[U.N. Security Council Resolution 497 (1981) was adopted unanimously on December 17, 1981. The draft resolution submitted by Jordan on January 19,1 1982, a t I.L.M. page 215, was reproduced from U.N. Document s/14832/Rev.1. It was vetoed by the United States. There were 9 votes in favor, plus 5 ab stentions (France, Ireland, Japan, Panama, U.K.). On January 28, 1982, the Security Council adopted are solution calling for an emergency special session of the General Assembly to deal with the Israeli decision concerning the Golan Heights. The vote was 13 in favor to none against , with 2 absten tions (U.K., U.S.).
