Much of the external literature on the Cuban Revolution has been characterised by two dichotomies between ‘exceptionalism’ on the hand and the application of non-Cuban paradigms on the other, and that between Fidel-focussed interpretations and more systemic perspectives. This article examines the evolution of these dichotomies, from initial enthusiasm or condemnation, through an emerging awareness of a historical dimension, a focus on the social revolution, and new disenchantments, to the emergence of a less polemical attention to detail before the post-1991 return to type. In the light of this trajectory, new approaches are suggested to break with these patterns, while acknowledging the challenges for exogenous research.

This study models the sub-national pattern of coca cultivation in Colombia following the implementation of Plan Colombia (2001–2005). The results suggest that aerial eradication reduces coca cultivation primarily through creation of significant displacement and that coca cultivation is less intense in areas with a significant state presence. Further, coca cultivation appears to be more common in less developed, agricultural regions where access to legal markets precludes other forms of agriculture. Poverty has a significant, non-linear effect on coca cultivation; cultivation is most intense in regions of moderate poverty. Based on the findings, efforts to reduce coca cultivation should emphasise developing local public infrastructure and market access in conjunction with poverty reduction efforts and investment in alternative development.

During the 1990s a wave of major structural reforms that changed the distributional principles underpinning pension policies spread across Latin America. Outcomes were not always as expected. The implementation of new pension rules in the socio-economic, political and institutional context of Latin America has resulted in a number of inequalities which affect pension system performance and the gains that different income groups and generations may obtain. In order to overcome the distributional drawbacks of reform, Latin American governments may need to afford a new role to non-contributive pensions, as well as consider the application of specific regulatory adjustments to reduce the risks and inequalities involved in the private pillar. Cross-border policy learning may provide useful tools to achieve these aims.

Within Latin America, Chile is distinguished by its stable trade policies and rapid negotiation of trade agreements with countries and regions all over the world. Explanations for these phenomena often point to the stable pro-free trade coalition established in the aftermath of the shock-therapy pursued in the 1970s, and Chile's professional government bureaucracy. Although both of these elements are important, this article shows how the rapid integration of Chile into the world economy has also depended on the existence of business associations with expertise on trade issues. Through the process of integration, a close policy network has evolved between key public officials and business representatives. This is premised on the mutual recognition of expertise in the public and private sectors, and is held together by close personal networks of loyalty and trust across the public-private divide. However, while the development of such a policy network has been highly favourable to the process of negotiating trade agreements, it has also contributed to the de-facto exclusion of societal actors that have less to contribute to trade negotiations than business sectors.

This article examines the ways in which Cuba's revolution shaped the changing politics of the Left in the United States. Using critical strategies of transnationalism, it illustrates how a dialogue developed between US activists and Cuban cultural producers, and reveals how Cuba's revolutionary discourse inflected the radical shift towards Third World nationalism. As the post-Bandung global moment brought a network of new political and cultural affiliations, Cuba's state apparatus invested in the manufacture and dissemination of tricontinental politics worldwide. This alternative moral and political imaginary lent authority to Havana's status as leader of the Third World and drew global attention to Cuba's revolutionary model in new thinking on post-colonial identity and culture. This new thinking imbibed the US Left's humanistic turn which challenged standard boundaries of race, class and nation. The dialectical nature of Cuban political discourse and social activism in the United States changed Cuban exigencies while it enticed US dissidents to experience the exception in the western hemisphere that fought for the greater moral good.

While most scientific studies on disarmament, demobilisation and reintegration (DDR) of former combatants focus on the countryside, the case of the paramilitaries in Medellín, Colombia, provides an exceptional opportunity to study such a process in a metropolitan environment. Analysis reveals how an urban DDR-process may lead to highly contradictory results: a strong decrease in the number of homicides and at the same time a consolidation of networks of criminal groups. Extralegal combatants, especially in an urban environment, are able to form extensive networks with criminal organisations. Although DDR-approaches warn of the risk that ex-combatants may resort to violence, scholars tend to disregard existing networks of groups of combatants and powerful criminal organisations in their analyses. Taking theories on DDR as a starting point and reflecting on earlier local peace initiatives, this article analyses the process with paramilitaries in Medellín. It argues that although, the local peace process has led to some significant results, it has to date failed to address the wider network of criminal organisations within which former paramilitaries were and continue to be involved.

The 2006 presidential elections in Brazil witnessed a dramatic shift of Lula's voting base away from the more developed regions of the country and towards the poorest areas. This paper uses municipal-level data to argue that while this shift represents an important change for the support base of Lula himself, it can mostly be explained by the government's massive cash transfer programme, the Bolsa Familia, and by the empirical regularity with which presidential candidates from the incumbent party in Brazil always perform better in the less developed regions of the country.

The 2003 US-Chile free trade agreement, regarded by many as consistent with Chile's long-held trade liberalisation strategy, nonetheless engendered a surprisingly vigorous debate focused on the proposed elimination of the bandas de precio protecting traditional agricultural crops. Opposition to the agreement, mounted by the conservative Alianza por Chile, offers an intriguing political case study that suggests that populist posturing surrounding free trade agreements may persist long after a trade liberalisation strategy has become well-established. This article argues that agricultural liberalisation will be a significant challenge for Chile's governing coalition if it wishes to pursue trade negotiations while seeking to avoid costly political battles at home over the economic costs of abandoning price supports and the challenges of ‘reconverting’ to an export-oriented sector. Even given the strong elite consensus around trade liberalisation in Chile, the interconnections between sectoral interest groups, domestic politics and trade negotiations remain relevant, and deserving of analytical attention.

This article considers Juana Manso (1819–1875) as a crucial nation maker in nineteenth-century Argentina. Usually studied as a novelist, Manso was important beyond her literary production. As the first woman to be appointed to a government position and arguably the most radical feminist in nineteenth-century Argentina, Manso's story informs us about Argentine feminism and education, and illustrates how a woman, who lived in Uruguay, Brazil, United States and Cuba, became a crucial transmitter of ideas about emerging nations and a living example of the interconnectedness of the Americas.

This article seeks to explain why such a wide range of Cuban cultural producers have opted to remain on the island and work ‘within the revolution’, despite all the notorious problems caused by state censorship, political persecution and material shortages. It accounts for the importance of culture to the legitimacy of the revolutionary government; suggests that the regime has drawn effectively on the long-established significance of culture in Cuba's radical tradition; and illustrates the extent to which the government has backed up its rhetoric of commitment to culture for all with a sustained policy of support for institutions, organisations and events across the island. The main argument is that culture has been a key element – perhaps the only successful element – in the revolution's attempt to implement an alternative model of modernity that was distinctive not only from the Western capitalist version but also from that promoted by the Soviet Union.

This paper uses the 1996–2001 National Socioeconomic Survey panel database to analyse poverty dynamics in Chile, drawing a distinction between chronic and transient poverty. We found that while 20 per cent of the population was living below the official poverty line both in 1996 and 2001, only 9 per cent of the population was poor at both dates. We also found that when the poverty line was raised, the amount of households which could be considered chronically poor rose steadily, whereas the transitory component of poverty remained more or less stable. Analysis of the direct reasons for changes in household poverty status leads us to the conclusion that labour dynamics are far more relevant than demographic changes. Household heads who suffered health problems are significantly less likely to leave poverty. Household human and physical capital are also relevant, as well as the sector in which the household head works. Simulating this exercise using different poverty lines reveals that some variables are not robust to changes in the definition of poverty, while others which originally appeared to be insignificant become so for most other possible poverty lines.

This article examines the record of the Peruvian human rights ombudsman between 1996 and 2001, seeking to explain its relative effectiveness under conditions of semi-authoritarian government. It suggests that this can be attributed to three factors: (1) the robustness of the institution's foundations; (2) the capacity of the first appointee and personnel, and; (3) the ability of the institution to build alliances which were able to enhance accountability. Drawing on O'Donnell's theory of a new generation of horizontal accountability mechanisms – that is, appointed, as opposed to elected, institutions – it argues that the human rights ombudsman occupied a distinct position in the Peruvian political system during this period that allowed it to interconnect different actors and arenas of accountability.

This article studies the relationship between electoral processes, popular mobilisation, and revolutionary movements in Argentina at the end of the nineteenth century. Focusing on the revolution of 1880, it is argued that the fraud in favour of General Julio A. Roca, that was perceived to have occurred in the presidential election of that year, resulted in the mobilisation of vast sectors of the Buenos Aires population and the organisation of militias. By analysing the social composition, organisation, and sources of recruitment of these militias, the article claims that although personal allegiance, clientelism and coercion played a role in this mobilisation, these factors are not sufficient to explain the popularity of the movement. The revolution owed its wide and active support to the claims of its leaders, who centred their discourse on defending the purity of suffrage and the rights of citizens to bear arms in order to protect their rights and freedoms.

This article considers the cultural adjustment of immigrants to Brazil through an analysis of the role that association football (soccer) played in identity formation in twentieth-century São Paulo. It focuses on the city's large Italian population, in particular the experiences of a leading club, the Società Sportiva Palestra Itália, and of the first generation of Brazilian footballers who migrated abroad in order to play football professionally, many of whom were Paulistas of Italian descent. It demonstrates that through football Italians obtained agency in negotiating the process by which they became Brazilian and found a means by which to preserve a sense of discrete ethnicity within São Paulo's multiethnic community.

This article deals with the process of decision-making in the sphere of taxation in Argentina between 1920 and 1945, focusing on the possible influence of the economic elites in that process. Given the central role of decisions over taxation in any fiscal policy and the momentous transformations that occurred in the Argentine system during this period, analysis of this subject can provide a better understanding of the political role that economic elites in Argentina played between the first presidency of Hipólito Yrigoyen (1916–22) and the ascent of Juan Domingo Perón to the presidency in 1946. Drawing on three key episodes in Argentina policy-making – the attempt to introduce an income tax in 1923, the response to the Depression in 1931–32, and the crisis of 1942–43, this article suggests that parliamentary institutions had stronger resilience in Argentina than is usually believed, and corporatist arrangements became rooted in Argentina only with difficulties.

This paper analyses recent debates on race and racism in Cuba in the context of changing economic and social conditions in the island. Since the early 1990s, and largely in response to the negative effects that the so-called Special Period had on race relations, a group of artists and intellectuals began denouncing the persistence of racist practices and stereotypes in Cuban society. Although they are not organised around a single program or institution, these musicians, visual artists, writers, academics and activists share common grievances about racism and its social effects. It is in this sense that they constitute a new Afro-Cuban cultural movement. It is too early to fully assess the impact of this movement, but these artists and intellectuals have been largely successful in raising awareness about this problem and bringing it to the attention of authorities and the Cuban public.

This article analyses Catholic resistance to the anti-clerical laws of the 1920–1940 period in various municipalities in eastern Michoacán. It argues that the diverse strategies adopted by Catholics in each region was more a response to the variety of local power dynamics at play, than an expression of different religious expressions (sacramental versus ‘popular’ Catholicism). It concludes that the predominance of pacific forms of resistance was the result both of efforts on the part of the ecclesiastical hierarchy to reach a modus vivendi with the Mexican state, and of social expressions of Catholicism ‘from below’.

The inflow of Spanish investment in Latin America after 1989 was the result of a strategy by the managers of seven leading firms to gain access to new markets and to become world leaders in their industry, by applying the know-how that they had developed in Spain during the period of rapid economic modernisation in the 1980s. This article examines the context for these investments in Spain and in Latin America and provides a constructivist theoretical framework to explain them. It analyses seven firms in four industries (BBVA and SCH in banking, Repsol-YPF in oil and natural gas, Endesa, Iberdrola and Unión Fenosa in public utilities, and Telefónica in telecommunications). The knowledge and techniques that developed in Spain in the 1980s, it is argued, gave them significant advantages in Latin American markets during the period of liberalisation and privatisation in the 1990s. The Spanish government played a significant role in this process, by promoting the growth of large firms in the service industries through mergers and acquisition, protecting their domestic market, and encouraging their investments overseas.

Cuban scholars and women's advocates have criticised the widespread emergence of sex tourism in post-Soviet Cuba and attributed prostitution to a crisis in socialist values. In response, feminist scholars in the United States and Europe have argued that Cuban analysts promote government agendas and demonise sex workers. Drawing on nineteen months of field research in Havana, I challenge this conclusion to demonstrate how queer Cubans condemn sex tourism while denouncing an unconditional allegiance to Cuban nationalism. By introducing gay Cuban critiques into the debate, I highlight the interventionist undertones of feminist scholarship on the Cuban sex trade.

Through an ethnographic account of contemporary relations between Ashéninka men and mestizos on the Ucayali River in Eastern Peru, this article examines how individuals use specific cultural idioms in their attempts to counteract the exploitative nature of economic relations. Specifically the article considers how the institutions of ayompari trading partners and compadrazgo (godparenthood) are used by Ashéninka and mestizo individuals respectively to understand and try to control their relationships within the local economic system of habilitación. The article concludes by noting the continued importance of these individual relationships in light of recent changes to Peru's forestry laws.
