1 Military Order (MO) No. 92 placed all water in the Territories under the control of the “military official-in-charge.” MO No. 158 established a permit system, requiring the permission of the Israeli military administration for any water project in the Territories, without which the project is considered illegal. And MO No. 291 gave the military administration the power to annul pre-existing agreements, licenses, and permits.
