Does governmental intervention in the form of occupational training and retraining and other forms of assistance improve immigrants' occupational opportunities both as self-employed and as salaried employees? These have been longstanding research and government concerns in societies that face large waves of immigration. This study reports on the research findings of a longitudinal study which sought to examine the effects of governmental support mechanisms on the incorporation of a large immigrant inflow from the former Soviet Union (FSU) high in human capital into the labour market. Three types of public support programmes were investigated: occupational retraining, subsidised salaries for immigrants and support for immigrants in business creation. The research population consisted of 910 new immigrants from the FSU who arrived to Israel in the 1990s; they were interviewed in-depth in 1992 and again in 1994/5. The findings show that the three support mechanisms differ in their contribution to the transferability of human capital of immigrants and their earnings from jobs. They also affect men and women immigrants differently. The question ‘what worked?’ is discussed from three viewpoints: accountability of public programmes, knowledge basis and implementation. A training system approach is used to explain differences in the effects of the three policy instruments on the occupational incorporation of the immigrants.

This article examines whether an extension of private finance would improve either the efficiency or the equity of the UK health care system. A number of arguments for increasing the role of private finance that focus on the impact of private finance on the efficiency of the public sector are examined in conjunction with empirical evidence from a number of OECD countries. The conclusion is that the case for some extension of private finance is finely balanced. There is little evidence to show that increasing private finance would improve the efficiency of the NHS. On the other hand, the evidence suggests that it is unlikely that increasing private finance at the margin will alter the support for the NHS, and thus willingness of individuals to pay taxes for public care. In addition, if private finance is supplementary, increased finance will be progressive in terms of payments for health care.

The new Labour government in Britain has made the reduction of child poverty one of its central objectives. This article analyses the circumstances of children in poverty and describes the specific initiatives involved in Labour's approach and weighs them up in terms of their potential impact. The impact on child poverty of policies designed to raise incomes directly is analysed using micro-simulation modelling. A major emphasis of current policy is on the promotion of paid work, and we explore the potential for poverty reduction of increasing the employment of parents. The policies that address long-term disadvantage are also discussed and finally the whole programme is assessed and future strategy is considered.

Most Western countries have, for some time, provided income support and/or taxation relief to parents with children in their care. The significant amount of research into the costs of children to couple and sole parent households has been important in assessing and developing family support policies. Changing societal expectations about the level of involvement of fathers in child rearing activities has highlighted the need to understand the costs facing usually male non-resident parents in having contact with their children. The budget standards methodology is used in this paper to estimate the costs for non-resident parents exercising regular contact with their children. Costs of contact are found to be high. For contact with one child for 20 per cent of the year, costs of contact represent about 40 per cent of the costs of that same child in an intact couple household with a medium income and more than half of the costs of that child in a household with low income. Household infrastructure and transportation is the reason for high costs. One implication of this finding is that the total cost of children substantially increases when parents separate. The article discusses some policy implications of these findings. This research is of relevance to social security, taxation, family law and child support policies and administration.

The Real Worlds of Welfare Capitalism represents the fruits of ten years' interaction of an international team of colleagues from Australia and the Netherlands. What it does can be summarised as follows: it compares different welfare states each of which is deemed to represent one of the three main types of welfare regimes. This is done with reference to five external criteria taken as standards of success. As a basis for the assessment, the study uses an advanced statistical instrument – namely – panel studies. And to say right at the beginning, this is an impressive piece of work.
