This chapter explores net-zero emission targets in Swedish municipalities. Based on a detailed examination of over 300 local climate and environment plans, the chapter both maps and evaluates the quantity and quality of net-zero emissions targets in Swedish municipalities, as well as how they relate to the national climate mitigation goals. It identifies 39 municipalities with net-zero emission targets. The targets range from highly specific with intermediary goals and plans for how to deal with residual emissions, to lofty, one-sentence visions without any further specifications. The findings are subsequently discussed whether aspirational goals – such as net-zero emission targets – could have an impact on the climate policy of a municipality or whether more specific goals are more effective. The chapter concludes that net-zero emission targets are still in their infancy in Swedish municipalities with large heterogeneity and gaps in how the goals are defined, what they include in terms of GHGs and sectors, and whether they also include measures for dealing with residual emissions.
This chapter asks two questions, although it is the second which is crucial. You may be tempted to scratch your head: after all, the theme of this book is Our Changing Climate, and we have referred to the rise in atmospheric CO2 content over the past century, and the rise in temperature over the past 75 years, multiple times. So, aren’t these self-answering questions? No. Firstly, scientists do not stop at self-answering questions: they delve deeper. But the key reason is that global average surface temperature is only the most reported evidence of a changing climate. In this chapter we will dive into AR6 in order to find many more indicators of a changing climate. We will also interrogate our CMIP6 simulations to see if we really do understand the science behind such changes. That is to say, how much of the change(s) can we attribute to human actions?
Redox properties of iron-bearing mineral surfaces may play an important role in controlling the transport and transformation of pollutants into ground waters. Suspensions of seven iron-bearing minerals were reacted with pH and redox indicators under anaerobic conditions at the pH of the natural suspension. The responses of the indicators to the mineral surfaces were monitored by UV-visible spectroscopy using a scattered transmission technique. The Hammett surface acidity function (Hs) and the surface redox potential (Ehs) of these iron-bearing minerals were measured. These measured values were used to calculate Eh values for the seven minerals: goethite = +293 mV; chlorite = +290 mV; hematite = +290 mV; almandite = +282 mV; ferruginous smectite = +275 mV; pyrite = +235 mV; and Na-vermiculite = +223 mV. Calculated surface redox potentials of minerals are different from their potentials measured by platinum electrode in bulk suspensions. UV-visible spectroscopy provides a quick and non-destructive way of monitoring organic probe response at the mineral surface.
As will become evident through the course of this chapter, development in its human rights context is primarily a value that translates into individual and communal well-being. This well-being may be linked to industrial or other financial development, although the correlation between the two is neither self-evident nor necessary. If this right to well-being is to make a difference in the lives of people, whether in poor or rich nations, it must be susceptible to quantifiable measurement through which one is able to assess its progress and realisation. In the last decade experts have developed a list of detailed indicators which allow us to assess well-being more accurately. At the same time, wealthy nations have abandoned ad hoc unilateral efforts to assist their poorer neighbours to escape perpetual cycles of poverty by entering into institutionalised multilateral commitments to contribute part of their annual earnings to developmental goals. These goals are also vigorously pursued by multilateral development banks, such as the World Bank and the African Development Bank.
Quantitative research has grown to be part of the standard methodological portfolio for comparative lawyers. Large-sample quantitative studies search for correlations between legal institutions and socioeconomic outcomes, while indicators have become important tools of governance. Such initiatives, however, have been criticised for unduly simplifying complex legal realities, possibly betraying an ideological bias, and then hiding it under a cloak of quantitative data. This chapter argues that much of this critique misses the point. While it is important to be sceptical of indicators’ ability to describe reality, quantitative methodologies are part of a wider turn towards a flexible form of global governance, in which the accurate description of reality is not essential. Instead, they reflect a version of reality created for a specific purpose, which participants acting in a given regulatory space agree is not ‘real’. This lack of reality, though, is irrelevant: what matters is that the specific version of reality created by the indicator serves its institutional purpose. We must recognise it as a particular form of quantitative knowledge that, regardless of its accuracy, is constantly used instrumentally, and may open new spaces for politics, contestation, and resistance that are overlooked by the more traditional, accuracy-focused critique.
In The Redress of Law, Emilios Christodoulidis explores the philosophical foundations of market constitutionalism and shows how its embedded rationality shapes global governance. The author delves into critical phenomenology to lift the veil of ignorance on the fact that market constitutionalism has replaced political rationality with economic reasoning. By grounding its theory in the continental critical theory, ranging from Marxism to Weil’s existentialism and Luhmann’s systems theory, the book shows how the redress of law is also a practice that could radically transform the global political economy. However, the challenge is to displace the modern thinking of market constitutionalism that is rooted in functional differentiation and privileges constituted rather than constituent power. Such market thinking has allowed global governance experts to simplify and reduce to numbers complex polical, cultural and social phenomena embedded in constitutional legal regimes. The disembedding of law from society through functional differentiation, and the sole preoccupation of legal experts with constituted power, have contributed to the depoliticisation of constitutionalism as both theory and practice. A quintessential example of market constitutionalism in practice are global governance indicators. These indexes entail comparisons among legal regimes that empower private market rules as the final arbiter of local redistributive policies while bracketing historical, genealogical and reflexive connections to law’s social realities. The book offers several strategies of ‘redress of law’ such as rupture, contradiction and open dialectic, aiming to foreground political rather than market constitutionalism and to revamp the dialectic between constituted power exemplified by constitutional texts and constituent power, exemplified by strikes. This Article praises Christodoulidis’s sophisticated theoretical framework grounded in critical phenomenology, but at the same time pushes the author’s argument beyond the book itself. By questioning the practical implications of the redress of law, the focus on legal assumptions in global governance shows how legal experts in a variety of legal fields beyond constitutionalism have reproduced existing inequalities defined in terms of market, social and colonial hierarchies.
The Sustainable Development Goal’s (SDG) blueprint to global sustainability exemplifies the global governance trend towards the displacement of law by indicators. Indicators purport to produce objective measurement and comparison, a desirable trait for international public authorities that struggle to bolster the legitimacy of environmental and sustainability norms. This paper adopts a pragmatic approach to indicators by taking seriously their limitations, weaknesses, and dangers, but also their potential contributions to international sustainability objectives. We explore a reframing of the relationship between law and indicators in complementary, not adversarial, terms. Several examples of this complementarity are explored, including the potential use of the SDGs for evaluating the instrumental effectiveness of legal regimes, as well as the ways that international sustainability law supplements the SGDs by providing legal ramifications for violations of state-specific obligations. Finally, we argue that law and legal normativity make invaluable contributions to international environmental and sustainability governance, contributions that metrics and other managerial and technocratic forms of governance cannot make.
There is limited documentation of cross-tenure collaborative weed management programs, and no consistent set of metrics for evaluating their performance. In this study, 12 weed management practitioners in southeast Australia participated in a qualitative social research project to discuss and document examples of cross-tenure collaborative weed management and critically reflect on whether existing metrics are suitable for evaluating the performance of their programs. Analysis of focus group discussions, project documentation, subsequent reflections, and review of the literature reveal that weed management practitioners, in Australia and elsewhere, mostly rely on metrics that measure weed management inputs, such as herbicides, labor, and costs. Metrics used to evaluate social outcomes focus on benefits for individuals rather than social relationships or achievement of equitable outcomes. Social research on collaborative governance and social science methods more broadly, such as social network analysis and collective narratives, could be used by weed management practitioners to better evaluate and explain social–ecological outcomes over time.
This paper presents five tests based on behavioural and other animal-centred observations concerning dairy goat welfare. An emotional reactivity test (n = 40) classified the animals into different groups according to their behaviour in response to fear-eliciting stimuli, and identified anxious animals. Movement parameters and behaviour, as well as quantitative (number of cries) and qualitative (pitch, intensity, length) sound parameters were recorded. A dominance test (n = 35) based on antagonistic reactions resulted in three hierarchical groups (subordinate, n = 9; intermediate, n = 6; and dominant, n = 20). A test performed in the milking parlour (n = 108) showed that the order of passage was strongly preserved and linked to limb pathology and dominance index. Finally, a lameness test (12.5% were lame) and a standing up test (8.5% had problems getting up) showed that these two parameters were highly correlated. After some simplifications, these tests could form a goat welfare evaluation method.
Given the multi-dimensionality of animal welfare, any monitoring system for slaughter animals should comprise an integrative vision that facilitates animal welfare and food safety assessment. Thus, the aim of this study was to investigate risk factors as possible causes for liver condemnations, hoof disorders, bruise prevalence, and the quality of beef carcases under commercial operating conditions in Mexico. Data were recorded for 143 journeys encompassing 1,040 commercial cattle, originating from feedlots, free-range, and dairy production systems. Details on journey distance, vehicle type, cattle type, and animals’ origin were gathered from abattoir reports. We found that carcase bruising (41%) and hoof disorders (43.9%) had the highest prevalence, regardless of the production system. Variables such as cattle type and production system influenced liver condemnations; old bulls extensively raised were more prone to present parasitosis such as Fasciola hepatica. Transportation conditions (journey distance, vehicle type) and cattle type might have influenced the development of hoof disorders in the evaluated animals. Multivariable logistic regression showed that animals’ origin was a potential risk factor for severe bruising and high muscle pH, with cull dairy cows getting the most serious damage. In general, cattle transport conditions were factors that showed interactions with three of the evaluated indicators (severe hoof injuries, carcase bruising, meat pH24h). Our study shows the need to implement integrative surveillance to identify risk factors according to the production system from which the animals originate. With this information it is possible to develop strategies to mitigate specific cattle welfare problems.
The region of Coquimbo has the highest percentage of goats (Capra hircus) in Chile and is severely affected by droughts. This can lead to environmental challenges such as limited water and forage availability when goats are kept in natural grasslands. The objective of this study was to assess the welfare of dairy goats in semi-intensive production systems under drought conditions. The study was carried out in La Serena city, region of Coquimbo, Chile and 22 semi-intensive dairy goat farms were assessed using the Animal Welfare Indicators protocol. In each evaluation, the following indicators and information were gathered: physical and behavioural indicators of animal welfare, farmers’ sociodemographic information, farm facilities, husbandry practices and management of the farm, and farmers’ perception of animal welfare. Of the goats evaluated (n = 446), the vast majority had a body condition score (BCS) considered normal (n = 349; 78.25%). The main welfare problems were poor hair condition, faecal soiling, overgrown claws and improper disbudding or dehorning. The majority of farmers (96%) considered it ‘rather important’ or ‘very important’ to handle their goats in a gentle manner, expressing concern about the welfare of their animals and considering pain as a negative experience for goats. A lower than expected percentage of very thin animals (low BCS) were seen, considering the drought conditions and the forage shortage that affects the region, and no animals were observed with signs of thermal stress. The semi-intensive production systems could be an alternative to pasture-based systems to overcome environmental challenges.
Health system performance assessment (HSPA) is a promising tool to evaluate health system capacity in achieving health systems goals and informed policy for health systems strengthening. Despite its importance, no universal definition is available at global level to support HSPA implementation. This chapter highlights the evolution of HSPA frameworks, which mostly follow the scope and boundaries of health systems. Key characteristics of successful HSPA include regularity, transparency, comprehensiveness, being analytical and systematic, which result in valid assessment and inform policy. HSPA requires selection of indicators suitable to the country context; the criteria for selecting indicators include importance, relevance, feasibility, reliability and validity. Hospital performance assessment, a subset of the HSPA, is necessary as it consumes signification portion of health resources. HPSA also contributes to monitoring achievement of SDG targets 3.8.1 and 3.8.2 on Universal Health Coverage as committed by countries. The chapter concludes by providing evidence how Thailand's health system performed in response to COVID-19 pandemic.
Indicators are important sources of information about problems across many policy areas. However, despite a growing number of indicators across most policy areas, such as health care, business promotion, or environmental protection, we still know little about if, how, and when such indicators affect the policy agenda. This article develops a theoretical answer to these questions and examines the implications using a new large-n dataset with 220,000 parliamentary questions asked by government and opposition MPs in Australia, Belgium, Denmark, Germany, France, Italy, and Spain. The data contain information on political attention to 17 problems, such as unemployment, C02 emission, and crime from 1960 to 2015. Across this wealth of data, the article demonstrates that politicians respond to the severity and development of problem indicators over time and in comparison to other countries. Results also show that politicians respond much more when problem indicators develop negatively than when they develop positively.
This chapter provides an overview of the multi-faceted landscape of methods used to study the steering effects of the Sustainable Development Goals. After a discussion of the political use of science and the complex relations between science and politics, the chapter showcases a selection of different methods that are employed to trace the steering effects of the Sustainable Development Goals. Selecting the most suitable method for a particular research question requires understanding their main characteristics, strengths and weaknesses. The chapter highlights that all methods and tools need to be combined to comprehensively assess the political impact of the goals, the progress towards their achievement, and their overall transformative potential. As data gaps and unequal geographical coverage still hamper a broader understanding of the political impact of the globalgoals, we need to build bridges across language communities, disciplines and methodological camps, which still work very much in isolation.
Airports have been frequently affected by different internal and external disruptive events, which generally deteriorated their planned/regular performances. Their resilience is defined as the ability to withstand and maintain a certain level of functionality of performances compared to their reference regular/planned level during the impact of disruptive events and to recover reasonably rapidly afterwards. Robustness is defined as the level of saved functionality of performances compared to their planned/regular level, enabling continuous operations during the impact of disruptive events. The level of deteriorated functionality compared to that of the planned/regular functionality of performances represents their vulnerability. This paper develops a methodology for assessing resilience, robustness and vulnerability of airports affected by a given disruptive event(s). The methodology consists of analytical models of indicators of operational, economic, social and environmental performances of airports and other main actors/stakeholders involved. These indicators are used as figures-of-merit in analytical models for assessing their cumulative and time-dependent resilience, robustness, and vulnerability. The methodology is applied to assess resilience, robustness and vulnerability of two large airports – LHR (London Heathrow, UK) and NYC JFK (John F. Kennedy, US) – affected by a global and lasting external disruptive event – the COVID-19 pandemic disease. Based on the indicators of operational and economic performances, the results indicate very low resilience and robustness and very high vulnerability of both airports and their other main actors/stakeholders involved. Their resilience and robustness based on the indicators of social and environmental performances were not substantively different from the corresponding vulnerability. In absolute terms, LHR airport has been affected stronger than its NYC JFK counterpart. Savings in costs/externalities during the observed period under the given conditions have modestly compensated for total losses of both airports and their main actors/stakeholders involved.
Malnutrition is common in the acute care setting. Despite the existence of a plethora of screening tools, many malnourished patients remain undiagnosed and untreated, in part due to competing responsibilities for screening staff, under- or over-referral to dietetics services, and inadequate dietetics resources. Better identification of patients at risk of malnutrition would enable optimised care provision and streamlined care pathways. This narrative review of reviews aimed to collate and synthesise literature documenting nutritional risk factors in adult hospital inpatients, to generate a comprehensive list of nutritional risk indicators from high methodological quality review articles. Six electronic databases were searched (Medline, Cumulative Index to Nursing and Allied Health Literature, Cochrane Database of Systematic Reviews, Joanna Briggs Institute Database, Embase and Scopus) using a systematic search strategy. Three researchers screened the resulting 5889 citations, identifying 59 reviews summarising original studies that investigated associations between indicators and measures of malnutrition, undernutrition or nutritional risk. After quality appraisal by two researchers, using the American Dietetic Association Quality Criteria Checklist for Review Articles, seven reviews were classified as high quality, identifying fifty-seven unique indicators of nutritional risk (disease status/condition – twenty-three; eating/appetite/digestion – twelve; type of diet – five; cognition/psychology/social factors – five; medication-related – two; miscellaneous – ten). This is the first comprehensive list of nutritional risk factors in adult hospital inpatients, derived from only the highest methodological quality reviews. This list contributes to the development of practice and evidence-informed systems-level approaches to the identification of nutritional risk in the acute care setting.
Considering a growing number of metrics and indicators to assess circular economy, it is of paramount importance to shed light on how they differ from traditional approaches, such as life cycle assessment (LCA) or sustainability performance indicators. This study provides new empirical insights on the correlation between LCA, circularity, and sustainability indicator-based approaches. Specifically, the importance lies in analyzing how the results generated by these different approaches can be used to support the design of products that are not only circular, but also sustainable. A practice-based project involving 87 engineering students (divided into 20 groups) is conducted with the aim to compare and improve the circularity and sustainability performance of three product alternatives of lawn mowers (gasoline, electric, autonomous). To do so, the following resources are deployed: 18 midpoints environmental indicators calculated by LCA, eight product circularity indicators, and numerous leading sustainability indicators. Critical analyses on the usability, time efficiency, scientific soundness, and robustness of each approach are drawn, combining quantitative results generated by each group with the feedback of future engineers.
Initiatives to optimise preconception health are emerging following growing recognition that this may improve the health and well-being of women and men of reproductive age and optimise health in their children. To inform and evaluate such initiatives, guidance is required on indicators that describe and monitor population-level preconception health. We searched relevant databases and websites (March 2021) to identify national and international preconception guidelines, recommendations and policy reports. These were reviewed to identify preconception indicators. Indicators were aligned with a measure describing the prevalence of the indicator as recorded in national population-based data sources in England. From 22 documents reviewed, we identified 66 indicators across 12 domains. Domains included wider (social/economic) determinants of health; health care; reproductive health and family planning; health behaviours; environmental exposures; cervical screening; immunisation and infections; mental health, physical health; medication and genetic risk. Sixty-five of the 66 indicators were reported in at least one national routine health data set, survey or cohort study. A measure of preconception health assessment and care was not identified in any current national data source. Perspectives from three (healthcare) professionals described how indicator assessment and monitoring may influence patient care and inform awareness campaign development. This review forms the foundation for developing a national surveillance system for preconception health in England. The identified indicators can be assessed using national data sources to determine the population’s preconception needs, improve patient care, inform and evaluate new campaigns and interventions and enhance accountability from responsible agencies to improve preconception health.
This chapter presents a macro perspective of the field of rule of law promotion, drawing on a ‘travelling models’ framework to illustrate the authoritative features that rule of law takes on as a model for development intervention and emphasise rule of law’s mediated necessities rather than its universalities. The framework does not claim that models are coherent and static; rather, that they are fluid, but always present a contrast to domestic worldviews and understandings, and thus are an intervention of some sort. Even when adapted and adjusted by skilled development workers, models need mediation and translation because they will never be fully promoted from the bottom up. The result of bringing in models in illiberal settings that are accompanied by decades of miscomprehensions and that have preconceived meanings in the specific locale is an adapted version of the substantive rule of law ideal that development assistance seeks to introduce. The chapter sets the scene for later understanding the ambiguous work and influence of rule of law intermediaries as they broker different worldviews and understandings between development counterparts in an authoritarian setting.
This article takes the challenges of global governance and legitimacy seriously and looks at new ways in which international organizations (IOs) have attempted to ‘govern’ without explicit legal or regulatory directives. Specifically, we explore the growth of global performance indicators as a form of social control that appears to have certain advantages even as states and civil society actors push back against international regulatory authority. This article discusses the ways in which Michael Zürn's diagnosis of governance dilemmas helps to explain the rise of such ranking systems. These play into favored paradigms that give information and market performance greater social acceptance than rules, laws, and directives designed by international organizations. We discuss how and why these schemes can constitute governance systems, and some of the evidence regarding their effects on actors’ behaviors. Zürn's book provides a useful context for understanding the rise and effectiveness of Governance by Other Means: systems that ‘inform’ and provoke competition among states, shaping outcomes without directly legislating performance.
