Politics require principles. When it is a question on the one hand of acquiring a position, and on the other hand of defending it, the opposed interests seek bases upon which they can rest. The sovereignties feel the necessity of invoking the authority of a principle which seems to draw its force from considerations superior to those that can inspire the political pretensions of a particular state. An appeal is made to a common interest the supposed existence of which is taken for granted—namely, that of maintaining the peace and good relations among the states—and it is presented in a definite formula, the principle of equilibrium.

The island of Minos, which at one time is supposed to have had the great honor of giving hospitality to Zeus or Jupiter during his infancy, thereby linking its name with that of celestial beings, seems to have been predestined by the Mœræ or Fates to be the perennial apple of discord between the descendants of 'Europa' the wife of the Supreme Olympian God.

The power of making laws with respect to immigration into Canada is given by the British North America Act to the Parliament of Canada. But under the provisions of the same act the legislature in each province may make laws in relation to immigration into the province which shall “have effect in and for the Province as long and as far only as” they are “not repugnant to any Act of the Parliament of Canada.” This power of a provincial legislature is not without restrictions, for the “Governor-General of Canada in Council within one year of the receipt of an authentic copy of an Act of a Provincial Legislature may disallow the Act, in which case the Act is annulled from and after the day on which the Lieutenant-Governor of the Province signifies the disallowance by Speech or Message to the Legislature or by Proclamation.”

So much has already been said about the Peace Conference of Central America, which recently met in Washington, that some may deem it unnecessary to say anything more about its aims and projects; but we feel that, very important as all its plans are, one of them is so particularly momentous that we can not help devoting to it a few serious observations.
