27 - Continually Develop and Strengthen Political Work and Party Organisation

Summary
To carry on the victorious development of our struggle, we must:
A. Develop and constantly strengthen political work in the midst of the people, militants and combatants of the party.
1. In the liberated areas, take all the necessary steps to normalise political life for the population of these regions. The committees at section (villages), zone and regional level must be consolidated and function normally. Hold frequent meetings with the population, to keep them in touch with the struggle, the watchwords of the party and the criminal intentions of the enemy.
2. In areas still occupied by the enemy, strengthen clandestine work of the party, mobilisation and organisation of the populations, and prepare the militants to act and to support as they should the actions of our combatants. In particular, in urban areas (cities and towns), provide watchwords for the strengthening of militants’ work, re-establish liaison where it was suspended, prepare members of the party, especially workers, for action against the enemy and for defence of our material goods.
3. Within the armed forces (army and guerrillas) wherever they are, develop political work, holding frequent political meetings, demanding serious political work from the political commissars. Put into operation the People's Army Political Committees, constituted by the political commissars and by the commander of each unit. Combat the obsession with militarism and make each combatant an exemplary militant of our party.
4. Strengthen political and propaganda activity within the enemy forces. Make posters, tracts, letters, write slogans on the roads, send messages, etc., to inform the enemy forces of the policy of our Party. Establish discreet contacts with elements of the enemy forces who want to be in touch with us, act with boldness and great initiative in this field in order to persuade these elements to serve the party and our struggle against the criminal colonial war. Do everything possible to help enemy soldiers to desert, ensuring them safety through all the means necessary, in such a way as to encourage them to take the decision to desert.
