Summary

To carry on the victorious development of our struggle, we must:

A. Set up schools and develop teaching in all the liberated areas. Choose youngsters (boys and girls) between the ages of 14 and 20, with at least fourth-year education who can be used in the training of cadres. Combat without violence harmful practices, the negative aspects of the beliefs and traditions of our people. Make responsible workers of the party and all dedicated militants constantly improve their cultural training.

  1. 1. Improve the work in the existing schools, avoid a very high number of pupils which might prejudice the advantage to all. Found schools but bear in mind the real potential at our disposal, to avoid our having later to close some schools through lack of resources. Frequently inspect the work of teachers and the methods they are using. Avoid corporal punishment of pupils and strictly follow the programmes drawn up by the party for elementary and primary education. Set up special courses for the training and advancement of teachers.

  2. 2. Constantly strengthen the political training of teachers, their unlimited devotion to the party and the people. Dismiss and punish all those teachers who fail in their duties. Persuade parents of the absolute necessity for their sons and daughters to attend school, but organise activity for the pupils in such a way that they can also be useful at home in helping their family.

  3. 3. Set up courses to teach adults to read and write, whether they are combatants or elements of the population. On all sides ensure respect for the watchword of our party – ‘all those who know should teach those who do not know’.

  4. 4. Pay the closest attention to the recruitment of youngsters for training as cadres. Always remember that our political or military victories will lead nowhere if we do not have national cadres available for the reconstruction and scientific and technical development of our land. In the choice of candidates for training as cadres, give preference to the youngest, to the best militants of the party, to individuals (boys and girls) who have given evidence of intelligence and willingness to learn.
