Sustainable energy economics in Latin America has become relevant due to the region’s dependence on the oil market and the disruption caused by the COVID-19 pandemic. A systematic review of the ten major economies in the region based on gross domestic product is conducted. We primarily analyze production performance of hydro, wind, and solar energies, in terms of total gigawatt hours produced, current participation levels in energy matrices, and total installed capacity. Current and future trends and legal frameworks for each technology and country are discussed. Our analyses indicate that Latin America and the Caribbean can potentially increase the usage of renewable energy sources given a plethora of natural resources, favorable geographical and climatic conditions, and existing large-scale hydro installations to counteract the inconsistency of wind and solar projects. Therefore, governments in the region must overhaul sustainable policies to increase awareness and reduce energy dependence on foreign powers.

China's west has long been framed as an undeveloped frontier, set apart by poverty and a resource-based economy. Since the 2000s, however, utility-scale renewable energy infrastructure has expanded rapidly in western China, promising local economic benefits tied to national low-carbon transition. This paper contends that these benefits have been precarious and unevenly distributed. I argue that utility-scale renewable energy has remade western China as a “low-carbon frontier,” a resource-rich region that generates low-carbon value for the national green economy. I highlight three features of low-carbon frontiers: they are constructed as spaces of exploitable low-carbon resources, creating an investment boom; they are enclosed through new land arrangements and infrastructure construction, rapidly and with little coordination; and they are reliant on external markets and policy decisions, entrenching dependency. These conditions make it difficult for frontier regions to capture sustained economic development benefits from the boom in the absence of persistent central state supports. I analyse these features by comparing two sets of technologies with similar, but ultimately diverging, trajectories: small and large hydropower in China's south-west, and solar and wind in the north-west.

Governments support clean technologies to advance both environmental goals and national competitiveness. By adopting environmental policies early on, governments are argued to create durable competitive advantages for domestic companies that develop clean technologies for export to late adopters. This paper argues that policy competition between lead and follower markets conditions the ability of governments to create durable competitive advantages in low-carbon technologies. Depending on the complexity of the technology, we observe two patterns of green industrial policy competition. In low-complexity technologies, such as solar photovoltaics, follower markets are likely to adopt policies that support manufacturing capacity to rapidly achieve price advantages from economies of scale, with global supply chains intensifying this competition (“scaling up”). In high-complexity technologies, such as electric vehicles, follower markets are likely to adopt policies that support research and development to develop differentiated high-tech products for export (“innovating up”). We also suggest that new forms of interdependence in policy competition can affect the political sustainability of lead market policies. Competition in scaling-up is more likely to undermine political coalitions in favor of government support for low-carbon technologies, while innovating-up dynamics embed political coalitions that support lead market policies for low-carbon technologies.

We present an innovative soft X-ray polarimeter and spectrometer SOLPEX. The instrument is to be mounted aboard the ISS within the Russian science complex KORTES. The measurements to be made by SOLPEX are expected to be of unprecedented quality in terms of sensitivity to detect the soft-X-ray polarization of solar emission emanating from active regions and flares in particular. Simultaneous measurements of the polarization degree and the other characteristics (eg. evolution of the spectra) constitute the last, rather unexplored area of solar X-ray spectroscopy providing substantial diagnostic potential. Second important science task to be addressed are the measurements of Doppler shifts in selected X-ray spectral emission lines formed in hot flaring sources. The novel-type Dopplerometer (flat Bragg crystal drum unit) is planned to be a part of SOLPEX and will allow to measure line Doppler shifts in absolute terms with unprecedented time resolution (fraction of a second) during the impulsive flare phases. We shall present some details of the SOLPEX instrument and discuss observing sequences in a view of science objectives to be reached.

In this paper, we focus to study the frequency and time properties of a group of spikes recorded by the 1.08-2.04 GHz spectrometer of NAOC on 27 October 2003. At the first we calculate the mean and minimum bandwidth of the spikes. We apply two different methods based on the wavelet analysis according to Messmer & Benz (2000). The first method determines the dominant spike bandwidth scale based on their scalegram, and the second method is a feature detection algorithm in the time-frequency plane. Secondly the time profile of each single spike was fitted and analyzed. In particular, we determined the e-folding rise and decay times corresponding to the ascending and decaying parts of the time profile, respectively. Several important correlations were studied and compared with the results in earlier literature, i.e. those between duration and frequency, e-folding rise time and decay time, e-folding decay time and duration, and e-folding decay time and peak flux. Finally some parameters of source region were estimated and the possible decaying mechanism was discussed.

The topology of the large-scale magnetic field of the Sun and its role in the development of magnetic activity were investigated using Hα charts of the Sun in the period 1887-2011. We have considered the indices characterizing the minimum activity epoch, according to the data of large-scale magnetic fields. Such indices include: dipole-octopole index, area and average latitude of the field with dominant polarity in each hemisphere and others. We studied the correlation between these indices and the amplitude of the following sunspot cycle, and the relation between the duration of the cycle of large-scale magnetic fields and the duration of the sunspot cycle.

The comparative analysis of the solar corona during the minimum epochs in activity cycles 12 to 24 shows that the large-scale magnetic field has been slow and steadily changing during the past 130 years. The reasons for the variations in the solar coronal structure and its relation with long-term variations in the geomagnetic indices, solar wind and Gleissberg cycle are discussed.

We also discuss the origin of the large-scale magnetic field. Perhaps the large-scale field leads to the generation of small-scale bipolar ephemeral regions, which in turn support the large-scale field. The existence of two dynamos: a dynamo of sunspots and a surface dynamo can explain phenomena such as long periods of sunspot minima, permanent dynamo in stars and the geomagnetic field.

In this work, a method for increasing the storage capability of a solar thermal energy system has been discussed. The system includes two tanks with the flexibility in choosing the best storage medium on the basis of the solar collector's outlet temperature. The results show that using such a hybrid storage system, the storable energy can be increased. Comparing the results with those for simple common storage systems, the extent of improvement was calculated.

For verification of the results, a small pilot system was assembled. The test apparatus operated during 2008-2009 cold months and the parameters were recorded. Comparison of the theoretical and experimental results showed a good agreement.

A variety of observations have been made of solar features (sunspots, faculae, the limb) using both array and single element scanning techniques. The telescope was the 1.6 m McMath-Pierce on Kitt Peak. Array data were acquired with a 58×62 pixel Si:Ga detector at 4.8, 7.8, 12.4, and 18 μm, while a CCD camera recorded the same image position at 0.5 μm. In a separate experiment, a nutating mirror device was used to generate a raster scan of solar disk areas, the output being fed to a Si PIN diode (0.5 μm filter) and a As:Si diode (12.4 μm filter). The scanner data yield simultaneous images at the two wavelengths and was essentially a repeat of the 1970 Turon-Léna experiment with updated equipment. Examples of images at the various wavelengths are given in the poster. Analysis of the data is incomplete at this time. We can report that the effects of seeing were encountered at all wavelengths, including 18μm, even though conditions were deemed good at times (for example, penumbral filaments were resolved in sunspots). We have thus been unable to verify, as yet, the conditions reported by Bester et al, in which exceptional seeing is realized in the infrared.
