To carry on the victorious development of our struggle, we must:

A. Develop and strengthen internal and external security of the party, install and put security bodies into operation, persuade responsible workers to devote themselves to security, form security networks in all areas, and particularly in frontier regions and in enemy contact zones. Strengthen vigilance against enemy agents and opportunists in all sectors of the party and in our armed forces. Pay special attention to security for responsible workers of the party, both in the framework of struggle within the country and in their travels abroad.

1. 1. Develop and constantly strengthen the best possible relations between the armed forces and the people. Every combatant must be aware that he is a son of the people serving the people. Every element of the population must be aware that our combatants are sons of the people who with weapons in hand defend the sacred interests of our people against the Portuguese colonialists. No combatant or responsible worker has the right to use our weapons in order to terrorise the people or in order to obtain personal advantages against the interests of the people. The combatant must live in the midst of the people as their son and defender, and the people must be the main and vital support for every combatant. The people, for us, are any descendants of our land who support our armed struggle against Portuguese colonialism, and who co-operate overtly or covertly with our party. Those who are against the struggle and against the party, those who serve the Portuguese colonialists or in any way try to destroy our party – they do not deserve to be counted among our people. All or any combatants who fail to respect the people, who do not defend the people's interests, who try to use their authority and the weapons in their hands for personal advantage – they do not deserve to be part of the armed forces of our party and they are not militants of our party.

2. 2. Turn our armed forces even more into the willing instrument our party created, organised and leads in order to serve liberation and the building of progress for our people. This is a duty for every combatant, militant or responsible worker in our armed struggle for national liberation.
