In 1994 Alan Rabinowitz decried what he regarded as lackadaisical attempts by governments, NGOs and international funding agencies to conserve the Sumatran rhinoceros Dicerorhinus sumatrensis. Sixteen years on it is timely to evaluate whether his warnings were heeded. We review the current conservation status of D. sumatrensis throughout its range and the latest threats and challenges complicating efforts to conserve this species. Recent data from governments, NGOs and researchers indicate that the global population could be as low as 216, a decline from c. 320 estimated in 1995. Based on lessons learnt and expert opinions we call on decision makers to focus on two core strategies for conservation of D. sumatrensis: (1) the translocation of wild individuals from existing small, isolated or threatened forest patches into semi-in situ captive breeding programmes, and (2) a concomitant enhancement of protection and monitoring capacities in priority areas that have established these breeding facilities or have recorded relatively high population estimates and track encounter rates. At least USD 1.2 million is required to implement these strategies annually in four priority areas: Bukit Barisan Selatan and Way Kambas National Parks on Sumatra, and Danum Valley Conservation Area and Tabin Wildlife Reserve on Sabah. Given that conservation funds are rarely secure and D. sumatrensis is still in decline we call on potential donors to help secure and augment existing capacities of organizations in these four priority areas before committing resources to elucidate the status of the species in other areas such as Gunung Leuser and Taman Negara National Parks.

Benchmarking, the comparison of efficiency measures of an organization against those of other organizations, is widely used in industry, medical practice and agriculture as a means of learning where practice can be improved. This could be used by conservationists for routine repeatable activities, such as the treatment of invasive species or the survival rate of transplanted plants. We give three examples of the benefits of cross-site comparisons: grazing management in South Africa, husbandry of captive penguins and management of lagoons for wading birds. Benchmarking, by comparing effectiveness with others, is the initial stage in identifying weaknesses and leads on to learning how to improve through cross-site comparisons, comparisons with better performers or examination of the published literature. We suggest that the term best practice, which is often used as part of benchmarking, is unsuitable as it implies a comparison of all options, which rarely takes place, and it is subject to change as knowledge and techniques develop. An alternative term is current effective practice.

Silene longisepala Nasir (Caryophyllaceae) is a plant endemic to Chitral District in mountainous north-west Pakistan. This taxon was previously known from only two localities. In field studies during 2005–2007, 24 new localities in lower Chitral were discovered. We found 608 mature individual plants in 22 localities in 2005, 520 mature individuals in 17 localities in 2006, and 531 mature individuals in 18 localities in 2007. Considering the population size in 2007, an extent of occurrence of 3,587 km2 and area of occupancy of 104 km2, we recommend that the species is categorized as Endangered on the IUCN Red List. The main threat to the species is habitat destruction from road construction, land conversion for agriculture and soil erosion following deforestation; we witnessed the direct effects of these pressures on S. longisepala during our fieldwork. In some localities, however, S. longisepala is fortuitously protected by the general inaccessibility of its habitat. There is no legal framework in Pakistan for the protection of rare and endemic plant taxa on private lands and therefore ex situ conservation may be required for narrow endemics such as S. longisepala. Our methodology in this study, in which we combined detailed field surveys with monitoring, could form a model for conservation research on rare and endemic plant taxa in Pakistan and elsewhere.

Approaches to community-based natural resource management tend to vary among programmes based on the needs and characteristics of the communities in which the programmes operate. Variation also exists within individual programmes, creating the potential for conflict if management does not recognize that these differences can indicate competing interests and needs. In this study we examine livelihood activities at the household level in a wildlife conservancy along the Kwando River in the Caprivi region of Namibia. We ask how people in the conservancy make their livelihoods and what differences exist between the conservancy’s riverside and inland populations. The study finds that the inland population, c. 20 km from the river on slightly heavier soils, engages in fewer livelihood activities and has greater food security than does the riverside population. We further establish that differences between the two populations are significant enough to indicate two distinct combinations of livelihood activities with different environmental interactions. These findings suggest that any management action taken by the conservancy will affect household livelihoods differently based on location and that these differences must be considered if the conservancy is to make a successful transition from a subsistence-based agricultural system to a wildlife-based economy.

Most research on attitudes to parks in sub-Saharan Africa has been in savannah regions and areas of low population density. Expulsion, exclusion and the imposition of external control are dominant themes, resulting in negative responses to parks, particularly those that represent hard-edged so-called fortress conservation. Our research in the densely populated area around a mid altitude forest park in western Uganda found an alternate narrative in which, despite its hard-edged fortress features, most people view Kibale National Park favourably. Based on a geographically random sample in two agricultural areas neighbouring the Park, our results indicate that most households felt they benefit from the Park and only a small proportion cited negative impacts. Rather than direct economic returns, the benefits most commonly noted by respondents can be characterized as ecosystem services. Most individual respondents and a large majority of the local political leaders said that the Park should continue to exist. Crop raiding by animals from the Park is a problem in some locations but resource restrictions and expulsion were not widely cited by our respondents. The fact that the large majority of residents migrated to the area after the Park was established may be an important explanatory factor for these responses, and this is also likely to be the case for many other mid altitude tropical forest parks, the demographic and land-use histories of which differ from those around many savannah parks.

Private nature reserves created by non-governmental organizations (NGOs) are increasing, and their growing number and extent means that they can potentially contribute to biodiversity goals at a global scale. However, the success of these reserves depends on the legal, economic and institutional conditions framing their creation and management. We explored these conditions, and the opportunities and challenges facing conservation organizations in managing private nature reserves, across several countries, with an emphasis on Australia. Results from 17 semi-structured interviews with representatives of private conservation organizations indicated that while private reserves may enhance the conservation estate, challenges remain. Legal frameworks, especially tenure and economic laws, vary across and within countries, presenting conservation organizations with significant opportunities or constraints to owning and/or managing private nature reserves. Many acquired land without strategic acquisition procedures and secured funding for property acquisition but not management, affecting the long-term maintenance of properties. Other typical problems were tied to the institutional capacity of the organizations. Greater planning within organizations, especially financial planning, is required and NGOs must understand opportunities and constraints present in legislative frameworks at the outset. Organizations must establish their expertise gaps and address them. To this end, partnerships between organizations and/or with government can prove critical.

Human–elephant conflict in India, driven by habitat loss and an expanding human population, is a complex challenge for biodiversity conservation. Determining if, how and why this conflict has changed over time will be an important step towards managing landscapes where people and elephants Elephas maximus coexist. This study combines social surveys and remote sensing data to analyse patterns in human–elephant conflict and land-use change over time. The reported experience of conflict increased dramatically in the early 1980s, with 85% of those surveyed indicating that conflict began after 1980. The expansion of conflict showed a significant southward trend and was associated with forest cover dropping below 30–40%. Based on our results we propose that a critical habitat threshold for human–elephant conflict may exist at 30–40% forest cover. Below this level, conflict expanded across the landscape. The existence of such a deforestation threshold may have important implications for landscape management in elephant range states that seek to avoid or mitigate further conflict. Maintenance of remaining forest areas, reforestation, and the creation of habitat corridors are strategies that could help prevent further expansion of conflict.

There is widespread concern for many understorey and ground-dwelling bird species in the Philippines that appear intolerant of forest alteration. We present density estimates for 18 key bird species in old growth forest, advanced and early secondary growth and active cultivation within the Puerto Princesa Subterranean River National Park in Palawan. Six species were not recorded in cultivation and the abundance of these and several others increased along the successional gradient from cultivation to old growth forest. Eleven species, including five endemics and three of four threatened species, had highest density estimates in old growth forest. However, several species had high density estimates in the heavily disturbed habitats and every habitat type held highest densities of at least one of the bird species. The commonest habitat association across the bird community was a preference for areas containing large trees, indicating the importance of retention of such trees in allowing suitable ground and understorey microhabitats to persist. Old growth forests have the highest conservation value for Palawan’s endemic birds and, while some species thrive in the anthropogenic habitats that occur within the Park, the present extent of cultivation and associated successional stages within its boundaries should not be increased. We caution against extrapolation of the abundance figures from the Park to the whole island but we suggest that population sizes for the threatened species are likely to be much greater than previously thought. We urge authorities to strengthen management within the protected area network in Palawan to ensure survival of key species.

Building local civil society constituencies for conservation is a particularly high priority in Indochina given the regional prevalence of weak and highly-centralized government institutions with an inability or lack of will to enforce protection on the ground. BirdLife International has developed and piloted a small-scale, community-based Local Conservation Group approach to site-based conservation globally. In Indochina a number of important lessons have been learned, particularly related to the need for participatory project and activity planning, increased attention to provision of tangible benefits that clearly meet both conservation and development objectives and are tailored to heterogeneous communities, increased support for awareness-raising activities, clear monitoring of activities and impacts, and truly committed partner support for implementation.

Most large carnivores are secretive and threatened, and these characteristics pose problems for research on, and monitoring of, these species across extensive areas. Participatory monitoring, however, can be a useful tool for obtaining long-term data across large areas. Pumas Puma concolor and jaguars Panthera onca are the largest predators in the threatened Upper Paraná Atlantic Forest. To survey the presence of these two species we established a participatory network of volunteers and a partnership with researchers in the three countries that share the Upper Paraná Atlantic Forest (Argentina, Brazil and Paraguay). We trained participants in simple methods of collecting faeces and track imprints of large felids. Between 2002 and 2008 > 100 volunteers helped with monitoring, obtaining 1,633 records identified as pumas or jaguars across c. 92,890 km2. We confirmed jaguar presence in a large section of the Misiones Green Corridor in Argentina and in the largest protected areas of Brazil and Paraguay. Pumas exhibited a wider distribution, being recorded throughout Misiones province in Argentina and in some areas of Brazil and Paraguay where jaguars were not detected. Both species, and especially jaguars, were detected mainly in the few remaining medium and large forest fragments in this Forest. Although these carnivores are often in conflict with local people, their charisma and cultural significance makes them flagship species that motivated the participation of volunteers and institutions. Participatory monitoring allowed coverage of a vast area at relatively low cost whilst enhancing collaborative management policies among people and institutions from three countries.

Human conflicts may sometimes benefit wildlife by depopulating wilderness areas but there is evidence from Africa that the impacts tend to be negative. The forested states of West Africa have experienced much recent human conflict but there have been no assessments of impacts on the wildlife. We conducted surveys of mammals in the 710-km2 Gola Forest reserves to assess the impact of the 1991–2001 civil war in Sierra Leone. Gola is the most important remaining tract of lowland forest in the country and a key site for the conservation of the highly threatened forests of the Upper Guinea region. We found that Gola has survived well despite being in the heart of the area occupied by the rebels. We recorded 44 species of larger mammal, including 18 threatened, near-threatened and endemic species, accounting for all species recorded in pre-war surveys and adding several more (African buffalo Syncerus caffer nanus and water chevrotain Hyemoschus aquaticus). Populations of primates were healthy with little evidence of decline. Duiker detection rates were low and further work is required to confirm their numbers as they include five species endemic (or near endemic) to the Upper Guinea region, three of which are threatened. However, the population of African forest elephants Loxodonta cyclotis has collapsed, with only a few individuals remaining from c. 110 in the mid 1980s. We conclude that peacetime pressures from the bushmeat trade, clearance for agriculture, logging and mining are likely to be far greater for Gola than the pressures from the civil war.

Elephants are threatened globally by habitat loss, poaching and accelerating levels of human–elephant conflict. For Elephas maximus in Cambodia, crop raiding underlies this conflict. Understanding the timing of raids and selection of crops can help design locally appropriate mitigation and management strategies. This study, using a 4-year database of events, investigated the most frequently raided crops and patterns of raids, over time and seasons and by location. Damage frequency varied significantly by crop, with rice, banana, cassava, sugar cane and papaya most frequently raided. Considering raid events per unit crop area, banana, sugar cane and pineapple were raided more than would be expected based on their availability. There were differences in both crop-raiding events and crop-damage frequencies over study years and there was a peak raiding season in October–December. Nationally, significant differences were found among provinces but not between years. Rates of damage decreased after mitigation strategies such as observation towers, deterrents and fences were implemented. We suggest further mechanisms to improve human–elephant conflict monitoring in relation to crop choice and availability.

Jaguar Panthera onca populations have declined severely in Mexico because of habitat loss and poaching of the species and its natural prey. One of the most important, but poorly known, populations of the jaguar remaining in Mexico resides in the Greater Lacandona Ecosystem in Chiapas. Our objective was to determine the density of jaguars in southern Montes Azules Biosphere Reserve and to estimate population size inside the Natural Protected Areas of this Ecosystem. Jaguar densities were estimated during the dry and rainy seasons of 2007 and the dry season of 2008 using camera-trapping combined with closed capture-recapture models. The lowest density estimate was recorded during the 2007 dry season (1.7 ± SE 0.7 per 100 km2) and the highest during the 2008 rainy season (4.6 ± SE 1.6 per 100 km2). Estimating the extent of potential jaguar habitat in the Natural Protected Areas and extrapolating density estimates to these reserves indicates that they could support 62–168 jaguars. This result highlights the potential importance of this Ecosystem for the conservation of the jaguar in the Mayan Forest and Mexico. The implementation of measures to secure the long-term conservation of this population and jaguar population connectivity in the Mayan Forest is urgently required.

An unusual combination of two major conservation threats, invasive species and bushmeat hunting, has had a positive outcome for wildlife conservation in the Brazilian Pantanal. The Pantanal is a wetland and one of the few non-protected areas in the Neotropics where people live but rarely hunt native wildlife. To understand why wildlife hunting is not a major conservation issue in the Pantanal an exploratory survey, semi-structured interviews, skull collection and tooth wear analysis of feral pig Sus scrofa, white-lipped peccary Tayassu pecari and collared peccary Pecari tajacu were conducted, and hunting registers distributed, in the central region of the Pantanal. The results showed that feral pigs are the main hunting target. Feral pigs are effectively acting as a replacement species for hunting of native wildlife because the pigs provide a constant, culturally acceptable, readily available and free source of meat and oil to remote ranches. We cannot evaluate, however, if the buffer from hunting that feral pigs provide to native wildlife outweigh this species’ potential negative ecological impacts.

The effect of landscape on populations is of great importance, especially given the number of species inhabiting patchy landscapes. Developments in geographical information systems are facilitating a greater application of spatial analyses to threatened species, such as the Endangered giant panda Ailuropoda melanoleuca, for which habitat patchiness and quality are key limiting factors. Of all factors that influence the suitability of habitat for the giant panda, topography is not subject to change. Here, we report a spatial and statistical analysis of the high quality topographic habitat preferred by the giant panda across its stronghold in the Qinling Mountains, China. High quality topographic habitat, as indicated by a combination of elevation, slope and aspect, covers 92,788 ha, accounting for 15% of the current range of the species. The distribution of the giant panda closely follows patterns of topography and areas with patches of high quality topographic habitat are strongly associated with areas supporting greater numbers of giant pandas. However, comparisons between our model and the existing reserve system reveals a number of inadequacies. Some of the reserves contain little high quality topographic habitat and many patches of high quality topographic habitat are unprotected. Given the importance of topography and the decisive role it plays in shaping habitat, landscapes containing high quality topographic features must be a critical consideration in the design of reserves for the giant panda. The existing system of nature reserves is heavily weighted towards judicial and administrative boundaries, to the detriment of other factors such as topography.

This study was based on interviews with 388 randomly selected households living near four protected areas in northern and south-eastern Bangladesh: Chunati Wildlife Sanctuary, Teknaf Game Reserve and two forest reserves. The respondents were generally poor and their perception of conservation varied across the study areas. Respondents were generally reluctant to embrace conservation and their attitude towards the conservation of protected areas depended on a set of demographic and socio-economic factors. People in northern Bangladesh had somewhat more positive attitudes towards conservation than those in the south-east. The two most important variables explaining respondents’ attitudes towards conservation were the distance they lived from protected areas and their monthly income. People who are poor and who live closer to the protected areas disliked the conservation measures most.

We examined the presence of the jaguar Panthera onca, and human–jaguar interactions, in a community-dominated montane tropical forest landscape with formally recognized indigenous/community conserved areas in the Sierra Norte of Oaxaca state, Mexico. We used camera traps to detect jaguars, and social data were collected through informal interviews and 46 semi-structured and 106 structured interviews with community leaders and members. During June 2007–June 2008 camera traps registered two jaguars in the four study communities after 1,164 trap nights, with a photo-capture rate of 7.8 jaguar captures per 1,000 trap nights. Interviews documented 86 jaguar sightings since 1990. Despite some history of livestock predation, 68% of the interviewed farmers indicated jaguar presence was positive, 20% that jaguar presence was both positive and negative, and 12% thought jaguars were a negative presence. All of the respondents with negative attitudes had either owned cattle previously or lost cattle to predation. Despite ongoing risks to jaguars the emergence of community-conserved areas, local conservation initiatives, and a community-imposed hunting ban are supported by 93% of community members. An emerging culture of conservation in the study communities suggests there is an opportunity for jaguar conservation on community lands that should be explored elsewhere in jaguar range countries.

Habitat change has major effects on wildlife and it is important to understand how wild animals respond to changing habitats. Dashanbao National Nature Reserve, in north-east Yunnan, China, which was established for the protection of the black-necked crane Grus nigricollis, other wintering waterbirds and the upland wetland ecosystem, recently began converting farmland to grassland and woodland. With respect to this policy we studied habitat selection by black-necked cranes in the Reserve from November 2006 to April 2007. Farmland, grassland, marsh and water were used by black-necked cranes but no cranes occurred in man-made woodland. Black-necked cranes showed the least preference for grassland and no significant differences were detected in the species’ preference for the other three habitats. However, black-necked cranes exhibited different behavioural responses to the four habitats: farmland and grassland were their main foraging sites. Principle component analysis verified that a foraging-related component was the first factor determining habitat selection. Cranes used habitat close to their roosts with short grass, shallow water and less disturbance by human activity. Our results indicate that the policy of converting farmland and grassland to woodland is not beneficial for conservation of the crane. For effective conservation of the black-necked crane scientific habitat management that takes into account habitat selection by the species is required, with the retention of some farmland and restoration of wetlands.

The prevalence and impacts of the illegal trade in bushmeat are under appreciated in Southern Africa, despite indications that it constitutes a serious conservation threat in parts of the region. Bushmeat trade has emerged as a severe threat to wildlife conservation and the viability of wildlife-based land uses in Zimbabwe during a period of political instability and severe economic decline. We conducted a study around Savé Valley Conservancy in the South-East Lowveld of Zimbabwe to investigate the dynamics and underlying causes of the bushmeat trade, with the objective of developing solutions. We found that bushmeat hunting is conducted mainly by unemployed young men to generate cash income, used mostly to purchase food. Bushmeat is mainly sold to people with cash incomes in adjacent communal lands and population centres and is popular by virtue of its affordability and availability. Key drivers of the bushmeat trade in the South-East Lowveld include: poverty, unemployment and food shortages, settlement of wildlife areas by impoverished communities that provided open access to wildlife resources, failure to provide stakes for communities in wildlife-based land uses, absence of affordable protein sources other than illegally sourced bushmeat, inadequate investment in anti-poaching in areas remaining under wildlife management, and weak penal systems that do not provide sufficient deterrents to illegal bushmeat hunters. Each of these underlying causes needs to be addressed for the bushmeat trade to be tackled effectively. However, in the absence of political and economic stability, controlling illegal bushmeat hunting will remain extremely difficult and the future of wildlife-based land uses will remain bleak.

The Socotra archipelago, Yemen, in the north-west Indian Ocean, has outstanding endemic biodiversity, and was listed as a World Heritage Site in 2008. Although inhabited for 6 millennia Socotra only began to open up to the outside world in 1990. With conservation interventions starting prior to major developments, and building on centuries-old low-intensity resource management, Socotra has been in a unique position to practice pre-emptive conservation. In 1997 modern conservation started with biodiversity and socio-economic surveys, with inputs from communities and decision makers, which fed into the Conservation Zoning Plan. Approved in 2000, this has been the archipelago’s principal conservation planning and management tool. Regulations and bans on fishing practices, the collection of coral stones and export of biological materials have all been relatively well complied with by local communities and authorities. Inappropriate road construction, however, driven by non-islanders, has demonstrated the limits of the Conservation Zoning Plan, highlighting significant institutional challenges in planning and coordination. The capacity of the Socotra-based conservation institution has increased dramatically over the last decade. Its personnel are generally respected, largely because their roles include assisting local communities with development initiatives, underlining the importance of integrating conservation and development at the onset of conservation. Although the integrity of the landscape will inevitably decline, especially along the northern coastline, Socotri conservationists, backed by international support, are in a unique position to shape the archipelago’s future.
