†† In answer to our query Vice-President Wai wrote (in litt. 25 05 1984Google Scholar): ‘The Open-door policy: this plan was implemented in late 79; it enhanced the relationship between China and the rest of the world in fields of science, technologies, trade, and friendship. It was followed by total restructuring of China's national economy and the 6th Fiveyears Plan which emphasizes that AGRICULTURE is the root and base of China's economy. Agriculture is also rated 1st priority in China's Four Modernizations.’—Ed.

It reports directly to the Central Government.
