In January 1776, Thomas Paine demanded to know whether “the Power of feeling” did not require that American colonists declare independence from Great Britain. Paine's efforts included an appeal to “common sense,” to the idea that it was only natural for colonists to end their ties with Britain. For Paine, independence did not depend on elaborately wrought arguments; instead, it should be obvious to all, even the most unlettered. His own emotionally charged language—the king was akin to a “crowned ruffian” descended from “a French Bastard landing with an armed Banditti”—sought to stir even those who still longed for reconciliation to “examine the passions and feelings of mankind” and to throw off the yoke of oppression. Paine's formulations, like these two books, raise numerous questions. How significant has the expression of emotion been in American history? How far can scholars go in attributing to it sufficient momentum to effect major historical change? Can something so universal be harnessed into nationalist political trajectories? Should America be seen as having a unique emotional culture in the eighteenth century? Did this exceptional culture of feeling contribute to the Revolution itself? These two authors answer yes to the last three questions, thus prompting re-evaluation of the “power of feeling” in the American Revolution itself.

This essay attempts something a little peculiar: a study of the genesis of a concept within discourses which did not, in fact, use the word. This is at least true of “sustainability” in English. The emergence of the German equivalent, Nachhaltigkeit, which might also be expressed by the idea of “lasting-ness”, is, however, usually dated to the use of the word nachhalthende by Hanns Carl von Carlowitz in his Sylvicultura oeconomica of 1713, the first great forestry manual of the eighteenth century. In fact, the term can be found in the 1650s.

“It has been our fate as a nation not to have ideologies,” Richard Hofstadter famously wrote, “but to be one.” Defining that “American ideology” or “American creed” obsessed scholars of the consensus era, who celebrated (and occasionally lamented) Americans’ allegiance to a limited liberal vocabulary of rights, freedoms, and markets. The cultural transformations begun in the 1960s seemed to question the very idea of a unitary culture or creed, but some historians responded by exploring alternative ideological founding myths to the liberal consensus. Over the ensuing decades scholars mounted formidable efforts to support republicanism or millennial Christianity as challengers, but liberalism proved a resilient foe. And it seemed to have contemporary history on its side: during the Reagan revolution of the century's final decades the classic liberal combination of scaled-down government and free markets carried the day as Americans’ ideal if not their reality. The Lockean liberal tradition that Louis Hartz described a half-century earlier still appeared the only game in town, although scholars continued to argue over its terms, history, and boundaries.

Since its publication in 2007, Trish Loughran's The Republic in Print has earned a reputation as a trenchant critique of the vision of the pre-1876 United States as a state whose national integrity depended upon the dissemination of print. Commentators fixed particularly on its argument that the early republic never manifested that degree of integration of internal improvements, roads, print technology, and local interests to materialize the Federalist vision of nationhood. In some circles it was hailed as a salutary counter to historians who embrace Benedict Anderson's account of the national imaginary—a virtual nationhood irradiating citizens’ imaginations through reading newspapers and novels that impute national being. Loughran marshaled evidence that no newspaper, certainly no novel, and not even that most legendarily popular imprint, Thomas Paine's Common Sense, enjoyed sufficiently broad distribution to invoke even a coherent fantasy of national identity. In print-culture studies she has emerged as the most vocal chronicler of the fragmented republic. She has earned the respect of those political historians who have pondered the incapacity of public-sphere historiography to account for the republic's drift into the contending sections of the 1830s and the warring states of the 1860s.

Who were the sans-culottes? What were their concerns and purposes? And what role did they play in the unfolding of events collectively known as the French Revolution? Michael Sonenscher first engaged directly with these questions in the 1980s (in an article for Social History 9 (1984), 303) when social historians were experimenting with the possibilities opened up by discourse analysis, and when the traditions of eighteenth-century civic, or republican, language seemed particularly exciting:

Fears about the sustainability of oil-rich communities and hopes that petroleum would fuel financial, social, and moral renewal have accompanied the oil industry since its inception in the mid-nineteenth century. With each successive ecological disaster caused by oil spills, debates over the industry's ecological sustainability sharpen. Discussions about the geological sustainability of the petroleum industry intensify when oil supplies tighten, and dissipate when they increase. Although concerns about the moral viability of communities dependent on oil have become radically unfamiliar since the late nineteenth century, these, too, were once central to debates about the effects of oil on human society. In the nineteenth century, the progress that oil promised to bring was to be measured not only in material wealth, but in the attainment of social harmony and the attenuation of political strife.

There is a long-standing myth that the history of modern India was foretold at the beginning of the nineteenth century by British liberals who predicted that the enlightened despotic rule of India's new conquerors would, by its beneficial effects, improve the native character and institutions sufficiently to prepare the people of that country one day to govern themselves. Lord William Bentinck, a disciple of Jeremy Bentham, while presenting as governor-general his case for the opening up of India to European settlers, speculated on the possibility of “a vast change to have occurred in the frame of society . . . which would imply that the time had arrived when it would be wise for England to leave India to govern itself”, but added that such change “can scarcely be looked for in centuries to come”. The doctrinal basis within liberal theory for justifying a democratic country like Britain exercising despotic power in colonies such as Ireland and India was securely laid out by mid-century liberals such as John Stuart Mill. The project of “improvement” was revived at the end of the nineteenth century by Gladstonian liberals who inducted elite Indians into new representative institutions based on a very narrow franchise in preparation for some form of self-government. When power was ultimately transferred to the rulers of a partitioned subcontinent in 1947, the history of liberal progress in India was complete. The storyline was laid out, for instance, in Thompson and Garratt's Rise and Fulfilment of British Rule in India or in Percival Spear's revised edition of the hugely successful textbook by Vincent Smith. Even nationalist Indian scholars adopted at least a part of this story, nowhere more so than in the histories of constitutional law which traced the foundations of the postcolonial Indian republic to the progressive expansion of liberal state institutions under British rule.

Gary Dorrien has presented to all who have an interest in religion, and religious ideas especially, a magnificent piece of scholarship. These three volumes on liberal theology in the United States have value in the massive amount of writings they bring under study and into the mainstream of American intellectual history. To that extent they address a historiographical gap; conservative thinking in the long evangelical tradition down to the contemporary “religious right” has received greater attention. Liberal theology, as Dorrien treats it, interconnects with a wide range of ideas—in philosophy, science, and history most importantly, and other topical maters like feminism and race. This trilogy should attract the attention of intellectual historians not only for its rich content but also for the suggestions it has for this discipline itself; that is, for practicing intellectual history and recognizing some of the contrasting approaches to its subject matter.

The idea of sustainability is an odd composite of imagination and accounting. Environmental history is a permissive historical subdiscipline, and this essay is about the environmental–economic–intellectual history of an environmental idea, sustainability, which is historical in the sense that it is very old, and historical, too, in the sense that it is an idea about history, or about imagining the future in relation to the past. One of the oddities of the last several decades is that these old ideas have been transformed into the most celebrated of all the dicta of environmental policy, or an aspiration of UN commissions, “strategy consultancies”, and very large government agencies (“sustainability is our ‘true north.’”)

Among the astonishing variety of sources mentioned in Martin Jay's new book on lying in politics the reader will find ancient Greek philosophical dialogues, pamphlet controversies between eighteenth-century philosophers, post-structural literary theories and, resting easily among the likes of these, a familiar old joke. “How can you tell when a politician is lying?” Jay asks. “He moves his lips” is the answer my grandfather used to give, and that is the punch-line that Jay recounts here. But my grandfather told the joke as part of a syllogism whose unstated premise was “lying is bad” and whose common-sense conclusion was that politics is corrupt. Jay is not satisfied with that conclusion. His book, The Virtues of Mendacity: On Lying in Politics, puts forward a very different argument: He assumes that politics is worthwhile, suggests that it is unavoidably linked to lying, and concludes that lying must not be as bad as we think it is. There are a host of complications and caveats, so many that one could spend a whole review admiring the virtuosity involved in constructing such a rich pastiche of historical episodes and texts touching on mendacity. But the frisson that the book provokes comes almost entirely from its willingness to flirt with the endorsement of vice, so any serious engagement with it cannot avoid responding in some way to that flirtation.

The intellectual movement to interpret fascism, Nazism, and Stalinism as “political religions” has generated lively debates and an intensive publication program for over a decade. The scholarly trend has been closely associated with a revival of the concept of totalitarianism, reconfigured to account for the popular appeal and violent fervor of twentieth-century mass movements of the extreme right and left. As theoreticians of political religion have been preoccupied with arguments about the definition of religion and the problems of comparison, two stumbling blocks have become increasingly apparent. First, historians of Soviet communism, who since the early 1990s have empirically and conceptually transformed the study of Stalinism and Soviet history, have either exhibited “utter neglect” of the political-religion concept or have shunned it due to the scientism and official atheism of the regime. As a result, comparisons in the political-religion mode have generally been carried out by scholars not expert in Soviet history. Second, and closely related to this, even sympathetic critics have found secular religion too blunt a tool and too generic a concept to probe the “novel, supranational, but historically specific . . . sense of mission” produced by radical interwar regimes. Soviet communism as a project, more than fascism, was deeply invested in viewing its own ideology as genuinely scientific.

In her epilogue, Tracie Matysik argues that “questions of universalism, difference, and morality beyond the law have returned with a new force” (256). Similarly, in hers, Judith Surkis shows how the recent virulent controversies around the headscarf in republican French schools and their attendant legislation have a genealogy in the vibrant fin de siècle debates on pedagogy, secularism, and citizenship (243–8). Few would argue with Surkis and Matysik's contention that contemporary debates on universalism, citizenship, and secularism which haunt Western liberal democracies have a historical past, yet few have explored this past in such an illuminating manner. By reflecting on these issues, both studies illustrate how intellectual history, far from being the abstract and arcane sub-field of history it is still considered by some critics, has contemporary purchase and speaks to a present that must be thought historically. These authors show how (sexual) difference constituted a central term in the late nineteenth- and early twentieth-century definition of the nature and social expression of the subject.

Jacques Derrida's memorial reflections on the impact of Sartre's journal Les temps modernes in shaping his generation's projects highlighted the legend of the courier from Marathon who died while running to deliver his message of victory to the Athenians. Sartre alluded to the fable in his manifesto for engaged writing. “It's a beautiful myth,” Sartre wrote in his précis for the politics of commitment, for

It is hard to imagine two more engaging and thoroughly researched works on German science than the two here under review. This is especially rewarding because in the period covered—the second half of the nineteenth century and the early years of the twentieth—it is often the physical sciences that command the attention of historians. This was the time when Helmholtz was at the peak of his profession and Einstein was emerging onto the scene. Richards and Nyhart are among those historians of science who are reexamining assumptions about the sciences of life in Germany from the beginning of the nineteenth century on. In particular, as scholars of Germany they refuse to concede to any other country or individual (including Darwin) the undisputed center of attention where biological science and even the subject of evolution are concerned. Both works are much more than straightforward narrative histories. Nyhart and Richards have each taken on difficult historiographical challenges in the course of presenting the results of their research.

In the winter of 1859, the Boston poet Julia Ward Howe sailed for Cuba; and in the winter of 1860, Ticknor and Fields published an account of her travel. A Trip to Cuba appeared only months after the same firm had published Richard Henry Dana's story of his “vacation voyage,” To Cuba and Back. These two narratives responded to a burgeoning American interest in the Caribbean island that promised recuperation to American invalids and adventure for military “filibusters.” Howe's narrative demonstrated a self-conscious familiarity with antebellum travel writing more broadly, however, as she playfully resisted yet ultimately upheld various conventions of a genre that had become a staple of the American literary marketplace. “I do not know why all celebrated people who write books of travel begin by describing their days of seasickness,” she noted, before discussing her own shipboard illness. She followed similar cues as she blended elements of autobiography, the social sketch, nature writing, and political and social commentary. Across 250 “sprightly” pages, readers were offered a familiar melange of humorous portraits, detailed descriptions of “foreign” institutions, and extensive commentary on local customs and social mores.

An American conservative movement developed rapidly after World War II. It brought together intellectuals and politicians opposed to the New Deal in domestic policy and Soviet communism in foreign policy. The movement's first presidential candidate, Barry Goldwater, lost the election of 1964 but its second, Ronald Reagan, won the election of 1980. It has remained an influential force in American life up to the present, despite strong internal contradictions, which include disagreements about centralized power, about religion, about tradition, about elites, and about the free market. To some of the movement's early luminaries, such as Russell Kirk, free-market capitalism was the antithesis of conservatism since it required perpetual innovation and the sweeping away of traditional forms. To others, such as Ayn Rand, capitalism was the heart and soul of conservatism because it alone preserved the dignity and freedom of the individual.
