When New Labour came to power in the UK in 1997 it brought with it a strong commitment to reducing inequality and social exclusion. One strand of its strategy involved a focus on area-based initiatives to reduce the effects of persistent disadvantage. Health Action Zones (HAZs) were the first example of this type of intervention, and their focus on community-based initiatives to tackle the wider social determinants of health inequalities excited great interest both nationally and internationally. This article draws on findings from the national evaluation of the initiative. It provides an overview of the HAZ experience, and explores why many of the great expectations associated with HAZs at their launch failed to materialise. It suggests that, despite their relatively limited impact, it is best to consider that they made a good start in difficult circumstances rather than that they failed. As a result there are some important lessons to be learned about the role of complex community-based interventions in tackling seemingly intractable social problems for policy-makers, practitioners and evaluators. Social programs are complex undertakings. They are an amalgam of dreams and personalities, rooms and theories, paper clips and organisational structure, clients and activities, budgets and photocopies, and great intentions. (Weiss, 1998: 48)

In 2003 the UK government set an objective that in ten years' time Britain's minority ethnic groups should not face disproportionate barriers in the labour market. A key ‘barrier’ is discrimination by employers. This article examines one potential way forward: the use of contract compliance. First, the article presents findings from the authors' study of an innovative use of contract compliance by a group of local authorities in the West Midlands. If contract compliance can be made to work and New Labour is committed to addressing racial inequality in employment, this suggests that contract compliance is an approach that the government should be seeking to develop. The second part of the article therefore considers New Labour's stance on contract compliance, which can be seen to be highly ambiguous. It is argued that if contract compliance is located within the broader context of New Labour policy development, what is apparent is that the professed aspiration for social change is compromised by a dominant commitment to the maintenance of neo-liberal economic policies. The conclusion is that it is likely that only limited progress will be made in achieving racial equality in employment.

Britain's New Labour government will spend some 133 billion this year on social protection for vulnerable groups with low incomes such as pensioners, disabled people, and working families with and without children. It also regularly reviews the National Minimum Wage for workers. Although its intentions are laudable, the government can be criticised for setting income floors with little or no grounded assessment of individual welfare requirements. Budget standards, originating in Rowntree's work on poverty at the close of the nineteenth century, offers an alternative for setting minimum incomes. Used by Beveridge in 1942 to rationalise the proposal for social security levels, they have largely been neglected by successive governments and were recently rejected by New Labour in its review of child poverty measures. Academic research, however, continues to identify non-arbitrary income thresholds. The transparency of evidence to maintain a defined standard of living along with the minimal personal costs involved are key attractions. The challenge remains to find a generally acceptable standard. How much emphasis should be given to scientific prescriptions for health compared to popular cultural practices captured by national surveys of poverty and social exclusion or agreed by the consensus of ordinary citizens in focus groups? This article considers the current debate within UK social policy.

This article is concerned with explaining the relatively disappointing results of the Labour government's National Childcare Strategy to date, with particular emphasis on the role of the EYDCPs (Early Years Development and Childcare Partnerships). After briefly describing and assessing childcare policy under Labour, it suggests that limited outcomes partly reflect the constraining legacy of previous policy and provision, but must also be related to the way childcare has fitted into the wider government agenda, and ‘third way’ discourse. This has affected not only policy content but the chosen means of implementation. In this context the article focuses in particular on the local EYDCPs: both their rationale and the part they have played in practice.

Comparative welfare state research has devoted little attention to the social rights of migrants or the ethnic/racial dimension, even though societies are becoming more ethnically diverse through international migration. Using data from the Luxembourg Income Study for the UK, the USA, Germany, France, Denmark and Sweden, this article represents an initial attempt to compare the social rights of migrants and citizens across welfare regimes. We examine the substantive social rights of migrants and ethnic minorities by focusing on their participation in social transfer programmes, and the impact of transfers on their ability to maintain a socially acceptable standard of living compared with the rest of the population. The analysis shows that there are major disparities between how migrant and citizen households fare in welfare states, and that the discrepancies widen for migrants of colour. When the analysis is confined to citizen households, the results largely correspond to the expected performance of welfare regimes. However, when migrants are incorporated into the analysis, intra-regime variations stand out in the case of the liberal and social democratic countries.

Despite improvements in childcare provision since the implementation of the National Childcare Strategy in England in 1998, little is known about the practicalities of managing childcare and employment from a parental perspective. It is not recognised that dependent children have to be physically transported from home to the place of care-education, and if transported by the parent the latter usually also has to travel to their workplace in a different location. This article discusses the complexity involved in coordinating these events, the barriers posed to maternal employment, and the strategies used by working parents to overcome the difficulties. It presents an analysis of qualitative data from in-depth interviews with 40 mothers in a middle-sized city in England. The analysis exposes the additional work involved in temporally, spatially and physically coordinating childcare, education and work. It indicates that early education related to children's ages might have a greater influence on coordination difficulties, and therefore maternal employment, than the numbers of children in a family per se. The article argues that policy makers need to have a greater regard for the time and space dimensions attached to coordination, the coordination support provided by fathers and others (as opposed to childcare), transport issues and the need for fully integrated early years provision in all neighbourhoods.

The article traces the post-war history of the British hospital contributory schemes, which had developed during the inter-war years to the point where, through the accumulation of small weekly contributions from a mass membership, they provided substantial proportions of hospital income. A minority of contributory schemes remained in existence post-1948, but their subsequent development has received little attention. Some evolved into provident associations offering private health insurance; others remained committed to the provision of low-cost benefits to a blue-collar clientele, and continued to be known as hospital contributory schemes. This article outlines the principal features of the contributory schemes' contemporary history. We first explore why many schemes decided to continue in existence. The next section uses national and individual scheme records to delineate the market niche which they captured and to investigate their role in post-war health provision, relative to the state system. In particular we trace the decline of convalescent home benefit, and the gradual trend towards a more uniform benefit package, of which optical and dental grants were the most popular. We then survey patterns of membership and account for the main trends in support for cash plan products since 1950. Finally, we ask to what extent the schemes were able to retain their character as a ‘movement’ with distinctive mutualist and charitable features, particularly in the more competitive environment of the later twentieth century.

It has long been recognised in both the UK and in other countries that society has an obligation to compensate workers who are injured or who suffer ill health through the course of their employment. The most common means of society ensuring this is by government legislation requiring employers to fund a variety of insurance schemes.

This article explores the situation which has recently prevailed in the UK. The system of insurance which has historically dealt with the question of an employer's liability to pay compensation has been in a state of turmoil, and a diverse range of stakeholders have called upon the government to act. The article analyses the various suggestions made, considers the merits of other national systems and evaluates the government's response. It concludes with the view that government inaction is likely to present them with an even greater crisis.

This article presents a comparative child-focused analysis of child support policies in the UK and Australia (an influential forerunner to the development of the UK child support system). Using a child-focused approach that places the best interests of children at the centre of the inquiry, it assesses how children have fared in each country in relation to three key criteria: first, the extent to which child support policies have succeeded in addressing the issue of child poverty; second, how child support policies have influenced the degree of conflict that children can experience between their separated parents; and, third, how equitable child support policies are in relation to children in ‘first’ and ‘second’ families. By focusing solely on children's wellbeing, the article shows how competing interests and social and political pressures can influence and distort policy outcomes, perversely affecting children's lives. The article concludes that child support policies in both countries have failed in several critical areas to put children's best interests first. In response to issues and concerns raised by using a child-focused approach, key reforms to the UK child support system are proposed.

The welfare state is the distinctive contribution of Europe to the modern world. Other places do market capitalism better, and democracy, art and culture at least as well. However, the future of the European welfare state is in question, as a result of economic globalisation, pressures from population ageing and other social changes and the dominance of an EU primarily committed to creating an open market to rival that of the US. An important recent critique of the welfare state project argues that social cohesion and diversity are simply incompatible – with the implication, that as Europe grows more diverse, welfare states will wither. An influential variant of this argument uses statistical modelling to support the argument that greater ethnic diversity accounts for the failure of the US to develop political support for a welfare state on European lines (and implies that Europe's future is American). This article demonstrates that the model used fails to take into account the significance of left politics in European countries. The evidence is that the left substantially counteracts the impact of greater diversity on welfare states in Europe. The case that increased migration will undermine popular commitment to social spending is not proven.

This article discusses the politics of social policy development in Hong Kong following the Asian financial crisis. It examines the cause, mode and political significance of social policy reform in an Asian late industrialiser that has been experiencing the twin pressures of economic globalisation and socio-economic change. Financial austerity has prompted the state to adopt social policy reforms through re-commodification and cost containment, resulting in the retrenchment of the residual welfare state. The state's policy choices are structured by local politics, including the state of political development and the path dependence nature of policy change. The article questions the effectiveness of the social authoritarian approaches adopted by the state in attempting to renegotiate the social pact with its citizens, and contends that progressive development in social policy is inevitably bound to democratisation.

Direct payments are becoming an important means by which any disabled person can arrange their care in ways that give them more choice and control over how they are supported. A key part of this new freedom is the ability to employ personal assistants (PAs) on terms laid down by the direct payments user. While endorsing the basic principles underpinning direct payments, this article raises questions over whether the employment market in suitably skilled and competent PAs has been sufficiently well researched. For example, with demand set to grow, will there be an adequate supply of reliable workers to employ? It is possible that raised expectations will not be able to be met adequately. The article also raises questions about regulation and training, particularly in relation to how best to ensure that the needs of vulnerable people are met, that risk is managed effectively and that the principle of leaving key decision making with the employer is retained.
