legislative or other changes that may be necessary. In 2004 FAWC published a 43 page report on welfare implications relating to animal breeding and animal breeding technologies. FAWC believes that breeding practices have the potential to both positively and negatively affect farm animal welfare and that it is an area requiring consideration of both the needs of animals, to ensure their good welfare, and the needs of producers, to remain viable in a highly competitive and global market.

Skin lesions of pigs can be used as an indicator of their ability to adapt to the social and physical environment. A total of 315 weaner pigs were assigned to one of three treatments: groups of nine piglets from one litter (9s), mixed groups of nine piglets from three litters (9m) or mixed groups of 36 piglets from four litters (36m). The ear, neck/shoulder, rump, back, hindquarter, tail and belly of piglets were inspected for scratches, abrasions and signs of inflammation on days 0, 5 and 28 post mixing. Due to the large number of body regions, different types of injuries and data from three inspections, the results of explorative data analysis were very heterogeneous. Data preparation focusing on scratches and combination of corresponding regions using factor analysis resulted in a data set which was useful for further statistical procedure. Factor analysis identified corpus, ear and tail as factors. Using the Wilcoxon test different inspections within a treatment were compared. Differences between treatments were analysed using Kruskal-Wallis and Mann-Whitney U tests. Mixed groups (9m, 36m) showed an increase of ‘many scratches’ on ear and corpus from day 0 to day 5 and a decrease on ear from day 5 to day 28. ‘Many scratches’ on corpus were more frequent in mixed groups than in single litter groups. This study suggests that skin lesion score can be used to analyse treatment effects on the aggression of pigs. However, it has to be focused on a precise hypothesis and should be based on behavioural observations.

The aim of this preliminary study was to identify key behavioural indicators of pain in cats. The behaviour of cats before and after ovariohysterectomy was analysed using a detailed behavioural ethogram. A comparison of behaviours between cats given pre-operative analgesia only and cats given both pre- and post-operative analgesia indicated that both groups demonstrated changed behaviour following surgery, compared to a control group of cats which underwent anaesthesia but not surgery. However, some specific postures, such as ‘half-tucked-up’ and ‘crouching’, were identified that occurred with greater frequency in the cats receiving pre-operative analgesia only, as compared to those receiving additional post-operative analgesia. This indicates that there are some key behaviours that may be useful in determining pain in cats. Routine administration of pre- but not post-operative analgesia may be ineffective for adequately alleviating pain in cats.

To evaluate agreement between flock-based fear tests used in welfare assessments of laying hens in commercial organic farms, three tests were applied in 27 flocks of layers. Tests were performed at 35 and 55 weeks of age and were based on the concepts of ‘novel object’, ‘sudden sound’ and two different measures of ‘approaching human’. In general, agreements between tests were poor. The two measures based on ‘approaching human’ had the highest agreement, while the agreement between all other flock-based tests were lower. There was low agreement between testing at age 35 and 55 weeks.

In order to evaluate the degree to which the flock-based fear tests reflect individual hens' underlying fearfulness; tonic immobility (TI) tests were also applied on individual hens in eight flocks. There was large individual variation in the duration of tonic immobility, but also significant difference between flocks regarding mean duration of immobilisation. However there was no statistically significant association between TI-tests and flock-based tests. These results emphasise the need for careful consideration of choice of test stimuli for flock-based fear tests, and indicate that the investigated flock-based fear tests do not reflect the individual hens' underlying fearfulness.

In many situations choices must be made that will have an impact on the welfare of companion animals. Often one of the options will be to euthanase the animal in question. The way in which one views this option will depend not only on one's assessment of the quality of the animal's life (or the lives of other affected parties), but also on how one values an animal life as such. Clearly, a companion animal may be valued by a human being or by another animal. A dog's death may affect its owner's quality of life (QoL), or it may affect the QoL of other animals in the household. But does the life of an animal have any value other than that? Is anything lost, for example, when a dog that lived with a sole owner, now deceased, is euthanased? Conversely, would anything be gained if the dog were re-homed (apart from the potentially positive contribution to the new owners' QoL)? More generally, in prolonging, or refraining from ending, the life of an animal, is it thereby ensured that something of value persists? There seem to be three main views on this matter. The first is that animal life has no value in itself. The second is that animal life has value to the extent that the life in question is worth living for the animal. The third view is that the life of an animal has a value that exceeds what is ‘in it’ for the animal in question. The view one accepts here will have a dramatic impact on one's attitude to many of the choices to be made about the treatment of companion animals — choices in which one must balance quality of life against, as it were, quantity of life. So the heart of the matter is not only quality of life. It is also value of life. Unfortunately it may prove much more difficult to agree about the value of animal life than it is to agree about the significance of animal welfare.

Animal health is only a part of animal welfare but still a very important part, and one which has been firmly brought home to livestock industries in recent years with the re-emergence of diseases such as avian influenza, foot and mouth and, more recently, bluetongue.
