Summary
This part of the book explores the cycle of deprivation speech of June 1972. Chapter One explores its drafting and content; the evidence that Keith Joseph produced in support of it; and the speech in retrospect. Chapter Two traces the longer-term origins of the speech, including the earlier history of the underclass, Joseph's personality and family background, his interest in problem families, its more immediate policy origins, and the influence of experiments with pre-school programmes in the US.
