On Sept. 16, 1983, the White House announced that the United States was prepared to make available to civilian aircraft the facilities of its Global Positioning System, when it became operational in 1988. The system is designed to give more accurate information to pilots on latitude, longitude and altitude, and to help keep them on course. See 19 Weekly Comp. Pres. Doc. 1266 (Sept. 19, 1983).
