Published in 2011, Paul Kramer's “Power and Connection: Imperial Histories of the United States in the World,” has become something of a classic text in the historiography of the United States. Twelve years and nearly 400 citations after its publication, historians of the United States who specialize in everything from empire proper to foreign relations to labor and capitalism have looked to this article for methodological grounding, direction, and insight. Countless historians across many subfields have found their work imprinted by Kramer's call for a more systemic and deliberate engagement with the imperial, beyond the “superficial and invocatory” threads of previous generations, such as (though hardly exclusively) those found in the New Left and cultural studies traditions (1348).

On August 27, 1992, the General Motors (GM) auto plant in Van Nuys closed after a half-century serving the Northeast San Fernando Valley. Its closure undercut the livelihoods of auto workers like Raymond Álvarez and his father Ramón. Today, the father and son duo look at “The Plant,” an outdoor shopping mall, and wonder whether the In-N-Out fast-food restaurant or T-Mobile store marks where they once stood on the assembly line. The departure of the GM plant and other long-standing manufacturing firms propelled the area into economic distress as Los Angeles was reeling from another crisis, the 1992 Uprising. In the wake of these events, elected officials clamored to revitalize the city. Six years later, “revitalization” came in the form of the shopping center, The Plant. By tracing the historical trajectory of one shuttered auto plant, from factory to shopping mall, this article demonstrates how neoliberal ideology gained legitimacy over the last several decades.

Understanding the history of consumer debt in the twentieth century seems simple enough: market making. Debt has existed as long as civilization, but it was only in the last century that our petty debts became big business, and that was made possible by making markets for consumer debts akin to those of businesses and governments.

Early on in her often moving new book, Queer Career, Margot Canaday quotes from an oral history interview she conducted in New York in 2012, at the very beginning of her research. The participant, an African American gay man, recalled his entry into the working world: “I was a typist, and I wanted to type.” The sentence provides early evidence for one of the major findings of the book, that before gay liberation, many queer and trans people chose lower-paying jobs in office and service work because it allowed for greater flexibility to pursue a sexual and social life outside of their job, and because there was less to lose if you were arrested. But Canaday also slows down to parse not just the speaker's words but also his intonation. As Canaday recalls, “[H]e didn't just state this; he joyfully exclaimed it: ‘I was a typist,’ his voice rose, ‘and I wanted to type!’” (19).

Despite a number of excellent queer labor histories, the historiography of lesbian, gay, and trans people and the historiography of work and workers have remained relatively uninfluenced by each other. This is puzzling in some obvious ways: the Mattachine Society was founded by a communist, and class questions were right there at the origin of the field of queer history with John D'Emilio, Leslie Feinberg, Joanne Meyerowitz, and George Chauncey. D'Emilio and Feinberg were Marxists and Meyerowitz began as a labor historian, while Chauncey had the legendary historian of work David Montgomery for one of his advisors. Enumerating his graduate cohort in the acknowledgments of Gay New York, Chauncey names a string of Montgomery's advisees, now eminent labor historians, followed on the next page by Edward and Dorothy Thompson, with whom Chauncey spent a postdoctoral year at Rutgers. More substantively, a central analytic move of Gay New York, itself building on and developing D'Emilio's classic intervention, is to understand the urban gay world in much the same way that, say, Herbert Gutman understood the worlds of working-class immigrants (with which gay social worlds overlapped to a great degree): as a “counterpublic,” although Gutman would not have used the term.

This article uses a 1958–1962 strike at the Peyton Packing Company in El Paso, Texas, to examine how labor unions in the U.S.–Mexico borderlands used racial stereotypes and Cold War paranoia to influence the adoption of a more rigorous labor certification standard for those applying for a visa to enter the United State. Ultimately, labor unions and Mexican American workers sought to end the practice of border commuting by adopting and advancing the language of immigration restriction deployed by many Mexican American civil rights leaders of the era. This rhetoric ignored pleas for improving the minimum wage laws and protections and overlooked the fact that many border commuters wanted to migrate to the United States, but were often prevented from doing so by existing immigration laws. This case study forces historians of immigration and labor to reassess the role that labor unions played in helping to make the 1965 Hart-Cellar Act more exclusionary than previously thought.

The fate of caring labor was up for grabs in the 1970s, when Americans debated how to value feminized work—paid or unpaid, professional or service-oriented, performed in one's own home or beyond it—as women's social roles shifted. President Richard Nixon and his allies proposed reassigning caregiving functions to volunteers as a way to resist new demands on the welfare state and shrug off unmet social needs. Although many women's groups objected, their varied approaches to feminized labors also kept them from forging a united response. Recovering these volunteering wars offers up a vital perspective on the conflict between postwar movements advancing broad rights claims and the New Right's frontal assault on the “undeserving.” Manipulating notions of benevolence, Nixon and his associates found new ways to puncture the social safety net—a process that political leaders from both major parties would emulate and accelerate.

What prompted New York City teachers to form a union in the Progressive Era? The founding of the journal American Teacher in 1912 led to creation of the Teachers’ League in 1913 and then the Teachers Union in 1916, facilitating formation of the American Federation of Teachers (AFT). Despite historiographical claims that teacher union drives needed a focus on bread-and-butter issues to succeed, ideals of educational democracy and opposition to managerial autocracy motivated the Teachers’ League. Contrary to claims that early New York City teacher unionism was unrepresentative because dominated by radical male Jewish high-school instructors, heterogeneous majorities of women and elementary school teachers formed the Teachers’ League and Teachers Union leaderships. Board of Education representation, maternity leave, free speech, and pensions were aims of this radically democratic movement led by socialists and feminists, which received demonstrably greater mass teacher support than the conservative feminism of a rival association.

Management of labor was central to articulating and constructing U.S. colonialism in the southern Philippines. Governed by American military officers for fifteen years (1899–1914), the major island of Mindanao and those of the Sulu Archipelago became sites of intensive race management efforts. Colonial officials identified racialized Muslim and Lumad societies as out of step with the modern world of work and developed myriad programs to address this “problem,” including mandatory service on public works projects, carceral labor, industrial education, and directed markets. Unevenly applied and frequently contested, these initiatives generated a range of responses from local actors. The drive to create disciplined laborers through incentive, coercion, and violence shaped state building in the region and linked it to preoccupations with work and racial reform in other U.S. imperial possessions and the wider colonized world.

In 1974, women at the New York Times made national headlines when they filed a class-action sex discrimination lawsuit. The drama of the court case, however, has overshadowed the formation of the Times Women's Caucus two years prior, in 1972. A focus on the Caucus, the daily labor its members undertook in the years before and after filing suit, and the behind-the-scenes negotiation of internal office politics reveals the years-long process of consciousness raising and workplace organizing required to undertake a lawsuit in this novel legal area. Activist newswomen operated with unique restrictions and necessarily distanced themselves from the feminist movement, while quietly advocating for feminist goals. Caucus members drew from the feminist, labor, and union movements strategically rather than ideologically, and laid the foundation for substantial shifts in women's participation and representation in the mainstream media.

During the 1970s, activists first popularized the concept of “environmental justice” in the context of growing environmental degradation, racialized urban poverty, and working-class fears of plant closure. To address these problems, leaders in the United Auto Workers and other unions formed coalitions with civil rights and environmental groups, and advocated federal policies that would reduce both pollution and unemployment. This article argues that the defeat of these efforts, and the political marginalization of full employment and other social-democratic goals in the 1980s, resulted in a narrower conception of environmental justice among many scholars and activists. Revisiting this forgotten history calls into question common claims about environmentalism in recent scholarship on the 1970s, and suggests the need to revise conventional narratives of the emergence of the environmental justice movement.
