* [U.N. Security Council Resolution 686 (1991) was adopted March 2, 1991, by a vote of 11 to 1 (Cuba), with China, India and Yemen abstaining. Nine earlier Resolutions concerning Iraqi aggression, adopted between August 2 and September 25, 1990, appear at 29 I.L.M. 1323 (1990); three additional Resolutions, adopted between October 29 and November 29, 1990, appear at 29 I.L.M. 1560 (1990). The Kuwaiti decree-law concerning the holding in trust of property belonging to Kuwaitis or residents of Kuwait is reproduced at 29 I.L.M. 1551 (1990). The U.S. Joint Resolution of Congress, authorizing the use of military force against Iraq, approved January 14, 1991, appears at 30 I.L.M. 296 (1991).]
