In the 1980s, many scholars of both comparative and American politics argued that states often act autonomously from social demands. Rejecting reductionist assumptions regarding the primacy of social groups for public policy, both groups of scholars examine how government actors and preexisting institutional constraints influenced policy implementation. Since then, however, while the state has been retained as the primary unit of analysis for most studies of American political development, interest in the autonomy of the state has dwindled, and scholars have increasingly focused on how social groups and electoral outcomes explain state formation and public policy, especially in the nineteenth century. In some instances, scholars have even denied that state autonomy is a relevant concept for the study of American political development.

In this article, we will probe two distinct historical questions. First, we explore why congressional representatives from the South, who had generally supported the Democratic Party on labor issues during the 1930s, joined with Republicans to oppose the party's pro-labor orientation in the 1940s. We also examine why the class-based union movement that mobilized so assertively after the passage of the Wagner Act in 1935 became so cramped and pragmatic by the early 1950s. These puzzles, we believe, are closely related. Our explanation for why labor's horizons, topography, and prospects constricted to workplace issues, to some segments of the working population, and to limited geographic areas by the end of the Truman years points to how southern Democrats shaped the main institutions produced by New Deal and Fair Deal labor legislation.

The education and training benefits of the G.I. Bill of Rights are renowned for their redistributive effects among nonblack veterans, but their consequences for black veterans remain in question. Among non-blacks, the provisions are known to have expanded access to education across class lines, and to have generated positive socioeconomic consequences. They also fostered greater postwar involvement in civic associations and political activities, particularly among less advantaged beneficiaries. Given the widely perceived view that the G.I. Bill represents a landmark social program, it is imperative to investigate whether access to its social and economic benefits transcended the rigid color line of the postwar era. As well, consideration of how the education and training benefits affected African-American veterans' political participation may deepen our understanding of the relationship between governance and civic engagement.

From the early 1800s through the middle of the twentieth century, U.S. democracy was energized by the remarkable propensity of Americans to organize and join voluntary associations. Observers of many persuasions agree on this point – and also concur that the final decades of the twentieth century brought fundamental shifts in civic organization and citizen involvements with voluntary groups in the United States. The nature, tempo, and causes of these changes remain a topic for scholarly discussion, however. Investigators highlight different aspects of recent civic transformations and explore these changes using contrasting theoretical perspectives and types of empirical data.

While the Founding Fathers included a number of checks and balances in the U.S. Constitution as a way of dispersing power across the various branches of the federal government, they made no such allowance regarding the internal makeup of Congress. Specifically, Article I, Section 5, Clause 1 of the Constitution states that “Each House shall be the Judge of the Elections, Returns, and Qualifications of its own Members. . . .” This clause, in effect, provides each chamber of Congress with the exclusive authority to determine how its membership will be comprised. Thus, when an election is contested, that is, when a dispute arises regarding who is the rightful occupant of a seat after all votes have been counted and a winner announced, the given chamber operates as the sole arbiter, insulated completely from Executive and Judicial pressures or constraints.

There is no escaping the New Deal's pivotal place in studies of twentieth-century American politics. Social scientists have vigorously debated the causes of the New Deal's distinctive features and continue to argue about its consequences for subsequent American political development. The predominant perspective advances a coherent linear history in which the central features of New Deal reform shape the understanding of political developments both before and after the 1930s. The era of Progressive reform is viewed as a precursor to the expanded public power and the practice of activist government that was consolidated in the 1930s. The Great Society is the effort to extend the benefits of liberal reform to African Americans, who had reaped only scant benefits from the central achievements of New Deal reform. When this effort went “too far,” it resulted in a far-reaching backlash against activist government. The “rise and fall” of a New Deal order that had the creation of active government at its core has thus provided a central narrative for the study of twentieth-century politics.

In February 1937, members of the United Automobile Workers (UAW) celebrated their pioneering victory over General Motors by waving American flags as they marched out of Fisher Body and paraded through the streets of Flint, Michigan. Later that year, as the UAW turned to organizing Ford's massive River Rouge plant, the Ford edition of the United Automobile Worker described the complex as a foreign country and called on workers to “win this for America” and “win the war for democracy in River Rouge!” When a successful strike finally led to union recognition and an NLRB election in 1941, the UAW urged Rouge workers to “keep faith with America” and its greatest leaders, Washington, Lincoln, and Franklin D. Roosevelt, by voting for the inclusive unionism of the Congress of Industrial Organizations (CIO) over the un-American alternative of the American Federation of Labor (AFL).

While there is a vast and rich literature on the benefits and services provided by the welfare state, few scholars have investigated how these programs are financed. The tax side of the budget equation is crucial for the ability of welfare states to exist and expand; without a stable and growing source of revenues, the welfare state can neither meet its existing obligations nor increase its responsibilities. The mode of finance can be particularly important, as some taxes are more visible or contested, and thus more difficult to raise. For example, because there are limits to how much revenue can be raised with progressive income taxes, many industrialized countries finance large social programs through contributory finance, that is, payroll taxes. Levied over a broad swath of the population, these taxes generate a large amount of revenue, yet are politically acceptable because people see them as payments that entitle them to benefits in return.

Charles Williams's essay on the nature of progressive Americanism takes me back to where my quest to understand this phenomenon began: the labor movement of the 1930s. The broad nature and intensity of working-class rebellion and mobilization during the Depression decade once led the historian Irving Bernstein to label this period, the “Turbulent Years.” I was part of a group of self-described “new labor historians” that set out to penetrate the mysteries of this movement and especially the consciousness of the workers who participated in it. Most of us undertook community or single industry studies, out of the conviction that the kind of in-depth investigations that such focused work allowed would yield fully realized portraits of working-class insurgencies and of the workplaces and communities out of which they emerged. I chose to explore a New England textile city while others opted to work on transit workers in New York City, dockworkers in West Coast port cities, electrical workers in Pittsburgh and Schenectady, teamsters in Minneapolis, and a broad range of industrial workers in Chicago. All of us, however, had one eye on the automobile industry in Detroit and its environs, for this industry had produced what became, arguably, the most successful, innovative, and progressive CIO union, the United Automobile Workers (UAW).

In his introduction to the 1991 edition of Louis Hartz's The Liberal Tradition in America, journalist Tom Wicker noted its relevance for understanding the ambivalent appeal of values that had led both to the downfall of communism and to the “demonization” of Saddam Hussein. Wicker also noted that Hartz's synoptic use of “liberal” as encompassing what is commonly referred to in American political discourse as “liberal” and “conservative” ideologies might “add to some Americans' confusion” about the already “confused and abused” use of the term. As we reach the fiftieth anniversary of the publication of Hartz's book, it is important to reassess the work, especially in light of what might seem an obvious parallel between his concerns in the context of the Cold War and contemporary worries about the relationship between American foreign policy and domestic politics that has evolved since 2001. Whether the valence has been negative or positive, Hartz's image of a liberal consensus in the United States has created a picture that has held the academic mind captive and shaped its approach to both scholarship and political analysis.

My comments on Charles Williams' “Racial Politics of Progressive Americanism” can be brief, because it is an excellent essay and I could not agree more with its central argument. Williams demonstrates that, even though United Automobile Workers (UAW) leaders used the language of racial equality to support some civil rights advances, Walter Reuther and others also invoked a merely formal equality to deny power to blacks thought to be allied with Communists, and to sustain the support of anti-black workers. They pretended that African Americans were an ethnic group like those of many European-descended Americans, ignoring the enormous differences in the oppression black Americans had long experienced and continued to experience (and still experience). In these ways, an Americanist language, arguably a “liberal” language, of equal rights worked against the racial equality it purported to honor. On these points, I am fully persuaded.

Louis Hartz asked some very important questions in The Liberal Tradition in America. One that seems especially relevant in the aftermath of invasions of Afghanistan and Iraq, and to which I will point only briefly, concerns America's relationship with the rest of the world. Hartz wrote that America's “messianism is the polar counterpart of its isolationism,” and that it had “hampered insight abroad and heightened anxiety at home.” He contended that America had difficulty communicating with the rest of the world because the American liberal creed, even in its Alger form, “is obviously not a theory which other peoples can easily appropriate or understand,” and that absence of the experience of social revolution in America's history lies at the heart of our inability to understand how to lead others. Henry Kissinger contends that, in a post-cold war era, American exceptionalism with its rejection of history, extolling “the image of a universal man living by universal maxims, regardless of the past, of geography, or of other immutable circumstances,” is a kind of innocence ill-suited to successful diplomacy in the emerging world order. We talk a great deal about bringing freedom, democracy, and self-determination to the Middle East, but this hardly seems an apt description of what is happening on the ground. Do we have anything to teach? Hartz, who was quite skeptical about our ability to export the American liberal tradition, might still have something useful to say about our interactions abroad, even in a post-cold war world.

The purpose of this study is to amend both the recent literature on the development of the American state and the recent literature on the impact of slavery on American public policy. In fact, with this article, I am bringing together these two bodies of literature by demonstrating how slavery contributed to the development of the American state. While the first body of literature largely ignores how slavery affected the development of the American state, the second traces the proslavery biases of federal policies without discussing how those policies positively affected the development of the American state. The assumption common to both is that, to the extent slavery affected the development of the American state, it negatively affected that development. My goal is to correct that assumption.

Fifty years ago Louis Hartz set out to tell the “storybook truth” about America. Despite being almost risibly dense, The Liberal Tradition in America neatly captures the popular folklore – this is what you might hear at the Chamber of Commerce. Meanwhile, academics are often flatly contemptuous: Hartz mangled history, muffed quotations, and did not bother with rules of evidence. Even so, for better and for worse, his version of an all-American fable lives on as an enigmatic, controversial, and enduring political science classic.

The Liberal Tradition in America is truly an exceptional book. Its conceptual framework has been widely criticized as wrongheaded, and each of its organizing theses has been held to be historically inaccurate. Nonetheless, it continues to figure as a central text for scholars in political studies and American studies. We teach it regularly in graduate seminars, allow the problems it raises to shape our research agendas, and organize symposia to commemorate the fiftieth anniversary of its publication. Indeed, it is tempting to suggest that, if nothing else, Louis Hartz long ago proved that it is more desirable to be interesting than to be right. To that end, I write here to register an appreciation of his work even as I acknowledge the aptness of much of the criticism to which it has been subjected. To my mind, a Hartz who has been refined and reframed by decades of criticism can still offer valuable insight into America and America's engagement with the world, particularly in a moment of caustic political and sharp economic divisions that would seem to belie the consensus he emphasized, and in the midst of the emergence of forthrightly illiberal doctrines shaping both American domestic and foreign policy.

On the fiftieth anniversary of the publication of Louis Hartz's The Liberal Tradition in America, the book remains more controversial than ever. As Philip Abbott has recently catalogued, the book has been attacked from literally every direction possible. Sean Wilentz summarizes the feelings of many when he argues that Hartz should be forgotten, or at best considered “a figure of historical interest.” Hartz has been accused of being loose with the facts, inappropriate in comparing America to continental Europe, and blind to other perspectives such as race or morality. Even those who take him seriously argue his theory is anything but a complete explanation of American political development and thought, but rather one that at best represents a mere slice of America's “multiple traditions.” Finally, of course, there is a very large and influential school of American political development that argues ideas have very little role at all in explaining politics, and for adherents to this way of thinking, Hartz is simply irrelevant. For many members of the American political development scholarly community, there is simply no room left for taking Hartz's thesis seriously any more, if there ever was.
