This paper examines racial income inequality in early twentieth-century Puerto Rico. It finds, surprisingly, that Black men had an income advantage relative to White and Mulatto men in 1910–1920. The effect of race on income in Puerto Rico was smaller than that of other covariates such as urban status, sex, and literacy. A comparison with the state of Louisiana and with the United States as a whole in the same Census years shows that Puerto Rico was exceptional by U.S. standards, displaying much lower levels of racial inequality. Most of the income advantage Black men had can be attributed to the fact that they were more urban than Mulatto or White men, but part of this surprising advantage can be attributed to the existence in the countryside of a layer of skilled Black workers. Overall, Black men had equal or slightly higher occupational scores than Whites. The coexistence of slavery with other forms of coerced labor affecting individuals of all races in the nineteenth century, as well as the emergence of a stratum of Black skilled workers which survived into the twentieth century and thrived economically when the sugar industry experienced an explosive boom after 1898, is at the root of Black income equalization in the Puerto Rican countryside and in the island as a whole during the early twentieth century.

Negative racial stereotypes routinely work together with myths about American equality to undermine public support for policies that would reduce inequality. But what happens when white Americans are confronted with information about structural racial inequality, which contradicts the myth of equal opportunity? Evidence from an original survey experiment conducted among approximately 4,000 white Americans demonstrates that emphasizing the systemic origins of racial inequalities in the COVID-19 pandemic makes respondents more accepting of policies aimed at reducing racial inequalities in a variety of domains. Qualitative insights from post-treatment reflections further show that facing the reality of structural inequality disrupts blame-based narratives and generates support for policies meant to confront inequality. The findings suggest that discussing structural inequality can disrupt individualistic understandings and increase approval for policies that promote equality across multiple domains; they also illuminate why opponents of equality see discussions of structural inequality as so threatening.

In the first half of the twentieth century, deaths from infectious disease, especially among the very young, fell dramatically in American cities. However, as infant mortality fell and life expectancy rose, racial inequality in urban infectious disease mortality grew. In this paper, we show that the fall in mortality and the rise in racial inequality in mortality reflected two countervailing processes. The dramatic decline in infant mortality from waterborne diseases drastically reduced the total urban infectious disease mortality rate of both Black and white Americans while having a comparatively small effect on the total racial disparity in urban infectious disease mortality. In contrast, the unequal fall in tuberculosis mortality, particularly in the prime of life, widened racial inequality in infectious disease mortality in US cities.

The Affordable Care Act (ACA) was intended to reduce inequalities in access to healthcare resources. However, a 2012 Supreme Court decision allowed states to opt out of a key component of the policy, leading to even greater variation in Medicaid’s implementation. Using this variation, we estimate the effect of the ACA Medicaid expansion and racial dynamics on federal Medicaid-CHIP transfers received by states at the county level. To do so, we use a difference-in-differences specification and allow the expansion effect to vary across counties with different population shares of Black Americans. We find that Medicaid expansion increases the funds that are sent to counties, but additional analyses show that the racial demographics of a county also serve to influence how federal resources are apportioned. Specifically, the analyses reveal a curvilinear relationship between the proportion of Black residents and the dispersal of funds.

How well do we understand the political moment in which we find ourselves in the wake of the Trump presidency? The United States has long failed to keep up with its democratic peers on a wide range of social outcomes but the struggle to keep a pandemic at bay, coupled with increases in social violence and new uprisings over state violence have exposed the failures of the American state in a stark manner. While research on political attitudes continues to offer crucial insights into what Americans want from government and how race, class, and gender are formative dimensions of public opinion, we know considerably less about how these attitudes intersect with the highly fragmented and decentralized nature of U.S. political institutions. In this essay, I offer a framework for understanding our current moment through the lens of racialized anti-statism and state failure. I focus on the intersection of two reinforcing and overlapping features of the U.S. political system: the highly fragmented, veto-laden structure of American politics and the persistence of anti-egalitarian movements. By situating our analysis at this intersection, we observe the convergence of racial and economic power in an anti-statist alliance that undermines American state-building, even when large majorities of Americans favor it.

Cuban emigration in the post-Soviet period has largely been attributed to economic motivations, but without significant racial analysis. Moreover, little is known about how black Cubans on the island think about emigration. It is therefore imperative to re-examine how blacks, once cited as the Cuban Revolution's loyalists, make decisions today about remaining in Cuba and/or pursuing economic security outside of its borders. Using original survey data of black Cubans on the island, I find that economic motivations are prominent among black Cubans, but that these motivations can be multifaceted. In a study of black Cubans and emigration, the issue of increasing racial inequality and racial exclusion has significant influence on economic opportunity, which in turn influences the desire to leave Cuba to achieve economic and professional success. The results have implications for the ways in which we analyse migration throughout the Latin American region, where race has not been factored into why people migrate.

Does political distrust generate a desire to engage in the political process or does it foster demobilization? Utilizing a theoretical framework rooted in government experiences and a mixed-methods research design, this article highlights the racially contingent meaning of political distrust to show that both relationships exist. For Whites, distrust is tied to a perception of tax dollars being poorly spent, leading to increased political involvement as Whites to try to gain control over “their” investment in government. For People of Color, distrust of government is grounded in a fear of the criminal justice system, and thus drives disengagement by motivating a desire for invisibility in relation to the state. Ultimately, this finding highlights a previously unseen racial heterogeneity in the political consequences of distrust. Further, it demonstrates how the state perpetuates racially patterned political inequality in a time when many of the formal laws engendering this dynamic have fallen away.

Many White Americans believe that individual rather than structural factors explain racial inequality, yet there is substantial variation in Whites’ perceptions. Using data from the Portraits of American Life Study, we exploit this variation to provide insight into the processes driving Whites’ perceptions of the causes of racial inequality. Specifically, we assess how social boundaries inform Whites’ explanations for the disadvantage of two racial groups: Blacks and Asians. First, we examine how each group’s position in the racial hierarchy relates to the types of explanations employed by Whites and find that Whites use individual explanations more often for Blacks than Asians. Second, we assess the extent to which the importance given to race in one’s overall identity affects how Whites explain racial disadvantage. Whites who see their Whiteness as being important to their identity are more likely to use individual rather than structural explanations to explain Black disadvantage. Together, these findings provide insight into the social psychological processes that contribute to Whites’ perceptions of racial inequality and suggest increased attention to how perceptions of out-group boundaries shape individual perceptions of inequality. Addressing this dimension of how individuals view inequality will be critical to future efforts to reduce it.

While prisoners cannot vote, they are counted as residents of the often rural legislative districts where they are incarcerated rather than their home districts. We examine the extent to which incarceration shifts the balance of a representative democracy by considering its impact on legislative apportionment. Drawing on data from the Census, Pennsylvania Department of Corrections, and Pennsylvania Redistricting Commission, we develop a counterfactual framework to examine whether removing and returning prisoners to their home districts affects equal representation. Because prisoners are disproportionately African American, we also employ this counterfactual to assess racial differences in the impact of prison gerrymandering. Findings indicate that incarceration shifts political power from urban districts to suburban and rural districts through legislative apportionment. Moreover, non-White communities suffer the most. We conclude by considering how our findings fit a growing literature on the role of mass incarceration in [re]producing racial inequalities in the contemporary United States.

This paper analyzes age and cohort changes in the occupational attainment of Blacks and Whites born in successive decades from 1910 to 1979. Occupational attainment is operationalized as “occupational returns to education” and “earnings returns to occupation.” The primary objective is to determine whether the relative occupational attainment of Blacks of the baby-boom generation and Generation X improved over that of their great-grandparents, grandparents, and parents. The results indicate that Blacks and Whites, and men and women improved their occupational attainment levels over those of previous birth cohorts. However, neither Black men of the baby-boom generation nor those of Generation X improved their occupational attainment relative to White men of the same age and born in the same decade. Moreover, on a per capita basis, Black men’s occupational status declined for the most recent birth cohorts due in large part to joblessness starting with members of the 1940 birth cohort, which increased progressively with each successive birth cohort. On the other hand, Black women seem to have improved their occupational status relative to White women, but the improvements fluctuated over the decades. These findings are discussed in relation to possible causes and limitations of this analysis.

The American public's beliefs about the causes of social inequality vary greatly, with debates over the causes of racial inequality tending to be the most salient and divisive. Among whites in particular, liberals tend to see inequality as rooted in society's ills, whereas conservatives tend to see inequality as rooted in individuals’ shortcomings. Given this, many infer that white conservatives are more likely than white liberals to adopt the controversial view that racial inequality is “natural,” i.e., due to genetically inherited characteristics. We argue that genetic explanations for racial inequality, in and of themselves, offer little appeal to white conservatives. However, when white citizens are exposed to media messages that emphasize the egalitarian implications of genetic similarity between racial groups, those on the left and right engage in biased assimilation, resulting in a “nature” (conservative) versus “nurture” (liberal) divide. Data from two studies of white Americans—one representative survey and one experiment—support this theoretical framework.

The goal of this paper is to determine whether a privileged class position operates similarly in shaping Blacks’ and Whites’ beliefs about the causes of racial inequality. Existing studies have established that socioeconomic variation drives intraracial differences in commitments to individualistic and structural attributions. However, scholars have yet to determine whether Blacks and Whites positioned at some of the highest levels of the American class structure report corresponding beliefs about the roots of racial disparities. Pooled data from the 1985–2012 General Social Surveys indicate that class-based attitudinal differences are more prevalent and pronounced among Whites rather than Blacks. However, a privileged class position often operates similarly in shaping commitments to select structural attributions. The implications of the findings are discussed, and suggestions for future research are offered.

As our nation and our neighborhoods increasingly diversify, we should understand how to sustain integrated communities that are equally beneficial for all residents. Though our policies encourage diversity as a theoretical social good, we actually know little about what happens on the ground in multiethnic neighborhoods. We conduct a comparative case study of the only two Boston neighborhoods to have maintained at least 10% representation of four racial and ethnic groups over the past two decades. Using survey data and ethnographic field observations, we examine residents’ experiences in these two consistently multiethnic, yet very different, neighborhoods. We find that neighborhood socioeconomic and racial inequality and disadvantage matter for residents’ access to neighborhood resources and constraints, and their perceptions of sense of community. Notably, in the highly unequal South End, Whites and homeowners have greater access to amenities and have higher perceptions of sense of community in comparison to racial and ethnic minorities and renters. Socioeconomic disadvantage matters in Fields Corner, as evidenced by lower overall perceptions of sense of community and greater exposure to safety concerns among all groups in this neighborhood compared to residents of the South End. In the end, we argue that having multiple groups simply sharing neighborhood space over a stable period is not enough to overcome the social problems associated with residential segregation and isolation. In order to support equitable neighborhood integration amid the changing face of diversity, we should take cues from “diverse by direction” neighborhood models that include active organization and coalition building among dissimilar racial and ethnic groups.

Since W. E. B. Du Bois documented the physical and social environments of Philadelphia’s predominantly African American Seventh Ward over a century ago, there has been continued interest in understanding the distribution of social and physical environments by racial make-up of communities. Characterization of these environments allows for documentation of inequities, identifies communities which encounter heightened risk, and can inform action to promote health equity. In this paper, we apply and extend Du Bois’s approach to examine the contemporary distribution of physical environmental exposures, health risks, and social vulnerabilities in the Detroit metropolitan area, one of the most racially-segregated areas in the United States. We begin by mapping the proximity of sensitive populations to hazardous land uses, their exposure to air pollutants and associated health risks, and social vulnerabilities, as well as cumulative risk (combined proximity, exposure, and vulnerability), across Census tracts. Next, we assess, quantitatively, the extent to which communities of color experience excess burdens of environmental exposures and associated health risks, economic and age-related vulnerabilities, and cumulative risk. The results, depicted in maps presented in the paper, suggest that Census tracts with greater proportions of people of color disproportionately encounter physical environmental exposures, socioeconomic vulnerabilities, and combined risk. Quantitative tests of inequality confirm these distributions, with statistically greater exposures, vulnerabilities, and cumulative risk in Census tracts with larger proportions of people of color. Together, these findings identify communities that experience disproportionate cumulative risk in the Detroit metropolitan area and quantify the inequitable distribution of risk by Census tract relative to the proportion of people of color. They identify clear opportunities for prioritizing communities for legislative, regulatory, policy, and local actions to promote environmental justice and health equity.

Throughout the twentieth century, Black immigrants from the Caribbean attained greater socioeconomic status than African Americans. Although Black immigrants remain an understudied population, recent studies show that Afro Caribbeans continue to outperform African Americans in the labor market. Given that these groups share a set of racialized physical features, some contend that this gap highlights the role of cultural attributes in the manufacture of Black ethnic and Black-White racial disparities. In this study, I investigate the degree to which cultural attributes associated with a specific form of the model minority hypothesis are responsible for disparities between African Americans and Afro Caribbeans. I use data from the National Survey of American Life in order to test for the relative roles of work ethic, economic autonomy, oppositionality, family structure and function, and racial attitudes in the manufacture of disparate labor market outcomes between African Americans and Afro Caribbeans. I find mixed support for the idea that Afro Caribbeans constitute a model minority vis-à-vis African Americans and that differences in model minority attributes are only partially responsible for these labor market disparities. My findings suggest that racial inequality will not be undone if the racially stigmatized and marginalized simply work harder and complain less about race and racism in the United States.

In just the last forty years, imprisonment has been transformed from an event experienced by only the most marginalized to a common stage in the life course of American men—especially Black men with low levels of educational attainment. Although much research considers the causes of the prison boom and how the massive uptick in imprisonment has shaped crime rates and the life course of the men who experience imprisonment, in recent years, researchers have gained a keen interest in the spillover effects of mass imprisonment on families, children, and neighborhoods. Unfortunately, although this new wave of research documents the generally harmful effects of having a family member or loved one incarcerated, it remains unclear how much the prison boom shapes social inequality through these spillover effects because we lack precise estimates of the racial inequality in connectedness—through friends, family, and neighbors—to prisoners. Using the 2006 General Social Survey, we fill this pressing research gap by providing national estimates of connectedness to prisoners—defined in this article as knowing someone who is currently imprisoned, having a family member who is currently imprisoned, having someone you trust who is currently imprisoned, or having someone you know from your neighborhood who is currently imprisoned—for Black and White men and women. Most provocatively, we show that 44% of Black women (and 32% of Black men) but only 12% of White women (and 6% of White men) have a family member imprisoned. This means that about one in four women in the United States currently has a family member in prison. Given these high rates of connectedness to prisoners and the vast racial inequality in them, it is likely that mass imprisonment has fundamentally reshaped inequality not only for the adult men for whom imprisonment has become common, but also for their friends and families.
