3 The United States also made clear that it would make the reservation which is permitted under Article 2(b) of the Convention on Letters Rogatory. This reservation would limit the scope of the convention to service (“performance of procedural acts of a merely formal nature”) and exclude the provision in the convention on taking of evidence and obtaining of information abroad.
