International organization — European Coal and Steel Community — Treaty establishing, Article 56 — Amendment of — Requirements of Article 95 (3) — Proposal to extend power of High Authority to assist unemployed coal workers — Power to be exercisable in difficulties arising out of changes in marketing conditions — Relevance of fact that this would give High Authority power to correct difficulties caused by establishment of common market — Relevance of time-limit of proposed amendment in relation to fifty-year duration of Treaty — Relevance of fact that amendment dealt only with coal industry — Possible fetter on future freedom of action of High Authority.
