Chapter 9 advances thinking and practice with regard to how to strengthen the link between participatory democracy and transitional justice. The chapter argues that integrating participation in a more radical and systematic way – beyond consultations and dialogues – involves looking to institutionalize and constitutionalize participation. The chapter analyses two participatory experiments in Brazil, the São Paulo municipal health councils and Brazilian participation in the Open Government Partnership (OGP). Democratizing access to decision-making processes, enhancing responsiveness to citizens’ needs and expanding access to services constitutes a form of collective social reparations, which can have particular benefits for the marginalized and poorest. Through such initiatives participation renders reparations an open-ended process, a means to re-imagine and re-construct victim-state relations and a route to addressing injustices from the past and preventing them in the future.
