The first Parliament had not come to the end of its legislative period before internal divisions led to an impasse. Elected hastily, the deputies agreed on very few matters. Some did not hesitate to defy royal authority, while others refused any interference by the clergy in political life. Foreign powers pushed for appeasement; though unanimity was not in their interests, under the premise that a divided Iran would be easier to manipulate, dissolution of the assembly did not serve their interests either.
