Summary
Introduction
This chapter describes the commitments relating to research and systematic observations, training and education and public awareness provisions. Accurate, timely and widely shared information is vital for understanding the climate system, whether changes are above normal variability and the consequent environmental, social and economic policy implications, including whether, when and who should take action to mitigate, adapt and provide financial support. Research will only feed effectively into policy processes if there is sufficient understanding of its implications by policy-makers, experts and the wider public. This has led to the inclusion of commitments in the Convention and the Protocol on education, training and public awareness. These have been developed in recent years, including through the New Delhi work programme on Article 6 of the Convention.
Research and systematic observation
Convention and Protocol commitments
FCCC: Commitments for scientific cooperation and exchange of information are necessary because there is no general international law duty compelling states to undertake research on the issue of climate change through international channels and to make the results of that research accessible to other countries. The broad thrust of the Convention and Protocol's commitments is to require all Parties to cooperate on scientific and technical research, in particular on the development and maintenance of systematic observation systems to reduce uncertainties related to the climate system and to promote exchange of information.
