This series publishes comparative research that seeks to explain important cross-national domestic political phenomena. The series is based on a broad conception of comparative politics and will promote critical dialogue among different approaches.   • This book argues that Latin America has a distinctive, enduring form of hierarchical capitalism characterized by multinational corporations, diversified business groups, low skills and segmented labor markets. Over time, institutional complementarities knit features of corporate governance and labor markets together and thus contribute to institutional resiliency. Political systems generally favored elites and insiders who further reinforced existing institutions and complementarities. Hierarchical capitalism has not promoted rising productivity, good jobs or equitable development, and the efficacy of development strategies to promote these outcomes depends on tackling negative institutional complementarities. This book is intended to open a new debate on the nature of capitalism in Latin America and link that discussion to related research on comparative capitalism in other parts of the world.

  • This book examines and evaluates various private initiatives to enforce fair labor standards within global supply chains. Using unique data (internal audit reports and access to more than 120 supply chain factories and 700 interviews in 14 countries) from several major global brands, including NIKE, HP and the International Labor Organization's Factory Improvement Programme in Vietnam, this book examines both the promise and the limitations of different approaches to actually improve working conditions, wages and working hours for the millions of workers employed in today's global supply chains. Through a careful, empirically grounded analysis of these programs, this book illustrates the mix of private and public regulation needed to address these complex issues in a global economy.

  • Most studies of the political economy of money focus on the laws protecting central banks from government interference; this book turns to the overlooked people who actually make monetary policy decisions. Using formal theory and statistical evidence from dozens of central banks across the developed and developing worlds, this book shows that monetary policy agents are not all the same. Molded by specific professional and sectoral backgrounds and driven by career concerns, central bankers with different career trajectories choose predictably different monetary policies. These differences undermine the widespread belief that central bank independence is a neutral solution for macroeconomic management. Instead, through careful selection and retention of central bankers, partisan governments can and do influence monetary policy - preserving a political trade-off between inflation and real economic performance even in an age of legally independent central banks.

  • In an age of financial globalization, are markets and democracy compatible? For developing countries, the dramatic internationalization of financial markets over the last two decades deepens tensions between politics and markets. Notwithstanding the rise of left-leaning governments in regions like Latin America, macroeconomic policies often have a neoliberal appearance. When is austerity imposed externally and when is it a domestic political choice? By combining statistical tests with extensive field research across Latin America, this book examines the effect of financial globalization on economic policymaking. Kaplan argues that a country's structural composition of international borrowing and its individual technocratic understanding of past economic crises combine to produce dramatically different outcomes in national policy choices. Incorporating these factors into an electoral politics framework, the book then challenges the conventional wisdom that political business cycles are prevalent in newly democratizing regions. This book is accessible to a broad audience and scholars with an interest in the political economy of finance, development and democracy, and Latin American politics.

  • Why did the nation-state emerge and proliferate across the globe? How is this process related to the wars fought in the modern era? Analyzing datasets that cover the entire world over long stretches of time, Andreas Wimmer focuses on changing configurations of power and legitimacy to answer these questions. The nationalist ideal of self-rule gradually diffused over the world and delegitimized empire after empire. Nationalists created nation-states wherever the power configuration favored them, often at the end of prolonged wars of secession. The elites of many of these new states were institutionally too weak for nation-building and favored their own ethnic communities. Ethnic rebels challenged such exclusionary power structures in violation of the principles of self-rule, and neighboring governments sometimes intervened into these struggles over the state. Waves of War demonstrates why nation-state formation and ethnic politics are crucial to understand the civil and international wars of the past 200 years.

  • The democratization of a national government is only a first step in diffusing democracy throughout a country's territory. Even after a national government is democratized, subnational authoritarian 'enclaves' often continue to deny rights to citizens of local jurisdictions. Gibson offers new theoretical perspectives for the study of democratization in his exploration of this phenomenon. His theory of 'boundary control' captures the conflict pattern between incumbents and oppositions when a national democratic government exists alongside authoritarian provinces (or 'states'). He also reveals how federalism and the territorial organization of countries shape how subnational authoritarian regimes are built and how they unravel. Through a novel comparison of the late nineteenth-century American 'Solid South' with contemporary experiences in Argentina and Mexico, Gibson reveals that the mechanisms of boundary control are reproduced across countries and historical periods. As long as subnational authoritarian governments coexist with national democratic governments, boundary control will be at play.

  • Why are politicians able to form electoral coalitions that bridge ethnic divisions in some countries and not others? This book answers this question by presenting a theory of pecuniary coalition building in multi-ethnic countries governed through patronage. Focusing on sub-Saharan Africa, the book explains how the relative autonomy of business from state-controlled capital affects political bargaining among opposition politicians in particular. While incumbents form coalitions by using state resources to secure cross-ethnic endorsements, opposition politicians must rely on the private resources of business to do the same. This book combines cross-national analyses of African countries with in-depth case studies of Cameroon and Kenya to show that incumbents actively manipulate financial controls to prevent business from supporting their opposition. It demonstrates that opposition politicians are more likely to coalesce across ethnic cleavages once incumbents have lost their ability to blackmail the business sector through financial reprisals.

  • What drives politics in dictatorships? Milan W. Svolik argues authoritarian regimes must resolve two fundamental conflicts. Dictators face threats from the masses over which they rule - the problem of authoritarian control. Secondly from the elites with whom dictators rule - the problem of authoritarian power-sharing. Using the tools of game theory, Svolik explains why some dictators establish personal autocracy and stay in power for decades; why elsewhere leadership changes are regular and institutionalized, as in contemporary China; why some dictatorships are ruled by soldiers, as Uganda was under Idi Amin; why many authoritarian regimes, such as PRI-era Mexico, maintain regime-sanctioned political parties; and why a country's authoritarian past casts a long shadow over its prospects for democracy, as the unfolding events of the Arab Spring reveal. Svolik complements these and other historical case studies with the statistical analysis on institutions, leaders and ruling coalitions across dictatorships from 1946 to 2008.

  • This book presents a new explanation of the rise, development and demise of social movements and cycles of protest in autocracies; the conditions under which protest becomes rebellion; and the impact of protest and rebellion on democratization. Focusing on poor indigenous villages in Mexico's authoritarian regime, the book shows that the spread of US Protestant missionaries and the competition for indigenous souls motivated the Catholic Church to become a major promoter of indigenous movements for land redistribution and indigenous rights. The book explains why the outbreak of local rebellions, the transformation of indigenous claims for land into demands for ethnic autonomy and self-determination, and the threat of a generalized social uprising motivated national elites to democratize. Drawing on an original dataset of indigenous collective action and on extensive fieldwork, the empirical analysis of the book combines quantitative evidence with case studies and life histories.

  • The essays in this book trace the development of Joel Migdal's 'state-in-society' approach. That approach illuminates how power is exercised around the world, and how and when patterns of power change. Despite the triumph of concept of state in social science literature, actual states have had great difficulty in turning public policies into planned social change. The state-in-society approach points observers to the ongoing struggles over which rules dictating how people will lead their daily lives. These struggles, which ally parts of the state and groups in society against other such coalitions, determine how societies and states create and maintain distinct ways of structuring day-to-day life - the nature of the rules that govern people's behavior, whom they benefit and whom they disadvantage, which sorts of elements unite people and which divide them, what shared meaning people hold about their relations with others and their place in the world.

  • Why has democracy failed to take root in Russia? After shedding the shackles of Soviet rule, some countries in the postcommunist region undertook lasting democratization. Yet Russia did not. Russia experienced dramatic political breakthroughs in the late 1980s and early 1990s, but it subsequently failed to maintain progress toward democracy. In this book, M. Steven Fish offers an explanation for the direction of regime change in post-Soviet Russia. Relying on cross-national comparative analysis as well as on in-depth field research in Russia, Fish shows that Russia's failure to democratize has three causes: too much economic reliance on oil, too little economic liberalization, and too weak a national legislature. Fish's explanation challenges others that have attributed Russia's political travails to history, political culture, or to 'shock therapy' in economic policy. The book offers a theoretically original and empirically rigorous explanation for one of the most pressing political problems of our time.

  • Despite implicating ethnicity in everything from civil war to economic failure, researchers seldom consult psychological research when addressing the most basic question: What is ethnicity? The result is a radical scholarly divide generating contradictory recommendations for solving ethnic conflict. Research into how the human brain actually works demands a revision of existing schools of thought. Hale argues ethnic identity is a cognitive uncertainty-reduction device with special capacity to exacerbate, but not cause, collective action problems. This produces a new general theory of ethnic conflict that can improve both understanding and practice. A deep study of separatism in the USSR and CIS demonstrates the theory's potential, mobilizing evidence from elite interviews, three local languages, and mass surveys. The outcome significantly reinterprets nationalism's role in CIS relations and the USSR's breakup, which turns out to have been a far more contingent event than commonly recognized.

  • This book, first published in 2005, builds on institutionalist theory in both economics and political science to offer a general political economy framework for the study of welfare capitalism. Based on the key idea that social protection in a modern economy, both inside and outside the state, can be understood as protection of specific investments in human capital, the book offers a systematic explanation of popular preferences for redistributive spending, the economic role of political parties and electoral systems, and labor market stratification (including gender inequality). Contrary to the popular idea that competition in the global economy undermines international differences in the level of social protection, the book argues that these differences are made possible by a high international division of labor. Such a division is what allows firms to specialize in production that requires an abundant supply of workers with specific skills, and hence high demand for protection.

  • The institutional arrangements governing skill formation are widely seen as a key element in the institutional constellations defining 'varieties of capitalism' across the developed democracies. This book explores the origins and evolution of such institutions in four countries - Germany, Britain, the United States and Japan. It traces cross-national differences in contemporary training regimes back to the nineteenth century, and specifically to the character of the political settlement achieved among employers in skill-intensive industries, artisans, and early trade unions. The book also tracks evolution and change in training institutions over a century of development, uncovering important continuities through putative 'break points' in history. Crucially, it also provides insights into modes of institutional change that are incremental but cumulatively transformative. The study underscores the limits of the most prominent approaches to institutional change, and identifies the political processes through which the form and functions of institutions can be radically reconfigured over time.

  • Between States is the first book that assesses systematically the broad implications of interim governments in the establishment of democratic regimes and on the existence of states. Based on historical and contemporary democratisation experiences, the book presents four ideal types of interim government: opposition-led provisional governments, power-sharing interim governments, incumbent-led caretaker governments, and international interim government by the United Nations. The first part explores the theoretical problems of each of these models from a broad comparative perspective. It uses as illustrations historical and contemporary cases that present a wide spectrum of contexts for comparison. The second part provides extensive case studies that are intended to illustrate, appraise, amplify and criticise the analysis in volume one. These include Iran, East Germany, Portugal, Afghanistan, and Yugoslavia.

  • Social movements have an elusive power but one that is altogether real. From the French and American revolutions to the post-Soviet, ethnic and terrorist movements of today, contentious politics exercises a fleeting but powerful influence on politics, society and international relations. This study surveys the modern history of the modern social movements in the West and their diffusion to the global South through war, colonialism and diffusion, and it puts forward a theory to explain its cyclical surges and declines. It offers an interpretation of the power of movements that emphasizes effects on the lives of militants, policy reforms, political institutions and cultural change. The book focuses on the rise and fall of social movements as part of contentious politics in general and as the outcome of changes in political opportunities and constraints, state strategy, the new media of communication and transnational diffusion.

  • In the early 1980s, many observers, argued that powerful organized economic interests and social democratic parties created successful mixed economies promoting economic growth, full employment, and a modicum of social equality. The present book assembles scholars with formidable expertise in the study of advanced capitalist politics and political economy to reexamine this account from the vantage point of the second half of the 1990s. The authors find that the conventional wisdom no longer adequately reflects the political and economic realities. Advanced democracies have responded in path-dependent fashion to such novel challenges as technological change, intensifying international competition, new social conflict, and the erosion of established patterns of political mobilization. The book rejects, however, the currently widespread expectation that 'internationalization' makes all democracies converge on similar political and economic institutions and power relations. Diversity among capitalist democracies persists, though in a different fashion than in the 'Golden Age' of rapid economic growth after World War II.

  • Does democracy promote the creation of market economies and robust state institutions? Do state-building and market-building go hand in hand? Or do they work at cross-purposes? This book examines the relationship between state-building and market-building in 25 post-communist countries from 1990 to 2004. Based on cross-national statistical analyses, surveys of business managers, and case studies from Russia, Bulgaria, Poland, and Uzbekistan, Timothy Frye demonstrates that democracy is associated with more economic reform, stronger state institutions, and higher social transfers when political polarization is low. But he also finds that increases in political polarization dampen the positive impact of democracy by making policy less predictable. He traces the roots of political polarization to high levels of income inequality and the institutional legacy of communist rule. By identifying when and how democracy fosters markets and states, this work contributes to long-standing debates in comparative politics, public policy, and post-communist studies.
