Summary

This chapter explores variation in crime-fighting by the US Army, British Army, German Army, and Italian Carabinieri in post-war Kosovo. It discusses the deployment of troops, how soldiers coped with the massive public insecurity affecting Kosovo after the war, and the impact of varying organizational conduct on security in Kosovo. The US Army’s responses to anti-minority violence was improvised, and US soldiers also struggled to secure Kosovo’s boundary lines and borders. But over time, the US Army adapted, not least due to the deployment of National Guard troops. The British Army was more proficient in supporting law enforcement and, when deployed, prevented more violence. The German Army struggled with law enforcement and, in March 2004, dramatically failed to protect minorities. But as the US Army, it became better at carrying out unconventional tasks over time. The Carabinieri were well-suited for engaging in military-police grey areas and in some cases prevented more violence, although the overall impact of their deployment on security in Kosovo is unclear.
